PROJECT NARRATIVE
THE UNIVERSITY OF WASHINGTON DEPARTMENT OF LABORATORY MEDICINE AND PATHOLOGY IS PROPOSING TO
CONSOLIDATE THE MAJORITY OF THEIR NON-EMERGENCY TESTING FACILITIES INTO AN OFF-SITE LOCATION AT AN
EXISTING OFFICE BUILDING LOCATED AT 1601 LIND AVE SW, RENTON, WA 98057 (APN 3340404006). ADDITIONAL
MEDICINE TESTING LAB FACILITIES, SUPPORT OFFICES AND AMENITIES WOULD OCCUPY THE REMAINING FLOORS
(2-5). LEVEL 1 IS CURRENTLY OCCUPIED BY UW DLMP BUT WILL BE REVISED TO MEET THE NEW PROGRAM. THE
CURRENT SIZE OF THE TESTING LAB IS APPROXIMATELY 15,240 SF OF LEVEL 1. THE ENTIRE BUILDING IS LEASED BY
THE UNIVERSITY OF WASHINGTON. NOTE THE UPPER FLOORS OF THE BUILDING ARE PREDOMINANTLY VACANT
OFFICE SPACE.
RENOVATIONS TO THE INTERIOR OF BUILDING WILL BE REQUIRED TO SUPPORT THE TECHNICAL EQUIPMENT AND
LAYOUT TO SUPPORT THE WORKFLOW. NEW FINISHES, CEILINGS, INTERIOR PARTITIONS, AND DOORS (INCLUDING
CARD ACCESS SECURITY) WILL BE REQUIRED, IN ADDITION TO NEW ELECTRICAL, DATA, MECHANICAL EQUIPMENT,
AND NEW SINKS (HAND-WASH AND LAB USE). NEW AIR HANDLING UNITS TO PROVIDE 100% OUTSIDE AIR FOR LAB
SAFETY IS REQUIRED AND WILL BE LOCATED ON THE UPPER ROOF. ADDITIONAL MECHANICAL SCREENING WILL BE
REQUIRED. RESTROOMS TO BE ADDED OR MODIFIED TO SUPPORT CURRENT STANDARDS. NEW SCREENING MAY BE
REQUIRED FOR EXPANDED GENERATOR YARD LOCATED AT GRADE. NO TREES OR LANDSCAPE PLANNED TO BE
REMOVED AS PART OF THIS PROJECT.
THIS TESTING LAB WILL CONTAIN EQUIPMENT TO PERFORM SEVERAL TESTS ON SAMPLES THAT ARE COLLECTED IN
OTHER LOCATIONS AND COURIERED TO THE FACILITY USING SMALL COURIER VEHICLES INCLUDING CARS AND
SMALL PANEL TRUCKS (I.E., FEDEX). PATIENTS REQUIRING TESTING ARE NOT EXPECTED TO VISIT THE SITE.
THE EXPECTED HOURS OF OPERATION WILL BE 24/7. APPROXIMATELY A TOTAL OF 600 - 750 FULL TIME STAFF WILL
BE EMPLOYED (300-375 DAY, 180-225 EVENING & 120-150 NIGHT SHIFTS).
THE 5.29-ACRE SITE IS LOCATED IN THE COMMERCIAL OFFICE (CO) ZONE, URBAN DESIGN DISTRICT ‘D’, AND THE
EMPLOYMENT AREA COMPREHENSIVE PLAN LAND USE DESIGNATION. THE ADJACENT PROPERTIES ARE CO AND IM
(MEDIUM INDUSTRIAL). THE CURRENT USE OF LEVEL 1 IS A MEDICAL TESTING LAB, AND THE REMAINDER OF THE
BUILDING IS OFFICE USE. THE PROPOSED USE FOR THE ENTIRE BUILDING IS A MEDICAL TESTING LAB.
