NARRATIVE
RPD CASE#: 23-0280
On 01/07/2023 at approximately 1844 hours, I responded to 300 Rainer Ave S, in the City of Renton,
King County, Washington, for a report of a vehicle vs pedestrian traffic accident.
Upon arrival the involved vehicle had pulled into the parking lot of O'Reilly Auto Parts, located at 307
Rainier Ave S and the involved pedestrian was on the floor near the curb on 307 Rainier Ave S. I
identified Unit 1 as Walker Jarone Tarkeyce DOB (09/28/2000). Walker was responsive and bleeding
from the head on arrival. When spoken to Walker didn't realize that he was hit by a vehicle and didn't
know what happened. Fire was on scene and transported Walker to Valley Medical Center.
I identified Unit 2 as a red 2014 Toyota Highlander, bearing WA license #BPE8124 VIN#
5TDBKRFHXES025156. Unit 2 sustained minor damage to the front of the vehicle. I identified the
driver of Unit 2 via his WADL as Sayed Sayed Muzamel DOB (06/20/2005). Sayed told me he was in
the middle lane of travel, driving eastbound in the 307 block of SW Sunset Blvd, approaching the
intersection of SW Sunset Blvd and Rainier Ave S. Sayed stated he began to turn right at the
intersection to head south on Rainier Ave S and collided with Walker causing him to fall down to the
floor. Sayed said he had a green light and that he didn't see Walker walking due to the dark clothing
he was wearing. Sayed provided me with his license, registration and proof of insurance that were all
valid.
I spoke to a witness later identified by his WADOL as Dara Savuth Sam DOB (09/06/1975). Dara
stated that he was driving behind Unit 2 east bound on SW Sunset Blvd Towards the intersection in
the same lane. Dara saw the light turn green for vehicles to make a right turn or to continue east
towards S 3rd St and saw Walker walking westbound from Seven Eleven towards O'Reilly. Unit 2 was
making a right turn to go south on Rainier and came to a sudden stop. Dara then stopped his vehicle
and noticed that Walker was on the ground bleeding. Dara stated that he wasn't sure if the pedestrian
light was red with a hand that signals to stop, or white with a sign that signals that its ok for
pedestrians to walk.
I examined the streetlight that Walker was crossing during the incident and noticed that when it is
green, the pedestrian light is red signaling no crossing for pedestrians. I examined the street three
times, and, on all occasions, the pedestrian light was red indicating that Walker was jay walking.
Sayed was advised he was not at fault for the incident and given my business card with the case
number. I advised Sayed to drive carefully and to always look for pedestrians with low visibility
clothing.
Once all three parties left the area, I cleared the scene.
