Project Summary: The applicant is requesting Environmental (SEPA) Review a Comprehensive Plan
Amendment and rezone. Along North 30th Street are two parcels with split zoning
and Comprehensive Plan land use designations with Commercial Neighborhood
(CN) zoning and the High Density Residential (RHD) designation to the north, and
Residential-6 (R-6) zoning and the Medium Density Residential (RMD) designation
to the south. One additional parcel with R-6 and and RMD applied is included in
the proposal because it adjoins one of the split zoned parcels and is under
common ownership, so the parcel is expected to be sold and redeveloped as one
site. The city proposes to apply CN zoning and the RHD designation to the three
parcels resulting in 1.38 acres of expanded CN zoning.

RECOMMENDATION:
Staff Recommends that the Environmental Review Committee issue a
Determination of Non-Significance (DNS).
PART ONE: PROJECT DESCRIPTION / BACKGROUND
At the request of the property owners, the City of Renton proposes a Comprehensive Plan Amendment (CPA)
and a rezone of approximately 1.38 acres in the Kennydale Community Planning Area adjacent to the
southeast intersection of N 30th St and Park Ave N. The proposal is to change the land use designation from
Residential Medium Density (RMD) to Residential High Density (RHD) concurrently with a rezone from
Residential-6 (R-6) to Commercial Neighborhood (CN). The proposed changes would affect three parcels
(identified below as Lots 1, 2, and 3 with property tax IDs of 3342103256, 3342103255, 3342103270,
respectively) and correct the split zoning of both R-6 and CN applied to lots 1 and 3, which would enable
cohesive development under the CN zone for all three lots.

Lots 1 and 2 have frontage on Park Ave N, and Lots 1 and 3 are currently undeveloped and have frontage on
N 30th St, which is designated as a Minor Arterial Street intended to carry moderately high traffic volumes.
Approximately half of Lot 1 is covered with compacted gravel and serves as a parking lot for the Seattle
Bread of Life Christian Church, located at the northwest corner of the N 30th St/Park Ave N intersection, as
well as a Park-and-Ride for nearby bus stops but is owned by neither the church nor any transit authority.
Lot 2 is developed with a detached house and is under common ownership with Lot 1.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.

There are no environmental impacts that are anticipated to occur in conjunction with the proposal.
E. Comments of Reviewing Departments
The proposal will be circulated to City Department Division Reviewers and appropriate agencies. All
substantive comments will be provided to the Responsible Officials for their consideration and
possible recommendation that the comments be incorporated as “Advisory Notes to Applicant.”
Copies of all Review Comments are contained in the Official File and may be attached to this report.
The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing
together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057, on
or before 5:00 p.m. on June 19, 2023. Appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to
the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be
obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
