ED52149 CASE# 23-3721 OF COLLISION 04/02/23 12:19 OF CbLLI510N NARRATIVE On 04/02/2023 at approximately 1222 hours I was dispatched to a reported Traffic Collision at the Maplewood Park Apartments, located at 3815 NE 4th ST, within the City of Renton, County of King, State of Washington. A resident at the apartments contacted ValleyCom to report that a vehicle had struck three cars in the parking lot, causing damage to them. The following was recorded on my department issued body camera. For clarity, the involved parties are listed in order of involvement: Unit#1 -2003 Honda Accord (WA Plate BXV6352). Driver identified by his WADOL as Tedros T. Ghebrezgabher (01/10/1973). Unit#2 -2016 Nissan Sentra (WA Plate BBR1661). Registered owner identified by his WADOL as Luis A. Garcia (11/01/1981). Vehicle was parked an unoccupied at the time of the collision. Unit#3-2008 Mini Cooper (WA Plate BZM4332). Registered owner identified by his WADOL as Isai Juarez Pineda (07/26/1981). Vehicle was parked an unoccupied at the time of the collision. Unit#4-2017 Nissan Sentra (WA Plate BPR0569). Registered owner identified as Debrorah M. Sauls (12/27/1974) through a WCIC/NCIC check of the vehicle's registration. Vehicle was parked an unoccupied at the time of the collision. I was unable to contact Sauls at the time of this report. The parking lot at this location runs in a north/south direction, with parking stalls on either side facing to the east and west. Upon arrival, I observed U-1, facing to the north, on the west side of the parking lot. Units 2, 3, and 4 were parked on the west side of the parking lot, with U-2 and U-4 facing to the west, and U-3 facing to the east. U-1 appeared to have collided with U-2 and U-3. The collision pushed the rear of both vehicles, pushing them to the left (south). The collision with U-3 appears to have pushed that vehicle into U-4, also pushing it to the left (south). I spoke with Ghebrezgabher and asked him to describe what had occurred. Ghebrezgabher stated that he is a delivery driver, and he was attempting to turn around in the parking lot when his vehicle began sliding, sliding to the west and into U-2,3, and 4. According to Ghebrezgabher, he pulled into a parking spot directly to the east of the other units when his vehicle began sliding. I asked Ghebrezgabher how fast he was going, he said he was not going fast. It should be noted that temperatures were above freezing at the time of this incident. The parking has a grade that slopes from the west (low) to the east (high). 1 observed no obvious signs of oil sheen on the ground, or other contributing circumstances that would result in a vehicle sliding at this location. Ghebrezgabher reported no injuries. During my investigation, I did not find Ghebrezgabher's explanation reasonable. Based on U-1 colliding with 3 vehicles, causing them to move by a significant amount, U-1's speed would have been excessive in the small parking lot, based on the conditions at the time (wet surface, recent rain). U-1 sustained moderate damage to the left and rear side of the vehicle. U-2 sustained minor damage to the rear and left side of the vehicle. U-3 sustained moderate damage to the rear, left, and right rear sides of the vehicle. U-4 sustained minor damage to the right rear side of the vehicle. Ghebrezgabher was issued a Notice of Infraction under RCW 46.61.400 Speed Too Fast for Conditions. Ghebrezgabher was advised he would receive the infraction by mail.
