NARRATIVE
On 02-13-2023 1 was on routine patrol in a marked patrol vehicle. At about 2224 hours I was
dispatched to the area of 1033 Sunset Blvd NE, in the City of Renton, King County, Washington in
reference to a report of a injury collision.
Upon arrival, I observed a vehicle bearing WA LP CDVO021 stopped in the Northbound lane of
Sunset Blvd NE in the 1000 block. The vehicle had extensive damage to the front end, focused on
the driver's side. The vehicle was a right hand drive Honda Acty van. I contacted the driver, Robert A
Foote (DOB 02-23-1990) who was still sitting in the vehicle. Robert was bleeding from the face, and
due to the damage, I was unsure if he would be able to exit the vehicle without extraction from the fire
department.
Foote later exited the vehicle and was evaluated by Renton Fire Personnel. He had several small
lacerations but declined further medical treatment.
During the course of the collision investigation, Foote told Officer Brus that he had swerved to avoid a
head on collision with a blue Jeep. Foote also denied hitting a parked red Nissan Altima bearing
WALP CAU3534. Foote at one point believed he had been involved in a head on collision, and said
he did not remember what had happened, and that he may have lost consciousness immediately
following the collision.
A witness, Cody M Cottrill (DOB 12-04-1991) had been following Foote up the hill. Cottrill watched
Foote leave the roadway and hit the Altima which was legally parked along the shoulder.
Additionally, Cottrill stated there was no other vehicle involved in the collision and no oncoming traffic
had been near Foote.
Based upon statements from Foote and Cottrill, I determined that Foote was operating a vehicle
without the attentiveness required based upon the prevailing road and weather conditions. Foote
was also unable to produce proof of liability insurance following the collision. Because of these facts,
I issued Foote an infraction by mail for inattentive driving and operating a vehicle with no liability
insurance.
Foote's vehicle was impounded because it was undriveable and in the roadway.
