block area of Area"A"located between Raymond Avenue S and Seneca Avenue S on the south side of SW
Grady Way that is currently zoned IM Zone. This specific change is proposed in order to allow a broader array of
land uses within this one and a half block area. Currently uses are limited to the sale, rental, and leasing of motor
vehicles and the accessory uses in this area. It is also proposed to update the 1996 Auto Mall Improvement Plan
to reflect these changes and readopt it by resolution. In addition a change is proposed in Section 9-12-11,
Administrative Procedures for Right-of-Way Vacations, Exemptions to reflect changes to Area"A"and to clarify
that a"master appraisa!"would only be required for those portions of the Auto Mall where exemptions to street
vacation fees are allowed. Location: This proposed non-project action affects the Auto Mall overlay development
regulations that pertain to a one and half block area on the south side of SW Grady Way between Raymond

4-3-040 AUTO MALL IMPROVEMENT DISTRICT REGULATIONS:
A PURPOSE:
These regulations are intended to help create a regional auto mall that has a
cohesive appearance for improved retail activity.
B APPLICABILITY:
1. Auto Mall Area A: That area bounded by Grady Way S. on the north, Rainier
Avenue S. (SR-167) n the east, 1-405 on the south, and Raymond-Seneca Avenue S.
on the west, and
That area bound d SW Grady Way on the north, Raymond Avenue SW on the
west, Seneca Avenu6 SW on the east, and the alley midway between SW Grady and
SW 12th Street, on tie south.
2. Auto Mall Area B: That area along the south side of SW Grady defined by the
alley between SW Grady Way and SW 12th Street, on the north. Seneca Avenue SW
on the east, and Raymond Avenue SW on the west;

All street vacation fees and compensation for the right-of-way may be waived
by Council for developing properties in Area A, provided:

9-14-11 ADMINISTRATIVE PROCEDURE FOR RIGHT-OF-WAY VACATIONS:
Exemption: In the Auto Mall (Area A), bounded by S.W. Grady Way, Rainier Avenue
South, Lind-Seneca Avenue S.W. and I-405, as well as the half block abutting SW Grady
Way on the north between Raymond Avenue,SW and Seneca Avenue SW, including the alley
right-of-way, applications for vacations of right-of-way,or portions thereof, whether initiated
by the City or the property owners, will follow the normal procedure for establishing public
hearings, but thereafter will be processed according to the following procedure for uses which
comply with Section 4-31-10.4F1:
A. Property Services completes a master appraisal for the-entire-Area "A" of the Auto
Mall.
B. Property Services processes all private and City-initiated applications (all fees waived)
for vacations.
C. City staff review applications to ensure that the proposal conforms to the adopted
plan, and that access to individual properties is maintained and does not impede street
configuration and pub is safety. Comments are given to Property Services.
D.Property Services provides an appraisal reconciliation for each application, transfer of
title, and final report with recommendations. The applicant will provide legal description and
map exhibits. _The Ciity Clerk provides requisite notice to adjacent property owners and
interested parties.
E.Planning/Building/Public Works Administrator reviews and approves final report.
F. Transfer of property ordinance adopted by City Council. (Ord. 4608,5-20-1996)

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. An
Environmental Impact Statement (EIS) must be prepared for all proposals with probable significant
adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal (and to reduce or avoid
impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is
required.
INSTRUCTIONS FOR APPLICANTS:

The subject non-project proposal is to amend Section 4-3-040B.1 and B.2 of Chapter
2, of Title 4 (Development Regulations), of Ordinance No. 4260, entitled "Code of
General Ordinances of the City of Renton, Washington" by revising the boundaries of
Area"A"of the Auto Mall overlay district in the area between Seneca and Raymond
Avenues SW by deleting the portion currently zoned IM Zone. This deleted portion

would become part of an expanded Area"B"which it abuts on the west. An Area"B"
designation on the block and half affected will allow a broader array of uses,
including medium industrial uses as well as the sale, rental and leasing of
automobile', motorcycle, snowmobile, lawn equipment and passenger trucks. The
Auto Mall Improvement Plan of April 1996 is proposed to be updated, as well, to
reflect these changes.
In addition to the change in Area"A", Section 9-14-11,Administrative Procedures for
Right-of-way Vacations, Exemptions,would be modified. The first modification
would update Area"A"to reflect the above referenced changes and street right-of-
ways that could be vacated without fees. The second modification would clarify that
the required master appraisal is only for that portion of the Auto Mall where street
vacations are allowed (Area"A") rather than the whole Auto Mall.

Attached please find twelve (12) copies of the MUP, project narrative, proposed amendment
language, map change, and environmental checklist for these revisions. These changes are being
made in order to accommodate a greater array of medium industrial uses in the affected block and
half area between Seneca Avenue SW and Raymond Avenue SW on the south side of S Grady Way.
These changes also correct references to the Auto Mall in Section 9-14-11 of the RMC as well as
update the Auto Mall Improvement Plan adopted in April 1996. We are currently circulating a Red
File,Level 1, for these proposed minor changes.
