HomeMy WebLinkAboutSR169 MP21 89-2 06 Cedar River Station - CP Review 4 March 22, 2014 TO: Ramin Pazooki / Felix Palisoc, Sno-King Development Services, MS 240 FROM: Rob Brown / Binh Nguyen NWR - King Area Traffic Analysis, MS 120 SUBJECT: SR 169 Cedar River Station MP 11.57 – MP 11.63 Channelization Plan Review 4 NW Region Traffic, Design Review, and ADA Coordinator have reviewed the channelization plan for the subject project submitted on February 13, 2014. The comments are as follows: Plan Comments We have previously requested that a truck apron be installed for the inside of the eastbound SR 169 (Renton-Maple Valley Highway) right-turn in to the proposed development. The response we received was that the developer declined to install this apron because it is a truck tipping hazard. In lieu of the truck apron, the developer should propose a design that limits the throat width of the entrance. The 23’ shown on the latest submittal is very wide. The design should provide an adequate width for trucks to enter but limit the width to reduce entry speeds. We again suggest that a truck apron be installed on the inside of the right-turn. This would be constructed with a 3 inch-tall rolled curb and concrete island that is commonly used for the truck aprons in roundabouts. We do not agree that this creates a tipping hazard as it has been designed for truck off-tracking and has been successfully used in roundabouts for years. Please see Curb 1 in the WSDOT Standard Plan F 10-18.00 for the curb we are suggesting. http://www.wsdot.wa.gov/publications/fulltext/Standards/english/PDF/f10.18-00_e.pd f The egress side of the traffic island at the access point needs to provide more deflection to the right for the exiting vehicle. As shown on the current plan there is almost no physical deflection to discourage a left-turn out. Please see the marked up plans from Review #3 for our suggested modification. A design that physically discourages the left-turn out must be provided. The tanker turning envelope submitted with the last plan shows the tanker entering the site from the right through lane. We would expect the tanker to split the right-turn and through lanes. This would maximize the turning radius while blocking another vehicle from occupying the right-turn lane. Is this not a correct assumption? If not, we should discuss. Related, how many tankers a week are you expecting to enter the site? We are again requesting turning envelopes for WB-40 and WB-67 delivery vehicles. WSDOT uses this date as the official date of the plans for archiving purposes. This date should match with the responsible PE stamp and signature date. Need to call out the radius of the raised island RT curb (left side of the RT path). Install an edge line with 4-ft offset from the face of the raised island curb between the two turning paths (see marked up plan). The edge line east of the driveway should start at the curb radius return (i.e. at ~STA 4+25). The LT pavement arrows should be relocated to STA 3+59 and STA 4+09 (see Standard Plan M-3.40-03). Add a break line to the each of the curb ramp to clearly represent the landing area and the actual ramp. Need to extend the Double Yellow Centerline from STA 3+22.96 to STA 1+29.66 to replace the existing TWLTL. Associated callouts should be updated also. For clarification, show widths for EB lanes at STA 8+19, STA 6+90, and STA 5+15. Dimension lines and callouts for the EB RT taper and storage are not needed. Please remove.
