REPORT AND DECISION
APPLICANT: Valley Medical Center
APPLICATION NO. : SA-097-87
LOCATION: Located at the southwest corner of the
intersection of S.W. 43rd St. and Davis Ave.
S.
SUMMARY OF REQUEST: Application for site plan approval to allow
the construction of a parking lot having
approximately 202 parking stalls.
COMMITTEE REVIEW: The review was conducted on December 9,
1987, in the third floor conference room of
the Renton Municipal Building.
The Committee review was conducted after receiving written comment
from all divisions of the Public Works Department, both divisions
of the Building and Zoning Department, and the Fire, Police, Parks
and Policy Development Departments.
The following exhibits were entered into the record:
Exhibit No. 1 Yellow file containing application, proof of
posting and publication and other
documentation pertinent to this request.
Exhibit No. 2 Site plan (received October 23, 1987) .
Exhibit No. 3 Copy of Letter of Credit provided to Richard.
Houghton, Director of Public Works.
FINDINGS, CONCLUSIONS AND DECISION
Having reviewed the written record in the matter, and conducted
individual on-site inspections by each member of the Site Plan
Review Committee, the Site Plan Review Committee now makes and
enters the following:
Findings:
1. The applicant, Valley Medical Center, has requested site plan
approval to allow the construction of a temporary parking lot
having approximately 202 parking stalls. The applicant
desires to use the site as a temporary lot for approximately
18 months.
The parking lot is a temporary facility to accommodate the
lose of 233 parking stalls during an expansion program for
Valley Medical Center. The Center currently has 1,077 parking
stalls. The construction activity in the coming year will
displace 233 parking stalls.
2. The applicant's file containing the application, the state
Environmental Policy Act (SEPA) documentation, the comments
from various City departments, the public notices requesting
citizen comment, and other pertinent documents was entered as
Exhibit No. 1.

3 . Pursuant to the City of Renton's Environmental Ordinance and
SEPA (RCW 43.21C 1971 as amended) , a mitigated Determination
of Non-Significance has been issued for the subject proposal
by the Environmental Review Committee, the responsible
official. The mitigated Determination of Non-Significance was
based upon the following conditions:
a. ; That the project be approved for a maximum of 18 months.
b. That the applicant asphalt the driveways and aisles.
c. That the applicant provide fencing and signing to
restrict pedestrian crossings to the SR 167 Off-ramp
crossing or Talbot Road South pedestrian crossing until
such time that a signalized pedestrian crossing is
developed at Davis Street South.
d. That the applicant provide a shuttle van during and 20
minutes proceeding all shift changes to facilitate staff
use of said temporary parking lot, particularly during
inclement weather and during evening hours.
e. That the applicant provide lighting equal to an average
illumination level of 1.5 foot candles for said parking
lot.
f. That the applicant provide a covered, weather protected
shuttle pickup and/or waiting area with sufficient
interior capacity to accommodate 15 people comfortably in
a standing position.
g. That the applicant delineate stall type (standard vs.
compact) on the concrete curb bumpers at the head of each
parking space.
4 . Plans for the proposal have been reviewed by all City
departments affected by the impact of this proposal.
5. The subject proposal is generally consistent with the
Comprehensive Plan designation of Public/Quasi-Public for the
property and the zoning designation of P-1, Public Use.
6. The site plan as presented provides sufficient parking to
Valley Medical Center to comply with the Parking and Loading
Ordinance. of the City of Renton while a new medical office
building and parking garage are constructed on that site.
7. The proposal will provide required parking for the hospital
during the construction of the medical office building and the
parking garage.
8 . Section 4-738 (D) 1 lists ten criteria that the Hearing
Examiner and/or the Environmental Review Committee are asked
to consider along with all other relevant information in �.
making a decision on a Site Plan Review application. These
criteria are as follows:
General Criteria
a. Conformance with the Comprehensive Plan, its elements and
policies;
The subject proposal is in general compliance with the
Comprehensive Plan designation of Public/Quasi-Public.
The Southeast Renton plan stresses ". . .managed growth
versus unmanaged or uncontrolled growth. Inherent in
such a concept is the necessity to "look ahead" to the
future needs of the community and its people and then
determine how such needs can be met. " The hospital is
now "looking ahead", trying to anticipate the medical

needs of the area's population. In the coming year, the
hospital will be constructing a medical office building
(a portion of the building will be devoted to physical
therapy) and a parking garage. During this construction
phase, required parking on the hospital campus will
' temporarily be eliminated. The hospital has submitted
this application to compensate this loss of parking by
developing a temporary parking lot on vacant land located
\to the south, across S. 43rd St. This parking lot is to
be for employee parking.
b. Conformance with existing land use regulations;
The subject request is consistent with the City's land
use regulations. The zoning designation on the property
allows public, quasi-public, and private uses to be
developed on the property. The applicant has also
complied with the requirements of Chapter 22, the City's
Parking and Loading Ordinance.
The Parking and Loading Ordinance requires in Section 4-
2204 (7)A. 1. that: "All off-street parking areas shall
be paved with asphaltic concrete cement or equivalent
material of a permanent nature as approved by the Public
Works Department. " The applicant in order to comply with
this and other requirements of Chapter 22 sought a
deferral from the provisions of Chapter 22 of the
Building Regulations. The Board of Public Works granted
a one year deferral with conditions which are as follows:
1. Asphalt driveways extending 30 feet onto the site
being installed;
2 . Wheel stops in the parking lot;
3. Four (4) foot high chain link fence along S. 43rd St
being installed;
4. Signs set up directing patrons to "cross the street
at the intersection" (S. 43rd St and Talbot Road
South) ; ' and
5. A bond being posted for the deferral.
The applicant has provided the City with a letter of credit in
the amount of $170, 000. Thus, with the deferral, staff,
believe the applicant has complied with the land use
regulations required for the temporary parking lot.
c. Mitigation of impacts to surrounding properties and uses;
The subject proposal is not expected to have an adverse
effect on surrounding properties.
d. Mitigation of impacts of the proposed site plan to the
site;
The applicant's plan together with the mitigating
measures provides a project which will have minimal
impacts to the site. The groundcover will be removed but
most of the site will be covered with gravel rather than
asphalt therefore remaining pervious. Since the site is
relatively flat, the project will not entail any major
modification of it's topography.
e. Conservation of area-wide property values;
The subject development will have minimal impacts on
area-wide property values.

f. Safety and efficiency of vehicle and pedestrian
circulation;
Staff had concerns with the safety and movement of
pedestrians to and from the site. These concerns have
' been addressed through mitigation measures imposed by the
Environmental Review Committee for the Determination of
. Non-Significance-Mitigated issued for the project. These
`measures included lighting; signing for pedestrian
crossing; and a van shuttle to move employees to and from
the parking lot.
Staff found the vehicle circulation to be adequate.
g. Provision of adequate light and air;
This condition is not applicable to a parking lot.
h. Mitigation of noise, odors and other harmful or unhealthy
conditions;
The subject proposal will not result in any adverse
noise, odors or other harmful conditions. There will be
some additional carbon dioxide in the area due to a
concentration of cars in this particular location.
However, essentially the cars are moving from one portion
of the hospital complex to another. The parking lot is
not being constructed to accommodate new employees.
, i. Availability of public services and facilities to
accommodate the proposed use; and
The subject property is adequately served with public
services. In addition, S.W. 43rd St will be improved and
a traffic signal placed at the intersection of S.W. 43rd
St and Davis Ave S. during the life of the project.
j . Prevention of neighborhood deterioration and blight.
Since the project is a temporary use, it is not expected
to cause any long term adverse impacts on the surrounding
area.
Conclusions:
1. Proposal is a development that is generally consistent with
policies, specifications, and codes of the City of Renton.
2 . Specific issues raised by various City departments focus on:
pedestrian safety and movement and ensuring that the parking
lot functions in an orderly manner.
3 . The proposal generally complies with the Comprehensive Plan
designation of Public/Quasi-Public and the present zoning
classification of P-1, Public Use.
Decision:
The site plan, file SA-097-87, is subject to the following
conditions:
1. That the applicant comply with the mitigating measures of the
Determination of Non-Significance-Mitigated issued for the
project.
For the purpose of these decisions, the term "should" and "shall"
are to be considered mandatory and the term "may" is considered
discretionary.

REQUESTS FOR RECONSIDERATION must be filed in writing on or before
December 29, 1987. Any aggrieved person feeling that the decision
of the Site Plan Review Committee is based on erroneous procedure,
errors of law or fact, error in judgment, or the discovery of new
evidence which could not be reasonably available prior to the
meeting date of December 9, 1987, 'may make a written request to the
Zoning Administrator for review the Site Plan Committee within
fourteen (14) days of the decision, which is December 29, 1987.
This 'request shall set forth the specific errors relied upon by
such appellant, and the Committee may, after review of the record,
take further action as it deems proper.
AN APPEAL TO THE HEARING EXAMINER is governed by Title IV, Section
3011(B) (1) , which requires that such appeals be filed directly with
the Hearing Examiner. Appeals must be made in writing before
5 p.m. on December 29, 1987.
THE APPEARANCE OF FAIRNESS DOCTRINE provides that no ex parte
(private one-on-one) communications may occur concerning land use
decisions. This means that parties to a land use decision may not
communicate in private with any decision-maker concerning the
proposal. Decision-markers in the land use process for site plan
approvals include: (1) the Public Works Director, (2) the Building
and Zoning Director, (3) The Policy Development Director, (4) the
Hearing Examiner, and (5) members of the City Council.
All communications after the decision date ' must be made in writing
through the Zoning Administrator. All communications are public
record and this permits all interested parties to know the contents
of the communication and would allow them to openly rebut the
evidence in writing. Any violation of this doctrine would result
in the invalidation of the request by the Court.
The Doctrine applies not only to the initial committee decision,
but to all Requests for Reconsideration as well as Appeals to the
Hearing Examiner.

Dear Mr. Romulo M. Almeda:
This letter is to inform you that the Environmental Review
Committee completed their review of the environmental impacts
of your conditional use request for property located at the
southwest corner of the intersection of South 43rd St. and
Davis Ave S. The Committee on decided that your project may
be issued a Determination of Non-Significance - Mitigated with
the following conditions:
1. That the project be approved for a maximum of 18 months.
2 . That the applicant asphalt the driveways and aisles.
3 . That the applicant provide fencing and signing to
restrict pedestrian crossings to the SR 167 off-ramp
crossing or Talbot Road South pedestrian crossing until
such time that a signalized pedestrian crossing is
developed at Davis Street South.
4 . That the applicant provide a shuttle van during and 20
minutes proceeding all shift changes to facilitate staff
use of said temporary parking lot, particularly during
inclement weather and during evening hours.
5. That the applicant provide lighting equal to an average
illumination level of 1.5 foot candles for said parking
lot.

shuttle pickup and /or waiting area with sufficient

Because the Environmental Review Committee imposed specific
mitigation measures rather than issue a Determination of
Significance, there is a required fifteen (15) day comment
period during which comments are solicited from various
agencies, jurisdictions or individuals who may have an
interest in the Committee's decision. The comment period will
end December 29, 1987. Following the end of the comment
period, the City will finalize it's Determination unless
comments received require a reevaluation. Following the
finalization of the Determination, there is a required 14 day
appeal period. Appeals are made to the City's Hearing
Examiner. In addition, by the end of the comment period, we
should be able to establish a tentative public hearing date
before the Hearing Examiner for your Final PUD.

The City of Renton Environmental Review Committee has determined that
it does not have a probable significant adverse impact on the
environment. An environmental impact statement (EIS) is not required
under RCW 43 . 21C. 030 (2) (c) . This decision was made after review of an
expanded environmental checklist and preliminary site plan, on file
with the lead agency. Conditions were imposed as mitigation measures
by the Environmental Review Committee under their authority of Section
4-2822 (D) Renton Municipal Code (see attached sheet) . These
conditions are necessary to mitigate environmental impacts identified
during the environmental review process.

Medical Center, One Valley Place, 43rd St. Chairman Houghton explained
the nature of the request, i .e. deferral of provisions of Chapter 22 of
Building Regulations ref. hospital 's planned use of the property for
temporary parking as submitted in its building permit plan - landscaping,
paving, markings, and wheel stops. Discussion followed. Moved by NELSON,
seconded by PARNESS, to grant a one (1) year deferral for parking subject
to asphalt driveways extending 30 ft. onto site being installed; 4 ft.
high chain link fence along S. 43rd St. being installed; wheel stops in
parking lot; and signs set up directing patrons to "cross the street at
the intersection" (S. 43rd and Talbot); and subject to a bond being posted
for the deferral. MOTION CARRIED
7. OLD BUSINESS: Policy and Procedure 400-01 - Bonds, Letters of Credit or
Cash being placed with Escrow Agent - cost to applicant. Chairman
Houghton advised that a representative of the bank acting as Escrow Agent
for the City had informed Ted Bennett, Deputy Finance Director, that
deferral applicants who post bonds or letters of credit with the City (and
which are placed with the bank) will be charged $1,000 for escrow fees the
first year and $500 per year thereafter and such fees are subject to
change. The Board members discussed the matter and decided to direct
Mr. Bennett to reclaim the one bond that had already been submitted, and
to ask him to obtain additional quotes from other banks for escrow fees.
It was the consensus of opinion that this amount was far too much money to

ask the applicants to pay and the suggestion was made to simply file the
bonds with the Finance Director and eliminate the escrow agent. The
matter was tabled until more information can be obtained from Ted Bennett.

Construction of the Medical Office Building and other major pro-
jects such as the site work improvement which includes relocation
of water mains, sewer, drainage systems, and construction of the
facilities parking garage and electrical substation will soon
commence at the Valley Medical Center main campus . The construc-
tion of these miscellaneous projects will surely create an extreme
hardship on the people using our parking facilities . We strongly
believe that the most effective solution to address the construc-
tion related problem is to develop temporary parking spaces at our
South Campus property, One Valley Place.
The temporary parking shall be primarily used by Valley' s daytime
employees and construction personnel. The temporary parking con-
struction shall conform to the "Standard and Specifications for
Municipal Public Works Construction" , Washington State Chapter,
APWA, Latest Edition, and the Standard and Specifications of the
City of Renton, Department of Public Works . In addition, a four
foot chain-link fence shall be provided on the 43rd Street side of
the parking to prevent pedestrians from crossing at 43rd to the
VMC emergency entrance. Adequate number of signs shall also be fur-
nished to direct pedestrians to use the corner of 43rd and Talbot
Street for crossing to the hospital. For security, adequate number
of temporary parking lights shall be furnished.
At the completion of the hospital expansion projects, the temporary
parking shall be re-birthed back to its original condition, and the
use of the space for temporary parking will be terminated.

This is an update of my comments given to the Board of
Public Works and to the Environmental Review Committee last
Wednesday, November 18, 1987. I have polled my staff and
the suggested approach to allow this application was okay.
First, we need to review, approve and make a site approval.
Second, Valley Medical needs to apply for a deferral of
asphalt paving through the Board of Public Works.
Please have your staff also look this over and, if there are
any major problems with it, please notify us.

My apologies for not getting back to you sooner on this. In any
case in regards to your three questions I've prepared the following
response.
1. Is it permissible to remove existing approved parking and then
seek to substitute other parking?
There is nothing in the parking ordinance that ties one down to a
specific location in regards to where or how they provide their
off-street parking. Presumably, one could lease such space if it
met all the City requirements as to stall dimension, aisle widths,
distance from principle uses, etc.
2 . Is this truly accessory parking even though it is separated by
less then 500 feet from the use, when you take into account
that S.W. 43rd (Carr Road) lies between the use and the
parking?
_ Unfortunately, our parking ordinance does not speak about
functional distances but rather physical distances. It is unclear
whether we are,,talking about walking distance (most logical) or"as
the crow flies. I suspect it was intended to be the former, since
studies imply people will only walk 300 to 500 feet in a shopping
center context from their cars to the stores, but who knows.
Another ripe area for future amendments.
3 . Does the M-P or 0-P zoning on this property permit accessory
parking?
Yes, accessory parking is required in all zones except portions of
the B-1 Zone in the Renton CBD.

If we are to allow• parking on this site, I believe we have a
responsibility to mitigate any potential adverse impacts including
,} the physical safety of those using it, adequate drainage, secure
' lighting, etc. Since the parking code requires that all lots be
paved with an approved permanent surface such as concrete or
asphalt, with stripping of stalls, etc. I am- not sure we have any
authority to allow crushed gravel, as the applicant is requesting,
without their going through a variance request. Do you have any
thoughts on this? I've discussed it with Ron and he thought because
it is intended to be an interim use (until the parking garage is
finished) we could approve their using imported crushed rock. Is
this likely to poiselater problems if someone -calls us on allowing

Dear Ron:
As_we have indicated, the Hospital is in desperate need of additional parking
to support Valley's expansion projects. Because of this immediate need, we
must search for alternative locations to accomodate our patients, visitors,
employees, and medical staff. Two potential sites that we have identified
for temporary parking are Longacres and King of Kings Lutheran Church. Both
of these facilities, however, have been determined by our study to be not
only too expensive to operate, but most importantly, they are unsuitable for
our need. Longacres will only be available for our use until March of 1988,
while the church does not have the required parking spaces needed. For this
reason, the only viable site to locate the Hospital temporary parking is One
Valley Place.
The scheduled ground breaking for the Medical Office Building is the middle
of this month, and the construction of the Site Work Improvement project
which includes relocation of water mains, sewer, and drainage systems, is to
commence early in December. This will create an extreme hardship to the
people using our parking facilities. We strongly believe that the most
effective solution to address the construction related problems is to
develop temporary parking spaces at our South Campus property, One Valley
Place. As you may recall, we have been pursuing this parking issue since May
when we purchased the property. We were informed by your office to hold off
on a building permit application until the rezoning of the property was
completed. The rezone has been stalled since May 13 when the City Council
remanded the matter to the Hearing Examiner.
Our current inventory of parking spaces on campus serving the Hospital and
the Chin Hills building reveals that we have a total of 1077 spaces. 204 of
these are leased to Chin Hills, leaving the Hospital with 873. According to
our Parking Study by N.G. Jacobson & Associates, the demand for Chin Hills
parking is 276 spaces, therefore the Hospital acutally has the use of fewer
than 873 spaces.'.
According to City Code, we are required to have 956 parking spaces available
for the Hospital . This is based on the most recent statistics for the
Hospital , which indicate that the Hospital has 303 licensed beds, 355 staff
physicians, and 1499 employees. Therefore, without any construction taking
place we are 80 spaces short of the Code requirements! The Parking Study
indicates that we are now just meeting the demand, which is 824 spaces
including the carry over from Chin Hills.
Our Architects indicate that during construction, the total number of
parkings spaces that will be affected and eliminated will be 233 spaces.
Therefore, in order to meet the Code we need to construct 316 spaces, but to
meet the demand we can do with 184 spaces.

parking facility will be terminated upon completion of the Hospital 's major
expansion projects, particularly the parking garage. Attached for your

Dear Sirs:
Valley Medical Center is embarking upon a program of facility
expansion in the coming year during the construction of the
medical office building, electrical substation, and parking
structure. 165 parking stalls will be displaced.
The code required number of parking stalls for the Valley
Medical Center campus is 984. There are presently 1059 stalls
on campus not including those stalls designated for the pri-
vately owned Chin Hills Building.
The enclosed application for temporary parking on the One Valley
Place property will provide an additional 200 parking stalls.
This more than replaces the 165 stalls displaced as a result
of the upcoming construction.

DISCUSSION ITEMS
1. Don mentioned that the master development plan was agreed to be a
condition for the psych building. Greg stated that the requirements of
the site plan review process are now incorporated in the master
development plan requirement. The reason being that the site plan
review process has a maximum 6 year time frame while the master
development plan process looks out to the year 2005.
2. Ron Nelson explained that the city has begun to require EISs where
projects previously have had a mitigated DNS. This is being adopted as
a city—wide policy.
3. The probable major issues for the EIS will be traffic and hydrology.
Ron indicated that he is beginning to see movement on the part of King
County to take responsibility for the effect their growth has on
surrounding jurisdictions. He suggested that the Architect keep in
touch with Bob Bergstrom on diversion of runoff into the Panther Creek
drainage.
4. Don indicated that the generic EIS will not be a requirement for the
psych building, the parking structure or the sub—station. Ron indicated
that he feels that the required checklists for those project will go
much smoother if the EIS is under way at the time of the review. Ron
mentioned that the checklists for these projects should clearly document
the fact that there will be no change in the assumptions used to
determine the L.I.D. or the resultant level of service.
5. Both Don and Ron indicated that they feel it is in the interest of the
Owner to do the EIS now instead of waiting for a specific project. They
believe that the community is appreciative of the medical center at this

time and will approve their expansion of services. The generic EIS will
put to rest those traffic issues resulting from the hospital's proposed
expansion, and will lock in the hospital's expansion, forcing future
developments to pay for additional traffic revisions.
6. Don stated that if the nature of the development proposed in the master
plan remains the same, checklists for future projects will have minimal
mitigating conditions. If the revisions required by a project are
minor, the ERC has the ability to allow minor amendments to the EIS,
with public notice.
7. Ron agreed that the hospital has the option to initiate a generic EIS
now, or to wait until a project is defined and then initiate the EIS
process. Eric and John expressed concern that the generic EIS may not
prevent the need to re-do the EIS in the future as changes in health
care delivery revise current master plan projections.

Dear Mr. Nelson:
Pursuant to our recent phone conversation regarding our proposal
for providing temporary parking spaces in the South Campus area
(lots 1, 2, and 3 of One Valley Place) , we wish to emphasize the
temporary nature of our proposal. Interim parking is necessary
during construction of our facilities. I am sure you are cognizant
of the fact that construction related equipment and material used
during construction will affect several existing parking spaces
presently used by both the public and hospital personnel. The lack
of sufficient parking during construction would cause difficulty in
accommodating the public and hospital employees for parking. We
feel that in order for us to alleviate future related parking prob-
lems and accommodate the public, hospital, and construction per-
sonnel with adequate parking during construction, the development
of the South Campus property for a temporary parking area would
provide an effective method in resolving the parking situation
during construction.
As you are well aware, we will commence construction of the new
medical building and parking garage, and temporary parking facili-
ties must be provided soon. We therefore request, because of the
interim nature of our proposal, that the city assist us in securing
the necessary permits in order for us to proceed with the construc-
tion of the temporary parking as soon as possible. We would like
to assure the city further that the temporary parking will be ter-
minated upon completion of the major facilities construction pro-
jects, which we anticipate shall be approximately 18 months.

VMC TEMPORARY PARKING (
SOUTH CAMPUS
PROJECT DESCRIPTION
Construction of the Medical Office Building and other major pro-
jects such as the site work improvement which includes relocation
of water mains, sewer, drainage systems, and construction of the
facilities parking garage and electrical substation will soon
commence at the Valley Medical Center main campus. The construc-
tion of these miscellaneous projects will surely create an extreme
hardship on the people using our parking facilities . We strongly
believe that the most effective solution to address the construc-
tion related problem is to develop temporary parking spaces at our
South Campus property, One Valley Place.
The temporary parking shall be primarily used by Valley' s daytime
employees and construction personnel. The temporary parking con-
struction shall conform to the "Standard and Specifications for
Municipal Public Works Construction" , Washington State Chapter,
APWA, Latest Edition, and the Standard and Specifications of the
City of Renton, Department of Public Works . In addition, a four
foot chain-link fence shall be provided on the 43rd Street side of
the parking to prevent pedestrians from crossing at 43rd to the
VMC emergency entrance. Adequate number of signs shall also be fur-
nished to direct pedestrians to use the corner of 43rd and Talbot
Street for crossing to the hospital. For security, adequate number
of temporary parking lights shall be furnished.
At the completion of the hospital expansion projects, the temporary
parking shall be re-birthed back to its original condition, and the
use of the space for temporary parking will be terminated.

My apologies for not getting back to you sooner on this. In any
case in regards to your three questions I 've prepared the following
response.
•
1. Is it permissible to remove existing approved parking and then
seek to substitute other parking?
There is nothing in the parking ordinance that ties one down to a
specific location in regards to where or how they provide their
off-street parking. Presumably, one could lease such space if it
met all the City requirements as to stall dimension, aisle widths,
distance from principle uses, etc.
2. Is this truly accessory parking even though it is separated by
less then 500 feet from the use, when -you take into account
that S.W. 43rd (Carr Road) lies between the use and the
parking?
Unfortunately, our parking ordinance does not speak about
functional distances but rather physical distances. It is unclear
whether we are,,talking about walking distance (most logical) or"as
the crow flies. I suspect it was intended to be the former, since
studies imply people will only walk 300 to 500 feet in a shopping
center context from their cars to the stores, but who knows.
Another ripe area for future amendments.
3. Does the M-P or 0-P zoning on this property permit accessory
parking?
Yes, accessory parking is required in all zones except portions of
the B-1 Zone in the Renton CBD.

If we are to allow. parking on this site, I believe we have a
responsibility to mitigate any potential adverse impacts including
1 the physical safety of those using it, adequate drainage, secure
lighting, etc. Since the parking code requires that all lots be
paved with an approved permanent surface such as concrete or
asphalt, with stripping of stalls, etc. I am not sure we have any
authority to allow crushed gravel, as the applicant is requesting,
without their going through a variance request. Do you have any
thoughts on this? I've discussed it with Ron and he thought because
it is intended to be an interim use (until the parking garage is
finished) we could approve their using imported crushed rock. Is
this likely to poise ter problems if someone -calls us on allowing

RE: Temporary Parking
Dear Ron:
As_we have indicated, the Hospital is in desperate need of additional parking
to support Valley's expansion projects. Because of this immediate need, we
must search for alternative locations to accomodate our patients, visitors,
employees, and medical staff. Two potential sites that we have identified
for temporary parking are Longacres and King of Kings Lutheran Church. Both
of these facilities, however, have been determined by our study to be not
only too expensive to operate, but most importantly, they are unsuitable for
our need. Longacres will only be available for our use until March of 1988,
while the church does not have the required parking spaces needed. For this
reason, the only viable site to locate the Hospital temporary parking is One
Valley Place.
The scheduled ground breaking for the Medical Office Building is the middle
of this month, and the construction of the Site Work Improvement project
which includes relocation of water mains, sewer, and drainage systems, is to
commence early in December. This will create an extreme hardship to the
people using our parking facilities. We strongly believe that the most
effective solution to address the construction related problems is to
develop temporary parking spaces at our South Campus property, One Valley
Place. As you may recall , we have been pursuing this parking issue since May
when we purchased the property. We were informed by your office to hold off
on a building permit application until the rezoning of the property was
completed. The rezone has been stalled since May 13 when the City Council
remanded the matter to the Hearing Examiner.
Our current inventory of parking spaces on campus serving the Hospital and
the Chin Hills building reveals that we have a total of 1077 spaces. 204 of
these are leased to Chin Hills, leaving the Hospital with 873. According to
our Parking Study by N.G. Jacobson & Associates, the demand for Chin Hills
parking is 276 spaces, therefore the Hospital acutally has the use of fewer
than 873 spaces:.
According to City Code, we are required to have 956 parking spaces available
for the Hospital . This is based on the most recent statistics for the
Hospital , which indicate that the Hospital has 303 licensed beds, 355 staff
physicians, and 1499 employees. Therefore, without any construction taking
place we are 80 spaces short of the Code requirements! The Parking Study
indicates that we are now just meeting the demand, which is 824 spaces
including the carry over from Chin Hills.
Our Architects indicate that during construction, the total number of
parkings spaces that will be affected and eliminated will be 233 spaces.
Therefore, in order to meet the Code we need to construct 316 spaces, but to
meet the demand we can do with 184 spaces.

Dear Sirs:
Valley Medical Center is embarking upon a program of facility
expansion in the coming year during the construction of the
medical office building, electrical substation, and parking
structure. 165 parking stalls will be displaced.
The code required number of parking stalls for the Valley
Medical Center campus is 984. There are presently 1059 stalls
on campus not including those stalls designated for the pri-
vately owned Chin Hills Building.
The enclosed application for temporary parking on the One Valley
Place property will provide an additional 200 parking stalls.
This more than replaces the 165 stalls displaced as a result
of the upcoming construction.

DISCUSSION ITFS
1. Don mentioned that the master development plan was agreed to be a
condition for the psych building. Greg stated that the requirements of
the site plan review process are now incorporated in the master
development plan requirement. The reason being that the site plan
review process has a maximum 6 year time frame while the master
development plan process looks out to the year 2005.
2. Ron Nelson explained that the city has begun to require EISs where
projects previously have had a mitigated DNS. This is being adopted as
a city—wide policy.
3. The probable major issues for the EIS will be traffic and hydrology.
Ron indicated that he is beginning to see movement on the part of King
County to take responsibility for the effect their growth has on
surrounding jurisdictions. He suggested that the Architect keep in
touch with Bob Bergstrom on diversion of runoff into the Panther Creek
drainage.
4. Don indicated that the generic EIS will not be a requirement for the
psych building, the parking structure or the sub—station. Ron indicated
that he feels that the required checklists for those project will go
much smoother if the EIS is under way at the time of the review. Ron
mentioned that the checklists for these projects should clearly document
the fact that there will be no change in the assumptions used to
determine the L.I.D. or the resultant level of service.
5. Both Don and Ron indicated that they feel it is in the interest of the
Owner to do the EIS now instead of waiting for a specific project. They
believe that the community is appreciative of the medical center at this

time and will approve their expansion of services. The generic EIS will
put to rest those traffic issues resulting from the hospital's proposed
expansion, and will lock in the hospital's expansion, forcing future
developments to pay for additional traffic revisions.
6. Don stated that if the nature of the development proposed in the master
plan remains the same, checklists for future projects will have minimal
mitigating conditions. If the revisions required by a project are
minor, the ERC has the ability to allow minor amendments to the EIS,
with public notice.
7. Ron agreed that the hospital has the option to initiate a generic EIS
now, or to wait until a project is defined and then initiate the EIS
process. Eric and John expressed concern that the generic EIS may not
prevent the need to re-do the EIS in the future as changes in health
care delivery revise current master plan projections.

Dear Mr. Nelson:
Pursuant to our recent phone conversation regarding our proposal
for providing temporary parking spaces in the South Campus area
(lots 1, 2, and 3 of One Valley Place) , we wish to emphasize the
temporary nature of our proposal. Interim parking is necessary
during construction of our facilities. I am sure you are cognizant
of the fact that construction related equipment and material used
during construction will affect several existing parking spaces
presently used by both the public and hospital personnel. The lack
of sufficient parking during construction would cause difficulty in
accommodating the public and hospital employees for parking. We
feel that in order for us to alleviate future related parking prob-
lems and accommodate the public, hospital, and construction per-
sonnel with adequate parking during construction, the development
of the South Campus property for a temporary parking area would
provide an effective method in resolving the parking situation
during construction.
As you are well aware, we will commence construction of the new
medical building and parking garage, and temporary parking facili-
ties must be provided soon. We therefore request, because of the
interim nature of our proposal, that the city assist us in securing
the necessary permits in order for us to proceed with the construc-
tion of the temporary parking as soon as possible. We would like
to assure the city further that the temporary parking will be ter-
minated upon completion of the major facilities construction pro-
jects, which we anticipate shall be approximately 18 months.
