NARRATIVE
23-4526
Narrative
The following occurred in the City of Renton, County of King, State of Washington.
On 04/22/2023 at about 0522 hours I was dispatched to a single vehicle collision with unknown
injuries in the 12400 block of SE Petrovitsky RD. I arrived at about 0530 hours to see three subjects
standing on the sidewalk near the vehicle, which had crashed through the chain-link fence at 12509
SE Petrovitsky RD. It then proceeded down and into the storage yard. A female now identified as
Detyiarra Woolard stated that she was the driver and sole occupant of the vehicle at the time of the
collision. She stated that she was okay and did not need fire to come out and examine her. She later
stated that her head, back, and right leg hurt, but she would take herself to the hospital later.
Woolard stated that he was traveling east bound on SE Petrovitsky RD at about 40mph. She said the
vehicle kept pulling one direction even though she was trying to steer the other. She lost control and
struck the fence. Woolard stated that she had recently purchased the vehicle and told the mechanic
there was something wrong with the steering but was told it was okay to drive. She was eventually
able to identify herself with her VA Driver's Permit. The photograph on the Permit matched Woolard.
The witness Aline Mumararungu stated that she was not a friend of Woolard and was only a witness.
She later admitted to being a co-worker and even drove to Woolard's residence to retrieve her
mother. She claimed to have been able to see that Woolard had both hands on the steering wheel
and the wheel was pulling away. At the same time, she stated that she was only going 35mph and
had passed Woolard because Woolard's vehicle was jerking from side to side and didn't want to be in
danger. She lied about her name, verbally identifying herself as Ajaj Mumara and providing a false
address. She stopped in the middle of her telephone number and changed the middle three digits. It
is unknown if the number is valid.
Woolard initially stated that she would call AAA to have her vehicle recovered. When her mother
arrived, she requested that we call out a tow company for them. I explained that they would need to
work with the tow company to have the vehicle towed as it was on private property. After the
Banker's Towing driver got the vehicle up the embankment and onto the sidewalk Woolard decided
she did not want to sign the impound form and left. Since the vehicle was now on the public sidewalk
I had it impounded by Bankers Towing.
The speed limit in this portion of SE Petrovitsky RD is 35 mph. Woolard left extensive yaw marks.

This incident was captured on my Axon body worn video camera. This report is a summary of events
that occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized.
