SR-515 Following a discussion of public hearing for SR-515,relocation of
Public Hearing Benson Road, scheduled for August 16, 1976, Councilman McBeth withdrew
Scheduled 8/16 his motion that no action be taken on the'SR-515 matter until the week of
August 23, other than the holding of the hea ring, being concerned due
to his scheduled vacation during the time of the hearing). Public Works
Director Gonnason reported, the Highway Commission will be meeting on
August 16 and 17, and have contacted the city for earlier decision to
be used as basis for their planning. Upon inquiry, Gonnason noted the
State Highway Director Bogart indicated that without local support, the
Highway Department would likely divert funds to projects with local sup-
port. MOVED BY STREDICKE, SECONDED BY PERRY, COUNCIL REFER TO THE MAYOR'S
OFFICE TO NOTIFY THE STATE HIGHWAY DEPARTMENT THAT DUE TO CONSIDERABLE
PROTEST REGARDING THE ROUTING OF SR-515, THE CITY HAS SCHEDULED A PUBLIC
HEARING FOR AUGUST 16, AND THAT THE CITY HAS. AT THE SAME TIME HAD CONSID-
ERABLE SUPPORT AND NO DECISION WILL BE MADE PRIOR TO OR DURING THE PUBLIC
HEARING; FOLLOWING THAT TIME THE CITY WILL TAKE A SOLID STAND FOR OR

Ambulance of an ordinance amending Chapter 1 of Title V, Business Regulations of
Service Tax . the City Code providing a new subsection imposing a certain tax on ambu-
lance services. Following first reading, it was MOVED BY CLYMER, SECONDED
BY PERRY, COUNCIL ADVANCE ORDINANCE TO SECOND AND. FINAL READINGS. CARRIED.
Following readings, it was MOVED BY CLYMER, SECONDED BY PERRY, COUNCIL

of licensing by the State and the imposing of city tax in lieu thereof in

more realistic figure. Planning Director Ericksen explained there has
been a change in personnel in the state office and a new methodology was
used, also explaining city's population figure of 27,900. Upon inquiry,
Finance Director Marshall explained new population figure meant loss of

incident which occurred 5/23/76. and meeting with all parties concerning,
McPherson including complainant, fire department aid crew and other witnesses.
Complaint The report stated the finding of insufficient evidence to warrant further
action by committee', noting the Livil Service Commission rules and regula-
tions provide a procedure for complaints to be processed against any city
employee. The report concluded that this is an administrative matter,
not legislative, and that no legislative action is necessary as a result

• Official Letter from State Office of Program Planning and Fiscal Management, John
Population R. Walker, Chief of Population Studies Dvn. , presented official population
of cities, towns and counties in the State as of 4/1/76. The letter noted
according to RCW 43.62.030 the 4/1/76 estimates for municipalities will
be used for the allocation of state revenues to cities during the 1977
calendar year. The report listed Renton as 26,500 for 1976 (27.300 having
been listed for 1975 and 1974) . Mayor Delaurenti noted having worked with
Planning Director Ericksen and the Olympia office trying to establish a
more realistic figure. Planning Director Ericksen explained there has
been a change in personnel in the state office and a new methodology was
used, also explaining city's population figure of 27,900. Upon inquiry,
Finance Director Marshall explained new population figure meant loss of
approximately $25,000 to the city. MOVED BY McBETH, SECONDED BY BRUCE,
COUNCIL REFER THIS MATTER TO THE CITY ATTORNEY TO EXPLORE POSSIBLE ALTER-

Grant suggested contacting city's legislators in Olympia for support, not=
ing possibility of redistricting with population change. Administrative

Public Safety Public Safety Committee Report was submitted by Chairman McBeth noting
Committee -- review of complaint filed by Freda McPherson and family concerning an
incident which occurred 5/23/76. and meeting with all parties concerning,
McPherson including complainant, fire department aid crew and other witnesses.
Complaint The report stated the finding of insufficieneevidence to warrant further
action by committee, noting the Livil Service Commission rules and regula-
tions provide a procedure for complaints to be processed against any city
employee. The report concluded that this is an administrative matter,
not legislative, and that no legislative action is necessary as a result
of this incident. MOVED BY GRANT, SECONDED BY McBETH, COUNCIL CONCUR IN
RECOMMENDATION OF THE PUBLIC SAFETY COMMITTEE. CARRIED. Mrs. Freda

Traffic Signals Councilman Grant requested Public Works Director to review traffic signals.
North Renton west of the No. Renton Interchange to be placed on blinker when not at
Interchange peak traffic times. Gonnason noted the city had not been successful in
& dealing with the State regarding lights at Maple Valley/Bronson Y, that
SW 43rd St.. No.Renton Interchange lights belong to the State, but attempt would be made.
Councilwoman Seymour-Thorpe requested SW 43rd St railroad crossing bump
be investigated, listing same as dangerous.

The Planning Commission has completed its review of
the following rezone application :

Proposed Use -- Real Estate Office
Comprehensive Plan -- Commercial District
After study and deliberation , the Commission recommended
approval of the B-1 zoning as requested . This action
was based upon a detailed review of existing land use
and zoning in the surrounding area , including parking
and traffic problems . The Planning Commission felt
that the proposed zoning and use would be compatible
with existing and future uses in the area .

COMMISSION MEMBERS PRESENT: Logan Garrison , Sandra Gist ,
Anthone Mola , Arthur Scholes , Clark Teegarden , Joan Walker ,
Bylund Wik .
COMMISSION MEMBERS ABSENT: None.
CITY OFFICIALS PRESENT: Councilmen McBeth and Stredicke .
CITY STAFF PRESENT: Gordon Ericksen , Planning Director ;
Michael Smith , Associate Planner ; Willis Roberts , Recording
Secretary .
The June administrative meeting of the Renton Planning Com-
mission was called to order at 8 : 03 p . m . by Chairman Scholes ,
who led the Pledge of Allegiance .
1 . ROLL CALL was taken by Secretary Walker. All members
responded present with the exception of Commissioner
Mola , who arrived at 8 : 05 p. m.
2 . RECEIPT OF THE JUNE 9 , 1976 , PUBLIC HEARING MINUTES
were acknowledged by the Chairman . It was decided to
. take action regarding them on July 14th .
3 - OLD BUSINESS :
REZONE :

North .
Noting continuation of consideration of the matter
since the previous meeting , the Chairman requested
a briefing from the staff .
The Planning Director reviewed the characteristics of
the proposal including the location of the site , pro-
posed use , Comprehensive Plan designation , and noted
committee and staff study of the matter .
The Chairman then invited comment from the applicant .
Jim Akers , 911 South Third , representing his father ,
reported that an architect had been consulted and
had advised that the site was adaptable for the develop-
ment they are considering and would be appropriate
for the area .
The committee report was then called for by Chairman
Scholes .
Commissioner Wik , Chairman of the Special Studies Com-
mittee , noting a field trip and meeting on June 10 ,
advised that it was their conclusion that the request
is appropriate for reasons as follows : The alley
running east and west adjacent to the property will
present no restrictive traffic problems ; areas to the
front and rear are adequate for parking ; the neighbor-
hood is primarily business oriented ; development of the
property could meet ordinance requirements and would not
be detrimental to the surrounding properties ; and the
request is in agreement with the Comprehensive Plan .

Discussion among the Commissioners ensued and the follow-
ing factors were considered : the need for buffering from
adjacent uses , limitations of the property for the use
requested , and parking .
Comments from the audience were requested but none received .
IT WAS THEN MOVED BY GARRISON , SECONDED BY TEEGARDEN , THAT
THE PUBLIC HEARING BE CLOSED . MOTION CARRIED .
Further Commission discussion was invited by the Chairman .
Following further deliberation , IT WAS
ACTION:
MOVED BY WIK, SECONDED BY GIST, THAT THE PLANNING COMMISSION
CONCUR IN THE RECOMMENDATION OF THE SPECIAL STUDIES COMMITTEE
AND RECOMMEND APPROVAL OF THE REZONE APPLICATION TO THE CITY
COUNCIL, AS THE REQUEST. IS IN AGREEMENT WITH THE COMPREHEN-
SIVE PLAN. MOTION CARRIED.
4. NEW BUSINESS :
A. INTRODUCTION OF NEW OFFICERS
Officers for the year 1976-1977 were introduced by Chair-
man Scholes : Commissioner Garrison , Chairman ; Commissioner
Walker., Vice-chairman ; and Commissioner Gist, Secretary .
Commissioner Scholes expressed his appreciation for the
performance and support provided by the Commissioners
during his term of office and noted significant efforts
to improve Planning Commission operational standards
to provide for a better community .
Expressions of appreciation by Planning Commission
members to the outgoing chairman were made for the
outstanding leadership provided .
The gavel was then turned over to the incoming Chair-
man . Chairman Garrison , noting difficult decisions
necessary during the previous year , also thanked
Commissioner Scholes for his direction and support.
He asked for continued support in the coming year and
stated that he looked forward to it with interest .
B. COMMITTEE ASSIGNMENTS BY NEW CHAIRMAN
Chairman Garrison advised that the Commission would con-
tinue to operate with two committees : Land Use Commit-
tee and Special Studies Committee . Noting the on-
going study of the Zoning Ordinance by the Land Use
Committee , the Chairman advised that assignments would
continue as at present : Commissioners Teegarden ,
Scholes , and Walker and that Commissioner Teegarden
had agreed to another term as Chairman . The Special
Studies Committee will continue under the chairmanship
of Commissioner Wik with Commissioners Gist and Mola
as members .
5 . ADMINISTRATIVE:
A. COMMITTEE REPORTS
1 . LAND USE COMMITTEE
Chairman Teegarden reported that they had met on
June 21 to discuss the draft of the performance
standards of the new zoning ordinance. Another
meeting is scheduled for June 30th to continue
their review.

COMMISSION MEMBERS PRESENT: Logan Garrison , Sandra Gist ,
Anthone Mola , Arthur Scholes , Clark Teegarden , Joan Walker ,

Secretary .
The June administrative meeting of the Renton Planning Com-
mission was called to order at 8 : 03 p . m . by Chairman Scholes ,
who led the Pledge of Allegiance.
1 . ROLL CALL was taken by Secretary Walker; All members
responded present with the exception of Commissioner
Mola , who arrived at 8 : 05 p. m.
2 . RECEIPT OF THE JUNE 9, 1976 , PUBLIC HEARING MINUTES
were acknowledged by the Chairman . It was decided to
take action regarding them on July 14th .
3. OLD BUSINESS :
REZONE:
A., FRED W. AKERS ; Appl . No . R-869-76 ; Rezone from
R-2 to B-1 ; property located at 111 Factory Avenue
North .
Noting continuation of consideration of the matter
since the previous meeting , the Chairman requested
a briefing from the staff .
The Planning Director reviewed the characteristics of
the proposal including the location of the site , pro-
posed use , Comprehensive Plan designation , and noted
committee and staff study of the matter .
The Chairman then invited comment from the applicant .
Jim Akers , 911 South Third , representing his father ,
reported that an architect had been consulted and
had advised that the site was adaptable for the develop-
ment they are considering and would be appropriate
for the area .
The committee report was then called for by Chairman
Scholes .
Commissioner Wik , Chairman of the Special Studies Com-
mittee , noting a field trip and meeting on June 10 ,
advised that it was their conclusion that the request
is appropriate for reasons as follows : The alley
running east and west adjacent to the property will
present no restrictive traffic problems ; areas to the
front and rear are adequate for parking ; the neighbor-
hood is primarily business oriented ; development of the
property could meet ordinance requirements and would not
be detrimental to the surrounding properties ; and the
request is in agreement with the Comprehensive Plan .

Discussion among the Commissioners ensued and the follow-
ing factors were considered : the need for buffering from
adjacent uses , limitations of the property for the use
requested , and parking .
Comments from the audience were requested but none received .
IT WAS THEN MOVED BY GARRISON , SECONDED BY TEEGARDEN , THAT
THE PUBLIC HEARING BE CLOSED . MOTION CARRIED .
Further Commission discussion was invited by the Chairman .
Following further deliberation , IT WAS
ACTION:
MOVED BY WIK, SECONDED BY GIST, THAT THE PLANNING COMMISSION
CONCUR IN THE RECOMMENDATION OF THE SPECIAL STUDIES COMMITTEE
AND RECOMMEND APPROVAL OF THE REZONE APPLICATION TO THE CITY
COUNCIL, AS THE REQUEST IS IN AGREEMENT WITH THE COMPREHEN-
SIVE PLAN. MOTION CARRIED.
4• NEW BUSINESS :
A. INTRODUCTION OF NEW OFFICERS
Officers for the year 1976-1977 were introduced by Chair-
man Scholes : Commissioner Garrison , Chairman ; Commissioner
Walker , Vice-chairman ; and Commissioner Gist, Secretary .
Commissioner Scholes expressed his appreciation for the
performance and support provided by the Commissioners
during his term of office and noted significant efforts
to improve Planning Commission operational standards
to provide for a better community .
Expressions of appreciation by Planning Commission
members to the outgoing chairman were made for the
outstanding leadership provided .
The gavel was then turned over to the incoming Chair-
man . Chairman Garrison , noting difficult decisions
necessary during the previous year , also thanked
Commissioner Scholes for his direction and support.
He asked for continued support in the coming year and
stated that he looked forward to it with interest .
B. COMMITTEE ASSIGNMENTS BY NEW CHAIRMAN
Chairman Garrison advised that the Commission would con-
tinue to operate with two committees : Land Use Commit-
tee and Special Studies Committee. Noting the on-
going study of the Zoning Ordinance by the Land Use
Committee , the Chairman advised that assignments would
continue as at present : Commissioners Teegarden ,
Scholes , and Walker and that Commissioner Teegarden
had agreed to another term as Chairman . The Special
Studies Committee will continue under the chairmanship
of Commissioner Wik with Commissioners Gist and Mola
as members .

A. COMMITTEE REPORTS
1 . LAND USE COMMITTEE
Chairman Teegarden reported that they had met on
June 21 to discuss the draft of the performance
standards of the new zoning ordinance . Another
meeting is scheduled for June 30th to continue
their review.

COMMITTEE REPORT
ITEM : FRED W . AKERS ; REZONE NO . R-869-76 ; R-2 to B-1
MEETINGS : Field Trip and Meeting on June 10 , 1976
DISCUSSION : The committee studied the land use relationships and
site capabilities for B-1 use . The existing land use
relationships consist of a ±16 ' alley and gas station
to the south , a single family residence used as an
office and a triplex to the north , a 16 ' alley and sin-
gle family residences to the west , and a real estate
office and lumber yard to the east .
The size of the lot although limited could accommodate
a small low-volume business or office . Approximately
four parking stalls with access from Factory Avenue or
N . 2nd Street could be placed on the property with the
existing building (±800 Sq . Ft . ) This would meet park-
ing ordinance requirements subject to removal of the
existing garage structure . Additional parking could
be placed at the front of the site utilizing the
southerly 16 ' alley for access .
Setbacks and screening are required by ordinance to
buffer a business development with parking from adja-
cent residential uses .
Because of the short length of the block and alley for
access purposes , the possibility of access along the
south side of the property from Factory Avenue N . , the
transitional nature of the block to business and multi -
ple family uses , and the existing uses in the area , the
committee felt that B-1 zoning would be appropriate at
this time .
CONCLUSION : The committee recommends approval of the B-1 rezone
request for the above-stated reasons in addition to
its compatibility with the comprehensive plan for the
area .

had been referred to the Special Studies Committee , which
had been working with Associate Planner Smith , who was
available to respond to questions .
The Chairman then called for the committee ' s report . Com-
missioner Wik , Chairman , reported that the committee had
met two times since the last public hearing . Revised
elevation drawings have been submitted , and it is their
opinion that the site plan , including proposals for park-
ing and landscaping , and the building elevation are com-
patible with the neighborhood . Approval is recommended
subject to:
1 . The use of exterior and roof treatments on all
sides of the building as indicated on the
revised elevations .
2 . Final staff approval of the landscape plan
including berming , evergreen screening along the
south property line , and landscape treatment
adjacent to the building .
The Chairman invited comment from the applicant . Jack
Guinn , contracter for Mr . Perrotti , stated that they
have submitted new plans and are in agreement with the
changes . The Planning Director then reviewed the
revised plans , including a discussion of the following :
parking , access , landscaping and screening , and the
elevation proposal .
Discussion was opened to the Commission . The following
factors were considered : possible pedestrian access to
the street, preservation of existing trees , screening of
the patio areas , finalization of landscaping plans , pos-
sible fencing , access , traffic circulation , and impact on
the neighborhood .
The Chairman invited audience comment, but none was
offered . IT WAS THEN MOVED BY WIK, SECONDED BY GARRISON ,
THAT THE PUBLIC HEARING BE CLOSED . MOTION CARRIED .
Following further discussion and deliberation , IT WAS
ACTION:
MOVED BY TEEGARDEN, SECONDED BY MOLA, THAT THE PLANNING
COMMISSION CONCUR IN THE COMMITTEE REPORT. MOTION CARRIED
UNANIMOUSLY.
It was requested that the staff review the question of
pedestrian access to either Meadow Ave. N . or N . 3rd St .
as a part of the landscape plan .
4- NEW BUSINESS :
REZONE:

The Chairman opened the public hearing .
The Planning Director provided a brief review of the request
for rezone from R-2 to B-1 and noted the following factors :
its location , total area and lot dimensions , current and
proposed use , character of the area , present zoning in the
vicinity, and Comprehensive Plan designation .

The June public hearing meeting of the Renton Planning Com-
mission was called to order at 8 : 00 p .m. by Chairman Scholes ,
who led the Pledge of Allegiance . i
1 . ROLL CALL was taken by Secretary Walker . All members
responded present.
2- APPROVAL OF MINUTES :
The Chairman called for corrections or additions to the
minutes of May 12 , 1976 . Noting none , IT WAS MOVED BY
WALKER, SECONDED BY WIK, THAT THE MINUTES OF MAY 12 ,
1976, BE APPROVED . MOTION CARRIED .
The Chairman then called for corrections or additions
to the minutes of May 26 , 1976 . Chairman Scholes
requested that the motion regarding the Floyd Perrotti
special permit request be amended to read that the
motion had been carried "unanimously. " With regard
to the action concerning the site approval request
of J . W. Underwood on page 5 , the Chairman asked that
it be noted that the motion had been "carried unani -
mously . " Under administrative items , Scholes
requested that it be noted that Commissioner Wik had
advised that Councilman Perry , Chairman of the Plan-
ning and Development Committee , had invited Bruce
Laing , King County Zoning Examiner , to meet with their
committee on July 15 at 8 : 00 p .m. and that all Plan-
ning Commissioners were invited to attend . Commissioner
Gist requested that regarding the Laurence Knutsen
rezone application , it be indicated that the Special
Studies Committee had met " two times " with the appli -
cant and residents .
ACTION:
MOVED BY GARRISON, SECONDED BY TEEGARDEN, THAT THE MIN-
UTES OF MAY 26, 1976 , BE APPROVED AS CORRECTED. MOTION
CARRIED.
3- OLD BUSINESS: .
SPECIAL PERMIT:
A, FLOYD PERROTTI ; Appl . No . SP-863-76 ; Special Permit
to construct an apartment complex (4-plex ) in an
R-2 zone ; property located on the S . E . corner of •

The Chairman opened the item for consideration .
Noting continuation of the review from the May public
hearing , the Planning Director advised that the matter

A presentation was requested of the applicant.
Jim Akers , 911 So . Third , son of the applicant, des-
cribed the location of the property and the nature of
the neighborhood . He indicated that they may construct
a real estate office on the site in the future and have
obtained the concurrence of the neighbors . Mr. Akers
then responded to questions from the Commission . con-
cerning the possible use of the existing single family
dwelling on the property.
Slides , maps , and aerial photographs of the site and
area were viewed . The Planning Director discussed the.
matter of impact on adjacent properties .
Discussion by the Planning Commission followed regard-
ing : proposed use for the property , size of the site ,
specifications of the B-1 zone , parking requirements ,
and anticipated dimensions of the proposed structure .
The Chairman then invited comment from the audience .
Dean Bitney, 1082 Anacortes N . E . , Renton , noting that
he did not object to - the rezone , indicated his feeling
that the request was premature , inasmuch as a definite
site plan has not been established . He also noted his
interest in upgrading the area . .
Duane Tandy, 123 Factory , Renton , expressed his concern
regarding the size of the lot, the type of business
planned , and the impact on traffic .
Discussion among the Planning Commissioners followed
relative to the usage of the alley , appropriateness of.
the request , and anticipated growth of the area . IT

ACTION:
MOVED BY TEEGARDEN, SECONDED BY MOLA, THAT THE APPLICA-
TION- BE REFERRED TO THE SPECIAL STUDIES COMMITTEE FOR
STUDY AND REPORT BACK AT THE JUNE 23, 1976, MEETING.
MOTION CARRIED,
The Chairman advised Mr . Akers of the action taken and
that he would be contacted further by the committee and
staff.
SITE APPROVAL: .
B. PERRY BROTHERS ; Appl . No . SA-870-76 ; Site Approval
for a warehouse in an M-P zone ; property located
on the east side of Powell , Ave . S . W. midway between
S . W. 7th St. and S . W. 10th St .
A review of the proposed request was given by the Plan-
ning Director at the invitation of the Chairman . He ,..
discussed the following factors : location and size of
the site, proposed use and conformance with M-P zone
and parking and loading requirements . 0
The Chairman invited a presentation from the applicant .
Thomas Sconzo , 4273 133rd Ave. S . E . , Bellevue , represent-
ing the applicant, described the proposed office-warehouse

facility, including its floor plan , size, and exterior treat-
ment. He' noted that Perry Brothers , which consists of a dis-
tribut.ion .center for food products and packaged goods , is
planning to move its operation from Seattle to Renton . Plans
for receiving and shipping were discussed , and the proposed
construction schedule was noted . He then offered to reply
to questions from the Commission .
Mr. Sconzo then responded toinquiries from the Commissioners
concerning the following : plans for future expansion , pro-
visions for disposal and screening of waste products , park-
ing plans , overnight storage of vehicles , landscaping pro-
posals , details of the operation , planned setbacks , proposals
for loading and unloading of deliveries , and the front
entrance design .
Slides , aerial photographs , and maps of the area were
viewed with t:he Planning Director further describing pro-
posed site plans . Additional Planning Commission discussion
ensued relating to off-street parking , loading and unloading
and its effect on Powell Ave. S . W. , the number and frequency
of anticipated deliveries , use of rail service , landscaping
and parking plans , and the appropriateness of the site plan '4
proposal in relation to existing Earlington Park facilities .
The Chairman invited audience comment , but none was received .
IT WAS THEN MOVED BY TEEGARDEN , SECONDED BY GIST , THAT THE
PUBLIC HEARING BE CLOSED . MOTION CARRIED .
Following further discussion and deliberation , IT WAS
ACTION:
,. MOVED BY WIK, SECONDED BY WALKER, THAT THE PLANNING COMMIS-
SION APPROVE THE PROPOSED SITE PLAN WITH THE FOLLOWING PRO-
VISIONS: -
1 . THAT THE LANDSCAPE AND CIRCULATION AND PARKING
PLAN BE APPROVED BY THE PLANNING DEPARTMENT.
2 . THAT. PLANS FOR BEAUTIFICATION OF THE PRELOAD -
AREA BE APPROVED BY THE STAFF.
3. THAT A BOND IN THE AMOUNT OF 150% OF THE ESTIMATED
COST. OF LANDSCAPING INSTALLATION AND MAINTENANCE
FOR A THREE YEAR PERIOD BE SUBMITTED.
MOTION CARRIED UNANIMOUSLY.

SUBJECT: Fred Akers Rezone .
The north wall of existing building does not meet the
setback requirements of the Uniform Building Code for
a non-fire rated wall. A 1 hr. fire resistive wall
will be required with all openings protected.
Some other structural remodeling may be needed within
the building to bring it up to the requirements for
an office building.
