We have completed review of the bond quantity worksheet and there are several corrections needed. We have made the updates and prepared the Bill of Sale along with the updated maintenance
bond amount, however, we need your confirmation that the revisions are acceptable. Please either confirm the updates are acceptable, or, receipt of the maintenance bond or Bill of Sale
is assumed to mean acceptance. For reference attached are:
“REDLINES – S_BQWS…” – This is the BQWS that was submit showing the redline comments
“S_BQWS…” – This is the excel version of the BQWS that staff prepared which reflects the redline comments
If you are accepting of the updates please provide the maintenance bond, maintenance and defect agreement, a signed/notarized copy of the attached bill of sale, and pay the attached
invoice which represents the recording fees for the bill of sale (note there will be additional recording fee invoice as part of the final short plat).

The following is a summary of the Civil Construction Permit Closeout and the Final Short Plat Application Recording Processes that are remaining. These two processes are separate, but
they do work together. Proactive communication is essential in completing these processes in a timely manner. The items below must be completed prior to the final short plat recording.
All requested documents can be emailed to me directly unless there are large items that will require an FTP upload link.
Final Short Plat Application and Recording Process

have been addressed along with the redline comments provided in the attached documents, the city will request hard copies of the documents to be delivered to the City for processing

2. Civil Construction Permit Closeout. All items must be completed below, and the Civil Construction permit signed to record the final plat. Ongoing (see below).
3. Record Final Short Plat. Once the Civil Construction Permit is signed off and the official final short plat application has been submitted and approved, the City will send signed
final short plat documents to King County for recording. Pending Civil closeout.
4. King County Recording and City Courier Fees. Pay invoice for King County recording fees and City Courier fee invoiced by the City. Note: The City will record the project’s legal
documents electronically on the Applicant’s behalf. The City will provide you an invoice for the recording fees once the draft legal documents are far enough in review to determine
the required fees to record the documents with King County (required information include type and total pages of each document). Invoices can be paid online by visiting the City’s

Civil Construction Required Closeout Items/Process
1. Complete all utility, drainage, paving, grading, lighting, landscaping and street improvements for the projects, including offsite and onsite improvements, as required. Done.
a. Record drawings have been received and the punch list inspection is underway. Note: the maintenance walk-thru period is 10 working days after the Inspector walk-thru. Done.
b. Completion of all improvements includes all outstanding punchlist items as requested from the Construction Inspector and/or the City Maintenance Division. Done.
c. All franchise, building, and electrical permits associated with civil construction permits shall receive final sign off from the City. Typical work include dry utilities, demolition,
storm drainage vaults, street lighting, retaining walls, etc. Done.
2. Landscape Completion. When landscaping is complete and record drawings of the landscaping have been submitted, contact Angelea Weihs for landscaping inspection. Done.
3. Conditions of Approval. Ensure all project entitlement conditions of approval are completed (i.e. SEPA, Site Plan, Modifications, Permit, etc). Done.
4. Deferrals. A deferral permit must be issued for any items that will not be completed prior to recording. The deferral permit shall be issued before the final punchlist walk-throughs
will commence. Typical deferral items include final lift of asphalt, raising and paving of manholes and catch basins, installation of survey monuments and striping/channelization of
the roadway. Done.

The worksheet should reflect all final construction quantities and shall be submitted to the City as an excel file for review. Note: The City will verify the quantities against the
record drawings and provide you with a Bill of Sale for your signature and will provide you with the Maintenance Surety Amount (see Item #6). BQWS requires updates, see attached for
redlines along with staff prepared revision. Please confirm acceptance of staff prepared revision, or receipt of Bill of Sale implies acceptance.
6. Maintenance Surety/Maintenance and Defect Agreement. After the construction permit is signed off by the Inspector, a two year Maintenance Surety must be posted with the City for 20%
of the value of the public improvements to be turned over to the City which is noted on the final page of the City approved project Bond Quantity Worksheet (see Item #5). The original

The following is a summary of the Civil Construction Permit Closeout and the Final Short Plat Application Recording Processes that are remaining. These two processes are separate, but
they do work together. Proactive communication is essential in completing these processes in a timely manner. The items below must be completed prior to the final short plat recording.
All requested documents can be emailed to me directly unless there are large items that will require an FTP upload link.
Final Short Plat Application and Recording Process

2. Civil Construction Permit Closeout. All items must be completed below, and the Civil Construction permit signed to record the final plat. Ongoing (see below).
3. Record Final Short Plat. Once the Civil Construction Permit is signed off and the official final short plat application has been submitted and approved, the City will send signed
final short plat documents to King County for recording. Pending Civil closeout.
4. King County Recording and City Courier Fees. Pay invoice for King County recording fees and City Courier fee invoiced by the City. Note: The City will record the project’s legal
documents electronically on the Applicant’s behalf. The City will provide you an invoice for the recording fees once the draft legal documents are far enough in review to determine
the required fees to record the documents with King County (required information include type and total pages of each document). Invoices can be paid online by visiting the City’s

Civil Construction Required Closeout Items/Process
1. Complete all utility, drainage, paving, grading, lighting, landscaping and street improvements for the projects, including offsite and onsite improvements, as required. Done.
a. Record drawings have been received and the punch list inspection is underway. Note: the maintenance walk-thru period is 10 working days after the Inspector walk-thru. Done.
b. Completion of all improvements includes all outstanding punchlist items as requested from the Construction Inspector and/or the City Maintenance Division. Done.
c. All franchise, building, and electrical permits associated with civil construction permits shall receive final sign off from the City. Typical work include dry utilities, demolition,
storm drainage vaults, street lighting, retaining walls, etc. Done.
2. Landscape Completion. When landscaping is complete and record drawings of the landscaping have been submitted, contact Angelea Weihs for landscaping inspection. Done.
3. Conditions of Approval. Ensure all project entitlement conditions of approval are completed (i.e. SEPA, Site Plan, Modifications, Permit, etc). Done.
4. Deferrals. A deferral permit must be issued for any items that will not be completed prior to recording. The deferral permit shall be issued before the final punchlist walk-throughs
will commence. Typical deferral items include final lift of asphalt, raising and paving of manholes and catch basins, installation of survey monuments and striping/channelization of
the roadway. Done.

Thank you Cliff, we are performing the final review.
I wanted to quickly note that the scanned Deed of Dedication file may get rejected for recording due to it being tilted and the scanner shadows are within the margin. Due to this, the
scanner also increased the size to 8.5 x 14. Not saying it’s guaranteed that it will get rejected but in my experience chances are pretty high.
I can still perform the review/approval but highly suggest that you provide a cleaner file before we send out to recording.
