S WP-27-2711 11-21-2007 Renton Village Storm System Project Petroleum Contaminated Soil Disposal Subject: Soil Analyses and Disposal Renton Village Storm System Improvement Project City of Renton, Washington Dear Mr. Baker: The City of Renton (City) is replacing the Renton Village storm sewer system, located between South Grady Way and I-405, in the City of Renton (City), Washington (Figure 1). During removal of an existing storm sewer and soils excavation for replacement with a larger culvert, apparent petroleum -affected soils were encountered (Figure 2). HWA GeoSciences, Inc. (HWA) was requested to assist the City with characterization and disposal of these soils. HWA SCOPE OF WORK HWA's scope of work included: • Collecting soil samples from stockpiled soils and trench excavations at the project site. • Providing City personnel guidance for periodic soil screening and sampling. • Submittal of soil samples for analysis by NWTPH-Dx for 24-hour rush analysis. • Prepare this summary report. SOIL SAMPLING On September 7, 2007, a truckload of excavated soils from the site was rejected by Cadman, Inc. based on an apparent petroleum detection by PetroFlagTM petroleum screening at their clean soils receiving facility. Petroflag is a semi -quantitative field screening method used to identify a broad range of petroleum hydrocarbons. Gray & Osborne collected a three-point composite stockpile sample of the rejected soils and subsequent laboratory analyses of the sample at Analytical Resources, Inc. (ARI) detected diesel and heavy oil range petroleum hydrocarbons. The affected soils had been excavated from areas underlying an existing storm sewer that was being removed for replacement. Because there was no evidence of historic petroleum use at the site, the source of the petroleum 19730 - 64th Avenue W. was assumed to be from storm water runoff from surrounding parking areas and Suite 200 roadways. HWA assisted the City in selecting a disposal facility and preparing documentation for the petroleum -affected soils. To expedite sample collection and analysis as well as decrease construction impacts, HWA also provided the City with soil sampling guidance for subsequent stockpile and trench sampling. City personnel collected additional stockpile and excavation samples for soils characterization on September 19 and 27, 2007. Soil samples were collected in general accordance with the Washington Department of Ecology (Ecology) Guidance for Remediation of Petroleum Contaminated Soils (Ecology, 1995). Trench sample locations and depths are depicted on Figure 2. All samples were collected using decontaminated stainless steel spoons, and transferred to laboratory -provided glassware, placed in a cooler with "blue ice" and transferred under chain -of - custody protocol to the analytical laboratory. SAMPLE ANALYSES Analytical Resources, Inc of Tukwila, Washington and Fremont Analytical, Inc., of Seattle, Washington, analyzed selected samples for the following analytes by using the following test methods: • Petroleum hydrocarbon screening and identification by method NWTPH-HCID • Total petroleum hydrocarbons (TPH) in the diesel -range extended (method NWTPH-Dx) quantified against diesel, transformer oil, and/or heavy oil standards if any of these petroleum fractions were positively identified. Silica gel/acid cleanup was used to prevent wood debris and other non -contaminant organic material in the samples from affecting analytical results. SOIL DISPOSAL Based on the initial analytical results from September 7 and 12, 2007, HWA assisted the City in selection of alternative soils disposal for petroleum -affected soils. Ecology classifies soils containing petroleum hydrocarbons below 200 mg/kg as `Class 2 soils, suitable for backfill at the original site, fill in commercial or industrial areas or beneath roadways, or cover or fill at permitted landfills (Ecology, 1995). Soils with greater than 200 mg/kg petroleum are classified as `Class 3' soils, and are suitable for backfill at the original site, beneath roadways, cover or fill at permitted PCS landfills, or treatment. Because the excavated soils were either not necessary or suitable for on -site use, the City chose to dispose of petroleum -affected soils through treatment. Lafarge's thermal treatment facility in Seattle, Washington was selected for soil disposal of petroleum -affected soils identified at the site. Soil Disposal Letter 3 HWA GEoSCfENCES INC. November 21, 2007 HWA Project No. 2006-067 Soils determined to be petroleum -affected based on excavation and stockpile sampling were transported to Lafarge's facility by Laser Underground, the City's general contractor. A total of 1008.67 tons of soil were transported to Lafarge between September 24 and October 3, 2007. A summary of Laser Underground's transport and disposal documentations is included as Attachment B. REPORTING Pursuant to MTCA regulations (Chapter 173-340-300 WAC), owners and operators are required to report the discovery of a release of hazardous substances that may pose a threat to human health or the environment. Because petroleum concentrations detected were well below MTCA cleanup levels for unrestricted use, reporting of this site is not likely required. LIMITATIONS The conclusions expressed by HWA are based solely on material referenced in this report. Observations were made under the conditions stated. Within the limitations of scope, schedule and budget, HWA attempted to execute these services in accordance with generally accepted professional principles and practices in the area at the time the report was prepared. No warranty, expressed or implied, is made. Experience has shown that subsurface soil and ground water conditions can vary significantly over small distances. It is always possible that contamination may exist in areas that were not sampled. HWA's findings and conclusions must not be considered as scientific or engineering certainties, but rather as our professional opinion concerning the significance of the limited data gathered and interpreted during the course of the assessment.
