AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM GENERAL
SUBURBAN (GS-1) TO SINGLE FAMILY RESIDENTIAL (R-1)
WHEREAS under Chapter VII , Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton" , as amended , and the maps and reports adopted
•
in conjunction therewith , the property hereinbelow described has
' heretofore been zoned as General Suburban District (GS-1) ; and
WHEREAS a proper_ petition for change of zone classification
of said property has been filed with the City Clerk on or about
September- 6 , 1972. , which petition was duly referred to the Planning
Commission for investigation, study and public hearing , and a public
hearing having been held thereon on or about September 27 , 1972 , and
said matter having been duly considered by the Planning Commission
and said zoning request being in conformity with the City' s Comprehensive

Houser Way between Mill and Main S. as approved by Council on 9/11/72, being advised
by. Acting Engineering Director McHenry signal poles not available locally,
with 4 to 16 week delay in obtaining delivery. Councilman Stredicke
questioned delay, Councilman Clymer suggested use of different type poles.
Councilman Grant urged compliance with downtown beautification plans.

(a) FRANKLIN LIFE INSURANCE COMPANY, Appl. No. R-704-72;
rezone from R-2 to B-1;. property located south of S. 2nd
Street, easterly of Safeway Store #335 . •
The Chairman described the applicaton; the Planning Director
pointed out property location and stated this application was
filed at the request of the Planning Commission in view of the
fact that the area is zoned R-2 and is used for commercial
purposes. A .site plan was displayed. During discussion of
the Collman rezone, the Planning Director recalled, the rezone
pertaining to the site of the new Safeway Store which is
directly adjacent to subject property which its used' for patron
parking, it was noted that utilization of the Seattle water-
line right-of-way was involved. . Safeway proposes to landscape
the perimeter of the property, including the waterline right-
of-way, as well as property on:Shattuck and 2nd.. The staff is
working with Safeway on this landscaping project. As the land-
scapingcomes under the jurisdiction of the Parking and Loading
Ordinance, it is felt a bond guaranteeing landscaping would not ,
be required in this particular case. The staff.. concurs .in the
rezone request.
Audience, comments were invited. There were none. As there
were no Commission questions, it was MOVED BY HUMBLE, SECONDED
BY DENZER,' THAT THE HEARING BE CLOSED. MOTION. CARRIED.

On the question; Scholes inquired regarding fencing between '
the parking lot and the adjoining apartment building. 'The'
Planning Director stated that the landscaping proposed for
that area would be more desirable than fencing, in the staff' s
opinion, and would tie in with the other landscaping intended
for the area.

The Chairman described the rezone application. The Planning
Director pointed 'out property location and stated the site is
presently undeveloped and comprises 3. 3 acres in area. It is
proposed by the applicant to. develop the site to R-1 standards.
Replat of the property would be required prior to development.
Responding to previous Commission query, the Planning Director
stated that approximately 16: to' 20 single family lots could be
developed on subject property. The staff 'recommends concurrence
in the request. .- •
Audience comments were 'invited. Mr. Jay Holmes , the applicant,
spoke on behalf of the rezone request, stating it is the most
logical and practical approach to the best use of the site.

(c) RIVILY, ELISABETH, Appl. No. R-708-72; rezone from G and T
to L-1; property located north of Longacres Race Track and east
of Oakdale Ave. SW, lying north and south of FAI 405.
The Chairman described the application. The Planning Director
pointed out property location and noted that on the field trip
to view the site, the Commission had raised some specific
questions. The property is comprised of three separate parcels .
At onetime this was. a single parcel of land prior to highway
development. The property south of FAI 405 is indicated as
commercial designation on the Comprehensive. Land Use Plan; the
property lying north of FAI 405 is designated as light industry
or manufacturing park on the Land Use Plan. Therefore; there.
is no conflict ,with the Land Use Plan for that property north
of FAI 405. However, as the property south of FAI 405 is
intended by the applicant for light industrial use and the
Land Use. Plan designation indicates commercial, Planning Com-
mission interpretation of the flexibility of the Plan between
the lines of the two designations' will be necessary to determine
whether the rezone request is in agreement ,with the Land Use
Plan or if a change to the Plan would be required'. The rezone
request should be considered as three separate parcels of land.
With reference to questions by the Commission concerning the
status of the highway and the drainage ditch running through
the property, the Planning Director stated the highway property
was purchased outright by the State and is an actual right-of-
way.
The channel is a permanent drainage easement. Slides of
the property were shown. The Flood Control District will
realign the, drainage channel westerly and widen, it to 140 feet
where it runs through the applicant' s property. Development of
some portions of property in the area would come under the
jurisdiction of the Shoreline Management Act. A vicinity map
of subject area was displayed as well. as the Land Use Plan.
As to whether access under the freeway would be. permitted, Lyman
Houk of the Engineering Department stated that apparently the
State Highway Department did not record the deed for FAI 405 as
the title company was. not able to find it, so he was not able
to check the deed for restrictions. However, Houk doubted that
the State would permit access under FAI 405 or under Grady Way.
Considerable discussion ensued concerning the other rights-of-
way and easement crisscrossing the property and adding to the
complex nature of its development. Scholes noted concern that
' a portion of the property north of FA' 405 could become land-
locked. It was noted that the Flood Control District would be
involved in the reconstruction and rebuilding of bridges during
proposed widening and development of the drainage channel.
Seymour stated that due to the complex nature of the property,
she felt it would be desirable to refer the matter to committee
" for thorough study and review as well as receiving additional
input from staff and the applicant.

problem areas as pointed out by the Planning and Building
Departments. Also the Planning Commission had taken exception
to the general appearance of the installation. The Planning
Director presented slides of the existing installation..
Chairman Teegarden asked the Planning Director to invite the
Building Director to the September 27 meeting on the Earling-
ton Golf Course extension.

(d) Rivily, Elisabeth, Appl. No. R-708-72; rezone' from G & T
to L-1; property located North of Longacres Race Track and
East of Oakdale Ave. S.W. , lying both North and South of FAI
405.
Planning Director reviewed the property in question and pre-
sented slides. The Comprehensive Plan indicates the southerly
portion of the property as commercial and the northerly por-
tion as light industrial or M-P.
Planning Commission will, therefore, have to consider the com-
patibility of the proposed use in that portion of property
indicated for commercial purposes.
It was noted that the Comprehensive Plan for that area north of
Longacres was recently changed from multi-family residential
to commercial. The proposed use of the property is for a whole-
sale automotive parts distribution warehouse.
The Planning Commission discussed the matter of the Comprehen-
sive Plan change in relationship to the property in question. ,

The Earlington Golf Course has applied for a one-year extension of

July 28, 1971. The permit was to allow a mobile home to be used as
pro shop and restaurant for the golf course. The mobile home was
installed and connected to sewer and water mains. However, the Build- '
ing Department has had some difficulty in gaining compliance with all _
of their requirements. A propane tank was installed without a permit
and protective posts were never installed; outside elctrical recepta-
cles are being used which have not been approved for outside ,use.
They have been notified that these matters need correcting prior to
. this month'.s public hearing,
(b) : Franklin Life Insurance Co. , Appl. No, R-704-72 .
. The Franklin Life Insurance Co. has applied for rezoning of the pro-
perty immediately north of the present Safeway store in downtown
Renton. The property is currently leased by Safeway Stores Incorpor
ated• and used as a parking lot. . In conjunction. with development of
the new Safeway Store on the .Col'lman property this existing parking
lot will be landscaped and brought into conformance with the require
ments of the Parking and' Loading Ordinance . The lot now has a non-
? •conforming use status, rezoning of the property to B-1 would bring '
the zoning into conformance with the use. The proposed rezone is in
agreement with the Comprehensive Land Use Plan.
