The proposed improvements are in Renton Washington and predominately located in the right-of- way of Park Avenue and extends south through the intersection of North 3rd Street and north through the intersection of North 4th Street. Minor disturbance will occur within parcels #7224000275, #7224000280, #7224000580, #75646000105 as existing Puget Sound Energy (PSE) infrastructure is within these properties. Additional minor disturbance will occur within parcel #7224000475 in order to restore the existing sidewalk with an ADA accessible sidewalk within the disturbed area. According to Section 1.1.2 of the 2022 City of Renton Surface Water Design Manual (SWDM), full drainage review is required for this project since it proposes more than 2,000 square feet (SF) of new plus replaced impervious surface. Project Overview The proposed improvements are limited to the undergrounding and associated surface restoration of PSE, Comcast and Lumen infrastructure. The project involves approximately 9,495 SF [ 0.218 acres] of pavement replacement associated with the undergrounding trench. The project is proposing a (1) catchbasin in the gutter of an existing low point tying into the storm drain below the gutter line. Otherwise, the project will not disturb existing drainage improvements. Below is a summary of the new plus replaced hard surfaces associated with this project. Table 1 –New Plus Replaced Impervious Surfaces Square Feet Acres Asphalt Pavement (Replaced Impervious) 2,705 0.062 Concrete Walkway (Replaced Impervious) 6,790 0.1560 Total New Plus Replaced Impervious Surface 9,495 0.218 Existing Conditions The site is located in Section 8, Township 23 North, Range 5 East and Section 17, Township 23 North, Range 5 East, Willamette Meridian. The site is located within the Lower Cedar Creek drainage basin, which is part of the Cedar River/Lake Washington watershed. As the project is located predominately in the right-of-way, stormwater runoff from the existing site drains to existing stormwater catch basin and pipe system in the right-of-way. Stormwater runoff north of the intersection of February 24, 2023 Sartori Elementary School Power Utility Undergrounding Drainage Memorandum Page 2 Park Avenue North and North 4th Street drains north to the 36-inch Corrugated Metal Pipe in North 5th Street. Stormwater runoff from the northern portion of Park Avenue North between North 4th Street and North 3rd Street drains into the 12-inch concrete pipe in North 4th Street. Stormwater runoff from the southern portion of the project limits drain into a 10-inch concrete pipe in North 3rd Street. All three mains in North 3rd, 4th and 5th Streets drain west and combine into the 24-inch concrete pipe in Burnett Avenue North. Within the project limits, Park Avenue North generally slopes from south to north with elevation ranging from about 38 to 38. Core Requirements According to Table 1.1.2.4 in the SWDM, projects triggering full drainage review are required to address Core Requirements #1-9 and Special Requirements #1-6. Core Requirement #1 – Discharge at Natural Location (1.2.1): As previously mentioned, the project is a trenching project, there will be no changes to impervious area coverage, no changes to existing drainage patterns, and the existing discharge location will be maintained. The new catchbasin to be installed at the existing localized low point will not change the drainage pattern of the roadway. Core Requirement #2 – Off-site Analysis (1.2.2): The project is exempt from Core Requirement #2 because the project adds less than 2,000sf of new impervious surface, and less than ¾ acre of new pervious surface, and does not construct or modify a drainage pipe/ditch and does not contain or lie adjacent to landslide hazard, steep slope hazard or erosion hazard area. Core Requirement #3 – Flow Control (1.2.3): Per the City of Renton Flow Control Application Map, the project site is located within Peak Rate Flow Control Standard area. The project is exempt from the peak rate flow control because the project only contains replaced impervious surfaces and will not change the drainage rates and durations for any storm. Core Requirement #4 – Conveyance System (1.2.4): As previously mentioned, the project is a trenching project, there will be no changes to impervious area coverage, no changes to existing drainage patterns, a new catchbasin will be installed at an existing localized low point, but the existing discharge location will be maintained. The project will not alter the amount of area tributary to each conveyance system; it only involves replaced impervious surfaces and will not expand the footprint of any existing impervious areas. Core Requirement #5 – Construction Stormwater Pollution Prevention (1.2.5): A Construction stormwater pollution prevention plan (CSWPP) including a Stormwater Pollution Prevention and Spill Control Plan (SWPPS) and a Temporary Erosion and Sediment Control (TESC) plan has been included with the plan set and as an appendix to this drainage memorandum. The TESC plan will be considered the minimum for anticipated site conditions. The Contractor will be responsible for implementing all TESC measures and upgrading as necessary. The TESC facilities will be in place prior to any demolition or construction. Core Requirement #6 – Maintenance and Operations (1.2.6): The project proposes an additional catchbasin at an existing localized low point within the roadway gutter line. The new catchbasin will be maintained by the City of Renton. Core Requirement #7 – Financial Guarantees and Liability (1.2.7): This project is constructed by a public entity, the Renton School District, and within the public right-of-way, and the project does not propose any drainage improvements, therefore the project will not need to comply with Section 1.2.7 of the SWDM. February 24, 2023 Sartori Elementary School Power Utility Undergrounding Drainage Memorandum Page 3 Core Requirement #8 – Water Quality (1.2.8): The project meets the surface area exemption as the project proposes less than 5,000 sf of new plus replaced pollution generating impervious surface (PGIS) and less than ¾ acre of new pollution generating pervious surface (PGPS). Core Requirement #9 – On-Site BMPs (1.2.9): The project site proposes more than 2,000 SF of new plus replaced impervious surfaces and is subject to Urban Road Improvement Project BMP Requirements which will require an evaluation of BMP feasibility for all new impervious surfaces, new pervious surfaces, and replaced impervious surfaces that are not already mitigated with an approved on-site BMP or flow control facility. The project is located on Zone 1 of the Aquifer Protection Area and on-site BMPs that rely on infiltration such as bioretention and permeable pavement are prohibited. Therefore, the BMPs listed in section 1.2.9.2.2 are not feasible for this project. Special Requirements Special Requirement #1 – Other Adopted Area-Specific Requirements (1.3.1): The City of Renton Surface Water Design Manual is one of several adopted regulations in the City of Renton that apply requirements for controlling drainage on an area-specific basis. Other adopted area-specific regulations include requirements that have a more direct bearing on the drainage design of a proposed project. These regulations include the following: · Master Drainage Plans (MDPs) – The project is not within an area covered by an approved Master Drainage Plan. The project is not a Master Planned Development, a Planned Unit Development, a subdivision that will have more than 100 lots, a commercial development that will construct more than 50 acres of impervious surface, and will not clear more than 500 acres within a drainage sub-basin. Therefore, a Master Drainage Plan is not required. · Basin Plans (BPs) – The Lower Cedar River Basin and Nonpoint Pollution Action Plan was adopted in 1997. The recommendations listed in this basin plan do not impose any additional requirements applicable to the project. · Salmon Conservation Plans (SCPs) – A Chinook Salmon Conservation Plan was prepared for the Lake Washington / Cedar / Sammamish Watershed (WRIA 8), dated July, 2005. The recommendations listed in the Conservation Plan do not impose any additional requirements applicable to the project. · Lake Management Plans (LMPs) – The project is not within an area governed by an LMP. · Hazard Mitigation Plan – According to the Renton Annex Hazard Mitigation Plan, the site is with the High to Moderate Liquefaction Potential Area as well as the 500-year floodplain. The Hazard Plan does not list any additional requirements that would apply to this project. · Shared Facility Drainage Plans (SFDPs) – The proposed project is not within an area with an SFDP. Special Requirement #2 – Flood Hazard Area Delineation (1.3.2): According to the FEMA flood insurance rate map, the project is outside of the 100-year floodplain. Special Requirement #3 – Flood Protection Facilities (1.3.3): There are no existing flood protection facilities on- site, nor does the project propose new flood protection facilities. Special Requirement #4 – Source Control (1.3.4): This project will not involve any activities listed in the SWDM that require the use of structural source control measures. During construction, BMPs for activities A-20, Concrete and Asphalt Application, and A-31, Vehicle and Equipment parking and Storage, must be implemented as described in the King County Stormwater Pollution Prevention Manual. Special Requirement #5 – Oil Control (1.3.5): The improvements within the roadway intersections do no exceed $100,000 and the project does not generate more than 5,000 sf of new plus replaced PGIS or more than ¾ acre of new PGPS.; therefore, oil control is not required. The following is a summary of the items to be addressed on the TESC Plan of the contract documents and an indication of their applicability to this project. PART A: ACTIVITY SPECIFIC INFORMATION REQUIRED Storage and Handling of Liquids: No petroleum products, fuel, solvents, detergents, paint, pesticides, and concrete admixtures are expected to be stored on site. There may be small quantities of paint or form oil stored on site during construction. They are expected to be stored in a protected area such as inside a construction trailer, or inside a fenced enclosure in the contractor’s work area. Exact quantities and storage locations are not known at this time. Storage and Stockpiling of Construction Materials and Wastes: Construction materials and waste may be stockpiled temporarily but shall be hauled off regularly. Refer to Note 2 below for additional information. Fueling: No stationary fuel tank will be allowed on site during construction. Fueling will be allowed on site during daylight hours only by a mobile fuel truck, and only in paved areas. Refer to notes 3, 4, and 5 below for additional information. Maintenance, Repairs, and Storage of Vehicles and Equipment: Equipment that requires significant repair will be removed from the site to repair. Minor repairs or maintenance may be allowed on site only in an approved area. Refer to note 6 below for additional information. Concrete Saw Cutting, Slurry, and Washwater Disposal: All concrete saw-cutting slurry, as well as rinsing of tools, shall be controlled such that it does not contaminate on-site stormwater. Concrete truck washout will not be allowed on site. Refer to note 7 below. Handling of pH Elevated Water: Page 2 Sartori Elementary School Power Utility Undergrounding Stormwater Pollution Prevention and Spill Plan November 23 2022 Because construction stormwater runoff will be routed to a sediment settling tank(s), monitoring for elevated pH can be conducted as necessary by sampling from the tank. Application of Chemicals including Pesticides and Fertilizers: No chemicals are expected to be used in this project. PART B: SWPPS SITE PLAN Refer to Sheets C1.0, C1.1 and C1.2 of the drawings. Also, per Section 2.3.1.4.B of the SWDM: 1. Liquids including petroleum products, fuel, solvents, detergents, pesticides, and concrete admixtures are not anticipated to be stored on site. If products such as fuel are required, these items will be brought in small quantities, used, and removed from the site. Items such as paint or form oils, if needed, will be delivered to the site in small quantities and stored inside a construction trailer prior to use. A note is included on the plan as follows: “No hazardous liquid products including but not limited to petroleum products, fuel, solvents, detergents, paint, pesticides, concrete admixtures and form oils shall be stored on- site without prior approval. If requested, the Contractor shall provide for spill containment in accordance with King County and City of Renton requirements. Contractor shall provide a list of the types and sizes of liquids that will be stored/handled on site. Contractor will also show the proposed location for storage on a project site plan and will provide a proposed method of secondary containment. The Owner’s Representative and the City shall review and approve the plan prior to storage.” 2. Construction waste will be limited on this site due to the limited scope of removals. The proposed improvements will not require demolition of any existing buildings. Any demolished material will be removed immediately upon demolition. This project has no hazardous material to be removed. All pollutants, including waste materials and demolition debris, that occur onsite shall be handled and disposed of in a manner that does not cause contamination of stormwater. Good housekeeping and preventative measures will be taken to ensure that the site will be kept clean, well-organized, and free of debris. A note is included in the TESC notes as follows: “Construction waste shall be promptly removed from the site and shall not be stockpiled.” 3. No stationary tanks will be used for this project. A note is included in the SWPPS notes as follows: “No stationary fuel tank shall be allowed.” 4. If required, a mobile fuel truck will be brought to the site to fuel the excavation equipment. A note is included in the SWPPS notes as follows: “Fueling of construction equipment shall be by a mobile fuel truck and shall be allowed only in paved areas. Contractor shall provide a plan for fueling area spill containment to the Owner’s Representative and the City of Renton with a proposed method of secondary containment. The Owner’s Representative and the City of Renton shall Page 3 Sartori Elementary School Power Utility Undergrounding Stormwater Pollution Prevention and Spill Plan November 23 2022 review and approve the plan prior to fueling. All spills, containment, and clean up shall be the contractor’s responsibility and at their own expense.” 5. Equipment will only be fueled during daylight hours. A note is included in the SWPPS notes as follows: “Fueling of construction equipment shall only be allowed during daylight hours.” 6. Equipment that requires significant repair will be removed from the site to repair. Minor repairs or maintenance may be allowed on site only in an approved area. A note is included in the SWPPS notes as follows: “The Contractor shall remove from the site all equipment that requires significant repair. Minor repairs or maintenance may be allowed on site in an approved area. The Contractor shall submit a plan for the proposed location of vehicle maintenance and repair and shall indicate the proposed method of containment for possible leaking vehicle fluids. The contractor shall also provide a plan to the Owner’s Representative and the City of Renton for the collection, storage, and disposal of the vehicle fluids. The Owner’s Representative and the City of Renton shall review and approve plan prior to any on-site maintenance.” 7. Truck washout will not be allowed on site. A note is included in the SWPPS notes as follows: “Truck washout shall not be allowed on site. The Contractor shall provide truck washout off-site at an approved and legal location.” 8. No chemicals are anticipated to be required for this project. 9. Selected Contractor shall provide location for spill response materials, and identify disposal methods for contaminated water and soil. A note is included in the SWPPS notes as follows: “Contractor shall provide to the Owner’s Representative and the City of Renton the location of spill response materials. Contractor will also identify disposal methods for contaminated water and soil after a spill.” PART C: POLLUTION PREVENTION REPORT The project will be publicly bid thus no excavation contractor is currently under contract. The possible sources of pollution are limited and are addressed above. In addition to the above information provided on the contract documents, the following notes are included to specifically address pollution prevention:  “The Contractor shall provide a report to the Owner’s Representative and the City of Renton identifying the personnel responsible for pollution prevention, including contact information, and clearly listing the responsibilities of these personnel.”  “The Contractor shall also provide a description of the procedures to be used in monitoring the pollution prevention BMPs and responding to a BMP that needs attention, including record keeping.” PART D: SPILL PREVENTION AND CLEANUP REPORT Due to the public bid process, an earthwork subcontractor is not yet under contract for Page 4 Sartori Elementary School Power Utility Undergrounding Stormwater Pollution Prevention and Spill Plan November 23 2022 this project. The personnel responsible for spill prevention and cleanup will be identified at the pre-construction meeting for the project. Spill prevention is addressed with notes on the contract documents as stated above. The sources of potential spills are limited and have been addressed on the plan with notes. In addition to the above information provided on the contract documents, the following notes have been added in the SWPPS notes to specifically address spill prevention:  “The Contractor shall provide a report to the Owner’s Representative and the City of Renton identifying the personnel responsible for spill prevention, including contact information, and clearly listing the responsibilities of these personnel.”  “The Contractor shall provide a description of the procedures to be used in monitoring the spill prevention BMPs and responding to a spill incident, including record keeping.”
