ED42622 CASE# 23-3018 OF COLLISION 03/14/23 14:28 OF CbLLI510N NARRATIVE 23-3018 On 03/14/2023 at approximately 1458 hours, I was dispatched to a non-injury and non-blocking vehicle collision at the intersection of South 2nd Street and Lake Ave South, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling westbound in about the 200 block of South 2nd Street (one-way road) after having picked up a food delivery order from a nearby business. The driver of Unit#1 stated that he exited from the private business parking lot located on the south side of the roadway and that his GPS was routing him to turn north onto Lake Ave South therefore the driver of Unit#1 began to make his way over to Lake Ave South through several lane changes as Lake Ave was on the north side of the roadway. Upon reaching lane 2 of 4, the driver of Unit#1 stated that he signaled to turn into lane 1 of 4 and believed that the lane was clear of traffic therefore proceeded to make a lane change. The driver of Unit#1 stated that while making the lane change, he was struck by Unit#2 occupying lane 1 of 4 causing moderate damage to the passenger side door and fender of Unit#1. Unit#1 believed Unit#2 was traveling too fast for that stretch of roadway. The driver of Unit#1 was also under the impression that because he signaled his intention to make a lane change, he believed that gave him right of way. The driver of Unit#2 said he was the sole occupant of his vehicle and was also traveling westbound in about the 200 block of South 2nd Street (one-way road) approaching the intersection of Lake Ave South but in lane 1 of 4. The driver of Unit#2 stated he was intending to continue west when Unit#1 changed lanes from lane 2 of 4 and into lane 1 of 4 which Unit#2 was occupying. Unit#2 was unable to avoid the collision and subsequently collided with Unit#1. Unit#2 suffered moderate damage to the rear driver's side fender due to the initial impact as well as a flat tire due to being pushed into the curb. Based on the above statements, I determined that the Driver of Unit#1 (Kiarie) was the predominant factor for the collision as Kiarie made an unsafe lane change that was not clear of traffic causing a collision. Unit#2 was underway in their lane of travel and had right of way. Kiarie violated RCW 46.61.140 - Driving on roadways laved for traffic. This RCW states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Kiarie was issued Citation #3A055540 in-person for the above mentioned violation. Both Unit#1 and Unit#2 were able to be driven away from the scene without incident.
