The applicant asked for clarification of what the Commission
had in mind for restrictions on development of the property.
The Chairman replied that items such as setbacks, height,
screening, landscaping, site design, lighting and access
could be among those to be reviewed by the Planning Commission.
After consultation with his representative, Mr. Peretti, the
applicant stated he would be willing to work with all city
departments to try to work out the best possible development
for the site.
Considerable discussion ensued among Commission members and
the Planning Director concerning timing of proposed restrictive
covenants or other agreement requiring Planning Commission ap-
proval of site development.
Mola asked if the covenants would apply
1 zoned B-1 and L-1. Teegarden statedit wasthe thearea committeerese'lsly
intention that the entire area would be involved--the area
delineated by the committee recommendation.
More discussion followed, after which it was MOVED BY DENZER,
SECONDED BY FORGAARD, THAT THE HEARING BE CLOSED. MOTION
CARRIED.
ACTION:
MOVED BY HUMBLE, SECONDED BY DENZER, THAT THE PLANNING COMMIS-
SION CONCUR WITH THE COMMITTEE RECOMMENDATION ON THE CUGINI
REQUEST. SUCH RECOMMENDATION TO INCLUDE FOR COMPREHENSIVE
LAND USE PLAN DESIGNATION CHANGE FROM HIGH DENSITY MULTI-FAMILY
RESIDENTIAL TO COMMERCIAL THAT PROPERTY COMMENCING AT THE INTER-
SECTION OF NE 3RD AND 4TH STREETS WESTERLY TO THE WESTERLY
BOUNDARY OF THAT PROPERTY PRESENTLY ZONED B-1
, BETWEEN
STREET AND NE 3RD STREET. FURTHER, THAT AN ARRANGEMENTNBE4TX
WORKED OUT WITH THE PROPERTY OWNER TO REQUIRE PLANNING COMMIS-
SION APPROVAL OF SITE DEVELOPMENT.
On voice vote as both ayes and nays were heard, roll call vote
was requested and taken with the following result:

MOTION CARRIED with five votes aye and two votes no.
It was noted by the Chairman that this recommendation will be

5 . ADMINISTRATIVE
(a) HOUSE BILL 584. (SHORELINE PROTECTION ACT)
The Planning Director stated the bill is in SenaCommittee;
nothing further having been done since House approval.
Committee Chairman Noel Peterson is currently out of town on
vacation.
(b) SUBDIVISION ORDINANCE - STATUS REPORT
The Planning Director stated the latest revised draft of the
proposed Subdivision Ordinance was recommended for approval by
the Community Services Committee to the City Council. Council
referred the matter to the Legislation Committee for preparation
of the ordinance, and it is anticipated that it will be coming
out in ordinance form shortly.
As there was no further official business before the Planning Com-
mission, it was MOVED BY FORGAARD,
ARDCARR, SECONDED BY DENZER, THAT THE
MEETING BE ADJOURNED.

The meeting was called to order by Chairman Sterling at 8 : 00 p.m.
1 . ROLL CALL was taken by Secretary Mola. All Commission members
responded present except Scholes. Commissioner Scholes joined
the meeting at 8 : 05 p.m.
2 . APPROVAL OF MINUTES
As there were no corrections or additions to the minutes of
the meeting of March 24 , 1971, the Chairman declared them
approved as written.

The Planning Director described the rezone application and
pointed out property location on the zoning map, noting sub-
ject property has been sold by Renton School District No. 403
to the applicant. The property was formerlya Henry Ford School site part of the old
Building) . The request (iswforerezonelfrromtP-lttodB-1. Thelon
applicant proposes to construct a boiler room on a portion of
the site, retaining the remainder for use as an off-street
parking facility. There is 6 , 000 square feet in the lot.
The Comprehensive Land Use Plan designation for the area is
commercial. Upon query by the Commission, the Planning
Director stated the applicant presently leases a minimal
number of parking spaces for employees in the area, but no
parking is presently provided on the site of the laundry
• facility.
The Planning Director stated further that the Renton School
District, in a letter dated March 22 , 1971, stated it is ac-
quiring the west 80 feet of Lots 1 and 2 , Block 17, Town of
Renton Plat, and will construct a parking lot thereon to com-
pensate for the parking area lost due to sale of subject
property.
Due to internal plant arrangement, the street loading presently
done by the laundry will necessarily continue. If economic
' circumstances
permit, the laundry would like to acquire the
existing residence adjacent and revamp the laundry' s internal
operations some time in the future to eliminate the on-street
loading and convert it to an on-site operation.

Following some discussion regarding the merits of the appli-
cation, it was noted this matter will be further considered
by the Planning Commission at the public hearing meeting of
April 28 , 1971.
4. COMPREHENSIVE LAND USE PLAN CHANGE REQUESTS
The Chairman opened the hearing on the requests for changes
to the Comprehensive Land Use Plan in the order shown on the
agenda and stated it is the Commission' s intent this evening
to hear public views on each request, both pro and con. In-
formation presented will be taken under study by the Planning
Commission, and the public hearing will be continued to
April 28, 1971 to allow further public input.
(a) PLM, INC. , request for change in designation from multi-
family residential to commercial; property located at 1332
SW 16th St.
The Planning Director described the request for change in the
Comprehensive Land Use Plan designation from multi-family
residential to commercial, and the location of the property
was pointed out on the map. The specific property in question
contains approximately 30 , 000 square feet and was previously
used as a mobile home park. The park was in existence at the
time the property was annexed to the city. There is presently
one trailer on the site occupied at this time; however, the
site does not conform to the requirements of the Renton Mobile
Home Park Ordinance. The Comprehensive Land Use Plan indicates
medium density multi-family residential use for the area. The
use proposed by the applicant is commercial. Slides of the
specific property and adjacent areas were shown.
Audience comments in favor of the request were invited. Mr.
Mike Donovan, 156 - 131st NE, Bellevue, spoke on behalf of
the request. Mr. Donovan stated the property had been pur-
chased by a corporation formed for this purpose consisting
of himself and two others. It was learned later that the
existing use, trailer park, was nonconforming. Some attempt
was made to upgrade the park. to city standards, but this proved
too costly as there is not enough lot area in the property to
permit the development of a mobile home park under present city
requirements. It was determined there is a need in the area
for restaurant facilities, and this is the basis of the present
request for change in the Comprehensive Land Use Plan designa-
tion from multi-family residential to commercial.
Mr. Percy Yackel, 1050 - 91st NE, Bellevue, a member of the
PLM corporation, also spoke on behalf of the subject. request.
There were no comments from the audience in opposition to the
request.
Following general discussion among Commission members and the
applicants, the Chairman stated the request would be continued
to the meeting of April 28 , 1971.
(b) HELINA, A. J. , request for change in Comprehensive Land
Use Plan designation from single family residential to multi-
family residential; property located on the northeast corner

Dear Mr. Ericksen:
The Board of Directors, Renton School District No. 403, at their
regular meeting on February L4., 1971 authorized the sale of Lot 19,
Block 16, Town of Renton to oervice Laundry and Dry Cleaners, 903
South 4th Street and the purchase of the West 80 feet of Lots 1 and
2, Block 17, Town of Renton.
The sale of Lot 19 has been consummated and the Service Laundry and
Dry Cleaners are the fee simple owners of said Lot 19, Block 16, Town
of Renton.
The final negotiations to acquire the West 80 feet of Lots 1 and 2,
Block 17, Town of Renton by the school district is in escrow for ful-
fillment of performance conditions.
The school district has plans to construct a parking lot on the West
80 feet of Lots 1 and 2, Block 17,: Town of Renton, located at the
corner of South 5th Street and Wells Avenue South to compensate for the
lost parking area in the sale of Lot 19, Block 16, Town of Renton to
the Service Laundry and Dry Cleaners.

The applicant asked for clarification of what the Commission
had in mind for restrictions on development of the property.
The Chairman replied that items such as setbacks, height,
screening, landscaping, site design, lighting and access
could be among those to be reviewed by the Planning Commission.
After consultation with his representative, Mr. Peretti, the
applicant stated he would be willing to work with all city
departments to try to work out the best possible development
for the site.
Considerable discussion ensued among Commission members and
the Planning Director concerning timing of proposed restrictive
covenants or other agreement requiring Planning Commission ap-
proval of site development.
Mola asked if the covenants would apply to the area presently
zoned B-1 and L-1. Teegarden stated it was the committee ' s
intention that the entire area would be involved--the area
delineated by the committee recommendation.
More discussion followed, after which it was MOVED BY DENZER,
SECONDED BY FORGAARD, THAT THE HEARING BE CLOSED. MOTION
CARRIED.
ACTION:
MOVED BY HUMBLE, SECONDED BY DENZER, THAT THE PLANNING COMMIS-
SION CONCUR WITH THE COMMITTEE RECOMMENDATION ON THE CUGINI
REQUEST. SUCH RECOMMENDATION TO INCLUDE FOR COMPREHENSIVE
LAND USE PLAN DESIGNATION CHANGE FROM HIGH DENSITY MULTI-FAMILY
RESIDENTIAL TO COMMERCIAL THAT PROPERTY COMMENCING AT THE INTER-
SECTION OF NE 3RD AND 4TH STREETS WESTERLY TO THE WESTERLY
BOUNDARY OF THAT PROPERTY PRESENTLY ZONED B-1 , BETWEEN NE 4TH
STREET AND NE 3RD STREET. FURTHER, THAT AN ARRANGEMENT BE

The Planning Director stated the bill is in Senate Committee;
nothing further having been done since House approval. Senate
Committee Chairman Noel Peterson is currently out of town on
vacation.
(b) SUBDIVISION ORDINANCE - STATUS REPORT
The Planning Director stated the latest revised draft of the
proposed Subdivision Ordinance was recommended for approval by
the Community Services Committee to the City Council. Council
referred the matter to the Legislation Committee for preparation
of the ordinance, and it is anticipated that it will be coming
out in ordinance form shortly.
As there was no further official business before the Planning Com-
mission, it was MOVED BY FORGAARD, SECONDED BY DENZER, THAT THE
MEETING BE ADJOURNED. MOTION CARRIED.

Dear Mr. Ericksen:
The Board of Directors, Renton School District No. 403, at their
regular meeting on February 4, 1971 authorized the sale of Lot 19,
Block 16, Town of Renton to 'ervice Laundry and Dry Cleaners, 903
South 4th Street and the purchase of the west 80 feet of Lots 1 and
2, Block 17, Town of Renton.
The sale of Lot 19 has been consummated and the Service Laundry and
Dry Cleaners are the fee simple owners of said Lot 19, Block 16, Town
of Renton.
The final negotiations to acquire the west 80 feet of Lots 1 and 2,
Block 17, Town of Renton by the school district is in escrow for ful-
fillment of performance conditions.
The school district has plans to construct a parking lot on the West
80 feet of Lots 1 and 2, Block 17,. Town of Renton, located at the
corner of South 5th Street and Wells Avenue South to compensate for the
lost parking area in the sale of Lot 19, Block 16, Town of Renton to
the Service Laundry and Dry Cleaners.
