ED75548 CASE# 23-7444 F LNa O 07/01/23 12:16 F coyisI©ON u NARRATIVE *This case involves a Hit & Run collision where a vehicle from the backyard of 2628 NE 5th Ct drove or rolled through a fixed 6 foot wooden fence (no gates) into the back of the adjacent house to the north at 2607 NE 5th PL, in the City of Renton, King County, WA State. The front of 2628 NE 5th Ct is on the south side. The front of 2607 NE 5th PL is on the north side. Both backyards are separated by the aforementioned fence. On 07-01-2023 at 1216 hours, 2607 NE 5th PL resident/homeowner Michelle Solemsaas phoned 911 to report that a vehicle drove through her fence and into her house. Solemsaas looked outside, but did not see any driver/occupant. I was dispatched at 1218 hours. At 1222 hours, Officer Singer advised that he was with a female nearby. He released her, but believed she was associated with 2628 NE 5th Ct. I arrived at 1224 hours. Officer Chang told me that the suspect vehicle (a black Lincoln Zephyr 4 door) had been in the backyard of the NE 5th Ct residence and driven northbound through, or rolled through the backyard fence separating the houses and into the back corner of the NE 5th PL residence. There were a couple other vehicles in the backyard of the NE 5th Ct residence. The front gate was closed when Officer Chang checked upon arrival, so it was most likely that the suspect vehicle started its motion in the backyard of the NE 5th Ct residence (i.e. not from the public roadway). There is a moderate slope downward from the NE 5th Ct residence to the NE 5th PL residence. A 10 feet section of 6-foot wooden fence had been smashed by the vehicle. The vehicle had extensive front end damage, and had struck the SW corner of the NE 5th PL residence. There was considerable siding and frame damage, but not enough to render the house not suitable for occupancy (Renton Fire arrived to assess this). The vehicle had also struck Solemsaas' trampoline that was adjacent to the SW corner of the house, but it did not appear that it was damage. The driver window was rolled all the way down. The front passenger window was rolled half-way down. It was fairly hot outside, so checking the hood would not have conclusively determined whether the engine had been running when the impact occurred. The vehicle was currently not running, with no key in the ignition. The gear shift was in neutral and the parking brake was not set. There was an open can of orange soda in the center console and a water bottle on the front right floorboard. There also appeared to be fingerprints on the driver door exterior frame. The vehicle was not listed as stolen. It showed registered to Burien resident Derick J Galindo Palma (01-23-2000). Any search of the vehicle would require a search warrant, but it was likely that fingerprints could be found inside or on the exterior of the vehicle. I requested an impound. I took photos of the scene, from the vantage point of both residences, as well as close-ups of the vehicle. I did not enter the back yard of the suspect residence when I took the photos. Note, there was also damage to the drywall (and likely wall framing) in the basement SW corner room According to Solemsaas, this was a room that her child normally plays in. Fortunately, he/she was not playing at the time of the collision. I took a recorded audio/video statement from Solemsaas on my body cam. She wished to pursue criminal charges against anyone responsible for this Hit & Run. She had State Farm home insurance, policy 98BL99588. She told me that she was inside when she heard the collision to her house. By the time she checked outside, there was nobody in or around the vehicle. She confirmed that the front gate to the suspect residence was closed, so she also believed the suspect vehicle started its motion from the suspect residence. Officer Singer and Sgt Woodward made contact with a few residents and the presumed owner PAGE 3 OF 5 REPORT NO. ED75548 CASE# 23-7444 F LNa O 07/01/23 12:16 F coyisI©ON u NARRATIVE (Samuel Thant) of the suspect residence. Nobody claimed knowledge or witness to the collision. Please refer to their supplemental narratives. Bankers Tow arrived, and I followed them to the Renton Police Evidence Garage, where I secured the vehicle. I put evidence tape over the seams. I did not roll up the windows. The only time I entered the vehicle was to reach in and put the vehicle in Park, as the Tow driver told me that this was important for when he towed the vehicle. I had gloves on, so as not to interfere with potential prints. Please refer to Traffic Investigators for follow-up with a potential search warrant of the vehicle and any other follow-up contact that may result in a suspect identification. Note: The Renton Police Department has had multiple incidents involving Samuel Thant, believed to have mental health issues.
