CITY OF RENTON
REPORT AND RECOMMENDATION TO THE RENTON CITY COUNCIL.
APPLICANT: Schneider Construction Company FILE NO. PP-023-80,
(Hilltop) E-031-80 ,
LOCATION: South of N.E. 6th Street and east of Monroe Avenue N.E.
SUMMARY OF REQUEST: The applicant requests approval of a 21-lot preliminary plat
together with an exception to the Subdivision Ordinance for two
pipestem lots to be developed as single family detached housing.

PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Examiner on April 23, 1980.

PUBLIC HEARING: After reviewing the Planning Department report, examining
' available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on April 29, 1980 at 9:22 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant, had received and reviewed the
Planning Department report. Steve Munson, Planning Department, reviewed the report, and
entered the following exhibits into the record:

The Examiner requested clarification of the number of lots contained in .the proposed plat.
Roger Blaylock, Associate Planner, advised that the proposal contains 20 new lots and
Tract 1 which is zoned for multiple family development.
Mr. Munson corrected Section I.2, Population/Employment Impacts, of the staff report to •
reflect a total of 21 lots which will increase population in the area by approximately
73 persons in lieu of 20 lots and 70 persons as denoted in the report. He also corrected
Section I.3, Schools, to reflect an increase in school population by approximately 11
students in lieu of 10 as denoted.
The Examiner asked the applicant if he concurred in the recommendations contained in the
Planning Department report. Responding was:

Mr. Morrison generally concurred in the report, but requested clarification regarding
certain recommendations. Referencing Section L.5 which pertains to the required pavement
section on N.E. 6th Street, Mr. Morrison inquired regarding width requirements for the
interior roadways. Mr. Blaylock indicated that interior streets are acceptable as submitted
on Exhibit #2. Referencing Section L.6 regarding turning radius dimension for the proposed
cul-de-sac, Mr. Morrison requested clarification of the comment. Mr. Blaylock deferred
response to a representative of the Fire Department. Responding was:

Mr. Matthew advised that a conflict exists in requirements of city ordinances and the
Uniform Fire Code, and the circular cul-de-sac or turnaround required in a dead-end cul-de-

sac exceeding 150 feet is inadequate for safe turning of emergency vehicles and fire
apparatus. Therefore, the Fire Department recommends that the cul-de-sac be paved with a
45-foot radius. Mr. Morrison stated that in original discussions with the Engineering
Department, it was indicated that proper methods of fire flow in Tract 1 (zoned R-2 and R-3)
would require bringing a water main from the existing 10-inch line in Monroe and running it
easterly through the project to a point where it would go out the utility easement to the
two exception lots to the northeast, the eventual location of the utility lines. Due to
this plan, he stated that connections have been made to the north to the 4-inch line in
N.E. 6th Street, and he inquired if both a full loop system and an extension are necessary
in providing adequate fire flows per Fire Department comments. Mr. Matthew indicated that
the existing main along N.E. 6th Street to Redmond Avenue N.E. is a 4-inch main which is
substandard under today's guidelines and meets only the minimum 1000 gallons-per-minute
standard. He also advised that the minimum required pipe size installed on a dead-end
roadway is 6 inches. Mr. Matthew stated that although he was unaware of Engineering
Department comments regarding provision of an additional loop from the southwest to the
northeast corner through the perimeter of Tract 1 which would increase available fire flow,
he still recommended that the 4-inch water main be replaced along N.E. 6th Street and
additional hydrants be installed. Mr. Morrison indicated that if proper fire flows could
be maintained through the project and interties provided, the applicant preferred any
alternative to removing the existing line. He noted that additional fire flows can be
provided and the 4-inch line retained in its current location.
Mr. Morrison referenced Engineering Department comments attached to the staff report which
state that the submitted utility layout is not acceptable as proposed, and requested
clarification of the comment. Mr. Blaylock indicated that the proposed manhole cleanouts
should be relocated to allow access to the city maintenance crews.
Mr. Morrison inquired regarding Traffic Engineering Department comments pertaining to
future television cable installation accommodations. Mr. Blaylock advised that because
all utilities are undergrounded, accommodations are made at the time of development to
preclude disuption of roadway pavement at a later date.
Mr. Morrison inquired if the utility easement width of 15 feet is. standard. Mr. Blaylock
indicated that lines directed to multifamily development are larger to service those more
densely populated areas. Mr. Morrison felt that'a '15-foot easement containing two lines
might be acceptable. Mr. Blaylock indicated that although the Engineering Department
recommends that easements containing a single line be expanded to 15 feet, 30-foot multiple
easements side-by-side would remain the same.
Referencing Section M.7 regarding provision of a 25-foot wide landscaping easement along
the northern boundary of Tract 1, Mr. Morrison indicated that although landscaping buffers
required on other boundaries of the site were addressed in the rezone approval, buffering
of the northern boundary was not specified, and he inquired if the requirement is flexible
and subject to revision. Mr. Blaylock indicated that an interface between multiple and
single family residential development is necessary because it is unknown which development
will occur first. Mr. Morrison stated the applicant's preference for provision of a 15-foot
buffer with a screening fence which would accomplish the intent of the recommendation.
The Examiner requested further testimony in support of the application. Responding was:

Referencing the Planning Department recommendation to reflect restriction on the plat of
access to Olympia Avenue N.E. from Tract 1, Mr. Schneider indicated the desire to request
an exception from the ordinance to eliminate the requirement for installation of sidewalks
on the south and west side of Olympia Avenue N.E. since access would be precluded. Mr.
Blaylock advised that although vehicular access would be restricted, pedestrians would
continue to utilize proposed sidewalks. Mr. Schneider indicated his intent to install
fencing- south of Olympia to separate the multiple family from single family residential'
development which would further prevent pedestrian access. The Examiner noted that
fencing would disallow emergency vehicle access onto the southerly portion of the site.
Mr. Schneider requested clarification of the Planning Department recommendation for a
25-foot buffer on the northern boundary of the site. Mr. Blaylock explained that the
buffer would extend across the northern portion of the lot.and include Olympia Avenue N.E. ,
but the department would not object to substituting fencing with a reduced buffer width.
The Examiner requested further testimony in support or opposition to the application.
There was no response. He then requested general comments. Responding was:

Ms. Pappas indicated 'that many of the lots along the southern side of N.E. 6th Street
contain rockeries in the rear yards, and she inquired regarding liability for grading and
filling of the subject site for development purposes if the topography is altered. Mr.
Schneider indicated that although certain portions of the site will be graded, others will
require filling, and the topography should remain level to the south of the existing
President Park lots on N.E. 6th Street. Referencing discussion regarding the installation
of a 25-foot landscape buffer or a reduced buffer and fencing, Ms. Pappas expressed her
preference far the wider buffer to fencing. She also inquired regarding responsibility for
improving the existing 4-inch water main. Mr. Blaylock indicated anticipation that fire
flow can be improved without replacing the line, but he suggested that the Public Works
Department be contacted to determine the financial responsibility for replacement of the
line, and whether it would be borne by the applicant or shared by existing residents.
The Examiner requested further comments. Since there were none, the hearing regarding
File No. PP-023-80 and E-031-80 was closed by the Examiner at 10:12 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1. The request is for approval of a 21-lot preliminary plat together with exceptions to
the Subdivision Ordinance for two pipestem lots.
2. The application file, containing the application, SEPA documentation, the Planning
Department report, and other pertinent documents was entered into the record as
Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, R.C.W. . 43.21.C. , as amended, 'a Declaration of Non-Significance
has been issued for the subject proposal by the responsible official, the Environmental
Review Committee.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. The proposal is compatible with the required setbacks, lot coverage and height
requirements of Section 4-704 (SR-l; Suburban Residence, Single Family - Minimum
lot size 7,500 square feet) of Title IV, Ordinance No. 1628, Code of General
Ordinances.
7. The subject property was part of the original plat of the' City of Renton. The parcel
has three zoning categories: SR-1, R-2 (Duplex Residential, minimum lot size 7,200
square feet) and R-3 (Medium Dehsity Multifamily) . The subject property also consists
of two legally established lots.
8. The applicant proposes redividing the two existing lots which total approximately •
5.63 acres of land into 21 lots. Twenty of the resulting lots; on the northern half
along N.E. 6th Street, would be developed into a standard detached single family
subdivision. The remaining southerly (Tract 1) lot containing approximately half of
the acreage would be used for a future multifamily development on the duplex and
multiplex zoned lots.
9. The topography of the site is irregular consisting of several knolls and valleys
throughout. The site is covered with brush, grass and some Douglas fir trees.
10. The subject property is undeveloped. The subject property does surround two existing
single family homes located on Monroe Avenue N.E. on three sides; the north, east and
south.
11. The predominant land uses north and east of the subject site are single family, and
Renton Vocational Technical Institute is located west of the subject property. There
is a mix of uses south of the subject site including single family, commercial and
low density multifamily residential.
12. The lot sizes of the proposed single family lots will vary, in size from about 7,600'
square feet to about 11,105 square feet.
13. The applicant is proposing access to two of the proposed lots by a pipestem extension
for which exceptions are required (Sections 9-1108.23(F) (3)d and 9-1109) .
14. The Fire Department reported that the fire flow is substandard and indicated that the
existing 4-inch main in N.E. 6th Street is inadequate to support the required flow

for the subject property, and the proposed main of 4 inches through the property is
also insufficient. The applicant indicated an intention to provide a loop main with
a tie-in at N.E. 6th Street. The Fire Department indicated that this may provide
adequate flow but specific plans would have to be studied.
15. The Fire Department requires a street with a paved turning radius of 45 feet exclusive
of curbs and planting strips on cul-de-sacs in excess of 150 feet in length.
16. The improvement of property along N.E. 6th Street is required to provide a standard
street width along the north boundary of the subject property.
17. Utility easements of 15 feet are required and 30-foot easements are required for
multiple connections.
Conduit connections for television cable are required as well as an approved street
lighting plan.

18. The storm drainage plan, especially the manhole cleanout locations, must be approved
by the Public Works Department.
19. The previously approved rezone (File No. R-271-78) of the southerly tracts to R-2 and
R-3 (medium density multifamily residential) required that access to N.E. 6th Street
from these potential higher density uses be prohibited. The proposed extension of
Olympia Avenue N.E. into the proposed plat would accommodate access rather than
foreclose it. The Fire Department has indicated that this access is required as a
secondary access to the multifamily tracts but could be gated off to prevent general
public access. The access limitation imposed as a condition of,rezone approval must
appear on the face of the plat.
20. The Planning Department has recommended the creation of a physical separation in favor'
of the city to serve as a buffer between the proposed single family subdivision and the
remaining R-2 'and R-3 zoned portions of the site.
21. All development in the eastern portion of the subject property down slope from the
President Park Addition shall take cognizance of the slippage potential during actual
clearing and construction subject to the general legal liabilities of the parties.
CONCLUSIONS:
1. The proposed preliminary plat, subject to some modification, appears to serve the
public use and interest. The proposed plat consists of a twenty-lot single family
detached subdivision on SR-1 zoned land and a separate tract which is intended to
be developed consistent with its R-2 and R-3 zoning.
2. The 20-lot plat is consistent with the Comprehensive Plan designation of the northern
area of the subject parcel for single family uses. The segregation of Tract 1 from
this single family subdivision will permit the development of gradually more intense
uses on the R-2 and R-3 parcels to the south. The use of this southerly portion of
the subject site is also consistent with the Comprehensive Plan designation of this
area of the subject site for multifamily uses.
3. In order to provide for sufficient roadways to serve both the new 20 unit development
and to provide the necessary access for emergency vehicles, the improvement of N.E.
6th Street will be required. The Olympia Avenue N.E. cul-de-sac will have to provide
a paved turnaround with a 45-foot radius because emergency vehicles cannot safely
back out of a cul-de-sac longer than 150 feet.
4. Suitably sized utility easements must be provided to permit installation and maintenance
of the various utilities. The storm drainage plans indicate that the manhole cleanouts
will create maintenance problems and these plans must be modified subject to approval of
the Public Works Department. Television cable conduits must be installed to permit
undergrounding of this utility.
The easements which must be provided must be a minimum of 15 feet and are subject to
, the approval of the Public Works Department.
5. The development of different levels of residential intensities on adjacent parcels of.
property results in a detrimental impact on the property values of the lesser intense
use. This impact can be moderated by providing an adequate buffer of landscaping and
or fencing between the differing uses to screen out visual, traffic and noise impacts
of the more intense use. The Comprehensive Plan provides that property values should
be protected (Land Use Report, page 17, Objective No. 4) , and that certain areas should
remain free of incompatible uses (Ibid, Objective No. 1) . The development of
multifamily housing adjacent to single family houses does impact property values but
with suitable screening, the effects are lessened. A 25-foot landscape easement

created in favor of the city will serve the purpose of screening the single family
homes. The 25-foot screen will effectively screen out not only the visual impact
of the more intense use, but the 25 feet will effectively cut down on the noise and
traffic related impacts of the more intense development which is intended to be
developed on Tract 1.
Natural plantings of trees, shrubs and bushes are more effective than simple fencing
or screening in diminishing the effects of light, glare and noise occasioned by higher
intensity uses. A means of passage for emergency vehicles must be provided through
the landscape easement.
6. The fire flow requirements of the codes and regulations of the City of Renton must
be met. The applicant can meet with the Fire and Public Works Departments in order
to design a plan which can effectively meet these requirements. Any such plan and
implementation should be subject to review and approval of the Fire Department in
order to provide assurance that the plan will meet these minimum requirements. The
plan may include but should not be limited to the installation of a loop water main •
system or the replacement of inadequately sized main along N.E. 6th Street.
7. In order to provide the necessary access to Lots 18 and 19 and to further permit the
applicant reasonable use of the subject property, the proposed pipestem extensions
should be approved. They will• not injure neighboring properties, have been permitted
in similar situations for similar type development and provide the only reasonable
method to access the proposed lots.
RECOMMENDATION:
Exhibit #3 should be approved by the City Council subject to the following conditions:
1. Submission to and approval-of the Public Works Department of plans for storm drainage,
television conduit, and street lighting installation and utility easement corridors
which shall be a minimum of 15 feet in width.
2. The installation of a water main system which meets the city requirements for
minimum flow; such system shall be subject to approval of the Fire Department and
Public Works Department.
3. Provision of an emergency access from Olympia Avenue N.E. to Tract 1; such access
being limited to the movement of emergency vehicles only and such restriction
appearing on the plat.
4. Improvement of N.E. 6th Street which includes but is not limited to the installation
of paving, street lights, curbs, gutters and sidewalks.
5. Creation of a 25-foot landscape easement to be maintained in favor of the city along
the northern property line of Tract 1; such easement shall provide for a means of
passage from Tract 1 to Olympia Avenue N.E. for emergency vehicles.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before May 21, 1980. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available at
the prior hearing. may make a written request for review by the Examiner within fourteen
(14) days from the date of the Examiner's decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection in
the Finance Department, first floor of City Hall, or same may be purchased at cost in said
department.

C. HISTORY/8ACKGROQDIND :
The subject site was part of the original plat of the
City of Renton. It was rezoned from S-1 to SR-1 by
Ordinance 3293 of March 16, 1979.

D. PHYSICAL BACKGROUND:
1. Topography: The subject site has a generally irregular
topography with several knolls and valleys throughout .
2 . Soils : Adlerwood Gravelly Sandy Loam (AgC) . Perme-
ability is moderately rapid in surface layer and •
very slow in the substrata. Runoff is slow to
medium, and hazard of erosion is moderate . This
soil is used for timber , pasture, and for urban
development .
3. Vegetation : The site consists of brush and scrub
grass groundcover, together with various sizes
of Douglas Fir trees scattered throughout the site.
4. Wildlife: Existing vegetation on the site provides
suitable habitat for birds and small mammals.
5 . Water : Surface water and streams are not apparent
on the site.
6. Land Use: The subject site is presently undeveloped .
However , it surrounds two existing single family
residences located adjacent to Monroe Avenue N .E.
Existing single family residential uses are located
directly north and east of the subject site . The
area south of the subject site remains undeveloped,
and. the Renton Vocational School is located to '
the west of the• site across Monroe Avenue N.E .
E . . NLICIHi:ORHOOD CHARACTERISTICS :
The area consists of a mixture of platted in sparsely
developed single family residences , together with certain
amounts of undeveloped land and commercial uses. The
subject site is within a transitional area from the
business uses and zoning along N.E. 4th Street to the
single family residential community along and north
of N .E. 6th Street.
F . .PUBLIC SERVICES :
1 . Water and Sewer : Existing in the area are six
10-inch water mains along Monroe Avenue N.E . , and
an 8-inch sewer main , while a 12-inch storm sewer
is found on N .E. 4th Street.
2 . Fire Protection : Provided by the Renton Fire Depart-
ment as per ordinance requirements .
3. Transit : Metro Transit Route 107 operates along
Monroe Avenue N .E. adjacent to the subject site .
4. Schools : The subject site is within 1/2 mile
of the Highlands Elementary School , while McKnight
Middle School is approximately one mile to the
north, and Hazen High School is within two miles
to the east.
5. Recreation : In addition to the vocational school
grounds , Kiwanis Park is approximately 1/2 mile
from the subject site ...

I . IMPACT OF THE NATURAL OR HUMAN ENVIRONMENT :
:
1. Natural Systems : Development of the subject site
will disturb soil and vegetation, increase storm
water runoff and have an effect on traffic and
noise levels in the area. However , through proper
development controls, many of these impacts can
be mitigated .
2 . Population/Employment : The proposed plat of 20
lots will increase the population by approximately
70 persons (3. 5 persns/home x 20 homes) .
3. Schools : The proposed plat will increase the school
population by approximately 10 students ( . 5 students/home
times 20 homes) . These new pupils are likely to
be scattered throughout the grades and not significantly
impact existing• services .
4. Social : Increased opportunities for social interaction
will result from development of the subject site.
5. Traffic : The proposed subdivision will increase
traffic in the area by approximately 200 trips
per day (10 ,:,trips/unit. x. 20 units) . All traffic
will be directed onto N.E. 6th Street.
J. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton ' s Environmental Ordinance
and the State Environmental . Policy Act of 1971 , as amended ,
RCW 43-21C, a declaration of non-significance has been
issued by the Environmental Review Committee on April
2, 1980.

L . PLANNING DEPARTMENT ANALYSIS :
1. The subject proposal is consistent with the Comprehensive
Plan and zoning designation of single family residential
use of the site and surrounding area.
2 . The proposed plat is consistent with the adjacent
single family dwellings and subdivisions in the
vicinity .
3. The proposed lots range in size from 7600 square
feet to 11, 105 square feet and are consistent with
the minimum lot size requirements of the SR-1 and

to the north.
4. An exception has been requested to permit two pipe-
stem lots , Lots 18 and 19. As proposed , these
lots would meet the 20 ' by less than 150 ' criteria
established by Section 9-1108-23F (3) (d) of the
Subdivision Ordinance . They should be approved
as they will not have any apparent adverse impact
on the general public.
5. The Engineering Division of the Public Works Department
advises that N .E. 6th Street should be constructed
to neighborhood collector standards . . This should
be a 36 ' paved section. The applicant proposes
to pave approximately 21 ' . This exceeds his responsibility
for improvement of the street from the center line
by 3 ' . The Police Department concurs in this recommendation
with the additional advice that a knoll on the
southeast corner of N.E . 6th and Monroe Avenue
N .E . be graded down so that the site distance is
improved for vehicles using N.E. 6th.
6. Comments from the Fire Department recommend increasing
the turning radius of the cul-de-sac such that
a 45 ' radius is established from curb to center.
This exceeds by 9 ' the standard established in
Section 9-1108-9 which requires a 5 ' wide sidewalk
and 4 ' wide planting strip .
The Fire Department also notes that the water system
will have to be improved to provide adequate fire
flows at the 2 new hydrant locations required.
The 10" main along Monroe Avenue should be extended
from its termination point to the intersection
of N.E. 6th and then intertie with the existing
6" main on Monroe . An existing 4" main on N.E.
6th should be replaced with a pipe size as required
by Water Engineering .
7 . Utilities Engineering indicates that detailed sewer
and water plans will have to be approved. The
proposed sewer utility layout is not acceptable
as per comment of the Public Works Department . .
Standard system development charges will also apply.
8 . An approved street lighting plan in accordance
with City standards is required as per Trffic Engineering
comment . Contact this department for assistance .
See additional comments regarding required conduit;
installation for future television cable.
9 . The Parks Department advises that the proposed
plat will not significantly affect the existing
recreation system. However , the combined impact
of several such projects will make additional facilities
necessary.
10 . Note the requirement for 15 ' utility easements
as opposed to the 10 ' designations-=.oaf the plat
drawing .

11 . The intent of the single family residential plat
is to buffer the existing single family development
and the potential multiple family development on
Tract #1 . However , the:multiple family development
• will still impact the established single family
area along N.E. 6th Street unless access, except
for emergency access , is prohibited.
This can be accomplished by requiring a restrictive
easement to the City of Renton to prohibit. access
along the south side of Olympia Avenue N.E. , This
would facilitate the limited access condition of
the rezone .
12 . The intent of the new single family residential
plat was to create a buffer and transition from
the existing President ' s Park Addition. However,
the same situation will exist at the time of the
time of development of Tract #1 . A physical vegetative
buffer should exist :along the northern edge of
Tract #1.
M. DEPARTMENTAL RECOMMENDATIONS:
Based upon the above analysis, recommend approval subject
to :
1. Approval of the exception to allow pipestem lots
for Lots 18 and 19 as per #4 of the Analysis.
2 . Improvement ofN.E. 6th Street to City standards
as per Engineering Division and Police Dept. comments,
#5 of Analysis.
3. Final Public Works Department approval of detailed
water and sewer plans and payment of standard system
development charges.
4. Final Traffic Engineering Division approval of
a street lighting plan and arrangements. for conduit
installation regarding television cable .
5 . Provision of 15 ' utility easements. as per #10 of
Analysis and noted on plat drawing.
6. Access restriction on the face of the plat prohibiting
access to Olympia Avenue N.E. from Tract #1 .
7. Provision for a 25-foot wide landscaping easement
along the northern boundary of Tract #1 to limit
motor vehicular access to the north except for
emergency vehicles .
8. Planting of the 25-foot landscaping easement at
the time of construction of the preliminary plat
and bonding for 1-year of maintenance to assure
that the trees become established. '

This is to confiLni our telephone conversation of March 27 ,
1980 , regarding the Preliminary Plat of "Hilltop . " Dur-
ing our review of the survey as submitted by Group Four ,
Inc. , it was discovered that proposed lots 18 and 19 are
"pipestem" lots. Their widths of 25' and 20' , respec-
tively, do not meet the minimum lot width requirement
of 75 feet in the SR-1 zone as outlined in Section
4-704-1 of the Zoning Code. It will be necessary,
therefore , for you to file an Exception application
with the Planning Department in order to complete your
file . Please respond with your application and letter
as discussed on the telephone by 5 : 00 p .m. , April 1 ,
1980.

II. ENVIRONMENTAL IMPACTS
1 . EARTH
The topography of the site is essentially rolling with a knoll elevation of
384 ft. and the low in the Southeast corner of 364 ft.
The 1973 Soil Conservation Service King County Soil Survey indicates that
the site lies on an Alderwood gravelly sandy loam (AgC) from 6-15% in
slope. This soil unit is the most common soil in the region and is typical
to the hilltops and plateaus around Renton. This soil poses no "severe"
constraints for development of utilities, roads or buildings.
Road and building sites would be cleared, graded, filled and compacted
where necessary for proper grade transition, drainage and foundation
stability.
2. AIR
During construction activities there would be increased exhaust and dust
particle emissions to the ambient air. Objectionable odors may be caused
by the roofing of homes or the paving of streets.
After construction, the principle source of pollution would be exhaust from
vehicular traffic. The approximately 40 automobiles associated with the
single-family development would contribute CO, NO, and SO2 emissions to
the ambient air.
3. WATER
No streams enter or exit the property, nor does the site lie within any
fl oodpl ai n.
Absorption would decrease and runoff would increase due to impervious
surfaces created by development. Alteration of ground water flow would most
likely be insignificant due to the pervious substratum that underlies the
surface soils. The potential for surface runoff pollution would be
greatest during construction activities when silt loads could be large.
Temporary siltation control dvices should be implemented in drainage
channels to settle particulate matter before stormwater runoff leaves the
site.
After construction, pollutants would be mostly debris and oil washed from
the roads. Approximately 860 feet of roadway would create about 1 .4 acres
of impervious surface. Stormwater runoff would be collected by the storm
drainage system and directed to the natural drainage of the area.
Retention/detention and catch basins with petroleum separators would be
installed in the storm drainage system.

4. FLORA
Vegetation on the site is sparce with little tree cover or substantial
cover. The major coverage is be scotch broom, scrub alder, and typical
with grasses. Other trees include douglas firs, magnolia, and some fruit
trees. Some of the second growth coniferous forest still exists along the
east property line. This area is dominated by large mature douglas firs
with a salal undergrowth.
Development will result in a decrease in the numbers of plats; although,
graded areas would be landscaped with species common to suburban areas.
The keeping of lawns and gardens would prevent the normal re-population of
natural species.
No unique, rare or endangered species of flora would be jeopardized nor
would any agricultural lands be reduced by development.
5. FAUNA
The Size and present condition of the site normally precludes large
populations of natural species. Small rodents, reptiles, and birds likely
to inhabit the site would be further reduced by residential development.
Species that can withstand the change of habitat or are suited to the new
habitat would survive in reduced numbers. Animals displaced from the site
would eventually be eliminated through competitive exclusion. The
introduction of house pets (dogs and cats) would further limit the
re-population of natural species.
To our knowledge, no unique, rare, or endangered species would be
jeopardized by development.
6. NOISE
Noise levels would be intermittently high throughout construction, but
should be limited to normal waking hours. After construction, residential
activity and traffic noise created by approximately 200 average daily
vehicular trips, would increase ambient noise levels.
7. LIGHT AND GLARE
An increase in the amount of light and glare from streetlights, automobile
headlights and home lighting can be anticipated.
8. LAND USE
The existing site is undeveloped and uninhabited. To the north and east of
the site are single-family lots. The Renton Voc-Tech Center is to the west
across Monroe Ave. To the south is a mixture of commercial land and
undeveloped acreage. The commercial uses include a gas station,
miscellaneous commercial buildings, General Telephone and a trailer park.

The site was recently rezoned with the northerly plus or minus 260 ft. from
NE 6th St. designated as SR-1 . The southerly 150 ft. is R-3 whereas the
remainder is R-2.
9. NATURAL RESOURCES
Development would create short-term increases of the use of resources such
as lumber and gravel . There would be permanent increase in the use of
power and water. The land itself is a rapidly diminishing resource and
development must be considered a long-term committment. There should be no
major depletion of any natural resources.
11 . POPULATION
Upon completion the development would increase population in that area by
approximately 64 people (20 x 3.2) but should not create or alter any trend
in population growth.
12. HOUSING
The project would create 21 lots for single-family residences.
13. TRANSPORTATION/CIRCULATION
Assuming 2 cars per residence there would be an additional 42 automobiles
which would generate approximately 200 average daily vehicular trips (20 x
10 ADT) . Access will be from Monroe Ave. , 6th St. NE and two proposed
cul-de-sacs which will both access from 6th. Adequate off street parking
would be constructed with each residence, but street shoulders could
provide additional space for occasional peak parking needs. There should
be little cause for increased hazard to motor vehicles, bicyclists,
pedestrians, or equestrians.
14. PUBLIC SERVICES
Fire protection is provided by the Renton Fire Department. The nearest
stations are located at NE 9th St. & Harrington Ave. NE and 138th Ave. SE &
SE 128th St.
Police protection is provided by the Renton Police Department, out of the
Renton City Hall .
The site lies within the Renton School District No. 403 and would be served
by the following facilities:

2727 NE 9th St. 1101 Hoquiam NE
McNight Middle School
2600 NE 12th St.

Parks within the area include Kiwanis Park and Winsor Hills Park.
The proposal will create an additional 800 ft of new cul-de-sac roads and
will account for widening and improvements adjacent to the site on both
Monroe and 6th Ave.
Additional demands would be made on Libraries, mail-delivery, public
health, and other miscellaneous services by new residents.
15. ENERGY
No excessive demands would be made on energy sources nor would development
require any new sources of energy.
16. UTILITIES
All utilities would be extended from existing services. (Refer to attached
site plan.)
