The project site is currently developed with an existing 64,498 sq. ft. two-story office building and a surface parking lot with 315 parking spaces. The proposal includes an interior tenant improvement of 8,505 sq. ft. of the first floor for an office and medical testing lab. No exterior improvements to the building or site are proposed. A SEPA Threshold Determination is required for the project as the applicant has proposed a change of use to an existing building in excess of 4,000 square feet as set forth in the City’s adopted Environmental Review Procedures RMC 4-9-070G.1.c. The project site totals approximately 135,285 sq. ft. (3.11 acres) in area and is located within the Commercial Arterial (CA) zone and Urban Design District D. No changes in the existing access points to the site are proposed. A seismic hazard area is mapped on the site. Exist. Bldg. Area SF: 64,498 sq. ft. Proposed New Bldg. STAFF RECOMMENDATION: Staff Recommends that the Environmental Review Committee issue a Determination of Non-Significance (DNS). Staff Report to the Environmental Review Committee LUA23-000225, ECF Report of July 24, 2023 Page 2 of 3 ERC_Ideal Option T.I._FINAL ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day appeal period B. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The project site is located within a seismic hazard area, a Geotechnical Report was not included with the land use application materials, as no exterior improvements to the existing building are proposed. The proposed project is limited to an interior tenant improvement and change of use. It is anticipated that the City’s adopted building code and construction standards would adequately mitigate any impacts of the proposed tenant improvements on the project site; therefore, no further mitigation is recommended. Mitigation Measures: None recommended. Nexus: N/A 2. Environmental Health Impacts: According to the applicant’s submitted SEPA Checklist (Exhibit 4), the proposed Medical Lab use would include the storage of flammable materials onsite. The chemicals stored onsite would include methanal, formic acid, acetonitrile, acetone, isopropanol, methylene chloride, reagent alcohol, sodium hypochlorite, and labklenz 110. Any flammable materials are proposed to be stored within a flame proof cabinet to minimize any fire risk onsite. It is anticipated the adopted Fire code would adequately mitigate the impacts of the storage of hazardous materials on the project site, therefore no further mitigation is recommended. Transportation Impacts: The applicant submitted a Trip Generation Memo (Exhibit 3) with the project application materials. It is estimated that the previous office use on the project site would have generated 13 AM peak hour trips and 12 PM peak hour trips. The proposed office and medical lab use is anticipated to generate 3 AM peak hour trips and 12 PM peak hour trips, which results in a reduction in 10 AM peak hour trips and 1 PM peak hour trip. A Traffic Impact Analysis was not required to be submitted with the application materials as the proposal would not generate 20 new AM or PM peak hour trips. As the proposal would not result in an increase in trips, the project would be exempt from transportation concurrency. The proposal is not anticipated to result in new transportation impacts to the City’s transportation system, therefore, no further mitigation is recommended. The Environmental Determination decision will become final if the decision is not appealed within the 14 -day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on August 7, 2023. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
