ED21992 CASE# 23-00031 OF COLLISION01/01/23 22:03 NARRATIVE RPD CASE#: 23-00031 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 01.01.2023, at approximately 2221 hours, I was dispatched to a three-vehicle, non-injury, non- blocking collision near 2206 NE 7th ST, in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #277, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was cold, approximately 37 degrees, slightly foggy and overcast and dark, streetlights were illuminated. NE 7th ST is a two lane, undivided roadway that runs east/west. The posted speed limit is 25 mph. Prior to my arrival, dispatch advised a vehicle struck two parked and unoccupied vehicles on the side of the roadway. I arrived on scene at approximately 2227 hours and confirmed the involved parties were not injured. No injuries were reported. Unit 01 was identified as a dark green in color Nissan Pathfinder bearing WA/CAZ8777. Unit 01 had extensive damage to the front bumper/hood/undercarriage, front passenger side tire and passenger side body and was inoperable. Dispatch was updated and Gene Meyer towing was notified. Unit 01's driver was identified by his WADL as GOSSARD, RICK KAY (DOB: 01.02.1957). Gossard matched the photo shown on his WADL. Gossard stated he was traveling westbound on NE 7th ST, and `back a little ways,' he hit a `slick spot' and started swerving. Gossard said he `clipped' the mirror of Unit 02 and then he 'apparently overcorrected' and struck the back of Unit 03, pushing Unit 03 approximately 20 feet west of where it had been legally parked and unoccupied. Unit 02 was identified as a light blue in color Honda Accord bearing WA/AQK5672. Unit 02 was legally parked and unoccupied, located on the north side of NE 7th ST, facing westbound. Unit 02 was parked approximately 10 feet east of 2206 NE 7th ST. Unit 01 struck Unit 02 on the back driver's side body, causing damage to the driver's side body of the vehicle, and breaking off the front driver's side mirror. Unit 02's registered owner was identified by his WADL as Nguyen, Lien (206/910-8713). Nguyen matched the photo shown on his WADL. Nguyen stated he was the registered owner of the vehicle and confirmed it was legally parked and unoccupied at the time of the collision. Unit 03 was identified as a white in color Honda Civic bearing WA/ BEZ0070. Unit 03 was legally parked and unoccupied, located on the north side of NE 7th ST, facing westbound. Unit 03 was parked approximately 5 feet west of 2206 NE 7th ST. Unit 01 struck Unit 03 on the rear bumper, pushing the bumper into the trunk area and pushing Unit 03 approximately 20 feet west from where it was legally parked. Unit 03's registered owner was identified by his WADL as Nguyen, Hung Thanh (DOB: 09.15.1967; 206/334-9923. Nguyen, Hung matched the photo shown on his WADL. Nguyen, Hung stated he was the registered owner of the vehicle and confirmed it was legally parked and unoccupied at the time of the collision. Unit 01's driver, GOSSARD, RICK KAY (DOB: 01.02.1957) by driving a motor vehicle at a speed too fast for conditions, in violation of RCW 46.61.400.1. Unit 02 had minimal damage, but Unit 03 had significant damage to the rear bumper/trunk area and was pushed approximately 15-20 feet from its parked location. After clearing the scene, I drove to the location GOSSARD told me he 'hit and icy patch' and I could PAGE 3 OF 6 TIME REPORT NO. The infraction will be mailed via the courts. Unit 01 was privately impounded by Gene Meyer towing. Units 02 and 03 were pushed back to their respective residences.
