This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 01.23.2023, at approximately 1753 hours, I was dispatched to a two-vehicle, non-injury, non- blocking collision near the entrance to Valley Medical Center Ambulance Bay, located at 400 S. 43rd ST., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #277, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was cold, approximately 44 degrees, clear and dark, streetlights were illuminated. This area of S. 43rd ST is a 5-lane roadway running east/westbound with a dedicated right turn lane onto N/B 1-167. The roadway was clear of debris and there was heavy traffic backflow. Prior to my arrival, both vehicles moved off of the roadway and were in the entrance area to Valley Medical Center Emergency Room. I arrived on scene at approximately 1759 hours and confirmed there were no injuries-no injuries were reported. Unit 01 was identified as a gray in color 2020 Jeep Renegade bearing WA/BXE0425. Unit 01 had moderate damage to the passenger side front bumper and '/ panel, but it was operable. Unit 01's driver was identified by her WADL as Robinson, Heather Ann (DOB: 09.14.1972; 425/246- 8226) When asked what happened leading up to the collision, Robinson stated she was turning right into the entrance to Valley Medical Center, when Unit 02 `hit her.' When asked to elaborate on her position in the roadway and where Unit 02's vehicle was located, Robinson stated she was looking ahead or forward and didn't see anyone behind her, so she made a right turn into the entrance to VMC and was struck by Unit 02. The damage to Unit 02's vehicle and Unit 01's vehicle was not consistent with her version of events, and she stated Unit 02 must have gone around her vehicle. I advised Robinson that based on the damage to Unit 02's vehicle, the driver would have had to drive onto the sidewalk in order to have sustained the damage to his vehicle on the driver's side, if she indeed made a right turn from the correct lane. Unit 02 was identified as a black in color 2017 Honda CR-V bearing WA/BJC0322. Unit 02 had moderate damage to the driver's side body of the vehicle, specifically the front and rear doors. Unit 02 was operable. Unit 02's driver was identified by his WADL as Lama, Tashi N. (DOB: 12.28.1981; 347/242-8695). Lama stated he had just picked up his front seat passenger and made a left turn onto S. 43rd ST., where he entered the far-right lane of travel because he was going to exit the roadway onto 1-167 N/B. Lama was occupying the far-right lane and observed Unit 01 in the center lane of travel. As both vehicles approached the entrance to VMC, Unit 01 made a right turn from the center lane of travel, striking Unit 02 on the driver's side body of the vehicle. Unit 01's driver, Robinson, Heather Ann (DOB: 09.14.1972; 425/246-8226) is the causing party in this collision by conducting a prohibited or improper turn, in violation of RCW 46.61.290. 1 issued Robinson SECTOR citation#: 3A0005185, for the above listed violation. The infraction will be mailed via the courts. Robinson conducted a right hand turn from the center lane of travel, striking Unit 02 on the driver's side body of the vehicle. Both parties were given a copy of the exchange of information form, to include the case number. No injuries were reported.
