NARRATIVE
23-4400
On 04/19/2023 at approximately 1330 hours, I was dispatched to a blocking vehicle collision at the
intersection of Sunset Boulevard North and North 3rd Street, within the City Limits of Renton, County
of King, State of Washington.
While en route, Dispatch advised that there were two vehicles involved in a collision at the
intersection and were blocking the roadway. Dispatch advised the vehicles involved were a gray
BMW X1 and a red Lexus SUV.
Upon my arrival, I contacted the involved parties and confirmed there were no complaints of injury
requiring immediate medical response at the time of report. While on scene, I collected each involved
party's driving information and their independent recollection of the incident.
The driver of Unit#1 stated he and his adult passenger were traveling westbound on N 3rd ST
approaching the intersection of Sunset Blvd N. The driver of Unit#1 stated that he was intending to
make a right-turn to proceed northbound onto Sunset Blvd N. The driver of Unit#1 stated that he did
not remember what color the traffic light was but stated that he believed traffic was clear and
therefore proceeded out into the intersection to complete his intended turn. Upon Traffic Camera
review, Unit#1 did appear to make a right turn but did not turn into the nearest lane as required by
law (per RCW 46.61.290). Unit#1 is seen on Traffic Camera turning into the middle lane (lane 2 of 3)
instead of the closest lane. During the turn, Unit#1 was met by Unit#2 which had been traveling
northbound on Sunset Blvd N in lane 2 of 3. Both vehicles collided in the roadway causing moderate
damage to the driver's side of Unit#1.
The driver of Unit#2 stated that she was the sole occupant of her vehicle and was traveling
northbound on Sunset Blvd N approaching the intersection of N 3rd ST in lane 2 of 3. The driver of
Unit#2 stated that she had a green light and was intending to continue north through the intersection.
As Unit#2 continued through the intersection, she noticed Unit#1 had turned from the east side of
the intersection and appeared to have made a turn too wide and turned directly into Unit#2's lane of
travel. The driver of Unit#2 stated she attempted to swerve to avoid the collision but was unable to
and collided with Unit#1 causing significant damage to the passenger side of Unit#1, including
possible wheel bearing or front axle damage.
Upon review of the intersection, I observed a Yield sign posted for westbound traffic on N 3rd ST that
was attempting to turn north onto Sunset Blvd N, and similar to what Unit#1 was attempting to
complete.
Based on the above statements, I believe the driver of Unit#1 (Truong) was the predominant factor
for the cause of collision as Truong violated RCW 46.61.190(3) which outlines that the driver of a
vehicle approaching a yield sign shall in obedience to such sign slow down to a speed reasonable for
the existing conditions and if required for safety to stop, shall stop at a clearly marked stop line, but if
none, before entering a marked crosswalk on the near side of the intersection or if none, then at the
point nearest the intersecting roadway where the driver has a view of approaching traffic on the
intersecting roadway before entering the roadway, and then after slowing or stopping, the driver shall
yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely
as to constitute an immediate hazard during the time such driver is moving across or within the
intersection or junction of roadways: PROVIDED, That if such a driver is involved in a collision with a
vehicle in the intersection or junction of roadways, after driving past a yield sign without stopping,
such collision shall be deemed prima facie evidence of the driver's failure to yield right-of-way.
Truong did not allow Unit#2 to complete such movement before turning. 1 cited Truong by mail for
failing to obey a Yield sign causing a collision. I gave Truong a verbal warning for violating RCW
46.61.290 as Truong should have turned into the closest lane of travel when completing a turn.
Unit#1 was able to be driven away without further incident. Unit#2 had to be impounded due to
extensive damage. All involved parties were provided a copy of the Exchange of Information. The
Traffic Camera footage has since been uploaded to this case.
