In accordance with your request, Earth Solutions NW, LLC (ESNW) provided earthwork
observation, compaction testing, geotechnical consulting services, erosion control observation,
and stormwater testing at the subject site. ESNW previously prepared the referenced
geotechnical documents for this project. As part of the overall preparation of this letter, the
referenced civil plan set was reviewed. The attached field reports documenting earthwork
observations and testing completed by ESNW representatives during construction were also
reviewed.

Services provided by ESNW included on-site observations, compaction testing, geotechnical
consulting, erosion control observation, and stormwater discharge testing from September 9,
2022 to June 22, 2023. During this time, ESNW representatives visited the site to observe
earthwork activities; rockery and Keystone wall construction; utility trench backfill; construction of
the on-site stormwater facilities; preparation of curb, gutter, sidewalk, and pavement subgrade
areas; placement and compaction of hot-mix asphalt (HMA) for final road surfacing (on-site
roadways and the off-site frontage area); and structural fill placed throughout structural areas of
the site. ESNW representatives also observed and documented site temporary erosion control
measures.
ESNW representatives conducted 75 field density tests in accordance with ASTM Test
Designation D6938 (Nuclear Gauge Method). Five representative soil samples were returned to
our laboratory for analysis of the maximum dry density (MDD) and optimum moisture content in
accordance with ASTM D1557 (Modified Proctor). Field density testing indicated adequate
compaction of at least 95 percent of the MDD was achieved at tested locations of structural fill
placed in building lots; road, curb, and sidewalk areas; utility trenches; rockery and retaining wall
backfill zones; and throughout structural areas of the site.
The observed native cuts and tested building pad fill areas were confirmed to be dense and
considered suitable for an allowable soil bearing capacity of 2,500 psf (as recommended in the
referenced March 2021 geotechnical study). In this respect, the prepared building pad areas are
considered suitable for foundation support of the new residential building structures.
ESNW observed the overall stability of temporary cuts during the construction of project-related
rockeries and retaining walls. Temporary cuts performed as intended during the duration of
construction activities.
A native cut rockery was constructed along the north and northeast site boundaries to support
new lot grades and the transitions between neighboring off-site properties. The overall height of
the constructed rockery ranged between approximately four to five feet (or less). ESNW
representatives observed competent and stable native soil exposed at the temporary rockery cuts
and keyway areas. ESNW representatives confirmed the keyway areas and soil cut along the
rockery alignment to be suitable for support of the final rockery configurations. Rockery drainage,
consisting of at least 18 inches of quarry rock backfill and a four-inch-diameter, perforated
drainpipe, was placed behind each rockery segment.

A tiered MSE Keystone Compac block retaining wall was constructed at the south and southeast
portions of the site. The Keystone MSE wall was constructed with a total exposed height on the
order of 10 feet (or less) to support the new lot grades established at the southeast portion of the
site. ESNW representatives confirmed the keyway areas and soil cut along the retaining wall
alignments to be suitable for support of the final wall configuration. The foundation subgrade soil
for the tiered wall system was observed to be dense prior to placement and compaction of the
crushed rock leveling course. A four-inch-diameter, perforated drainpipe was placed behind the
wall blocks at the foundation subgrade elevation and the upper (tiered) wall segment. ESNW
representatives observed the placement of geogrid (Miragrid 5XT) in accordance with the
strengths, lengths, orientation, and intervals specified by our geotechnical recommendations and
on the referenced wall design. A free-draining rock filter zone consisting of suitable clean crushed
rock was placed directly behind the Keystone Compac blocks in accordance with the approved
plans. The tiered MSE Keystone wall system was observed to have suitable batter and toe bury.
Site observations and field density test results indicate acceptable levels of compaction were
achieved during the placement of MSE backfill.
ESNW observed curb, pavement, and sidewalk subgrade areas to be dense, stable, and suitable
for final concrete or asphalt surfacing. ESNW representatives observed the placement of suitable
imported soil used for the treatment liner below the on-site permeable HMA roadway (Road A)
areas. Infiltration and laboratory testing confirmed stable soil characteristics of the road treatment
liner subgrade. ESNW representatives observed placement of at least 12 inches of suitable
angular crushed ballast rock reservoir material placed as part of the preparation of permeable
pavement base course. The observed soil conditions and overall construction methods were
observed to be consistent with the approved plans and overall design for permeable pavement
areas. ESNW representatives observed the final subgrade conditions at roadway areas to be
firm and unyielding during a proofroll with a loaded dump truck. Density test results indicated a
relative compaction of at least 92 percent of the provided Rice value was achieved at tested
locations of HMA areas.
ESNW representatives observed suitable sandy native soil exposed below the design subgrade
of individual-lot infiltration drywell areas. Localized over-excavations were completed, as
recommended by ESNW representatives, to advance the bottom of the drywells at least 12 inches
into suitably well-drained native soil deposits (advance outwash) at depth. Based on visual
observations, laboratory analyses, and prior infiltration testing completed on site, suitable soil
conditions to support the infiltration design were observed by ESNW representatives during
construction of the drywells at each lot. The stormwater drywell (infiltration) facilities were lined
with filter fabric at the sides, backfilled with washed rock, and filter fabric was placed atop prior to
placing cap-fill to establish final lot grades. The observed drywells were installed in general
accordance with the approved plans and the geotechnical recommendations previously provided
by ESNW.
ESNW representatives observed the erosion control measures to perform as intended during
construction. Erosion control measures were modified as needed during construction and were
maintained in general accordance with the recommendations of ESNW representatives and the
construction stormwater permit for the project.

construction was accomplished in general accordance with the project plans and the geotechnical

At the client’s request, ESNW rep was on site to observe wall keyway.
Wall Keyway
While on site, ESNW rep observed that contractor had used a medium sized excavator to cut wall keyways
throughout the site. Rep used a ½-inch-diameter steel rod to probe the keyway in the northern half of the
site and observed very dense, firm, and unyielding soil conditions, considered suitable for support of the
proposed wall.
ESNW rep will return to observe earthwork activities when requested by client.

Compaction Testing of Lots 1-8:
Upon arrival, ESNW rep observed the contractor had cleared the vegetation and had leveled the site
according to plans. Contractor relayed that the drum roller was waiting on repairs, so compaction of the surface layer was not ready to be tested. ESNW rep tested the lifts below subgrade and found that the
moisture level was below optimal. ESNW rep recommends moisture conditioning (adding water)
and re-compacting. ESNW rep will return as requested by client for further observation and testing.

had re-compacted the top lift. ESNW rep tested the lifts at and below subgrade and found that the
moisture level was slightly above the optimum water content. ESNW rep will return after the weekend
for further testing and observation, as requested by the contractor.

re-compacted the top lift with a vibratory drum roller after adding moisture per ESNW recommendation.
ESNW rep tested the lifts at and below subgrade and observed compaction of 95 percent or
more (modified MDD) at the locations below. ESNW rep will return as requested by client for further
observation and testing.

As requested by the client, ESNW rep was on-site for a site meeting regarding the construction of the rockeries. While on-site, the following was discussed:
Site Meeting:
Upon arrival on-site, ESNW rep met with the following parties to discuss site expectations and scheduling:

The following topics were discussed:
- Wall construction (rockeries and modular block walls) shall be consistent with approved ESNW design.
Rockery and modular block wall heights and locations shall be consistent with the approved civil plans and
surveying/staking. - Rockeries will be constructed within the northern site half.
- Modular block walls will be constructed within the southern site half.
- ESNW rep will probe the base of rockery sections today, September 23, 2022.
Rockery:
While on site, contractor was observed using a medium-sized excavator to cut and grade the rockery
keyways within the northern site half. Rep used a ½-inch-diameter steel rod to probe various keyway
areas and observed dense, firm, and unyielding soil conditions, considered suitable for support of the
proposed rockery. Rep observed contractor place base boulders for the rockery. See image below.

modular block wall.
Modular Block Wall:
ESNW rep observed contractor used a medium sized excavator to cut and grade the rockery keyways
throughout the site. Contractor relayed that further compaction was achieved on keyway using a
vibratory drum roller. Rep used a ½-inch-diameter steel rod to probe the keyway and observed the
subgrade to be very dense, firm, unyielding and suitable for support of the proposed block wall.
Rockery:
Rep observed contractor place a 6-inch lift of 2- to 4-inch quarry spalls for the rockery base course, and
then place boulders for the rockery. Rep observed a 4-inch-diameter perforated drain pipe behind the
first course of boulders. Behind the rockery face and over the drain pipe, rep observed contractor use a
large excavator to backfill with 2- to 4-inch quarry spalls.

Modular Block Wall:
ESNW rep observed contractor used a medium sized excavator to cut and grade the rockery keyways
throughout the site. Contractor had begun stacking blocks along the south perimeter of the site. Rep
observed that Miragrid 5XT had been installed at a height of 2 blocks, but the tensile strength was
parallel to the face of the wall rather than perpendicular. See photo 1. ESNW rep recommends
reinstalling the geogrid perpendicular to face of the wall per the approved plans.
Rockery:
Rep observed contractor continue construction of rockery and place a 6-inch lift of 2- to 4-inch quarry
spalls for the rockery base course, and then place boulders for the rockery. Rep observed a 4-inch
perforated drain pipe behind the first course of boulders. Behind the rockery face and over the drain pipe,
rep observed contractor use a large excavator to backfill with 2”-4” quarry spalls. Rockery now extends
from northeast corner of site to the northwest corner. See photo 2. Contractor relayed that construction
would continue tomorrow with the delivery of more boulders.

on site, the following was observed:
Modular Block Wall:
Upon arrival, ESNW rep observed block wall construction had not continued since last visit. Miragrid
5XT was still installed parallel to face of wall. ESNW rep recommends reinstalling the Miragrid 5XT
perpendicular to face of the wall in accordance with the approved plans.

As requested by the client, ESNW rep was on site to observe construction of the rockery. While on site,
the following was observed:
Modular Block Wall:
ESNW rep observed contractor used a medium-sized excavator to cut and grade the rockery keyways
toward the southeast corner of the site. ESNW rep probed the keyway with a ½-inch-diameter steel rod
and observed dense, firm, and unyielding soil conditions, considered suitable for the support of the
proposed modular block wall. Contractor continued stacking blocks along the south perimeter of the
site. Rep observed that Miragrid 5XT had been re-installed at a height of 2 blocks, with the tensile
strength direction perpendicular to the face of the wall.
Rockery:
Rep observed contractor continue construction of rockery and place a 6-inch lift of 2- to 4-inch-diameter
quarry spalls for the rockery base course, and then place boulders for the rockery. Rep observed a 4-
inch perforated drainpipe behind the first course of boulders. Behind the rockery face and over the
drainpipe, rep observed contractor use a large excavator to backfill with quarry spalls. Rockery now
extends from northeast corner of site to the northwest corner.
ESNW rep will return when requested to further observe earthwork activities.

As requested by the client, ESNW rep was on site to observe construction of the rockery. While on site,
the following was observed:
Modular Block Wall:
ESNW rep observed contractor used a medium-sized excavator to cut and grade the rockery keyways along the east corner of the site. ESNW rep probed the keyway with a ½-inch-diameter steel rod and
observed dense, firm, and unyielding soil conditions, considered suitable for the support of the proposed
modular block wall. Rep observed contractor install 5/8-inch-minus crushed rock (leveling course) at the
base of block wall. Contractor continued stacking blocks along the east perimeter of the site, with
Miragrid 5XT installed at a height of 2 blocks and the tensile strength direction perpendicular to the face
of the wall.
Rockery:
Rep observed contractor continue construction of rockery and place a 6-inch lift of 2- to 4-inch-diameter
quarry spalls for the rockery base course, and then place boulders for the rockery. Rep observed a 4-

While on site, the following was observed:
Modular Block Wall:
ESNW rep observed contractor backfill 2–4-inch clean crushed rock above the drain pipe. Filter fabric
was then installed above the clean rock and drain pipe. Rep observed contractor backfill 12 inches of
native silty sand soil along the south portion of the modular block wall and use a medium-sized
drumroller to compact the lift. Upon return to site, ESNW tested the compaction and found that moisture
levels were below optimal. ESNW rep recommends adding moisture and re-compacting with
drumroller. Contractor relayed that modular wall construction would continue October 7, 2022.
ESNW rep will return to retest moisture content and compaction.

Modular Block Wall Installation:
Upon arrival, ESNW rep observed contractor had placed clean rock directly behind the face of the block
wall and installed Miragrid 5XT at lengths of 6 feet. Native soil was placed as wall backfill in an
approximately 12-inch loose lift. This lift had not yet been compacted at the time of the site visit. ESNW
rep will return to test compaction of top lift and retest compaction on lower lifts. See image below.

Upon arrival, ESNW rep observed contractor had compacted the top lift with a vibratory drum roller and
a jumping jack. Contractor excavated down 2 feet in 2 sections along the south wall to retest (test pit)
the lower lifts. Density tests indicate adequate compaction of at least 95 percent of the modified
proctor at tested locations. See below for tested locations.

As requested by the client, ESNW rep was on site to observe and test sewer trench backfill on Aberdeen
Ave NE. While on site, the following was observed:
Modular Block Wall Observations:
Upon arrival, ESNW rep observed contractor had installed the drainpipe for the upper south wall after
the first row of blocks. Drainpipe was embedded in clean crushed rock and covered with filter fabric.
Rep observed contractor install Miragrid 5XT in 6-foot sections after the second row of blocks. See
image below.
Sewer Installation and Backfill Observations:
ESNW rep. observed the contractor excavate a trench for the sewer installation. The trench subgrade
was observed to be firm and unyielding. ESNW rep. observed the contractor backfill the sewer with 5/8-inch crushed rock in even lifts. Each loose lift was compacted using a jumping jack. Compaction test
taken indicates adequate compaction of at least 95% was achieved at the specific test location.
See map below for approximate test location. Contractor relayed that trench backfill will continue
tomorrow, November 23.

As requested by the client, ESNW rep was on site to observe and test sewer trench backfill on Aberdeen
Ave NE and wall backfill. While on site, the following was observed:
Modular Block Wall Observations:
Upon arrival, ESNW rep observed contractor had finished backfilling the east modular block wall. Each
loose lift was approximately 18 inches and composed of native silty sand. Compaction was achieved with
a vibratory drum roller and a jumping jack. Compaction test taken indicates adequate compaction of
at least 95% was achieved at the test locations. See map below for approximate test locations.
Sewer Installation and Backfill Observations:
ESNW rep observed the contractor install a sewer manhole and install 8-inch-diameter green sewer
pipe. Rep probed the base of the trench and found base to be firm and unyielding. Once installed,
contractors used 5/8-inch minus crushed rock as base over the pipe and then as backfill. The trench
subgrade was observed to be firm and unyielding. Each lift was compacted using a jumping jack.
Compaction test taken indicates adequate compaction of at least 95% was achieved at the test
locations. See map below for approximate test locations.

As requested by the client, ESNW rep was on site to observe and test sewer trench backfill on Aberdeen
Ave NE and wall backfill. While on site, the following was observed:
Modular Block Wall Observations:
Upon arrival, ESNW rep observed a portion of the wall in the southeast corner had been washed out. A
small part of the geogrid fabric was exposed. ESNW recommends replacing the free-draining zone (clean rock) behind the retaining wall in this section to ensure the free-draining zone is not impacted by fines/sedimentation as a result of the washout. See image below.
Sewer Installation and Backfill Observations:
ESNW rep observed the contractor continue to excavate a sewer trench along Road A. Rep probed the
base of the trench and found base to be firm and unyielding. Contractor then installed an 8-inch-
diameter green sewer pipe. Once installed, pea gravel was used to bed the pipe, and then native
material was used as backfill. Each lift was compacted using a jumping jack. Compaction tests taken
indicates adequate compaction of at least 95% was achieved at the specific test locations. See
map below for approximate test locations.

ESNW rep observed the contractor continue to excavate a sewer trench along Road A and install 8-
inch-diameter green sewer pipe. Contractor then installed a sewer manhole at the end of Road A. Once
installed, pea gravel was used to bed the pipe, and then native material was used as backfill. Each lift
was compacted using a jumping jack. Compaction test taken indicates adequate compaction of at
least 95% was achieved at the specific test location. See map below for approximate test location.

Upon arrival, ESNW rep observed the section of the modular block wall in the southeast corner that had
been washed out. The sedimented/washed out area had increased since prior site visits. Sediment was
observed at the foot of the wall. ESNW recommends replacing the free-draining zone (clean rock) behind the retaining wall in this section to ensure the free-draining zone is not impacted by fines/sedimentation as a result of the washout. See image below.

ESNW rep observed the contractor excavate an 8-foot-deep trench along Aberdeen Ave NE and install
stormdrain pipe. Contractor then installed a storm drain manhole at the southwest end of the site.
Once installed, 5/8-inch crushed rock was used to bed the pipe and then used as backfill. Each

Sewer Trench Observations:
ESNW rep observed the contractor excavate several test pits approximately 3 feet in depth above the
installed sewer pipe and side sewers. ESNW observed moisture conditions had improved since last tests
on sewer backfill. Compaction test taken indicates adequate compaction of at least 95% was
achieved at the specific test locations. See map below for approximate test location.

Storm Drain Installation Observations:
ESNW rep observed the contractor continue to excavate a trench along the north side of Road A at a
depth of 4 feet and install storm drainpipe. Once installed, 5/8 crushed rock was used to bed the pipe.
Contractor relayed that they would not be ready to backfill today and that backfilling would resume the
week of December 19, 2022.

As requested by the client, ESNW rep was on site to observe repair of the modular block wall and
installation of water main. While on site, the following was observed:
Modular Block Wall Repair Observations:
ESNW rep observed the contractor excavate the washed-out area of the block wall in the southeast
corner of the site. ESNW rep observed the contractor take special care while excavating not to damage
the geogrid. Clean drain rock was installed behind the block wall, and then the wall backfilled with native
sand, bringing the area back to grade. ESNW rep then observed contractor start building the next tier of
block wall. Crushed rock was placed as base and the first 2 rows of block were installed.
Water Main Observations:
While on site ESNW rep observed the contractor excavate a 4-foot-deep water main trench along Road
A. Rep observed contractors install the pipe. Rep was informed that the contractor would not be
backfilling trench today. Contractor relayed that waterline construction would continue next Thursday (12/29/2022).

storm line backfill. While on site, the following was observed:
Modular Block Wall Repair Observations:
ESNW rep observed the contractor had continued constructing the second tier of block wall along the
south end of the site. Contractors lay drainpipe in clean rock and covered the pipe with filter fabric.
Geogrid was placed after the second block at the correct length and in the proper orientation. Backfill
was placed under the geogrid to raise grades (per plan), but the backfill had yet to be compacted at the time of the site visit. ESNW rep will return to observe and test backfill compaction when construction of
wall continues, as requested. See below for image.
Storm Drain Connection Observations:
While on site, ESNW rep observed the contractor excavate a 4-foot-deep storm drain trench across
Aberdeen Ave NE. Rep observed contractors lay the pipe in 5/8-inch crushed rock and backfill with two
12-inch loose lifts. Compaction was achieved using a vibratory hoe-pack. Tests were taken at subgrade
due to the shallowness of the pipe. ESNW rep observed contractor had achieved minimum
compaction standards of 95% of the modified proctor value in tested locations. See below for
approximate test locations.

Modular Block Wall Repair Observations:
On Lot 5, ESNW rep observed a small section of the base of top wall that had been washed out.
ESNW recommends removing the 2 layers of blocks and repairing the base with at least 4–6 inches of crushed rock. The repaired subgrade area should be observed in a firm and unyielding condition (by
ESNW) prior to wall reconstruction. Contractor relayed that the wall was scheduled to be rebuilt next
week (the week of January 23). See below for map and images.

thick lift of imported organic soil. The general contractor used a dozer and vibratory drum roller to grade
and compact the imported organic soil to the specified two-foot thickness. This layer is to serve as a
treatment layer underneath the roadway infiltration system (permeable asphalt). Please see attached

Upon arrival on site, ESNW rep observed the general contractor continued installation of an
approximately one-foot-thick lift of 5/8-inch clean crushed rock in the subgrade of Road A. This is
placed directly atop the approximately two-foot-thick layer of imported organic soil. The general
contractor was using an excavator and vibratory drum roller to grade and compact the 5/8-inch clean
crushed rock into place.
Additional site observations:
While on site, ESNW rep was asked to probe the sidewalk subgrade along Aberdeen Ave NE. ESNW
rep used a ½-inch-diameter steel rod to probe the soil. ESNW rep noted firm and unyielding density in
sidewalk subgrade. This is suitable for the proposed planned side walk. Please see attached picture
and map bellow.

Road A Sub Grade:
Upon arrival on site, ESNW rep observed the general contractor continuing to install the 5/8-inch clean
crushed rock in road A subgrade. The general contractor was using a large excavator and a vibratory
drum roller to grade and compact the 5/8-inch clean crushed rock. The 5/8-inch clean crushed rock will
be a 1-foot-thick layer over the 2-foot-thick organic soil liner in road A subgrade. ESNW rep also marked
out 3 locations where the rock will be removed to perform an infiltration test the following day. Please

As requested by the client, ESNW rep was on site to observe a proof roll on Road A. While on site, the
following was observed:
Road A Proof Roll:
Once on site, ESNW rep was asked to observe a proof roll of Road A prior to curbside concrete pour.
ESNW rep observed a large backhoe weighing approximately 11 tons roll over the 5/8-inch rock
subgrade and observed for indications of deflection. Some deflection was observed, and ESNW rep
recommended the contractor re-compact the subgrade. Contractor used a large vibratory drum roller to re-compact the subgrade, making multiple passes, and the proofroll was re-attempted. No significant deflections were observed during the second proofroll, and the subgrade was considered suitable for the
proposed curb placement. Please see attached pictures and map bellow.

retaining wall backfill. While on site, the following was observed:
South Retaining Wall:
Upon arrival on site, ESNW rep obtained several density tests along the South retaining wall. The in-place material (brown silty sand) had been compacted with a large vibratory drum roller and in some
places with a hoe-pack. After taking the density tests, ESNW rep noted that all locations tested were at
least 95% of the modified proctor value. Please see map and table below.

ESNW rep was on site to observe and test modular block wall. While on site, the following was observed:
ESNW rep observed wall contractors had previously completed the second tier of modular block wall on
the south and east sides of the site. Rep observed geogrid had been installed in the correct orientation
behind the 2nd and 4th block rows. Each row was backfilled with an at least 18-inch-wide column of clean
crushed rock and compacted with a vibratory plate compactor. Backfill consisted of sandy native material
that was compacted with a vibratory compactor. Compaction tests indicated an adequate compaction
of at least 95% of the maximum dry density of the modified proctor at tested locations. See map
below for approximate test location.

ESNW rep was on site to observe and probe sidewalk subgrades. While on site, the following was
observed:
Sidewalk Subgrade:
ESNW rep was asked to observe and probe the subgrade of the sidewalks on site. The subject sidewalks were two sidewalks parallel with Road A, with the north end sidewalk jogging to follow
Aberdeen Ave NE. ESNW rep used a ½-inch-diameter steel rod to probe the sidewalk subgrade before
concrete is to be poured. ESNW rep observed medium dense conditions in probed locations, which are considered suitable for concrete placement. Please see attached pictures and map bellow.

ESNW rep was on site to observe installation of drywells on property lots. While on site, the following
was observed:
Drywells:
Once on site, ESNW rep was asked to observe the installation of drywells on each of the 8 building lots:
4 on the North lots and 4 on the South lots. Each drywell is to be lined with fabric on the sides and top
before being filled with 2 feet of 1 ½ inch washed rock. Each drywell was observed to expose brown to
tan sandy material (native poorly graded sand) within the excavation. Each drywell is approximately 5 feet by 15 feet (area), with a variable depth of 5.5 feet to 6.5 feet. In general, ESNW rep observed the drywells being constructed in accordance with the approved plans and our geotechnical recommendations. Please see attached pictures and map below.

Drywell Completion:
Once on site, ESNW rep was asked to observe the completion of dry wells on each of the 8 building
lots: 4 on the North lots and 4 on the South lots. Each drywell is to be lined with fabric on the sides and top before being filled with 2 feet of 1 ½ inch washed rock. Then, filter fabric is to be installed over the
washed rock before being backfilled with native material to subgrade. Each drywell is approximately 5 feet by 15 feet (area), with a variable depth of 5.5 feet to 6.5 feet. In general, ESNW rep observed the drywells being constructed in accordance with the approved plans and our geotechnical recommendations. Please see attached pictures and map below.

Pervious Pavement
Prior to arrival, contractor placed two lifts of porous asphalt, approx. 3.25 inches each, directly on
permeable base. ESNW rep observed the contractor compacting the asphalt using dual medium
vibratory drum rollers and small plate compactors near concrete sidewalks.

ESNW rep was on site to observe and test Hot-Mix Asphalt (HMA) overlay of Aberdeen Avenue NE.
While on site, the following was observed:
Paving:
ESNW rep arrived on site and observed contractors were in the process of grinding Aberdeen Avenue
NE to intended subgrade for paving. Upon completion of grinding, ESNW rep observed contractors
begin laying approximately 2-to-3 inches of HMA and compacting with a vibratory double-drum roller.
Compaction testing indicated contractor had achieved at least 92% of the Rice value where
tested (See figure and table 1).

ESNW rep. was on site to observe and test the asphalt placement.
ESNW rep. observed asphalt placement and compaction with dual drum rollers on Aberdeen Ave NE.
Density tests were taken by ESNW rep. shortly after rollers cleared the test area and showed an
adequate compaction of at least 92% of the Rice value supplied by the contractor. The asphalt was
placed in an approximate 2-inch lift. Approximate test locations are noted on page 2.

At the contractor’s request, ESNW rep was on site to perform infiltration testing on the organic treatment
liner underlying Road A at the site.
Treatment Liner:
While on site, ESNW rep performed confirmation infiltration testing within the imported treatment liner
material underlying Road A on the subject site. The infiltration confirmation testing was completed in
general accordance with the 2017 Renton Surface Water Design Manual (2017 RSWDM). Three
separate EPA falling head infiltration tests, spaced relatively evenly apart, were simultaneously
conducted within the upper 6 inches of the treatment liner material. Results of the testing confirmed an
average infiltration rate of 1.6 in/hr within the treatment liner material. Based on 2017 RSWDM
requirements, the imported organic soil exhibits an acceptably low infiltration rate to function as a
treatment liner, as it is less than the maximum allowed rate of 2.4 in/hr.
Laboratory test results analyzing the cation exchange content (CEC) and organic matter (OM) content of
the imported organic soils were provided by the material supplier/source. The supplied test results are
listed below:

Based on the 2017 RSWDM, the tested treatment liner meets the design criteria for an amended or
imported soil, with a minimum CEC of 10 meq/100 g (upper 8 inches) and minimum OM content of 1%.
Confirmation infiltration testing and laboratory results indicate the imported organic soil has been placed
in a manner to be considered suitable for use as a treatment liner underneath Road A.
ESNW will return upon request.
