Flatley Forester/Certified Arborist PN7272 AM 3206 WELLS AVENUE SOUTH/TRACT B April 21,2023 J and M Management Company C/O Breze Reed For Winsper Homeowners Associa=on At 3206 Wells Avenue South and Parcel 948576 TR - B Arborist Report LOCATION OF PROPERTY Tract B is an open space parcel (PID 948576 TR-B) behind the back yard at 3206 Wells Avenue South. The parcel is near the NW 1/4 of the SW 1/4 of Sec=on 29 within T23N, R5E, City of Renton, County of King, State of Washington: The tract is over one acre in size and heavily wooded with black co]onwood (Populus trichocapra) and bigleaf maple (Acer macrophyllum) trees with an understory of Himalayan blackberry and winterberry shrubs. The four co]onwood trees in this report are located in the southwest corner of Tract B (blue box, bo]om right of Figure 1 above). METHODS A visual tree inspec=on occurred on Friday, April 21, 2023. Tree number 1 was found along the east property line, near the wood and la_ce fence, behind the property at 3206 Wells Avenue Figure 1. Plat Map South. Tree numbers 2 through 4 were found north of tree number 1. All trees were between 12 feet and 20 feet east of the fence. Trunk diameter was measured for each tree, condi=on noted and assigned a risk ra=ng for observable roots, trunks and branches. Table 1 provides the summary of this informa=on. TREES 3206 Wells Ave S - Tract B Page of 2 5 Tract B Co]onwood trees behind 3206 Wells Avenue S OBSERVATIONS AND RECOMMENDATIONS Tree 1 (Tract B): This tree has heavy lean towards the property at 3206 Wells Avenue South, hangs over the wood fence, backyard and could impact the house (targets). Overall, the tree is in good growing condi=on at this =me. Rain, snow, wind or ice will have a nega=ve effect on this tree. With age, the tree will become larger, bend more towards the targets and become heavier increasing risk of failure. Risk ra=ng is “HIGH” because of its severe lean, the targets and the intermi]ent presence of people. Tree removal within the next 12 months or sooner is recommended. Follow-up inspec=ons should occur following severe weather events un=l removal. Tree 2 (Tract B): The condi=on ra=ng is 70% and would be rated higher except for its lean towards the house at 3206 Wells Avenue South. It is reasonably healthy. Targets include the wood fence, backyard items, the house and people. Risk ra=ng is low/medium due to its lean. Annual inspec=on of this tree is strongly recommended. Follow-up inspec=ons should occur following severe weather events. Tree 3 (Tract B): The tree is s=ll alive but most of its upper por=on is missing. It does not impact adjacent private property and risk is very low; if it fails some fallen debris might reach the wood fence. Maintain the tree for wildlife habitat. Table 1. However, it is in good condi=on and health at this =me. Follow-up inspec=ons should occur following severe weather events. CONCLUSIONS Tree number 1 has a heavy lean into the adjacent private property. Because of this lean tree removal is recommended as soon as possible. Tree number 2 has a moderate lean towards private property but is further away from the wood fence. It is in good condi=on and should be inspected annually and aier severe weather events. Tree 4 is in excellent condi=on; has a slight lean and should be inspected following severe weather events. The most healthiest trees can fail under severe weather condi=ons but represent a low risk of failure under normal weather condi=ons. Tree 1 is recommended for removal because its condi=on will worsen over =me and its severe lean could cause tree failure at any =me, even on the calmest days.
