AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON ,
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF PENTON FROM
RESIDENCE SINGLE FAMILY DISTRICT (R-1) TO
RESIDENCE DISTRICT (R-2)
WHEREAS under Chapter VII , Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances of
the City of Renton" , as amended, and the maps and reports adopted
in conjunction therewith, the property hereinbelow described has
heretofore been zoned as Residence Single Family District (F-1) ;
and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the City Clerk on or about
September 26 , 1975 , which petition was duly referred, to the Planning
Commission for investigation, study and public hearing , and a public
hearing having been held thereon on or about November 26 , 1975 ,
and said matter having been duly considered by the Planning Commission
• and said zoning request being in conformity with the City ' s Compre-
hensive Plan, as amended, and the City Council having duly considered
all matters relevant thereto, and all parties having been beard

Public Safety Public Safety Committee Chairman Grant submitted committee report
Committee Report concerning Council referral of parking on Burnett Ave. S. , that the
committee met and discussed the problem with the Police Chief and
Parking in Downtown Sgt. Persson of the Renton Patrol Division, being advised by the
during Christmas Police Chief that increased patrols will be made of this problem
Rush area with emphasis on Burnett Ave. The report indicated the committee
will continue research into towing ordinance and parking citations.

Gonnason reported abutting property owners were willing to pay the

First Reading Legislation Committee report recommended first reading of an ordinance

Final Plat Plat) . Following reading of a resolution approving a residential
subdivision located on north side of N. 38th St. between Lake Washing-
ton Blvd. N. and Park Ave. N. , MOVED BY STREDICKE, SECONDED BY CLYMER
COUNCIL ADOPT RESOLUTION AS READ. CARRIED. Upon inquiry, Planning

Tukwila Fire Dept. Letter from Fire Chief Williams presented a Mutual Aid Agreement
Mutual Aid with the City of Tukwila for Fire Department assistance to properties
Agreement along Lind Ave. S.W. and West Valley Road areas, asking Council
approval of the standard agreement as such an arrangement would be
of benefit to both cities. MOVED BY STREDICKE, SECONDED BY SCHELLERT,
COUNCIL AUTHORIZE THE MAYOR AND CITY CLERK TO EXECUTE THE AGREEMENT.

John Harer Letter from John Harer, Lakeshore Manor Mobile Park, 11448 Rainier S. ,
Plans Office Seattle, requested City permission for access to the Perimeter Road on
Building at Airport Renton Airport for an office building Mr. Harer is planning at the
northwest corner of the airport, fronting on Rainier Ave. The letter
explained the access to Perimeter Road would give the building added
parking and desirability to present and future airport businesses.

regarding rezone was 6 to 1 in favor of applicant. Upon inquiry by
Councilman Grant, Planning Director Ericksen explained 20 acres of the
rezone property would be dedicated to the City for Green Belt and
deleted from the rezone request, that Green Belt is normally zoned
single family as are parks. Following further discussion, MOTION

Municipal Arts is making the inventory in order to obtain insurance protection.
Commission Renton Annual Art Show Committee Chairman, Lois Aring and Member Suzanne
Woodruff presented the City with a lithograph which was displayed.
City's Art Mayor Pro tem Delaurenti expressed appreciation. Councilman Stredicke
Inventoried questioned placement of Metro bus shelter near City fountain and
landscaping, the Renton Municipal Arts Commission Chairman noted the
matter would be studied.
Public Meeting This being the date set and proper notices having been posted and

filed by Dr. Herman M. Allenbach for 45.3 acres located in the south-
erly portion of the City, South of the Valley General Hospital , West
of Springbrook Road and East of Valley Freeway #167. - Letter from City
Clerk Mead noted presentation of the petition to Council November 3,
at which time the public meeting date was set. The letter also noted
need of the Legislative body to determine acceptance of the letter of
intent, require adoption of the Comprehensive Plan, Zoning Ordinance
and pre-existing bonded indebtedness; also, whether to authorize
circulation of the 75% Petition. Planning Director Ericksen pointed
out the area on the map noting existing use of area as single family
and vacant land; Comprehensive Plan lists area as single family low
and medium density multi-family. Dr. Herman Allenbach, 25829 152nd SE,
represented proposed annexation and noted no future plans for the
area. Paul Longville, 18227 Springbrook Road, opposed the annexation.
Dean Rockey, 2726 95th N.E. , Bellevue and Joe Harn, 9205 S 180th,
property owners in the proposed annexation area, favored annexation.
Frederick Bowser, 16044 16th SW, Seattle, favored annexation. Upon 1
inquiry by Councilman Schellert, Dr. Allenbach confirmed acceptance
of the Comprehensive Plan, Zoning Ordinance and pre-existing bonded

Rezone discussion nor in any action regarding this matter. Upon inquiry

Isle & Lake Addn. Letter from Planning Director Ericksen further reported Planning Com-
Pickle Final Plat mission recommendation for Council approval of Final Plat of Lyle L.
#FP-846-75 Pickle for Isle and Lake Addition, a residential subdivision located
on the north side of N. 38th St. between Lake Washington Blvd. N. and
Park Ave. N. The letter noted existing use as one single family
residence with proposed use of nine lot single family residential
subdivision, being in agreement with the Comprehensive Plan and
noted conformance with the City's Subdivision Ordinance for the two
acres. MOVED BY CLYMER, SECONDED BY SCHELLERT, COUNCIL CONCUR IN
RECOMMENDATION OF THE PLANNING COMMISSION RECOMMENDATION AND REFER TO

Renton Management Letter from the Renton Management Association donated $100 for flood
Association relief to help alleviate suffering and hardship of community members;
Donation donation being forwarded to the Maple Valley Flood Relief Fund.
Street Vacation Letter from Public Works Director Gonnason reported cost analysis
N.W. 5th between used in determining fair value for that portion of N.W. 5th Street
Lind & Stevens N.W. between Lind Ave. N.W. and Stevens Ave. N.W. , proposed street vacation
requested by Gary Vigoren. The total 12,000 sq. ft. is listed at
$5,800 with half testimated value S2,900, the cost for each of the
four abutting property owners is calculated at $725. MOVED BY
SCHELLERT, SECONDED BY GRANT, COUNCIL REFER THE MATTER TO THE LEGISLA-
TION COMMITTEE. CARRIED.
Flood Damage Letter from Public Works Director Gonnason submitted preliminary
Cedar River damaged caused by recent Cedar River flooding which is being coordi-
nated with State and Federal agencies to effect Disaster Fund applica-
tions. Bank erosion between Logan Ave. bridge and mouth of Cedar River
$50,000; bank erosion upstream from Logan Bridge $10,000; Park Depart-
ment landscaping $10,000; wash-out upstread from half-bridge $30,000
to $40,000; gravel deposits at mouth of Cedar $300,000 to $400,000;
May Creek $50,000, total estimate from $450,000 to $560,000 food
damage. The letter reported preliminary investigations indicate no
structural damage to any of the City's major bridges and structures
including the Library and City Hall ; also reporting diversion works
around Springbrook Watershed operated successfully. The letter noted
the Department was hopeful that a substantial portion of repairs may
be accomplished by Disaster Relief Funds.

report regarding Appeal by Scarcella Brothers of Planning Commission
Community Services decision of partial fill permit, reporting study made of issue
Committee Report involved and the Soil Conservation Service recommendations. The
committee report recommended that the Council concur in the request
Scarcella Bros. I.nc. of the applicant and allow the landfill and that the applicant work
Appeal of Planning with the Planning Department on the landscaping requirements. MOVED
Commission Decision BY SCHELLERT, SECONDED BY STREDICKE, COUNCIL CONCUR IN RECOMMENDATION

cilman Grant noted Soil Conservation representative Bill Cokely' s
comments that S. C. S. would not object to specific alternate wetland
areas. Alan Austin, 1515 Norton Blgd. , Seattle, representing Scar-
sella Brothers, Inc. questioned landscaping required and noted favor-
able attitude toward voluntary contribution to preservation and main-
tenance of wildlife habitat in lieu of landscaping if a savings was
realized. Councilman Stredicke noted existence of fund for wildlife
preservation and also noted reduction which could be made in landscap-
ing with resultant savings to be contributed to the preservation of
wildlife habitats. MOVED BY GRANT, SECONDED BY PERRY, COUNCIL AMEND
MOTION TO CONCUR IN RECOMMENDATION OF THE COMMUNITY SERVICES COMMITTEE
BY DECLARING THE CITY COUNCIL DOES FIND IMPACT ON ENVIRONMENT BUT SINCE
DEVELOPER HAS PRESENTED LANDSCAPING PLAN TO THE CITY THIS IS MITIGATION

DISCUSSION :
Mike Smith gave a brief status report on the subject rezone .
He indicated that the Planning Department had written to
Mr . Moran , who lives in Ketchikan , Alaska . The Department
had requested additional information from Mr. Moran in terms
of his property ownerships in the area and his intentions
for the subject site .
ACTION : Mr. Smith informed the Com4n_ittee that the Planning
Department would also contb'& Pasco Realty to
inquire as to their position and ability to answer
some.of the Commission ' s questions . The. information
will be relayed to the Committee as 'soon as it is
received by the Planning Department .
SUBJECT :
Glacier Park Company ; Rezone #R-560-69 , G to M-P and H-1
DISCUSSION :
Mike Smith gave a brief overview of the application including
the history behind it , its relationship to the pending Glacier
Park fill application , and the relationship to the proposed
Comprehensive Plan Amendment in the Valley . The Committee
initially discussed the proposed location of the M-P and H-1
portions of the request . The need for zoning at the present
time was discussed . Glacier Park wishes to fill , zone and
. begin to develop the property as soon as possible .
The relationship of the request to the area of property within
the City of Tukwila and its corresponding zoning was discussed .
In general the request was considered to be compatible with
Tukwila ' s M-1 (Light Industry) zoning with the exception of
certain possible detrimental uses that are allowed under

Renton ' s H-1 classification . Tukwila ` s M-1 zone , although
being designated Light Industry , contains -many uses that
would be classified as H-1 (Heavy Industry ) .undeT. Renton ` s
Zoning Code .
Because of the potential detrimental uses allowed under
the H-1 classification , the Committee discussed the possibility
of the applicant filing restrictive covenants that would
reduce the number of such uses and provide for Planning Com-
mission Site Plan approval similar to the M-P zone . In
previous discussions the applicant had expressed his agree-
ment to establishing restrictive covenants on the property .
The new H-1 zone was discussed especially with regard to
development standards . It was determined that in terms of
design standards this zone would be similar to the M-P zone .
The Committee discussed the exclusion of the Greenbelt area
and the P-1 Channel . It was felt that the Commission should
be consistent with its previous recommendation of the revised
Comprehensive Plan in which 80 acrej, • were designated as
greenbelt/wetlands just south of the ` hell Oil Company
property. The P-1 channel was also defined in ; that previous
document. According to Glacier Park plans this area would
not be filled in the near future . Retaining the full 80
acres as opposed to a lesser figure would not only be con-
sistent with previous Planning Commission recommendations
for the area , but would also allow the Council maximum
flexibility in its final consideration .of the proper amount
of Greenbelt area to be retained when adopting the Compre-
hensive Plan . The Commission has in previous rezones excluded
the proposed P-1 Channel right-of-way .
The matter of potential rights-of-way was discussed . Mr . Smith
reviewed the requirements of the Subdivision Ordinance , which
would be necessary if the applicant wishes to plat the property
and sell various parcels to potential developers . He said
that he had not received any recommendations from the Public
Works Department yet regarding possible rights-of-way .
ACTION : The Committee at this time did not want to make a •
final recommendation , but felt that approval of the
M-P and H-1 appeared appropriated with restrictive
covenants as discussed on the H-1 portion of the
request , and with the exclusion of the 80 acre area
just south of the Shell Oil Company property and also
the proposed P-1 Channel right-of-way until final
determination regarding these areas is made .

DISCUSSION :
The Zoning Committee met on November 19 , 1975 to
consider additional information regarding the
subject request . A letter from Mr. Moran was
presented explaining that he did not own additional
property in the area , and intended to remodel the
existing residence to a duplex unit , if the
zoning request is approved . The Committee discussed
the possible impacts to adjacent properties if the
request ,and remodeling were accomplished .
ACTION :
It was determined that the R-2 request was in com-
pliance with the Comprehensive Plan for the area
because it would be a lesser more suitable trans-
ition-type density , and should not pose any severe
impacts to adjacent properties . The Committee ,
therefore , recommends approval of the R-2 rezone
as requested.

Advising that the application had been continued for addi -
tional study regarding alternative possibilities on the
zoning request. Mr . Ericksen reported that Mr . Moran had
been contacted as to the status of his ownership and pro-
posed use and responded that he does not own any more
property on the block as indicated by neighbors at the
previous public hearing and his plans include the remodel -
ing of the existing structure to a duplex .
SPECIAL PERMIT:
C. JOHN C . EDWARDS ; Appl . No . SP-752-74 ; special permit
for existing gravel and sand excavating operation in
S-1 zone ; property located at 2930 S . E . 5th St .
Noting that the item had been continued pending further
review by the Special Studies Committee , the Planning
Director advised , that the applicant has submitted an
amended application which reduces the scope of the initial
project from 90 acres to approximately 34 acres . In view
of the lengthy agenda anticipated for the November public
hearing , Mr . Ericksen suggested that this matter be heard
at another time prior to the end of the year , possibly
early in December .
Discussion followed with regard to the following factors :
review of environmental impact aspects , provisions for
drainage , access , routing of trucks , screening , rehabili -
tation of the area , the amount of material to be removed ,
total extent of the proposed operation , and notification
to interested parties of the established public hearing
date . The Assistant Planner described the revised plan
and related it to the original proposal , noting plans for
rehabilitation of the area , particularly that located on
the southerly boundary above Maple Valley . Provisions
for drainage , plans for storage of equipment , proposed
screening , the scope of the operation and anticipated time-
frame for its completion were reviewed further by the
Planning Director . Commissioner Garrison of the Special
Studies Committee advised the Commission regarding the
progress of their study .
Additional discussion ensued relating to the appropriate
time for acceptance of public input , and IT WAS
ACTION:
MOVED BY TEEGARDEN, SECONDED BY ROSS, THAT THE PLANNING COM-
MISSION HOLD A SPECIAL PUBLIC HEARING ON DECEMBER 3 , 1975 ,
AT WHICH TIME THE JOHN C. EDWARDS SPECIAL PERMIT APPLICATION
AND ANY OTHER ITEMS THAT MAY HAVE TO BE CONTINUED FROM THE
NOVEMBER PUBLIC HEARING WILL BE CONSIDERED. MOTION CARRIED
UNANIMOUSLY.
A poll of the Commissioners indicated that a quorum could be
expected at both the November 26th and December 3rd meetings .

The November 1975 administrative meeting was called to order
at 8 : 00 p . m. by Chairman, Scholes , who led the Pledge of
Allegiance .
1 • ROLL CALL was taken by Secretary Rivily . All members
responded present with the exception of Gibson ( other
business commitment ) .
ACTION:
MOVED BY MOLA , SECONDED BY WIK, THAT THE ABSENT COMMIS-
SIONER BE EXCUSED. MOTION CARRIED .
2 - APPROVAL OF MINUTES :
The Chairman called for corrections or additions to the
minutes of October 22 , 1975 . It was noted by Commissioner
Garrison that the result of the motion relating to the
application of Jack Green for a special permit had not
been indicated on page six and requested that it be
recorded that the motion had carried .
ACTION:
MOVED BY TEEGARDEN, SECONDED BY WALKER , THAT THE MINUTES
OF OCTOBER 22 , 1975, BE APPROVED AS CORRECTED. MOTION
CARRIED.
3 • CONTINUED PUBLIC HEARING ITEMS ( to be heard at meeting
of November 26 , 1975 ) :
REZONE :
A. GLACIER PARK COMPANY ; Appi . No . R-560-69 ; Rezone
from G to M-P and H- 1 ; property generally located
north of S . W . 43rd , west of Lind Ave . S . W . and east
of the railroad R/W within the City of Renton .
The Planning Director indicated that no further input
had been received from the applicant and that the request
is compatible with the Comprehensive Plan .
Assistant Planner Smith reviewed Zoning Committee activity
on the matter and consideration of possible alternatives
in view of the Planning Commission ' s proposed revision
for the Comprehensive Plan in the Green River Valley
currently under study by the City Council .
Mr . Smith stated that the applicant indicated that there. .
was no objection to certain restrictive covenants on
the property on the H-1 section of the proposal and
that the subject would be reviewed further by the Com-
mittee and staff .

The Planning Commission at its October 22 , 1975 public
hearing referred the subject rezone request to its Zoning
Committee for further study and report back at the
November 26 , 1975 meeting . .
Several questions were raised at the public hearing
which the Commission felt should be explored . First of all ,
a question was brought up at the meeting about your possible
ownership of other properties on that same block . If this is •
true , what is the reason for not including all of the property
in the proposed rezone? Could you possibly clarify this point
for the Commission . ,
Secondly there was a question as to your plans for the
property if the rezone is granted . Do you intend to rent the
existing structure as a duplex , remodel , or redevelop the prop-
erty entirely? We would appreciate your response to these
questions as soon as possible so to that a final decision on
the request can be expedited .

Mr. Boyd advised that the 56 acre parcel bordering
Tukwila was being requested for H- 1 use , particularly
inasmuch as it lies north of property currently used
in that category . Referring to an earlier presenta-
tion by Glacier to the Planning Commission regarding
plans for their property in the Green River Valley ,
Mr . Boyd indicated that the plans remain substantially
unchanged , including proposals for drainage , road
patterns , and a general lay-out of railroad tracks .
There was further discussion with regard to the
application of the Final Environmental Impact State-
ment to the subject rezone .
Vice-Chairman Wik called for comments from the audience
but none were received .
Noting that the Commission needed time for review of
the Final Environmental Impact Statement , IT WAS
ACTION :
MOVED BY TEEGARDEN, SECONDED BY GIBSON, THAT THE MATTER
BE REFERRED TO THE ZONING COMMITTEE FOR STUDY AND REPORT

The item was introduced by Secretary Rivily and staff
review requested .
The Assistant Planner noted the 5 , 000 square foot site
situated in south Renton and cited surrounding zoning
and Comprehensive Plan designations for the area . The
general character of the neighborhood was described .
No specific plans have been submitted by the applicant ;
however , it is assumed that the existing single family
residence will be converted to a duplex .
It was noted by Vice-Chairman Wik that the applicant
or his representative was not available for comment .
Mr . Wik then invited response from the audience .
Dwain Funston , 415 Williams Ave . S . , speaking for him-
self and his neighbors residing at 411 and 421 Williams
Ave . S . , inquired regarding the rezoning of just one
lot in the block . He indicated that Mr . Moran was also
the owner of property on the east side of Williams and
other areas in the vicinity .
Discussion ensued among the Commissioners , who indi -
cated concern regarding " spot zoning" and a desire
to meet with the applicant or his representative .
It was noted that the area is in a state of transition ,
although at the present time it consists mainly of
well maintained single family dwellings . In response
to questioning from the Commission , Mr. Funston stated
that it was his opinion that the whole block from South
4th to South 5th should be rezoned at one time if the
property owners are in agreement .

The Vice-Chairman opened the discussion to the audience . '
Gary Tischer , 2009 N . E . 28th , inquired concerning the
elimination of the trees on N . E . 28th . Discussion followed
with the Planning Director noting that it was the verbal
opinion of the City Attorney that trees in a public right-
or-way could constitute a hazard and present a liability
to the City .
Further discussion followed among the Commissioners with
regard to possible future action by the applicant , further
exploration and evaluation of alternatives , and avail -
ability of the Special Studies Committee and staff to
assist in the study . After due consideration , IT WAS
ACTION:
MOVED BY GIBSON, SECONDED BY WALKER, THAT THE PLANNING
COMMISSION RETURN THE MATTER TO THE SPECIAL STUDIES
COMMITTEE FOR FURTHER REVIEW. MOTION CARRIED.
Vice-Chairman Wik requested notification of all interested
parties with regard to future meetings on the subject .
4 - OLD BUSINESS :
REZONE :
A, GLACIER PARK COMPANY ; Appl . No . R-560-69 ; Rezone from
G to M-P and H-1 ; property generally located north of
S . W . 43rd , west of Lind Ave . S .W . and east of the rail -
road R/W within the City of Renton
The rezone application was introduced by the Secretary and
a staff presentation requested .
A general orientation of the request and area involved was
given by the Planning Director , who noted the following
factors :
1 . The area in question includes two parcels totalling
approximately 271 acres : one consisting of approxi -
mately 56 acres to be rezoned from G to H- 1 and the
other consisting of 215 acres from G to M-P .
2 . The request represents an amendment to an applica-
tion that had been held pending at the request of
the Glacier Park Company and has been determined
legal by the City Attorney .
3 . The area involved is included in the Final Environ-
mental Impact Statement for the Orillia Industrial
District , which was received late October 21 , 1975 .
The Vice-Chairman invited comment from the applicant .
Robert Boyd , Assistant Property Manager , Glacier Park
Company , stated that their request is being made in order
to make the area more feasible for development and asked
for Planning Commission approval .
The discussion was opened to the Commission and questions
of Mr . Boyd were invited .

' After due consideration and further discussion , the Commis-
sion took the following action :
ACTION:
MOVED BY TEEGARDEN, SECONDED BY GARRISON, TO REFER THE
MATTER TO THE ZONING COMMITTEE FOR STUDY AND REPORT BACK
ON NOVEMBER 26th . MOTION CARRIED.
SPECIAL PERMIT:
B. JACK W. GREEN ; Appl . No . SP-841-75 ; special permit
to operate a commercial landscape nursery in an R-3
zone ; property located between N . E . 12th and Glenn-
wood Ave . N . E . on Harrington Ave . N . E .
The special permit to operate a commercial nursery in an
R-3 zone was introduced by Secretary Rivily .
The proposal was reviewed by the Assistant Planner , who
stated that a nursery is an allowed use in an R-3 zone
by special permit . Mr . Smith noted the existence of
two duplexes on the 28 ,000 square foot site and advised
that it is planned that they be retained for residential
use with the exception that a part of the northerly unit
will be utilized as an office . He described the plans
which show a number of display areas throughout the site
but do not include off-street parking , screening buffers ,
or provisions for meeting the requirements of the Parking
and Loading Ordinance .
The Vice-Chairman asked for comment from the applicant.
Jack Green , 11660 - 188th , Issaquah , stated that it was
his intent to establish landscape displays which would
pertain to lawn maintenance , concrete work and elements
relating to landscaping construction . Some retail sales
and holding of planting materials are also planned . He
advised that he had reviewed ordinance requirements with
the staff and has begun work on another drawing depicting
his exact proposal . He stated that he planned to keep
his heavy equipment in a storage yard in Issaquah .
Discussion followed , and Mr . Green indicated that at
this point parking is proposed along the street with
the entrance off of N . E . 12th Street . He stated that
he hoped to obtain a parking variance for a temporary
period and that he felt the parking area could be covered
with crushed rock for a two year period .
Further discussion ensued with the following concerns
noted by the Commission : lack of parking provisions on
site , location of the property in a residential area and
in proximity to a school , traffic conditions on N . E . 12th ,
the unusual aspects of the proposal and whether it would
be more appropriate in a commercial zone .
Mr . Green indicated that he is a landscaping contractor
operating as the Highlands Landscaping Company in South
King County . He stated that he was aware of the inade-
quacies , including the need for compliance with Building
Regulations as to occupancy , but that his long-range plans
comprise removal of the duplexes and construction of a new
structure . He also advised that the business is basically
a one-man operation , and he anticipated that there would
be only one employee in the office .

The Vice-Chairman invited comment from the audience .
Mrs . Leonard Halseth , 2800 N . E . 13th , voiced her
objection to the proposal due to the extent of traf-
fic on N . E . 12th and the congestion already existing
in the area .
Mable Blank , 1402 Jefferson N . E . , also expressed
opposition to the proposal for the same reasons .
Following further discussion and consideration of
the concerns noted , IT WAS
ACTION:
MOVED BY TEEGARDEN, SECONDED BY RIVILY, THAT THE
SPECIAL PERMIT APPLICATION BE DENIED FOR THE FOLLOW-
ING REASONS:
1 . THE PROPOSED USE IS COMMERCIAL IN NATURE
AND SHOULD BE LOCATED IN A B-1 ZONE .
2 . THE PLANS AS SUBMITTED DO NOT MEET CER-
TAIN CITY OF RENTON ORDINANCE STANDARDS
AND DO NOT ADEQUATELY PROTECT AND SCREEN
ADJACENT AND SURROUNDING PROPERTIES AND
WOULD HAVE DETRIMENTAL EFFECTS .
3. THE R-3 ZONE ALLOWS A COMMERCIAL NURSERY
OR GREEN HOUSE ONLY BY SPECIAL PERMIT AND
UPON FINDING THAT IT IS NOT DETRIMENTAL TO
ADJACENT AND SURROUNDING PROPERTIES .
Commissioner Gibson indicated that he is a businessman
and resident of the Highlands and that Mr. Green would
be welcomed in the area at a more suitable site . Mr .
Green was advised of his right to appeal the Plan-
ti ping Commission decision in accordance with the
ordinance .
COMPREHENSIVE PLAN AMENDMENT:

The request for Comprehensive Plan review was introduced

A brief review was presented by the staff which indi -
cated the following factors for consideration :

operation situated in a residential zone .
2 . The proposal is to amend the Comprehensive
Plan designation to provide for commercial
use .
3 . A portion of the 1 . 23 acre "L " shaped site
is located within 200 feet of May Creek ,
which indicates Shoreline Management review .
4 . A proposed King County May Creek Park is
