NARRATIVE
23-2978
On 03/13/2023 at approximately 1342 hours, I was dispatched to a non-injury and non-blocking
vehicle collision at the intersection of North 3rd Street and Burnett Ave North, within the City Limits of
Renton, County of King, State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, I was able to collect each involved party's information and
independent summary of the events leading up to the collision.
The driver of Unit#1 said she was the sole occupant of her vehicle and was traveling eastbound in
about the 700 block of North 3rd Street (one-way road) and approaching the intersection of Burnett
Ave North in lane 1 of 2. The driver of Unit#1 stated that she needed to make a left-turn at the
intersection to proceed north onto Burnett Ave North. The driver of Unit#1 stated she believed she
was in the far-left turn lane and began to make her turn not realizing that Unit#2 had approached her
vehicle location in the adjacent lane for the same direction of travel. While making the turn, the driver
of Unit#1 stated that she did not see Unit#2 and believed Unit#2 may have been driving on the
shoulder to pass her. Dashcam footage later revealed that Unit#2 was occupying lane 2 of 2 and was
not passing on the shoulder. The driver of Unit#1 believed that Unit#2 was traveling too fast for that
stretch of roadway. Both vehicles collided in the intersection causing moderate damage to the front
driver's side fender, wheel, and wheel well of Unit#1.
The driver of Unit#2 said he was the sole occupant of his vehicle and was also traveling eastbound in
about the 700 block of North 3rd Street (one-way road) approaching the intersection of Burnett Ave
North but in lane 2 of 2. The driver of Unit#2 stated he was intending to continue east when Unit#1
turned across traffic, specifically across lane 2 of 2 which Unit#2 was occupying. Unit#2 tried to
swerve to avoid the collision but subsequently received significant damage to the front passenger
side of Unit#2, including the front axle/wheel bearing.
The driver of Unit#2 had a dashcam installed inside of his vehicle and was able to playback the
footage for me of the events just prior to the collision. The dashcam revealed that Unit#1 had made a
lane change from lane 1 of 2 instead of the closest lane as required by law. It does appear that Unit
#2 may have been in a hurry based on a quick lane change but there was no speed indication on the
dashcam. Regardless, it did not appear that Unit#2 was driving recklessly and Unit#1 should have
made her turn from the proper lane. The dashcam footage was uploaded to Axon Evidence under this
case number for reference.
Based on the above statements, I determined that the Driver of Unit#1 (Bones) was the predominant
factor for the collision as Bones made an unsafe lane change that was not clear of traffic causing a
collision. This belief is predicated from RCW 46.61.290(2) - Required position and method of turning
at intersections. This RCW states that the driver of a vehicle intending to turn left shall approach the
turn in the extreme left-hand lane lawfully available to traffic moving in the direction of travel of the
vehicle. Whenever practicable the left turn shall be made to the left of the center of the intersection
and so as to leave the intersection or other location in the extreme left-hand lane lawfully available to
traffic moving in the same direction as the vehicle on the roadway being entered.
Bones was issued a Verbal Warning for the improper Left-Turn.
Both Unit#1 and Unit#2 had to be impounded due to extensive damage. Both parties arranged for a
private impound. An exchange of information was provided to all involved parties.
