HomeMy WebLinkAboutPN_RenLSFM_Cottonwood_Project_Narative_230602_v1City of Renton – Cottonwood LS Shoreline Exemption Submittal Requirements – Project Narrative The City of Renton (City) has retained RH2 Engineering, Inc. (RH2) to complete Phase 3 of the Lift Station and Force Main Improvements Project. This project will improve nine of the City’s lift stations, including Cottonwood Lift Station (Cottonwood), which requires a Shoreline Exemption due to its proximity to the Cedar River. The existing lift station site is at 2101 Maple Valley Highway and sits on an easement. The square footage of the project site is 1710 SF based upon the property right obtained by easement granted to the City (The entire lot is approximately 82,000 SF.) The current zoning of the site is commercial office and residential (COR), and adjacent properties are zoned as COR or resource conservation (RC). The current use of the site is an office building and the City’s existing lift station. Special site features include the proximity of the Cedar River. The proposed use of the property will not change. All improvements will be located within the existing easement. Work includes replacing pumps, piping and fittings inside the existing wet well; replacing piping and fittings inside the existing valve vault; installing a new telemetry panel adjacent to the existing (up by the road); and routing conduits from the existing valve vault to the proposed telemetry panel. The total estimated construction cost is approximately $55,000 and the estimated fair market value of the proposed project is not applicable. It is estimated that approximately 30 cubic yards (CY) of native material will be excavated to install conduits from the existing valve vault to the telemetry panel. The excavation will take place in an existing paved area used as a driveway for the existing apartment complex next-door. Approximately 10 CY of sand will be imported to bed the conduits, and native material will be used to backfill the trench. The disturbed existing paved area will be replaced in kind. A Fill Source Statement is not required for this project because the volume of import fill is under the limit. No trees will be impacted by the improvements. The existing soils are anticipated to be structural fill and native material due to previous construction in the area for the lift station. The existing lift station is located within the Cedar River Reach C Regulated Shoreline with a designation of Shoreline High Intensity. The shoreline type is stream/river and floodplain/floodway. The site is mapped in Federal Emergency Management Agency’s (FEMA) flood zone AE (regulatory flood way) and X (500-year floodplain). There is some evidence of erosional processes, but generally the shoreline includes intact stream banks with native woody vegetation. The critical areas mapped onsite also include moderate landslide hazards, high seismic hazards, regulated slopes, Channel Migration zone (severe), and a Wellhead Area Zone 1. No existing bulkheads or bank armoring is present. The proposed improvements will not obstruct any views of the Cedar River. This project will not impact the number, size, and density of the lots.
