Cindy summarized the project design, currently at the 30% design level. The highlights:
12th to Sunset:
New westerly sidewalk to allow for 5 feet of widening.
No planter proposed
Grind & Overlay
Issues with roadway crown (existing crown meanders far to the west), result in non-symmetrical cross slopes and challenging overlay areas.
10th to 12th:
Complete sidewalk on westerly side
Bike lanes on both sides
Center turn lane throughout…opportunities for center planted median
3.5’ landscape median
Filterras to meet grant requirements
Streetlights and pedestrian lights proposed
South of 10th (shown as Schedule B on design):
New westerly sidewalk to connect to development
North of 4th (shown as Schedule C on design):
New westerly sidewalk to connect to intersection
Project Schedule: 30% design was summited December 30th, PMX waiting for City Feedback. Final design plans/construction bidding to take place in early summer.
The City provided the following feedback:
Utilities:
Must upgrade existing 8-inch watermain with a new 16” watermain from approximate Station 113+00 to 120+50. Will need to move watermain location further west to avoid conflict with proposed
storm.
City to coordinate with RFA to provide direction on hydrant locations and need.
Provide 12 inch stubouts from new main to hydrants to allow for future development. Want to avoid future trenching to main if possible.
PMX to add watermain design effort to amendment scope and budget.
PMX to check with Water District 90 to verify if they have asbestos in their pipes and if they need replacement/upgrades
No Sanitary Sewer upgrades
Stormwater pipes – the City prefers HP over CPEP.
Provide irrigation to planters
Use City’s Filterra design from their Rainier Avenue project - it uses 22.5 degree bends instead of 90 degree bends – easier to maintain long-term. Flora to provide design detail from
Rainier Avenue.
Provide Fiber Optic conduit along entire length of project. Conduit is typically 3-inch, Schedule 40 PVC under the sidewalk (or Schedule 80 PVC for street crossings). Can share same
trench as illumination conduit, but separate junction boxes. JB’s should be located in planter strip where possible. Flora to coordinate with Ron Hansen regarding the installation
of Fiber Optic wiring.
May need to upgrade HAWK signal at 12th if conduits are from old system. PMX/City to verify.
General Design:
Consider long-term maintenance in design.
City concerns about pavement subgrade north of 12th – overlay may not be enough
City to provide direction on crown location north of 12th.
PMX to pay special attention to all ramp designs. City prefers directional-perpendicular over parallel ramps, but understand the ROW constraints. Look at rotating parallel ramps to
get landing area “pointing” towards the ramp across street and adjust crosswalk striping location, if possible.
City to coordinate with RFA to provide direction on hydrant locations and need.

PMX to submit lighting analysis for review
PMX to resubmit Design Report with simplified appendices
PMX to submit updated schedule
PMX to add watermain, irrigation & Fiber Optic design, and a post-comment 30% submittal to amendment.
PMX to coordinate with Water District 90 regarding utility needs
City/PMX to schedule field meeting to verify HAWK signal conduit after 30% review.
City to provide 30% review comments in two weeks
City to provide Rainer Avenue Filterra detail, water main redlines, fiber optic wiring needs and hydrant location information
