SEE THE "STANDARD DETAILS" SECTION OF THE PROJECT SPECIFICATIONS FOR REFERENCED CITY OF RENTON (COR) STANDARD DETAILS AND ANY REFERENCED WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT) STANDARD DETAILS. ALL WORK AND MATERIALS SHALL BE IN ACCORDANCE WITH THE CITY OF RENTON STANDARDS AND THE CONTRACT SPECIAL PROVISIONS 2.ALL WORK SHALL BE SUBJECT TO INSPECTION BY THE CITY ENGINEER OR DESIGNATED REPRESENTATIVE. 3.PRIOR TO BEGINNING CONSTRUCTION, THE CONTRACTOR SHALL MEET WITH THE CITY ENGINEER FOR A PRECONSTRUCTION CONFERENCE. 4.A COPY OF THESE APPROVED PLANS AND PROJECT SPECIFICATIONS MUST BE ON THE SITE WHENEVER CONSTRUCTION IS IN PROGRESS. 5.LOCATIONS OF EXISTING UTILITIES ARE APPROXIMATE. LOCATIONS ARE BASED ON A COMBINATION OF ONE OR MORE OF THE FOLLOWING: OBSERVATION OF SURFACE FEATURES, GEOGRAPHIC INFORMATION SYSTEM DATA, PAINT MARKS APPLIED BY AN UNDERGROUND UTILITY LOCATING SERVICE, CCTV, AND RECORD SCHEMATIC DRAWINGS. UTILITIES SHOWN IN THESE DRAWINGS ARE FOR THE PURPOSES OF ASSISTING THE CONTRACTOR WITH LOCATING UTILITIES. THE CITY OF RENTON ASSUMES NO LIABILITY FOR THE ACCURACY OF THE RECORD INFORMATION. CONTRACTOR SHALL FIELD LOCATE ALL UTILITIES WITHIN PROPOSED EXCAVATION LIMITS. CONTACT UNDERGROUND UTILITY LOCATE SERVICE (1-800-454-5555) A MINIMUM OF 48 HOURS PRIOR TO ANY EXCAVATION TO OBTAIN ON-SITE UTILITY LOCATIONS. CONTRACTOR SHALL POTHOLE ALL UNDERGROUND GAS, WATER, SERVICE CONNECTIONS, AND ALL OTHER UNDERGROUND UTILITIES PRIOR TO THE START OF CONSTRUCTION AND NOTIFY THE ENGINEER OF ANY CONFLICTS. PRECAUTIONS AND REMEDIAL MEASURES SHALL BE TAKEN AS REQUIRED TO PROTECT PERSONS AND PROPERTY AND TO AVOID DISRUPTION OF SERVICE. UNLESS OTHERWISE NOTED, PROJECT ALL UTILITIES FROM DAMAGE WHICH SHALL INCLUDE PROVIDING TEMPORARY SUPPORT SYSTEMS AND SHORING AROUND UTILITIES DURING EXCAVATION, IF AN EXISTING PRIVATE UTILITY CONFLICTS WITH PROPOSED IMPROVEMENTS, COORDINATE THE RELOCATION OF THE PRIVATE UTILITY WITH THE UTILITY OWNER UNLESS NOTED OTHERWISE OR DIRECTED BY THE ENGINEER. 6.EXISTING WATER LINE BEND AND BLOCKING ARE NOT SHOWN. 7.STORM SEWER LENGTHS ARE MEASURED BETWEEN CENTERS OF MANHOLES AND CATCH BASINS UNLESS OTHERWISE NOTED. 8.EXCEPT AS OTHERWISE NOTED, CATCH BASIN AND MANHOLE RIM ELEVATIONS GIVEN ARE APPROXIMATE. FINAL ELEVATIONS SHALL MATCH FINAL GRADE. 9.USE CDF FOR BEDDING AND BACKFILLING AROUND EXISTING OR NEW UTILITIES WHERE STANDARD METHODS DO NOT PERMIT COMPACTION REQUIREMENTS TO BE MET, AS SHOW ON THE DRAWINGS, OR AS DIRECTED BY THE ENGINEER. 10.SITE CONSTRUCTION LIMITS (PRESERVATION LINES) COINCIDE WITH CITY RIGHT-OF-WAY UNLESS SHOWN OTHERWISE. 11.FOR CLARITY OF DRAWINGS, OVERHEAD POWER AND TELECOM ARE NOT SHOWN ON THE DRAWINGS. CONTRACTOR IS ADVISED THAT THERE ARE OVERHEAD POWER AND TELECOM THROUGHOUT PROJECT AREA, INCLUDING DIRECTLY OVER PROPOSED PIPE IMPROVEMENTS. IT IS THE CONTRACTOR'S RESPONSIBILITY TO PERFORM THE WORK IN A SAFE MANNER AND IN ACCORDANCE WITH ANY REQUIREMENTS SET FORTH BY THE UTILITY OWNER AND APPLICABLE LAWS AND REGULATIONS. 12.NO STAGING AREA IS PROVIDED TO THE CONTRACTOR. ALL STAGING AREAS SHALL BE ON A CONTRACTOR SECURED AREA. ALL TESC REQUIREMENTS APPLY TO THE CONTRACTOR'S OBTAINED STAGING AREA. 13.CONTRACTOR SHALL COORDINATE WITH CITY OF RENTON WATER UTILITY ABOUT ANY RELOCATION OR MODIFICATION TO SERVICE LINES. TEMPORARY WATER SERVICE RELOCATION INCLUDES SERVICE LINE AND CONNECTION FITTINGS AND SHALL BE INCIDENTAL TO OTHER PAYMENT ITEMS. 14.THE NEW STORM CROSSES EXISTING UNDERGROUND GAS MAINS AND GAS SERVICES IN MULTIPLE LOCATIONS. IF NOT PREVIOUSLY POTHOLED BY PSE, CONTRACTOR SHALL POTHOLE GAS A MINIMUM OF 10 DAYS IN ADVANCE OF PERFORMING WORK IN THE AREA AND PROVIDE RESULTS TO ENGINEER. IF EXISTING GAS MAIN IS IN CONFLICT WITH NEW STORM, CITY WILL PROVIDE NEW PROFILE GRADES FOR THE STORM PIPING. ADJUSTMENT OF THE STORM ALIGNMENT SHALL BE AT NO ADDITIONAL COST TO THE CITY. IF EXISTING GAS MAIN (OR SERVICE) IS IN CONFLICT WITH NEW STORM AND STORM PROFILE CANNOT BE ADJUSTED, CONTRACTOR SHALL COORDINATE WITH PSE FOR GAS RELOCATION (CONTACT PSE GAS REPRESENTATIVE CHANG PAK AT 253-395-6988). ALL COST FOR COORDINATION WITH PSE FOR GAS SERVICE RELOCATION SHALL BE PAID FOR BY FORCE ACCOUNT. 15.CONTRACTOR SHALL NOT ORDER PRECAST MANHOLES/CATCH BASINS UNTIL ALL POTENTIAL CONFLICTS THAT COULD AFFECT THE MANHOLES/CATCH BASINS HAVE BEEN POTHOLED TO CHECK FOR CONFLICT, AND THOSE CONFLICTS HAVE BEEN RESOLVED. 16.ALL STORM DRAINAGE PIPES SHALL HAVE WATERTIGHT JOINTS PER MANUFACTURER RECOMMENDATION. 17.EXISTING STORM DRAINAGE PIPES SHALL BE ABANDONED AND FILLED WHERE INDICATED ON THE PLANS IN ACCORDANCE WITH SECTION 2-02.3(4) OF THE SPECIAL PROVISIONS FOR PIPES AND SECTION 7-05.3(2) OF THE STANDARD SPECIFICATIONS AND SPECIAL PROVISIONS FOR STRUCTURES. 18.CONTRACTOR SHALL REPLACE ANY SURVEY MONUMENTS DISTURBED IN ACCORDANCE WITH SECTION 1-05.4 OF THE SPECIAL PROVISIONS AND CITY OF RENTON SURVEY STANDARDS AT NO ADDITIONAL COST TO THE CITY OF RENTON. 19.FOR PAVEMENT RESTORATION, CONTRACTOR IS REQUIRED TO PROVIDE A HOT MIX ASPHALT TRENCH PATCH IN ACCORDANCE WITH COR STANDARD PLAN 220.20. 20.WHERE TYPE 2 CATCH BASINS ARE INSTALLED IN ROADWAY GUTTER SECTION THEY SHALL BE PLACED IN ACCORDANCE WITH COR STANDARD PLAN 101.1. WASHINGTON STATE PLANE COORDINATE SYSTEM, NORTH ZONE, NAD 83/91 NAVD 88 TAYLOR AVE NW STORM IMPROVEMENTS VICINITY MAP N PROJECT LOCATIONSWP - 27 - 4030TAYLOR AVE NW STORM IMPROVEMENTS H:\CAD\_PROJECTS\SWP\27-4030_TAYLOR\DWGTAYLOR AVE NWRAINIER AVE NRENT O N AV E E XT NW 2ND PL GENERAL ESC NOTES 1.THE TEMPORARY EROSION AND SEDIMENT CONTROL (TESC) PLAN OUTLINED HEREIN IS CONCEPTUAL. THE CONTRACTOR IS REQUIRED TO SUBMIT A FINAL TEMPORARY WATER POLLUTION AND EROSION CONTROL PLAN IN ACCORDANCE WITH SPECIAL PROVISIONS SECTION 1-07.15. 2.THE IMPLEMENTATION OF THESE ESC PLANS AND THE CONSTRUCTION, MAINTENANCE, REPLACEMENT, AND UPGRADING OF THESE ESC FACILITIES IS THE RESPONSIBILITY OF THE APPLICANT/ESC SUPERVISOR UNTIL ALL CONSTRUCTION IS APPROVED. 3.THE ESC FACILITIES SHOWN ON THIS PLAN MUST BE CONSTRUCTED PRIOR TO OR IN CONJUNCTION WITH ALL CLEARING AND GRADING SO AS TO ENSURE THAT THE TRANSPORT OF SEDIMENT TO SURFACE WATERS, DRAINAGE SYSTEMS, AND ADJACENT PROPERTIES IS MINIMIZED. 4.THE ESC FACILITIES SHOWN ON THESE PLANS OR SPECIFIED HEREIN ARE THE MINIMUM REQUIREMENTS FOR ANTICIPATED SITE CONDITIONS. DURING THE CONSTRUCTION PERIOD, THESE ESC FACILITIES SHALL BE UPGRADED AS NEEDED FOR UNEXPECTED STORM EVENTS AND MODIFIED TO ACCOUNT FOR CHANGING SITE CONDITIONS (E.G., ADDITIONAL SUMP PUMPS, RELOCATION OF DITCHES AND SILT FENCES, ETC.). 5.THE ESC FACILITIES SHALL BE INSPECTED DAILY BY THE APPLICANT/ESC SUPERVISOR AND MAINTAINED TO ENSURE CONTINUED PROPER FUNCTIONING. WRITTEN RECORDS SHALL BE KEPT OF WEEKLY REVIEWS OF THE ESC FACILITIES DURING THE WET SEASON (OCT. 1 TO APRIL 30) AND OF MONTHLY REVIEWS DURING THE DRY SEASON (MAY 1 TO SEPT. 30). 6.ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO DAYS DURING THE WET SEASON OR SEVEN DAYS DURING THE DRY SEASON SHALL BE IMMEDIATELY STABILIZED WITH THE APPROVED ESC METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING, ETC.). 7.ANY AREA NEEDING ESC MEASURES NOT REQUIRING IMMEDIATE ATTENTION SHALL BE ADDRESSED WITHIN FIFTEEN (15) DAYS. 8.THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH OR WITHIN FORTY-EIGHT (48) HOURS FOLLOWING A STORM EVENT. 9.AT NO TIME SHALL MORE THAN ONE (1) FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT-LADEN WATER INTO THE DOWNSTREAM SYSTEM. 10.WHERE STRAW MULCH FOR TEMPORARY EROSION CONTROL IS REQUIRED, IT SHALL BE APPLIED AT A MINIMUM THICKNESS OF 2 TO 3 INCHES. 11.NO STOCKPILING/STAGING WILL BE CONDUCTED WITHIN THE RIGHT OF WAY OR CITY OWNED SITE. CONTRACTOR IS RESPONSIBLE FOR OBTAINING ITS OWN STOCKPILE/STAGING AREAS. 12.PUBLIC STREETS SHALL BE CLEANED ONCE PER DAY OR AS DIRECTED BY THE CITY. FLUSHING OF STREETS WITH WATER WILL NOT BE ALLOWED. 13.IN ACCORDANCE WITH THE DEPARTMENT OF ECOLOGY REQUIREMENTS, WASTEWATER FROM CEMENT CONCRETE MASONRY, OR ASPHALT CONCRETE CUTTING, OR POURING OPERATIONS SHALL NOT BE DISCHARGED INTO STORM DRAINAGE SYSTEMS OR SURFACE WATERS. IMPERVIOUS SURFACES CONTAMINATED WITH SEDIMENT FROM GRIT AND CUTTING, PLANING OR PULVERIZING OPERATIONS SHALL BE VACUUM-CLEANED TO PREVENT CONTAMINANTS FROM ENTERING THE STORM DRAINAGE SYSTEM OR SURFACE WATERS. 14.CATCH BASIN INSERTS SHALL BE PLACED AT ALL CATCH BASINS ALONG PIPE ALIGNMENT. SEE CITY OF RENTON STANDARD PLAN 216.30. 15.INSTALL SILT FENCING AROUND ENTIRE STAGING/STOCKPILE AREAS PER COR STANDARD PLAN 214. 16.TEMPORARY SEDIMENTATION TANK MAY BE REQUIRED IN CONTRACTOR STAGING AREA IF THE SILT FENCING IS NOT ADEQUATE. 17.KEEP PUBLIC AND PRIVATE ROADWAYS/PARKING LOTS, SIDEWALKS, AND TRAILS FREE OF DEBRIS AND SEDIMENT. 18.CONSTRUCT TEMPORARY STORMWATER BYPASSES AS NEEDED DURING CONSTRUCTION TO DIVERT STORMWATER AROUND TRENCHING AND PIPE INSTALLATION ACTIVITIES AND MAINTAIN DRAINAGE OF UPSTREAM STORMWATER. CONTRACTOR IS RESPONSIBLE FOR DESIGN OF STORM DRAIN BYPASS PLAN. UNLESS OTHERWISE NOTED, BYPASSES ARE TO BE DESIGNED TO HANDLE THE VOLUME AND PEAK FLOWS OF THE 2-YEAR STORM EVENT AT A MINIMUM. SUBMIT AS PART OF WATER CONTROL PLAN. STORM DRAIN BYPASS PLAN SHALL ALSO ADDRESS THE DOWNSTREAM SYSTEM AND PREVENTION OF STORMWATER ENTERING THE WORK AREA BY BACKING UP FROM DOWNSTREAM. 19.ALL DEWATERING WATER AND RUNOFF WITHIN CONSTRUCTION AREAS SHALL BE TREATED VIA SEDIMENTATION, FILTRATION THROUGH VEGETATION IN APPROVED AREAS, OR PORTABLE FILTRATION SYSTEMS (UTILIZING TANKS AND FILTERS), AS NEEDED, PRIOR TO DISCHARGE TO DOWNSTREAM SYSTEM IN ORDER TO MEET ALL APPLICABLE LOCAL, STATE AND FEDERAL WATER QUALITY REGULATIONS.
