SUBJECT: Wetland Reconnaissance and Stream Study for Day Short Plat
18600 – 116th Ave. SE, Parcels 619780-0080, -0263, and -0265

Dear Bob:
On February 7, 2019 I conducted an initial wetland and stream reconnaissance on
the subject property utilizing the methodology outlined in the May 2010 Regional
Supplement to the Corps of Engineers Wetland Delineation Manual: Western
Mountains, Valleys, and Coast Region (Version 2.0). Additional field investigations
were conducted on October 10, 2019 and March 9, 2021.
The western portion of Parcel 619780-0080 (18600 – 116th Ave. SE) is currently
developed with an existing mobile home and yard area. The remainder of this parcel
and the other two parcels are currently undeveloped. Vegetation on the site
currently consists primarily of a mixed upland forest that includes black cottonwood
(Populus trichocarpa), big-leaf maple (Acer macrophyllum), Douglas fir
(Pseudotsuga menziesii), Himalayan blackberry (Rubus armeniacus), hazelnut
(Corylus cornuta), Indian plum (Oemleria cerasiformis), sword fern (Polystichum
munitum), and English ivy (Hedera helix). No hydrophytic plant communities were
observed on the property.
City of Renton GIS mapping indicates the presence of one stream (Stream 1) in the
northeast corner of Parcel 619780-0265. No wetlands were identified on or
immediately adjacent to the property. The stream on the site enters the property
from a culvert and drains west to east along the northeast property line. Both the
piped and un-piped portions of the stream appear to coincide with a recorded
drainage easement for the property.
The stream was likely historically ditched but is currently unmaintained. The
ordinary high water (OHW) of the channel was delineated on October 10, 2019 and
was subsequently surveyed. The stream was dry at the time of the delineation and
the culvert was completely submerged at the time of a March 9, 2021 site review.

Stream 1 meets the criteria for a Type NS stream and requires a standard 50-foot
buffer plus 15-foot building setback per RMC 4-3-050.G.2.
