NARRATIVE
23-326
On 01/09/2023 at approximately 0735 hours, I, Officer Lantagne, responded to a blocking, non-injury
collision near the intersection of NE 4th ST and Monroe AVE NE, which is located in the City of
Renton, County of King, and the State of Washington. I responded in my fully marked police vehicle,
wearing my patrol uniform.
I arrived on scene and observed Unit#1, a 2012 Ford Escape with license plates AHJ7208 issued out
of Washington State, parked in the Chevron parking lot, and Unit#2, a 2019 Freightliner box truck
with license plates 2788321 issued out of Indiana, blocking the eastbound curb lane of NE 4th ST.
I contacted the driver of Unit#1, Sean R. Arriaga (DOB 12/30/1978), and was advised he did not
believe there were any injuries. Arriaga advised me he was attempting to make a right turn from the
Chevron parking lot onto eastbound NE 4th ST. Before Arriaga pulled onto NE 4th ST, the front left
side of his vehicle was struck by Unit#2 which was traveling eastbound on NE 4th ST. Arriaga stated
he did not pull onto NE 4th ST and was still in the parking lot of the Chevron.
I contacted the driver of Unit#2, Robert L. Pretlow (DOB 04/04/1994), who told me the following:
Pretlow was driving eastbound on NE 4th ST. As Pretlow's vehicle approached the intersection at
Monroe AVE NE, Unit#1 began pulling out of the exit to the Chevron parking lot. Pretlow could not
stop his vehicle in time and the right side of the box truck struck the front of Unit#1.
I observed the damage to the vehicles and other physical evidence was consistent with the
statements made by Pretlow. Due to the positioning of a light post and other objects, Unit#2 could
not have struck Unit#1 if the vehicle was stopped in the parking lot. Unit#1 had significant damage to
the front end of the vehicle which consisted of a crumpled hood, bumper, and grill. Unit#2 had minor
damage to both right passenger side wheels.
The collision diagram is an accurate illustration of the events leading up to the collision.
I provided an exchange of information to Pretlow and Arriaga. I later issued Arriaga a traffic citation
for failing to yield the right of way to traffic when entering a roadway from a private drive.
