Ordinance 3053 Legislation Committee report. recommended second and final readings of
Rezone from an ordinance regarding rezone of certain property from G-6000 to L-1
G-6000 to L-1 located on Grady Way S. between Lind Ave. S.W. and Seneca Ave. S.W. ,
Holmes Rezone as requested by Jay Holmes, first reading 8/2/76. Following readings of
the ordinance, it was MOVED BY STREDICKE, SECONDED BY PERRY, TO ADOPT
THE ORDINANCE AS READ. ROLL CALL: ALL AYES. MOTION CARRIED.
Ordinance 3054 Legislation Committee report recommended second and final readings of
Rezone from L-1 an ordinance regarding rezone of certain property from L-1 to R-3 located
to R-3 on Burnett Ave.' S. between S. 4th St. and S. 5th St. as requested by John

Ordinance 3055 Legislation Committee report- recommended second and final readings of
Amending Sewer an ordinance establishing a new rate structure and making other changes
Charges regarding sewer fees and installation charges, first reading 8/2/76.

Attached BY BRUCE, TO ADOPT THE ORDINANCE AS READ. ROLL CALL: ALL AYES. CARRIED.
Ordinance 3056 Legislation Committee report recommended second and final readings of
Amending Water an ordinance establishing a new rate structure and amending installation
Rates, Install- and other fees, first reading 8/2/76. Following readings, it was MOVED
ation Fees BY CLYMER, SECONDED BY BRUCE, TO ADOPT THE ORDINANCE AS READ. ROLL CALL:
New Rates AYES - 3: CLYMER, BRUCE, McBETH. NO - 3: STREDICKE, GRANT, PERRY. TIE VOTE.
Attached Councilman Grant changed his No vote to AYE. MOTION CARRIED. Councilman
Stredicke requested the record show he voted No because they had just
passed a 10% increase to consumer on sewers, this ordinance would increase
base rates on water commodity and the impact on residential home owners
was greater than it should have been.
First Reading Legislation Committee report recommended first reading of an ordinance
Environmental establishing and creating a Renton Environmental Ordinance to comply with
Policy Act the State Environmental Act of 1971 as amended, establishing procedures to
(SEPA) determine the impact'of a proposed action and whether an Environmental
Impact Statement is required. - Following the reading, it was MOVED BY
PERRY, SECONDED BY CLYMER, THE ORDINANCE BE REFERRED BACK TO THE LEGISLATION
COMMITTEE. Discussion ensued regarding State of Washington requirement
that all jurisdiction adopt guidelines of their own to determine whether
or not an Environmental Impact Statement would be required; additional costs
to city noted. MOTION CARRIED. By consensus it was determined the second
and final reading of this ordinance be on August 23rd.
Resolution 2060 Legislation Committee report recommended a resolution supporting the
Naming New City of Issaquah naming a new Washington ferry "Issaquah" after their
Washington city, such name having been duly documented to be of Indian origin and
Ferry an earlier privately-owned ferry having been so name. and such name being
"Issaquah" of historic significance and be particularly appropriate in this Bicentennial
year, requesting the Washington State Highway Commission give due considera-
tion to the naming of the new ferry "ISSAQUAH". MOVED BY STREDICKE, SECONDED
BY GRANT, THE RESOLUTION BE ADOPTED AS READ AND REFERRED TO THE MAYOR'S
OFFICE TO WRITE THE.APPROPRIATE LETTERS. MOTION CARRIED.
Executive Some discussion was held on holding an Executive Session to discuss
Session Dis- financial matters possibly touching on personnel matters. Assistant City
cussed Attorney Warren advised that financial discussion was open, personnel
discussion would be in Executive Session. MOVED BY STREDICKE, SECONDED
Adjournment BY GRANT, COUNCIL MEETING BE ADJOURNED. MOTION CARRIED. The meeting
adjourned at 10:05 p.m.

CORRESPONDENCE AND CURRENT BUSINESS
Claim for done on the street improvements. Suggestions were made by the Council
Damages that the city's insurance agent should be contacted to cope with the
Martha Wiberg . problem. Mayor Delaurenti acknowledged referral ,' advising that the
Insurance Agent is reviewing the problem. *MOTION, CARRIED.
AUDIENCE Douglas Weston, '21318 - 109th Ave. S.E. , Kent, inquired about the status
COMMENT of the two surplus lots located on the N.W. corner of Anacortes- Ave. N.E.
Surplus and N.E. 24th St. on which he had submitted the high bid on 7/21/76. -
Property Bid Mayor Delaurenti replied that a decision would be made soon.
OLD BUSINESS Councilman Stredicke remarked that the city had done a fantastic job
Downtown Tree of beautification and rebuilding in the downtown area, however, he
Blocking Sign had received a complaint from Northwest Brokers, 3rd and Whitworth, that
one of the trees planted was blocking his business sign. Mayor Delaurenti
requested the, PUBLIC WORKS DIRECTOR to check on this item.
Proposed Planning and Development Committee report reported review of the proposed
Environmental Environmental Ordinance as prepared by the staff, and recommended it be
Ordinance referred to the Legislation Committee for review and presentation. MOVED
BY GRANT, SECONDED BY PERRY, TO CONCUR IN THE RECOMMENDATION OF THE PLANNING
AND DEVELOPMENT COMMITTEE. MOTION CARRIED.
City Policy on Planning and Development Committee report reported review of the Council
Pipestem Lots referral on pipestem lots and recommended that Section 9-1108(F)(d) be
deleted from the Subdivision Ordinance. Such lots may still be allowed
as an exception to the ordinance, but the applicant would have to justify
the use of pipestem lots and exceptions may be allowed by the Council
upon recommendation by the Planning Commission and may be used only if
special physical circumstances-or conditions warrant such use and that
the granting of the exception would not be detrimental to adjacent properties.
*MOVED BY GRANT, SECONDED BY McBETH, TO CONCUR IN THE RECOMMENDATIONS OF
THE PLANNING AND DEVELOPMENT COMMITTEE. Councilman Stredicke inquired if
the committee had talked to any real estate people, Council had just approved
a pipestem lot. Considerable discussion followed as to whether the Planning
staff or the Planning Commission should have jurisdiction. *MOTION CARRIED.
MOVED BY PERRY, SECONDED BY GRANT, TO REFER TO THE LEGISLATION COMMITTEE.

Finance & Finance and Personnel Committee report recommended concurrence in the
Personnel Mayor's department head appointments as follows: Delbert C. Bennett,
Committee Airport Director; Sharon T. Green, Personnel _ Director; and Edward R.
Department Torkelson, Data Processing Director. MOVED BY PERRY, SECONDED BY GRANT,
Head App' ts. TO CONCUR IN THE APPOINTMENTS . MOTION CARRIED.
Highlands Area Councilman Grant remarked that the Highlands area on Sunset between
Landscaping Harrington Ave. N.E. and N.E. 12th St. was being neglected, weeds were
growing in the area. Public Works Director was requested to check on
this area and /see that it was taken care of.
NEW BUSINESS Councilman Stredicke announced that one of the subjects of the Committee
of the Whole meeting to be held Tuesday, 8/10, was self insurance by the
Self Insurance city in place of industrial insurance coverage and said he assumed the ''
for City employees affected would like to be there. Councilman Grant remarked
Committee of that state and private industrial insurance would affect most employees ''
the Whole 8/10 the bargaining unit should be advised. City Clerk was instructed to
notify employees affected and the bargaining unit.

The July administrative meeting of the Renton Planning
Commission was called to order at 8 : 05 p . m. by Chairman
Garrison , who led the Pledge of Allegiance .

' The Chairman called for corrections or additions to the
minutes of July 14 , 1976 , public hearing . Commissioner
Gist noted that with reference to the application for
rezone by Jay E . Holmes , the Planning Commission had
indicated that landscaping along Grady Way and Lind
, Avenue was to be accomplished outside of the existing
fence , in the public right-of-way , to form a buffer
screen . The Planning Director noted that the applica-
tion had been reviewed, by- the Council on July 26 , 1976 ,
and that Mr . Holmes has agreed to landscaping outside
of the fence and the posting of a certified check to
insure installation in the fall . Following further
discussion , IT WAS

OLD BUSINESS Aviation Committee Chairman Stredicke presented committee report recom-

R.L. Cheesman lease encompasses 29,842.55 sq.ft. on the, east side of the field util-

Aero-Dyne Lease The Aviation Committee report requested official concurrence in change
of effective date for new lease agreement with Aero-Dyne as previously
reported and •authorized by Council to change from 6/1/ to 9/1/76. The
report recalled the $350,000 Aero-Dyne project for construction of hangar,
school and offices, and request for delay to avoid' construction during
busiest season. MOVED BY STREDICKE, SECONDED BY McBETH, ,COUNCIL CONCUR
AND AUTHORIZE MAYOR AND CLERK TO EXECUTE AMENDED LEASE AGREEMENT. CARRIED.
John Harer - The Aviation Committee report made final determination on a request for
Perimeter Road access to his property at the northwest corner of RentonAirport from
Access the West Perimeter Road by John Harer, matter having been before the
Council 12/75 and denied but scheduled for reconsideration. The report
stated reasons for denial . MOVED BY STREDICKE, SECONDED 'BY CLYMER, COUN-
CIL CONCUR IN THIS RECOMMENDATION AND INSTRUCT AIRPORT DIRECTOR TO NOTIFY
MR, HARER. CARRIED.
Airport Fire The Aviation Committee report recommended renewal of the airport fire
Insurance insurance policy through William F. Davis Insurance Agency as of 8/1/76.
This year's premium will be approximately $1 ,156 compared to $1 ,647 last
year. The reduction in premium is as a, result of the elimination of
the coverage for the Dominion Aircraft building which as been declared
surplus and will be razed in the near future. The two remaining insured
buildings: Air Traffic Control Tower $134,000; Municipal Hangar X-33

COMMITEE REPORT AND AUTHORIZE AIRPORT DIRECTOR TO ENTER INTO REDUCED

to $2,000 for 1977 to enable expansion of outreach and public education.

Dear Mr. Holmes :

As per our meeting today, Monday, July 26 , it is our understanding
that the following items were mutually agreed upon:
1. Twelve evergreen trees (Western Red Cedar or Douglas Fir)
will be planted around the perimeter of the abovementioned
site. These trees will be planted 4 '-5 ' outside the fence ,
twelve feet on center (see attached map) . The trees should
be well branched and 5 '-6 ° in height. A minimum 3 'x3 'x3 '
planting pit should be provided with good topsoil as a
growing medium.

• 2. Landscape installation will occur the latter part of September
or the first part of October when the fall rains commence.
3. An installation bond or cashiers check will be filed immedi-
ately with the City of Renton. This bond is to be 150% of
the written estimate provided by a landscape contractor for
• material and installation.
4. The city will hold this amount in a special account until the
installation is complete, and will return your check upon
notification of completion.

The Chairman opened the item for consideration an•d • •
requested a briefing from the Planning Director .
Noting that the matter h•ad been referred to committee
for study and recommendation , the Planning Director des-
cribed the location of the site , size of the property ,
surrounding zoning , Comprehensive Plan designation , and
present and proposed use .
The Chairman invited comment from the applicant , Jay
Holmes , 150 Capri Ave . N . , Renton , noted his ownership
ofadjacent property and advised the Commission regard-
ing the purchase and use of the subject site since its
purchase . He stated that the' property has been avail -
able for sale and that in the interim, it is being
used for recreational vehicle storage . Mr. Holmes
responded to questions from the Commission concerning
the character of the neighborhood , existing fencing on
the property , the need for filling of the site , drain-
age problems , and possible screening and landscaping .

The Chairman invited audience comments in favor and in oppo-
sition , but none were received. He then requested the com-
mittee report. .
• Commissioner Wik , Chairman of. the Special Studies Committee ,
advised that the committee based their study on the follow-
- ing considerations : compatibility with the neighborhood ,
agreement with the Comprehensive Plan, as it existed at the
time of submittal , L-1 zoning of the adjacent parcel , .
appropriateness of the proposed use , and environmental
impact. He noted that landscaping is considered desirable
along Grady Way and Lind Avenue. It is the committee ' s
recommendation that approval be granted with appropriate
landscaping.
Discussion among the Commissioners followed relative to
appropriate landscaping and screening and its location ,
environmental impact , the transitory nature of the use,
the limited size of .the site , applicability of the Compre-
hensive Plan , and future development of the area . Mr.
Holmes offered his assurance that the proposed use would
not exceed five years . IT WAS THEN MOVED BY MOLA, SECONDED
BY TEEGARDEN , THAT THE PUBLIC HEARING BE CLOSED. MOTION

The Chairman requested a briefing from the Planning Director.
Mr. Ericksen indicated the location of the site , character of
the area , present and proposed zoning , and planned construc
tion of a single family residence . He noted disallowance of
single family structures in a L- 1 zone and the Comprehensive
Plan multiple family designation for the neighborhood . Maps ,.
slides , and aerial photographs of the area were viewed and
described. .
The Chairman called for a presentation by the applicant .
John C. Corwin , 100 Burnett Avenue South , advised . of his
plans to move an existing house from 100 Burnett Avenue South
to the site. He stated that he had checked with residents of .
the street and the adjacent block and had found no objectors .
He cited the residential character of the area and indicated
that the structure will be compatible with the neighborhood .

DISCUSSION : Michael Smith gave a brief overview of the site ,
surrounding land uses , existing zoning in the area ,
and the relationship to the Comprehensive Plan
for the area . Although the newly adopted Compre-
hensive Plan designates the area for Manufacturing
Park , the application is in conformance with the
Comprehensive Plan ( light industry) and existing
adjacent zoning ( L-1 ) at the time the request was
submitted in 1973 .
The adjacent property to the west owned by Mr.
Holmes is zoned L-1 and is presently being used
as a recreational vehicle storage area . A ±8
foot cyclone fence surrounds the existing storage
area and the subject site . The subject site is
vacant at the present time but has been used in
the past as a recreational vehicle storage area .
The property is bordered on the north by Grady
Way ( feet of right-of-way), on the south by
a 16 foot alley , and on the west by Lind Ave .
( 120 feet of right-of-way) . Only ±34 feet of
Lind Ave . is presently improved . This has
resulted in a ±43 foot unimproved strip between
the subject property and the improved portion
of the right-of-way . The Public, Works Depart-
ment felt that no additional right-of-way was
necessary .
The committee considered the possibility of
landscape screening . The existing storage
area was developed without restrictive covenant$
or landscaping requirements . This use can also
be considered temporary because of the potential
for higher intensity manufacturing and commer-
cial uses in the area . Because of this and the
small size of the parcel (±45 ' x 100 ' ) , cove-
nants were not considered to be a reasonable
alternative . Although the existing fence is
located on the property line , Mr . Holmes indi -
cated that he would be willing to plant ever-
green trees for screening purposes adjacent to
the fence within the unimproved right-of-way
along Grady Way and Lind Ave .
RECOMMENDATION :
•
Approval of rezone request in view of the under-
standing that the applicant will provide suitable
landscaping for screening purposes adjacent to
Grady Way and Lind Ave . Landscaping shall be
subject to Planning Department approval and bond-
ing to insure proper installation and maintenance
of landscaping .

Jay Holmes called to remind us of a rezone request
that has been pending for quite some time . Approxi -
mately three months ago--the last time he called--
I wrote a memorandum to the Zoning Committee Chair-
man on behalf of Jay Holmes and asked for a response
to this request that has been pending . To date
action has not been taken . Mr . Holmes would appre-
ciate it, if the committee could discuss this item
as soon as possible. Mr . Holmes stated , " I have
been very patient for an old man , and I would like
this matter resolved while I ' m still around . " .
In view of this , it is suggested that the matter
be included in the April 28th agenda .

I have received phone calls from Jay regarding the
status of the above rezone.
In checking the minutes , I note that the rezone
request was referred to the Comprehensive Plan
Committee for study and report back. It was also
noted that this matter was reassigned to the Zoning
Committee by Art Scholes on August 13th .
Mr. Holmes has indicated that he is considering
various potential development proposals and wishes
to proceed with his rezone request so that his land
would be included within one zone classification .
I indicated to Mr. Holmes that the Committee has
changed and that I would bring this matter to the
attention of the new committee . I am attaching
copies of the minutes describing . previous Commission
action . Consideration of this request would be
appreciated .

that the study be continued and a report made at the September
26th hearing .
Mr. Ericksen advised the Commission that the draft of Shell ' s
Environmental Impact Statement was being revised in accordance
with recommendations of the Planning Staff. However , communica-
tion with Shell by the staff indicated that the revised EIS is
not ready as of this date . The staff has advised Shell that
they should be prepared to make their presentation at the Sep-
tember 26th public hearing , as scheduled , and that any final
action will have to be held pending the EIS . _
Humble commented that because Shell does not have the EIS to
consider, the Commission as a whole will be unable to 'act until
30 days after submittal , if then . Seymour suggested that the
public hearing should therefore be postponed from September 26th .
Scholes was in agreement . It was the opinion of Chairman Tee-
garden that the Commission could continue the hearing if desired
on September 26th . Mr. Ericksen concurred that the hearing
should be held on September 26th , as scheduled , in spite of the
delay in receiving the revised EIS .

interim use until the whole parcel can be developed.

Building Permit B-0352 was issue to J. E. Holmes (owner) on
August 1 , 1967 to install a six foot cyclone fence to enclose
Lots 19 to 31 inclusive, Block 27, C. D. Hillman's Earlington
Gardens Division .#1 . The Planning Department okayed issuance
of this permit. The area is zoned L-1 . k
The new fence was installed on Lots 17 and 18, Block 27, with-
--=--_ out a permit, which is not required if the fence is not over
