AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM
"SUBURBAN RESIDENCE DISTRICT" (SR-1) TO "RESIDENCE
DISTRICT" (R-2)
WHEREAS under Chapter VII, Title IV (Building Regulations)
of Ordinance No . 1628 known as the"Code of General Ordinances of the
City of Renton" , as amended, and the maps adopted in conjunction there=
with, the property hereinbelow described has heretofore been zoned as
Suburban Residence District (SR-1) ; and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the City Clerk on or about
February 24, 1971, which petition was duly referred to the Planning
Commission for investigation., study and public hearing, and a public
hearing having. been held thereon on or about March 24, 1971, and
said' matter having been duly considered by the Planning Commission
and said zoning request being in conformity with the City' s Compre-
hensive Plan, and the City Council having duly considered all matters
relevant thereto and all parties having been heard appearing in support
thereof or in opposition thereto, NOW THEREFORE ,
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF RENTON, WASHINGTON, AS FOLLOWS :
SECTION I : The following described property in the City of
Renton is hereby rezoned to Residence District (R-2) as hereinbelow
specified; the City Engineer and the Planning Director are hereby
authorized and directed to change the maps of the Zoning Ordinance , as
amended, to evidence said rezoning, to-wit :

north 125 ' of that portion of the west half of the NE 1/4
of the SW 1/4 of the SE 1/4 of Sec. 4 , Twp 23N, R 5E , W.M. ,
described as follows : Beginning at the southwest corner of

4. NEW PUBLIC HEARING ITEMS

for professional laboratory use in R-2 zone; property located
on south side of Sunset Blvd. NE between Newport and Queen
Ayes. NE
As the above-noted rezone and special permit applications were
directly related, they were considered together.
The Chairman described the applications and the Planning
Director pointed out property located on the zoning map. The
request is to allow conversion of the existing church building
for use as a laboratory for the preparation of sterile culture
media for use by clinical laboratories and hospitals in the
area. The property under consideration contains approximately
13 , 000 square feet. The requested R-2 zoning is in agreement
with the Comprehensive Land Use Plan. The special permit ap-
plication will involve interpretation by the Planning Commis-
sion as to the allowability of the use and its compatability
with adjacent and surrounding property.
Audience comments were invited. Mr. Arthur N. Torland, 22350
SW Grahams Ferry Road, Sherwood, Oregon, spoke on behalf of
the applications. He stated he would be supplying culture
media to hospitals and clinics in the greater. Seattle area.
Culture media is purchased in powdered form. The powder is
added to water, brought to a boil, inserted in a flask and
placed in an autoclave and sterilized. The sterile solution
is poured into a petrie dish on an agar-like substance. ' The
prepared petrie dishes are then delivered in plastic bags to
hospitals and clinics on order for their use in growing micro-
organisms . No manufacturing will be done on the premises .
There will be no contact with any contagious material. There
will be no noise or odor of any kind. No customers will come
to the laboratory. Deliveries of raw materials are made to
the laboratory, and deliveries of the finished culture will
be made to customers in the area as previously noted. The
operation will be on an 8-hour per day 5-day per week basis,
with from 2 to a possible 5 employees supervised by a regis-
tered bacteriologist.
Mr. Eugene Methwen, a resident of the area, stated that on the
basis of Mr. Torland' s explanation of the proposed operation,
he would have no objection to the use.
Discussion followed among Commission members, and there was
general agreement that the use as described would be allowable
in an R-2 zone as a professional office use.
The Planning Director stated that with reference to the special
permit there were some additional requirements the staff would
like to have included pertaining to landscaping, screening and
fencing. It was noted that a 20-foot easement will be made
available by the applicant to adjacent property owner to permit
access to the single family residence to the south of subject
property.

Following further discussion concerning the proposed use and
landscaping requirements, it was MOVED BY SCHOLES, SECONDED
BY MOLA, THAT THE HEARING ON THE REZONE APPLICATION BE CLOSED.

RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE TORLAND APPLICA-
TION FOR REZONE FROM SR-I TO R-2 AS IT IS IN AGREEMENT WITH THE
COMPREHENSIVE LAND USE PLAN. MOTION CARRIED UNANIMOUSLY.

SPECIAL PERMIT APPLICATION BE CLOSED. MOTION CARRIED UNANI-
MOUSLY.
ACTION:

5 . ADMINISTRATIVE
(a) COMMITTEE . REPORTS
1. INITIATIVE 43 - HB 584. Chairman Scholes reported
that there have been no new developments to report on
this matter.
2. COMPREHENSIVE LAND USE PLAN STUDY. Chairman Tee-
garden reported that his committee had met on March 17
and had discussed the three pending requests for changes
to the Comprehensive Land Use Plan. The committee felt
that a field trip should be set up with the entire Com-
mission participating, to be followed by a study session
in order to review background information.
Accordingly, the date of March 27 , 1971 was set for a
Commission of the Whole field trip; Commissioners to
meet at the Renton Inn Coffee Shop at 8: 30 a.m.
Study session date was set for April 7, 1971, 7 : 30 p.m. ,
third floor conference room of the Renton Municipal
Building--all Commissioners invited to, attend.
ACTION:
MOVED BY TEEGARDEN, SECONDED BY ROSS, THAT THE DATE OF
APRIL 14 , 1971 BE SET AS THE PUBLIC HEARING FOR THE PLM,
HELINA AND CUGINI REQUESTS FOR CHANGES TO THE COMPREHEN-
SIVE LAND USE PLAN; AND THAT THE STAFF BE AUTHORIZED TO
TAKE THE PROPER ACTIONS FOR ADVERTISING OF THE HEARING.
MOTION CARRIED UNANIMOUSLY.
With reference to the above noted matter, the Planning
Director advised the Commission that staff members will
be available to review the parcels of land for those
Commissioners unable to join the scheduled field trip.
After the field trip, the staff will again be available
for additional review if desired.

Pending Rezones Committee Chairman Mola reported his committee
had met on March 3, 1971. The Jensen rezone request was re-
viewed and discussed, but no decision had been reached. Fur-
thermore, a letter has just been received from the applicant
withdrawing the proposals for dedication of right-of-way for
access to subject property made at the meeting of February 24 ,
1971. As an alternative to the dedication of right-of-way at
this time, the applicant proposes to provide utility and drain-
age easements consistent with his site development plan at such
time as the City Engineer can determine the City' s requirements;
and to develop an additional access to the property through the
35 ' by 175 ' strip along the north property line and thence
westerly to Union Ave. -NE at the time of project development.
The applicant' s letter requested favorable Commission consid-
eration of his rezone application.
(b) KAMPE CONSTRUCTION CO. , Appl. No. R-670-71; rezone from
GS-1 to R-l; property located on Pierce Ave. NE between
NE llth St. and NE llth P1.
Scholes stated that he and the Planning Director had field
checked subject property and measured the streets and side-
walks in the area to determine the effect the Kampe rezone
request would have in the neighborhood. It was noted that
only a portion of the street on the west side of Pierce Ave.
NE had sidewalks and those existing were 3 ' 8" in width. It
was found that NE llth St. has a paved section of 36 ' which
appeared to be more than necessary for a residential street.
Olympia Ave. NE to the west of Pierce has differing street
widths; north of NE llth St. the street width is 34 ' and to
the south it is 26 ' curb to curb. Measurement was made of the
distance from the southern end of the Kampe property to the
southern curb of NE llth St. , which was found to be 90' . It
appeared that it might be desirable that the Commission request
the St. Andrew Presbyterian Church to dedicate right-of-way for
the completion of Pierce Ave. NE which would be identical to
the. right-of-way to be dedicated by the applicant. It would
be most feasible to request dedication of right-of-way all the
way to NE 12th St. , not necessarily improved, but at least
dedicated. There was some discussion regarding requesting
additional right-of-way to assist the City in improvement of
Pierce Ave. NE as 30 ' is not quite adequate for a 32 ' .improve-
ment.
Scholes stated further that the Jensen property was also field
checked. There appeared to be very specific points that the
Commission might deem desirable for a possible north-south
avenue extending from NE 4th St. The crown of the hill is at
the eastern edge of the Jensen land which does limit sight.
It was evident that it would be desirable to limit the number
of streets running north and south in the area.
Committee Chairman Mola stated he would be calling another
meeting of his Pending Rezones Committee prior to the public
hearing on March 24 , 1971; time and place to be announced
later.

(b) TORLAND, ARTHUR N. , Appl. No. SP-672-71; special permit
for professional laboratory use in R-2 zone; property located
south side of Sunset Blvd. NE between Newport and Queen Aves.

The Chairman described the rezone and special permit applica-
tions. The Planning Director pointed out property location on
the zoning map and displayed the plot plan and. vicinity map
submitted by the applicant. The request is for a rezone as
well as a special permit to allow the conversion of the exist-
ing church building to a laboratory to be used for the
preparation of sterile culture media to be used to grow cul-
tures in clinical laboratories and hospitals in the greater
Seattle area.
IThe Planning Director noted that the Zoning Ordinance states
that professional offices are allowed in R-2 zones by special
permit of the Planning Commission. Inasmuch as the proposed
use is not specifically spelled out in the ordinance, the staff
requests that the Commission address itself to the question
of whether or not the proposed use is, in its interpretation,
a professional office use. . The Comprehensive Land Use Plan
indicates a. low density multi-family designation for the area.
The site is of sufficient size to provide parking, screening
and landscaping. An easement will be supplied for access to
the single family residence to the south of subject property.
The Chairman stated the applicant had indicated to him that
he operates a similar business in the Portland, Oregon, area
and that it is maintained in a sanitary manner and staffed by
professional people.
The Planning Director stated ,the applicant was requested to be
present at the public hearing meeting on March 24 to answer
Commission questions.
At Teegarden' s request, the Planning Director read from the
Zoning Ordinance the uses permitted in the R-2 and R-3 zones.
Slides of subject property were shown.
6 . ADMINISTRATIVE
(a) COMMITTEE REPORT
1. INITIATIVE 43-HB 584
Initiative 43 Committee Chairman Scholes reported that
his committee had met on March 3 and 5. At the March 3
meeting HB 584 was thoroughly discussed. It first ap-
peared that the house bill gave more power to local
governments as compared with Initiative 43; however,
actually the bill, while giving more power to local
governments , included a greater land area under control
of the bill. The Committee, after review of HB 584 , felt
it was not acceptable as a shoreline protection act. It
was noted that Initiative 43 will appear on the ballot
and is not amendable while HB 584 is amendable. It was
also noted that the present HB 584 will be scalped and
replaced with another measure that its authors believe
will be acceptable to those jurisdictions objecting to
the provisions in Initiative 43 removing control from
local governments.
