Dear Ms. Schliep:
On March 4, 1988, you made an application with this office for site plan approval for the
construction of a two story office building that was to serve Pasha Enterprises, owner of the
McDonalds Restaurant directly to the east of the subject site. On March 21, 1988, we wrote
you a letter stating that our staff had conducted a preliminary review of the application and
determined that it was not acceptable and that additional information would need to be
submitted in order for us to continue with our review (see copy of attached letter). We then
followed up with a meeting between you and Ronald Nolten of your office and Jerry Lind and
myself of this office. At this meeting, we discussed the issues of this letter and design options
for the development.
To date, we have not received any of the additional information requested from you in respect
to this application. Unless we hear from you by February 17, 1989, we will be forced to
dismiss this application. Is it your intention to continue with this application or to withdraw
the application?
As a final note, you should remember that there is a restrictive covenant that was imposed with
this property when it was rezoned to Office Park. This restrictive covenant stated that the
zoning would revert back to its original zoning classification of R-3, Residential Multi-Family
if specific development plans were not submitted to utilize the O-P zoning. Unless we receive
the requested information in the time noted above, we will have no other choice but to begin
the process:to revert the zoning back to its original zoning classification.

Dear Ms. Schliep:
City Staff have begun the preliminary review of your Site Plan for an office park structure
at 4409 Sunset Blvd. N.E.
In order to proceed with review of this application seven copies of the following materials
must be submitted:
1. An Environmental Checklist which includes responses to each
question listed; the City cannot accept an incomplete form.
2. A site plan map which includes:
a. depiction of ingress and egress points
b. a complete landscaping plan (See Section 5 of this
letter)
c. depiction of easements for access, utilities, etc.
d. depiction of neighboring property to the east
(McDonald's restaurant site) and connecting points
between both properties.
3. A plan for ensuring that water runoff into Honey Creek is
controlled with respect to quantity and is filtered to prevent
impurities from entering and contaminating the stream.
4. A revised narrative statement which provides complete
information concerning plans to meet development standards
for office park zone as established in the City's zoning code
(e.g. bldg., height, setbacks, parking, access).

5. A revised landscaping plan which is drawn precisely and to
scale. The design concept around the site needs to be
enhanced and related to the McDonald's restaurant abutting
the site to the east. Plant materials proposed need to be
increased in the existing planting areas and added to the area
west of the building. Also, there are several stands of mature
trees at the site that have been overlooked and should be
incorporated into the overall design. We recommend that you
hire a professional landscape architect to assist you in regard
to this matter.
Before you submit these materials, we would suggest that you contact our office at 235-2550
and make an appointment to meet our staff to review design options for this development.

PROJECT NARRATIVE
•
The proposed site for the construction of a two-story
40 ' x 120 ' building is located at 4409 N.E. Sunset Blvd. ,
approximately one-half mile east of the Renton Highlands.
The lot has access to Sunset Blvd. from the north property
line.
The building will consist of office and storage space
with a primary tenant being Pasha, Enterprises, owner of
the McDonald's restaurant business directly east of the site.
The office park structure is planned to compliment the
McDonald' s building in color and design and will be con-
structed of a steel framing system with slump block, stucco,
and glass exterior. The present color scheme of the restau-
rant is popcorn beige painted block with seafoam blue-green
trim and brown mansard roofing detail . Prospective planning
includes using this color scheme as well as continuing the
low-intensity light standard system found on the McDonald's
property, throughout the office park site. By locating
the proposed building towards the back of the lot, efforts
are being made to make it as unobtrusive as possible and
yet flatter the neighboring site by creating a campus
atmosphere. Traffic conjestion for the single intersection
at Sunset Blvd. and Anacortes -Ave. will be aided by allowing
access to the McDonald' s restaurant through the office
park parking area.
There is currently a cyclone fence with wooden slats
dividing the two lots. The fence will be removed and relo-
cated on the west property line at the edge of the City of
Renton sewer easement. Removal of the fence will make an
open, airy, park-like setting enhanced with evergreen spruce,
pine, rhododendron species, grass, and bark ground cover. -
The south portion of the lot slopes gently to the Honey Dew
Creek. The proposed improvements include landscaping of the
bank and removal of existing debris to further increase the
asthetics of the site as well as adjacent properties.
