FOR ALL COMMERCIAL, MULTI -FAMILY, AND NEW SINGLE-FAMILY HOMES, CONSTRUCTION -RELATED NOISE IS ALLOWED: 7 AM TO 8 PM MON-FRI 9 AM TO 8 PM SAT, WORK ON THIS DAY IS BY CITY PERMISSION ONLY NO WORK SHALL BE PERMITTED ON SUNDAY. NO DELIVERIES SHALL BE SCHEDULED PRIOR TO 7:00 AM OR AFTER 6:00 PM. 2. CONSTRUCTION -RELATED NOISE IS NOT ALLOWED OUTSIDE OF ALLOWABLE HOURS, LEGAL HOLIDAYS, OR SUNDAYS. MOBILIZATION/STOCKPILE AREA NOTES 1. ANY EXCAVATED MATERIAL REMOVED FROM THE CONSTRUCTION SITE AND DEPOSITED ON PROPERTY WITHIN THE CITY LIMITS MUST BE DONE IN COMPLIANCE WITH A VALID CLEARING & GRADING PERMIT. LOCATIONS FOR THE MOBILIZATION AREA AND STOCKPILED MATERIAL MUST BE APPROVED BY THE CITY INSPECTOR AT LEAST 24 HOURS IN ADVANCE OF ANY DUMPING. 2. HAULING HOURS WITHIN THE RIGHT-OF-WAY ARE RESTRICTED TO MON-FRI 8:30 - 3:30. STREET SWEEPING NOTES 1. CONTRACTOR SHALL IMMEDIATELY SWEEP THE PAVED CITY RIGHT-OF-WAY WHEN DIRT OR OTHER CONSTRUCTION RELATED DEBRIS IS DEPOSITED. DUST SUPPRESSION 1. DUST FROM CLEARING, GRADING, AND OTHER CONSTRUCTION ACTIVITIES SHALL BE MINIMIZED AT ALL TIMES. 2. IMPERVIOUS SURFACES ON OR NEAR THE CONSTRUCTION AREA SHALL BE SWEPT, VACUUMED, OR OTHERWISE MAINTAINED TO SUPPRESS DUST ENTRAINMENT. 3. ANY DUST SUPPRESSANTS USED SHALL BE APPROVED BY THE CITY OF RENTON. PETROCHEMICAL DUST SUPPRESSANTS ARE PROHIBITED. WATERING THE SITE TO SUPPRESS DUST IS ALSO PROHIBITED UNLESS IT CAN BE DONE IN A WAY THAT KEEPS SEDIMENT OUT OF THE PUBLIC DRAINAGE SYSTEM. GENERAL NOTES 1. EXISTING CONDITIONS: A. CONTACT ALL NECESSARY UTILITY PURVEYORS TO COORDINATE UTILITY CUTOFFS AND REMOVALS. VERIFY THAT ALL APPROPRIATE SERVICES HAVE BEEN DISCONNECTED. B. CONFORM TO LOCAL GOVERNING REQUIREMENTS REGARDING NOISE CONTROL. C. MAINTAIN SAFE VEHICULAR AND PEDESTRIAN TRAFFIC ROUTES: 2. ENSURE MINIMUM INTERFERENCE WITH ROADS, STREETS, ALLEYS, SIDEWALKS, AND ADJACENT FACILITIES. 3. DO NOT CLOSE OR OBSTRUCT STREETS, FIRE LANES, SIDEWALKS, ALLEYS OR PASSAGEWAYS WITHOUT PERMISSION FROM AUTHORITIES HAVING JURISDICTION. 4. IF REQUIRED BY GOVERNING AUTHORITIES, PROVIDE ALTERNATE ROUTES AROUND CLOSED OR OBSTRUCTED TRAFFIC WAYS. A. VERIFY LOCATION AND ELEVATION OF EXISTING UTILITIES AT POINTS OF CONNECTION PRIOR TO COMMENCING WORK ON NEW UTILITY THAT IS TO BE CONNECTED TO THE EXISTING UTILITY. COORDINATE WITH OWNER'S REPRESENTATIVE IF ACTUAL CONDITIONS ARE AT VARIANCE WITH PLANS. B. VERIFY LOCATION AND ELEVATION OF EXISTING UTILITIES SUFFICIENTLY IN ADVANCE OF CONSTRUCTION TO ALLOW FOR COORDINATION AND MITIGATION OF CONFLICTS WITHOUT DOWN TIME. 5. DIMENSIONS AND LAYOUTS: A. THE CONTRACTOR IS RESPONSIBLE FOR PRESERVING ALL BENCHMARKS AND STAKES AND IS REQUIRED TO REPLACE ANY STAKES OR BENCHMARKS THAT ARE DISPLACED OR MISSING. B. THE CONTRACTOR IS RESPONSIBLE FOR REVIEW OF ALL UTILITY PURVEYOR AND CITY RECORDS RELATIVE TO THE EXISTING UNDERGROUND UTILITIES. THE CONTRACTOR IS RESPONSIBLE FOR AVOIDING DAMAGE TO THESE FACILITIES AND SHALL RESTORE ALL UTILITIES AT CONTRACTOR'S OWN EXPENSE. THE CONTRACTOR IS TO NOTIFY THE OWNER'S REPRESENTATIVE IMMEDIATELY IF UNDERGROUND UTILITIES NOT SHOWN ON RECORD DOCUMENTS ARE ENCOUNTERED. 1. NO HAZARDOUS LIQUID PRODUCTS, INCLUDING BUT NOT LIMITED TO PETROLEUM PRODUCTS, FUEL, SOLVENTS, DETERGENTS, PAINT, PESTICIDES, CONCRETE ADMIXTURES AND FORM OILS SHALL BE STORED ON -SITE WITHOUT PRIOR APPROVAL. IF REQUESTED, THE CONTRACTOR SHALL PROVIDE FOR SPILL CONTAINMENT IN ACCORDANCE WITH KING COUNTY AND CITY OF RENTON REQUIREMENTS. CONTRACTOR SHALL PROVIDE A LIST OF THE TYPES AND SIZES OF LIQUIDS THAT WILL BE STORED/HANDLED ON SITE. CONTRACTOR WILL ALSO SHOW THE PROPOSED LOCATION FOR STORAGE ON A PROJECT SITE PLAN AND WILL PROVIDE A PROPOSED METHOD OF SECONDARY CONTAINMENT. THE OWNER'S REPRESENTATIVE, THE CITY AND KING COUNTY SHALL REVIEW AND APPROVE THE PLAN PRIOR TO STORAGE. 2. CONSTRUCTION WASTE SHALL BE PROMPTLY REMOVED FROM THE SITE AND SHALL NOT BE STOCKPILED. 3. NO STATIONARY FUEL TANKS SHALL BE ALLOWED. 4. FUELING OF CONSTRUCTION EQUIPMENT SHALL BE A MOBILE FUEL TRUCK AND SHALL BE ALLOWED ONLY IN PAVED AREAS. CONTRACTOR SHALL PROVIDE A PLAN FOR FUELING AREA SPILL CONTAINMENT TO THE OWNER'S REPRESENTATIVE AND CITY OF RENTON WITH A PROPOSED METHOD OF SECONDARY CONTAINMENT. THE OWNER'S REPRESENTATIVE AND CITY OF RENTON, SHALL REVIEW AND APPROVE THE PLAN PRIOR TO FUELING. ALL SPILLS, CONTAINMENT, AND CLEAN UP SHALL BE THE CONTRACTOR'S RESPONSIBILITY AND AT THEIR OWN EXPENSE. 5. FUELING OF CONSTRUCTION EQUIPMENT SHALL ONLY BE ALLOWED DURING DAYLIGHT HOURS. 6. THE CONTRACTOR SHALL REMOVE FROM THE SITE ALL EQUIPMENT THAT REQUIRES SIGNIFICANT REPAIR. MINOR REPAIRS OR MAINTENANCE MAY BE ALLOWED ON SITE IN AN APPROVED AREA. THE CONTRACTOR SHALL SUBMIT A PLAN FOR THE PROPOSED LOCATION OF VEHICLE MAINTENANCE AND REPAIR AND SHALL INDICATE THE PROPOSED METHOD OF CONTAINMENT FOR POSSIBLE LEAKING VEHICLE FLUIDS. THE CONTRACTOR SHALL ALSO PROVIDE A PLAN TO THE OWNER'S REPRESENTATIVE AND CITY OF RENTON FOR THE COLLECTION, STORAGE, AND DISPOSAL OF VEHICLE FLUIDS. THE OWNER'S REPRESENTATIVE AND CITY OF RENTON SHALL REVIEW AND APPROVE PLAN PRIOR TO ANY ON -SITE MAINTENANCE. 7. TRUCK WASHOUT SHALL NOT BE ALLOWED ON SITE. THE CONTRACTOR SHALL PROVIDE TRUCK WASHOUT OFF -SITE AT AN APPROVED AND LEGAL LOCATION. 8. CONTRACTOR SHALL PROVIDE TO THE OWNER'S REPRESENTATIVE AND CITY OF RENTON THE LOCATION OF SPILL RESPONSE MATERIALS. CONTRACTOR WILL ALSO IDENTIFY DISPOSAL METHODS FOR CONTAMINATED WATER AND SOIL AFTER A SPILL. 9. THE CONTRACTOR SHALL PROVIDE A REPORT TO THE OWNER'S REPRESENTATIVE AND CITY OF RENTON IDENTIFYING THE PERSONNEL RESPONSIBLE FOR POLLUTION PREVENTION, INCLUDING CONTACT INFORMATION, AND CLEARLY LISTING THE RESPONSIBILITIES OF THESE PERSONNEL. 10.THE CONTRACTOR SHALL PROVIDE A DESCRIPTION OF THE PROCEDURES TO BE USED IN MONITORING THE POLLUTION PREVENTION BMPS AND RESPONDING TO A BMP THAT NEEDS ATTENTION, INCLUDING RECORD KEEPING. 11.THE CONTRACTOR SHALL PROVIDE A REPORT TO THE OWNER'S REPRESENTATIVE AND CITY OF RENTON IDENTIFYING THE PERSONNEL RESPONSIBLE FOR SPILL PREVENTION, INCLUDING CONTACT INFORMATION, AND CLEARLY LISTING THE RESPONSIBILITIES OF THESE PERSONNEL. 12.THE CONTRACTOR SHALL ALSO PROVIDE A DESCRIPTION OF THE PROCEDURES TO BE USED IN MONITORING THE SPILL PREVENTION BMPS AND RESPONDING TO A SPILL INCIDENT, INCLUDING RECORD KEEPING. 6. REGULATORY REQUIREMENTS: A. COMPLY WITH ALL APPLICABLE FEDERAL, STATE AND LOCAL CODES AND SAFETY REGULATIONS. IF THERE ARE ANY CONFLICTS AMONG REFERENCED STANDARDS, THE MORE STRINGENT REQUIREMENTS SHALL GOVERN. B. OBTAIN ALL NECESSARY PERMITS. 7. SAFETY SYSTEMS: A. PROTECT ALL EXCAVATION IN EXCESS OF FOUR -FEET IN DEPTH WITH A SAFETY SYSTEM CONFORMING TO THE REFERENCED REQUIREMENTS. B. THE CONTRACTOR'S EXCAVATION SAFETY SYSTEM SHALL BE DESIGNED BY A QUALIFIED PERSON AND MEET THE REFERENCED REQUIREMENTS. C. ALL EXCAVATION NOT REQUIRING TRENCH SAFETY SYSTEMS SHALL ALSO MEET THE WISHA SAFETY STANDARDS AND CITY OF RENTON REQUIREMENTS. 8. EXCAVATION: A. MATERIALS NOT DESIGNATED FOR SALVAGE SHALL BE BROKEN UP, LOADED, AND LEGALLY DISPOSED OF BY THE CONTRACTOR. CARE SHALL BE TAKEN REMOVING ITEMS TO ENSURE THAT DAMAGE DOES NOT OCCUR TO THE EXISTING TREES AND IMPROVEMENTS WHICH ARE TO REMAIN IN PLACE. ALL REMOVALS SHALL BE ACCOMPLISHED BY MAKING A NEAT VERTICAL SAWCUT AT THE LIMITS OF REMOVAL. ALL CONCRETE WALK REMOVALS SHALL BE SAWCUT AT THE NEXT ADJACENT JOINT. ADJACENT MATERIALS DESIGNATED TO REMAIN THAT ARE DAMAGED BY THE CONTRACTOR DURING THE WORK SHALL BE REPLACED AT NO ADDITIONAL COST TO THE OWNER. B. SPRINKLE EXCAVATED MATERIAL AND ACCESS ROADS AS NECESSARY TO LIMIT DUST TO THE LOWEST PRACTICABLE LEVEL. DO NOT USE WATER TO SUCH AN EXTENT AS TO CAUSE FLOODING, CONTAMINATED RUNOFF, OR ICING. C. IN THE EVENT THE CONTRACTOR ENCOUNTERS UTILITY LINES NOT SHOWN ON THE SITE PLAN OR OTHERWISE INDICATED TO BE SAVED, REMOVED, OR ABANDONED, THE LOCATION OF SUCH LINES SHALL BE MARKED IN THE FIELD AND THE OWNER'S REPRESENTATIVE NOTIFIED. C. THE CONTRACTOR WILL BE RESPONSIBLE FOR FURNISHING, SETTING AND MARKING ALL LINE 9. FILL MATERIALS: LOCATION STAKES. A QUALIFIED LAYOUT ENGINEER, SURVEYOR, OR TECHNICAL SPECIALIST MUST BE ASSIGNED TO THE CONTRACTOR'S CREW FOR THIS WORK AND SHALL BE ON SITE A. IF ANY FILL IS ANTICIPATED TO BE BROUGHT TO THE SITE THE APPLICANT SHALL SUBMIT AT ALL TIMES WHEN WORK REQUIRING CONTROL IS BEING PERFORMED, TOGETHER WITH A SOURCE STATEMENT CERTIFIED BY A PROFESSIONAL ENGINEER OR GEOLOGIST LICENSED ALL NECESSARY EQUIPMENT, SUPPLIES AND INSTRUMENTS RELATED THERETO. ADDITIONAL MEASURES, SUCH AS CONSTRUCTED WHEEL WASH SYSTEMS OR WASH PADS, MAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN AND TRACK OUT TO ROAD RIGHT OF WAY DOES NOT OCCUR FOR THE DURATION OF THE PROJECT. 4. ALL REQUIRED SEDIMENTATION/EROSION CONTROL FACILITIES MUST BE CONSTRUCTED AND IN OPERATION PRIOR TO LAND CLEARING AND/OR CONSTRUCTION TO PREVENT TRANSPORTATION OF SEDIMENT TO SURFACE WATER, DRAINAGE SYSTEMS AND ADJACENT PROPERTIES. ALL EROSION AND SEDIMENT FACILITIES SHALL BE MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH TIME THAT CLEARING AND/OR CONSTRUCTION IS COMPLETE AND POTENTIAL FOR ON -SITE EROSION HAS PASSED. DURING THE COURSE OF CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE PERMITEE TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY THE ACTIVITIES AND TO PROVIDE ADDITIONAL FACILITIES, OVER AND ABOVE MINIMUM REQUIREMENTS, AS MAY BE NEEDED, TO PROTECT ADJACENT PROPERTIES AND WATER QUALITY OF THE RECEIVING DRAINAGE SYSTEM. 6. APPROVAL OF THIS PLAN IS FOR EROSION/SEDIMENTATION CONTROL ONLY. IT DOES NOT CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE NOR LOCATION OF PIPES, RESTRICTORS, CHANNELS, OR RETENTION FACILITIES. 7. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO DAYS DURING THE WET SEASON (OCTOBER 1ST TROUGH MARCH 30TH) OR SEVEN DAYS DURING THE DRY SEASON (APRIL 1ST TOUGH SEPTEMBER 30) SHALL BE IMMEDIATELY STABILIZED WITH THE APPROVED ESC COVER METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING, ETC.). 8. WET SEASON SEASONAL EROSION AND SEDIMENT CONTROL REQUIREMENTS APPLY TO ALL CONSTRUCTION SITES CLEARING BETWEEN OCTOBER 1 AND MARCH 30 INCLUSIVE, UNLESS OTHERWISE APPROVED BY THE CITY THROUGH AN ADJUSTMENT PROCESS. 9. COVER MEASURES WILL BE APPLIED IN CONFORMANCE WITH APPENDIX D OF THE SURFACE WATER DESIGN MANUAL. 10. ANY AREA NEEDING ESC MEASURES, NOT REQUIRING IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN SEVEN (7) DAYS. 11. THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH OR WITHIN 24 HOURS FOLLOWING A STORM EVENT. 12. AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT -LADEN WATER INTO THE DOWNSTREAM SYSTEM. 13. DURING THE TIME PERIOD OF OCTOBER 1ST THROUGH MARCH 30TH, ALL PROJECT DISTRIBUTED SOIL AREAS GREATER, THAT ARE TO BE LEFT UN -WORKED FOR MORE THAN 12 HOURS, SHALL BE COVERED BY MULCH, SODDING OR PLASTIC COVERING. 14. ANY PERMANENT RETENTION/DETENTION FACILITY USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH THE NECESSARY EROSION CONTROL MEASURES AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE PERMANENT FACILITY IS TO FUNCTION ULTIMATELY AS AN INFILTRATION SYSTEM, THE TEMPORARY FACILITY MUST BE ROUGH GRADED SO THAT THE BOTTOM AND SIDES ARE AT LEAST THREE FEET ABOVE THE FINAL GRADE OF THE PERMANENT FACILITY. 15. PRIOR TO THE BEGINNING OF THE WET SEASON (OCT. 1), ALL DISTURBED AREAS SHALL BE REVIEWED TO IDENTIFY WHICH ONES CAN BE SEEDED IN PREPARATION FOR THE WINTER RAINS. DISTURBED AREAS SHALL BE SEEDED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON.
