NARRATIVE
23-4306
On 04/17/2023 at approximately 0854 hours, I was dispatched to an injury vehicle collision at the
intersection of NE 4th Street and Nile Avenue NE, within the City Limits of Renton, County of King,
State of Washington.
While en route, Dispatch advised that two vehicles were involved in a collision and blocking the
intersection. Dispatch advised that the Renton Regional Fire Authority (RRFA) would be
simultaneously dispatched for an 18 YOF with airbag deployment and complaining of pain from the
seatbelt. All involved parties were evaluated at the scene and released.
Upon my arrival, RRFA was on scene and evaluating the involved parties. While on scene, I collected
each involved party's information and their independent recollection of their involvement leading up to
the collision.
The driver of Unit#1 stated she was the sole occupant of her vehicle and was traveling westbound on
NE 4th ST approaching the intersection of Nile Ave NE in lane 1 of 3. The driver of Unit#1 stated she
was intending to continue west at the intersection. The driver of Unit#1 stated that she noticed an
uninvolved vehicle make a turn onto NE 4th Street from Nile Ave NE and that she began to slow
down but believed the traffic light was still green for her direction of travel. Upon reaching the
intersection, the driver of Unit#1 stated that Unit#2 had proceeded out into the intersection. The
driver of Unit#1 stated she tried to avoid the collision but was unable to and subsequently collided
with Unit#2 causing significant damage to the front of Unit#1. The driver of Unit#1 admitted to
operating an unregistered vehicle without insurance and claimed that she recently bought the vehicle.
The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling southbound on
Nile Ave NE and stopped at the intersection of NE 4th Street in lane 2 of 2 (left-turn lane). The driver
of Unit#2 stated she was intending to make a left-turn onto NE 4th Street to proceed eastbound upon
the traffic light changing from red to green. Once the traffic light changed from red to green for her
direction of travel, the driver of Unit#2 stated she proceeded out into the intersection where she
noticed Unit#1 approaching the same intersection from the east and believed that Unit#1 ran a red
light. The driver of Unit#2 stated that she was unable to avoid the collision and that Unit#1 struck
Unit#2 on the driver's side causing significant damage to the front and rear driver's side doors of Unit
#2.
An independent witness, verbally identified as Elisa Dashel, left her contact information with one of
the involved parties. I later contacted the witness by phone. Dashel described waiting at the same
intersection but on the opposite side of Unit#2 (just south of NE 4th Street). The witness stated that
upon the traffic light changing from red to green, ultimately permitting a left-turn for both Unit#2 and
the witness, she noticed Unit#1 "flying" down NE 4th Street. Dashel stated that Unit#1 clearly ran the
red light and that had Unit#2 not been struck, it would have been the witnesses' vehicle struck
instead. While on scene, the traffic light appeared to be functioning normally.
Based on the above statements, I determined that the Driver of Unit#1 (Shaposhnikova) was the
predominant factor for the cause of collision due to Failing to Obey a Traffic Control Legend. The
driver of Unit#1 was not paying attention to the posted traffic light at the intersection causing a
collision. The driver of Unit#1 was also operating an unregistered motor vehicle upon the roadway
violating the conditions set forth in RCW 46.16A.030(4). The driver of Unit#1 admitted to not having
motor vehicle insurance. I therefore cited Shaposhnikova via mail for Failing to Obey a Traffic Control
Legend, Failing to Initially Register a Motor Vehicle, and Operating a Motor Vehicle without
Insurance.

Unit#1 had extensive damage and had to be impounded. Unit#2 was able to be limped off the
roadway while the owner made private arrangements. An exchange of information was provided to all
involved parties.
