I have reviewed the first utility permit plan submittal for Weston Heights North Short Plat located at 702
Nile Avenue NE and my comments are listed below. Please feel free to contact me if you have any

GENERAL COMMENTS
1. There is a digital set of redlined plans and a digital redlined TIR.
2. Include a letter with responses to all of the comments with your plan resubmittal.
3. Please have approved water plans from King County Water District 90 routed to the City for final
review prior to permit issuance.
4. A Construction Stormwater General Permit from the Washington Department of Ecology is
required as clearing and grading of the site exceeds one acre. A Utility Permit cannot be issued
until the NPDES permit is obtained.
TITLE SHEET COMMENTS – SHEET C1.0
1. The project utility permit number is #U16-003996. Add this to the cover sheet. There are no
building permits associated with this utility permit so you can remove the building permit line.
2. Add the utility permit number to each sheet in the bottom right hand corner (TYP).

3. Provide survey control map with monuments used to establish basis of bearings.
4. Fill in drawing scale on all sheets (TYP).
GENERAL NOTES COMMENTS – SHEET C1.1
1. Add an erosion control note stating that all ESC measures must be removed after construction
activity is complete.
T.E.S.C PLAN COMMENTS – SHEET C2.0
1. Adjust the clearing / grading limits to show that the majority of Lot 1 is undisturbed (TYP).
2. See Sheet C3.0 for review clearing limits along NE 7th Place.
3. Show rock construction entrance per COR Std. Plan 215.10 or wheel wash station per COR Std.
Plan 215.00.
4. Per the sizing calculations in the TIR, the required surface area for the sediment trap is 428 SF.
5. Label the emergency spillway for the sediment trap.
6. Demolition of the existing shop shall be under a separate permit.
7. Correct the misspelling of the word disturbed in Construction Sequence #14.
T.E.S.C. DETAILS COMMENTS – SHEET C2.1
1. Add COR Std. Plan 215.00 – Wheel Wash or COR Std. Plan 215.10 – Stabilized Construction
Entrance to the plan.
SITE PLAN COMMENTS – SHEET C3.0
1. NE 7th Place shall have a crown along the centerline of the roadway that is consistent with what
was built from Sta. 36+73.00 to Pasco Place NE and from Nile Avenue NE to Sta. 31+21.08 as
part of the Olympus Villa Plat. Add note to grind back pavement to roadway centerline so that
the southern half of NE 7th Place drains to the southern curb line at 2%. No portion of NE 7th
Place shall be superelevated. Revise all NE 7th Place roadway sections.
2. Move curb ramp at the intersection of NE 7th Place and Nile Avenue NE so that it matches the
layout of the companion ramp across NE 7th Place. Show the perpendicular curb ramp with
wings.
3. All new driveway wings shall be triangular. We are in the process of revising COR Std. Plan 104.3
to show this. Continue to reference COR Std. Plan 104.3 on the plans.
4. Add a note to the plan to remove ramps at the southern and eastern project edges. Provide a
blow up detail with existing spot elevations for sidewalk and curb connections.

5. Station PC and PT of roadway centerline so that transitions in the curb line can be established.
6. Provide a cross section for the trail.
7. Half street grind and overlay is required for NE 7th Place.
8. Square up grind and overlay limits as relined at the intersection of NE 7th Place Nile Avenue NE.
9. Provide postmaster approval for mailbox.
10. Add wetland perimeter fence linetype to the legend.
SITE PLAN DETAILS COMMENTS – SHEET C3.1
1. Move curb ramp at the intersection of NE 7th Place and Nile Avenue NE so that it matches the
layout of the companion ramp across NE 7th Place. Show the perpendicular curb ramp with
wings.
SITE PLAN DETAILS COMMENTS– SHEET C3.2
1. Improve legibility of COR Std. Plan 104.2.
2. We are in the process of updating COR Std. Plan 104.3. We hope to have a new detail in place
prior to construction.
DRAINAGE & GRADING PLAN COMMENTS – SHEET C4.0
1. There is too much space between the catch basins on NE 7th Place. Spacing between catch
basins is required to meet the standards found in Section 4.2 of the 2009 KCSWDM.
2. Add a 6” perforated pipe at 0.5% minimum to the gravel trench. Provide spot elevations of the
ground surface of the trench. Show how the trench is discharging to the wetland. Provide the
overflow elevation. Add note on the plan to field locate the discharge point so there is a clear
downstream drainage path.
3. Label IE in of new drain from the French drain on Lot 1.
4. Cleanout #1 shall be a yard drain per COR Std. Plan 225.10.
5. The rim of Yard Drain #3 appears to be incorrect.
6. Label the private roof drain collection per COR 225.10 (TYP).
7. Add a note to the plan stating that reduced impervious surface credit is proposed flow control
BMP for each lot.
8. Add a note to the plan stating that the wetvault and detention pond were designed under the
Weston Heights Plat Utility Permit U15-006162. Reference drawing number R-389512.

DRAINAGE AND GRADING PROFILE COMMENTS – SHEET C4.1
1. NE 7th Place shall not be superelevated. Adjust proposed flowline grade as necessary.
2. Adjust rim elevation for CB #1 as necessary for new flowline.
3. Show new storm drainage structures as necessary.
DRAINAGE DETAILS COMMENTS – SHEET C4.2
1. Remove COR Std. Plan 224.00 – 50 Foot Dispersion Trench with Notched Board from plan if it is
not being proposed as part of this permit.
2. Add any other details that will be used with the storm drain extension along NE 7th Place such as
COR Std. Plan 204.20 – Rectangular Vaned Grate.
DRAINAGE DETAILS COMMENTS – SHEET C4.3
1. Accurately show existing inlets and outlets to pond. Existing control structure appears to be
located west of where it is drawn. See plan redlines.
2. Show pertinent existing structure elevations.
3. Show plan view of existing control structure layout. Show pipes in and out.
4. Add a note to the plan stating that the Olympus Villa Pond was designed under the Olympus
Villa Plat Utility Permit U10-042. Reference drawing number R-358714.
5. Show the 6” perforated pipe in the gravel trench section detail.
SEWER PLAN & DETAILS COMMENTS – SHEET C5.0
1. Show sewer cleanouts behind the sidewalk.
2. Add a note to the plan stating that sewer cleanouts behind sidewalk shall be located in 2’x2’
concrete pad adjacent to the back of walk.
3. Add COR Std. Plan 403.1 – 8” or 6” Cleanout for Sanitary Sewer Main to plan.
4. Add a note to the plan stating that Lot 1 is served by an existing on-site septic system. Lot 1
shall connect to the new sewer stub. The existing on-site septic system shall be abandoned in
accordance with King County Department of Health regulations and Renton Municipal Code.
5. Add a note to the plan stating that new sewer mains in Nile Avenue NE and Private Road C were
designed and permitted under the Weston Heights Plat Utility Permit U15-006162. Reference
drawing number S-389501.
6. Check the image quality of the sewer PDF details shown on this sheet. The image quality is
much worse than that of the storm standard plans shown on Sheet C4.2.

TIR COMMENTS
1. Update conveyance calculations to account for new catch basins along the southern frontage of
NE 7th Place.
2. Update TIR sections as necessary per redlines.
3. Update bond quantity worksheet as necessary.
STREETLIGHT PLAN COMMENTS
1. Revised lighting layout as redlined.
2. Provide updated lighting calculations.
LANDSCAPE PLAN COMMENTS
1. Please submit a sign detail for the public access signs. In addition to notifying the public of the
trail and noting that it is for public use, please note that the trail users should stay on the trail
(so that they don’t walk into the wetland buffer enhancement area).
2. Please add the following tree protection measures to the Tree Retention Plan:
Protection Measures During Construction: Protection measures in this subsection apply for all
trees that are to be retained. All of the following tree protection measures shall apply:
a. Construction Storage Prohibited: The applicant may not fill, excavate, stack or store
equipment, dispose of any materials, supplies or fluids, operate any equipment, install
impervious surfaces, or compact the earth in any way within the area defined by the
drip line of any tree to be retained.
b. Fenced Protection Area Required: Prior to development activities, the applicant shall
erect and maintain six foot (6’) high chain link temporary construction fencing around
the drip lines of all retained trees or at a distance surrounding the tree equal to one and
one quarter feet (1.25’) for every one inch (1”) of trunk caliper, whichever is greater, or
along the perimeter of a tree protection tract. Placards shall be placed on fencing every
fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees,” or on each
side of the fencing if less than fifty feet (50'). Site access to individually protected trees
or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4)
sides. In addition, the applicant shall provide supervision whenever equipment or trucks
are moving near trees.
c. Protection from Grade Changes: If the grade level adjoining to a tree to be retained is to
be raised, the applicant shall construct a dry rock wall or rock well around the tree. The
diameter of this wall or well must be equal to the tree’s drip line.
d. Impervious Surfaces Prohibited within the Drip Line: The applicant may not install
impervious surface material within the area defined by the drip line of any tree to be
retained.

e. Restrictions on Grading within the Drip Lines of Retained Trees: The grade level around
any tree to be retained may not be lowered within the greater of the following areas: (i)
the area defined by the drip line of the tree, or (ii) an area around the tree equal to one
and one half feet (1 1/2') in diameter for each one inch (1") of tree caliper. A larger tree
protection zone based on tree size, species, soil, or other conditions may be required.

f. Mulch Layer Required: All areas within the required fencing shall be covered completely
and evenly with a minimum of three inches (3") of bark mulch prior to installation of the
protective fencing. Exceptions may be approved if the mulch will adversely affect
protected ground cover plants. (Ord. 5676, 12 3 2012)
g. Monitoring Required during Construction: The applicant shall retain a certified arborist
or licensed landscape architect to ensure trees are protected from development
activities and/or to prune branches and roots, fertilize, and water as appropriate for any
trees and ground cover that are to be retained.
