SUBJECT: KENNYDALE LAKEFRONT SEWER IMPROVEMENTS: FINAL PROJECT COSTS
AND EXTRA WORK ITEMS
Dear George:
Attached please find the spreadsheet for the final costs for this project. Each item is shown with its corresponding
final total, the difference between the estimated and actual quantities and the cost differences. The quantities for
each item are based on the contract documents special provisions, Division 18, Measurement and Payment.
The days and hours for cleaning reflect those recorded by the City's inspector, Caroline Barnes of Tetra
Tech/KCM, Inc., during the project. If your hours differ, please submit a detailed report showing which day and
the starting and stopping times during each day.
TV hours and TV barge time are also those that were recorded during the project. The City disagrees with the
statement in your November 24 letter that "the hours for the television truck are valid for supervising the cleaning".
TVing and cleaning were two separate process and have different pay items. As stated in the contract document,
payment for CCTV inspection will be made only while the TV equipment is engaged in TV work.
The following responds to the extra work items as listed in your letter dated October 22, 2003.
No. 1: Dredging at Sites 2 and 3. You state that glacial till and hardpan was not expected nor should it have been
according to graphing received. The graphing provided was for a site that was over a half mile away from Sites 2
and 3. You requested any soil info that the City might have in the area for the basis of your caisson design. When
this information was provided, you were informed that using this information was at your own risk and that a soil
investigation for this project, as also stated in item 22 of the "Instruction to Bidders", had not been performed for
this project. Glacial till and hardpan are common soils found in the greater Puget Sound area. It is for these
reasons that the City denies this request.
No. 2: Pipe failure. This item is approved as requested.
No. 3: Contaminated Dive. This item is approved as requested.
No. 4: Vacuum Truck. 6 days at $1,000/day for a total of $6,000.
Please call me at 425 430-7279 so we can discuss these issues and prepare the proper paperwork.

21. Standard Specifications
All work under this contract shall be performed in accordance with the following standard specifications except as may
be exempted or modified by the City of Renton Transportation Supplemental Specifications, Special Provisions other
sections of these contract documents. These standard specifications are hereby made a part of this contract and shall
control and guide all activities within this project whether referred to directly, paragraph by paragraph, or not.
1. WSDOT/APWA "1996 Standard Specifications for Road, Bridge and Municipal Construction" and "Division 1
APWA Supplement" hereinafter referred to by the abbreviated title "Standard Specifications."
A. Any reference to "State," "State of Washington," "Department of Transportation," "WSDOT," or any
combination thereof in the WSDOT/APWA standards shall be modified to read "City of Renton," unless
specifically referring to a standard specification or test method.
B. All references to measurement and payment in the WSDOT/APWA standards shall be detected and the
measurement and payment provisions of Section 1-09.14, Measurement and Payment (added herein) shall
govern.
22. soils investigation has not been performed for this. The Bidders shall familiarize themselves adequately with the
project site and existing subsurface condition as needed to submit their bid. Upon approval of the City, the Bidder may
make such subsurface explorations and investigations as they see fit. The Bidder shall be responsible for protection of
all existing facilities, utilities and other buried or surface improvements and shall restore the site to the satisfaction of
the City.
23. Bidder's Responsibility
It is the responsibility of each bidder to ascertain if all the documents listed on the attached index are included in
their copy of the bid specifications. If documents are missing, it is the sole responsibility of the bidder to contact
the City of Renton to obtain the missing documents prior to bid opening time.

defects in sewers that are of the same size as the sewers in this project. The tape and
inspection logs will be reviewed to determine if the quality of the CCTV image is
acceptable and if defects were properly identified and documented. Samples shall be
with the same camera and lighting equipment proposed for this work.
10. Spawning Gravel.
2.3 Sedimentation Control
The Contractor shall prepare a Sedimentation Control Plan (SC) which details all measures
that will be implemented to comply with all applicable requirements of the permits issued
for the project and these specifications.
Excavation operations shall be conducted at all times in such a manner as to cause little or
no disturbance or siltation to adjacent waters. The work area at each precast manhole site
and pipeline repair site shall be enclosed by a sedimentation curtain that prevents turbid
water from migrating past the construction limits.
All SC control measures shall be installed prior to any excavation, grading, or pile driving
activities. SC control systems shall remain in place throughout the duration of
construction at each site. The Contractor shall inspect the SC control facilities daily and
maintain the system as necessary to prevent the off -site migration of silt.
2.4 Excavation
The Contractor shall excavate as necessary to construct the improvements shown.
Excavation shall include the digging, scraping, and removing existing native material,
abandoned or interfering utilities, abandoned or interfering structures, logs and debris, and
any other obstacles necessary for the construction of the improvements shown on the
construction drawings.
The lake bottom may contain sunken logs, deadheads, rock and other debris that will need
to be removed to perform the Flush Main Repair and manhole installation. All costs
associated with removal of debris of any description shall be included in the bid items, and
no additional compensation for its removal will be made.
Excavated material shall be deposited at an approved, designated disposal site. No
excavated or dredged material shall be stockpiled on a permanent basis below the
Ordinary High Water elevation.
The Contractor shall obtain all permits for the disposal of excavated materiaL A copy of
all permits and the locations of each disposal site shall be submitted to the Owner.
Available staging area for temporary stockpiling of excavated material has not been
identified. The Contractor is responsible for determining their staging area requirements
and finding an area that meets their needs.

Bid Item 6 is a Contingent Item of Work.
18.7 Bid Item No. 7 — CCTV Inspection
Per hour price shown shall include, but not be limited to the complete cost of providing all
labor, materials and eqwpment necessary to provide CCTV inspection of the 8-inch flush
main pipeline as specified herein. Work includes, but is not limited to: pipeline access at the
new in -lake manhole locations; sewer bypassing; pipeline dewatering and disposal of material;
and CCTV inspection. The per hour cost shall be paid for the time during each working day
that television inspection is being performed.
The per hour price for CCTV inspection will only be paid for those periods where the
sewer line is being actively inspected using closed circuit television equipment. The per
hour television inspection cost will not apply for mobilization and demobilization of
equipment or for the time for accessing the sewer line at the new manhole locations.
Bid Item 7 is a Contingent Item of Work.
18.8 Bid Item No. 8 — Barge Access for CCTV Inspection
Per day price shown shall include but not be limited to the complete cost of providing all
labor, materials and equipment necessary to provide a barge or other floating access for
performing CCTV inspection from Lake Washington. The per day cost shall be paid for
each working day that the barge is being utilized for CCTV inspection. All costs for
mobilization and demobilization of equipment and personnel shall be included in Bid Item
No. 1.
Bid Item 8 is a Contingent Item of Work.
18.9 Bid Item No. 9 — Flush Main Repair
Per each price shown shall cover the complete cost of providing all labor, materials and
equipment necessary to replace short pipeline segments as detailed on the Plans and
specified herein. Work includes, but is not limited to: locating existing hole in flush main
near property address 3825 Lake Washington Boulevard; sedimentation control; barge access;
sewer bypassing; removal and disposal of debris and lake bottom sediments at repair
locations; pipe segment replacement as detailed on the Plans. Flush Main Repairs are
currently required at one location as shown on the Plans. The Contractor shall assume that
up to three (3) additional repairs will be required at other locations based on the results of the
television inspection.
Bid Item 9 is a Contingent Item of Work.
18.10 Bid Item No.10 — Spawning Gravel
Per square foot price shown shall include, but not be limited to the complete cost of
providing all labor, materials and equipment necessary for providing Spawning Gravel
adjacent to the Site 1 Manhole site as shown on the Plans and specified herein. Work
includes, but is not limited to barge access, removal and disposal of lake bottom debris at
the gravel placement location and providing a 12-inch depth of gravel material. Payment
shall be per square foot of spawning gravel in place.

being there over the weekend. BWM worked approx 5 hours. City turned of FM pumps for
remainder of weekend.
7:00 Ron Shafer called me while I was in transit - City needs to shut down the job while Ihey use
vactor from cleanout downstream of site 3. Larry and George working out details of proposal
to use 11.5 degrea bends to make connection to MH. CB confirmed with Jeff L that bends
will very likely not be approved by the City. JL to check with John H.

late in the day to call crews in to reset the timpir Pumps are scheduled to come on at 7 PM
and tum off at 6:30 AM. Ron sent report to John H. -saying plugging problem was not due to
the Contractor, it was simply that the system is sensitive to changes in the pumping
schedule. I directed BW to be more careful when pipes are open to avoid gelling material in
them. BW will put buckets over cut ends.

Dear Jeff;
Through the back and forth discussions we've had over the last month, I've had further
conversations with. Pro -Vac and it is felt by my subcontractor and myself that the City of
Renton should be responsible for all hours effective September 23, 2003. We feel this is
because on the 23t of September the City of Renton began to dictate where and which
direction our cleaning efforts were to be executed. We farther feel that the hours listed
for the television truck are valid for supeiwising the cleaning process.
Nomnany in a cleaning situmon with a solo thick supervis a would be remotrucktely
our
handled. Furthermore, there was need for additional pumps water the is not a part of
companies incurred extra expense in travel. As you are well aware,
this the project that is high profit for Blackwater Marine or Pro -Vac. We are not looleing to
stiff the City: of Renton, but we do feel we should be allowed to cover our costs. The
travel pay, we believe, is a valid charge due to the number of vehicles used ontthe eprroject.
If we can come to an agreement on the previous item, we would be willing g y
claims for travel.
In closing, I fully understand the language of the contract as to payment for cleaning
services, but we feel the actions of the City invalidated the language in the contract and
we should be compensated for.that.

The glacial till and hard pan was not
expected nor should it have been according to graphing received by our company. This
resulted in two extra days of dredging to be performed by Blackwater Marine utilizing
the following equipment and personnel:

surface that had apparently fallen from its connection to the y spool piece. This is not as
it should be and caused a change of conditions.
A diver had to go in and disassemble the old fitting. We sent somebody up to Snohomish
to get the mega lug follower. The crane dredged the area to install the new mega lug
follower and new pipe. We then had to align the new pipe to the vault and jet the
elevation for the new work.
We had a diver in the water until 2100 assembling and tightening all connections. This
caused 6 hrs of extra work on overtime.

to prevailing wage standards and rules we are required to pay an 8 hr. min. to our
employees)

Friday NIGHT MAL CALLED & INFORMED ME THAT THE OWNER AT COLEMAN POINT LET HIM
KNOW THAT THE M/H WAS OVER FLOWING. MAL CALLED ME AND I DIRECTED HIM TO DO THE
FOLLOWING. SHUT DOWN THE FLUSH STATION ASSESS THE FLOODING. THEN CALL ME BACK
MAL REPORTED THERE WAS MINER OVERFLOW OUT THE C/O AND THEN WAS INSTRUCTED TO
CALL THE CONTRACTOR. THEY MET Saturday MORN AND THE DIVER WENT AND CHECKED THE
LINE THEY SECTIONED. IT SEEMED OK. MAL WAS GOING TO TURN ON THE FLUSH STA AGAIN
AND I TOLD HIM NO LEAVE IT OFF FOR THE WEEKEND. TO DAY WE CALLED THE INSPECTOR
AND TOLD HER THAT I WAS GOING TO SHUT DOWN THERE WORK UNTIL WE HAD A CHANCE
TO RECLEAN THE LINE AND GET THE FLUSH STATION BACK ON LINE. WE CANNOT TAKE THE
CHANCE OF FLOODING ANY HOUSES ALONG THE LINE. I HAVE ALSO CALLED JOHN HOBSON
AND LEFT A MSG. WITH. WE ARE ALSO MOVING THE BARRICADES FOR BARBIE MILL TO
ACCESS THE LIFT STATION FOR CLEANING.

The City is in the process of installing three (3) manholes over its existing sanitary sewer main
located in Lake Washington. These manholes will project up three (3) feet from the bottom of the
lake. All of the manholes are designed to have a buoy attached to alert people of their preserve.
A property owner adjacent to one of the manholes is requesting a buoy not be installed on one of
the manholes for aesthetic purposes. This manhole is located on the property to the north of this
citizen. When Lake Washington is at its lowest winter level, it will be approximately 5.8 feet
from the lake surface to the top of this particular manhole. We have checked with the Coast
Guard and they do not require a buoy on this structure in this location. I told the property owner
that I would check with the City Attorney concerning the liability of not installing a buoy on this
manhole.

Jeff will keep John Hobson informed of project progress and issues that need City of Renton
input and resolution.
2. Caroline Barnes will be the Construction Manager and will be on site full time during
manhole installation, sewer cleaning and CCTV inspection. The Contractor will provide
Caroline access to the barge for inspection.
3. All correspondence between the Contractor and TtfKCM should go through George Lulham.
George will be the project superintendent.
4. Each submittal should have its own submittal transmittal sheet. Copies of the form were
provided to the Contractor.
5. The first submittal was turned in at the meeting. It includes a partial submittal of the precast
shop drawings.

6. Blackwater and Ramm-EX are still investigating a material supplier for the miscellaneous
metal items for the precast manholes. Costs for the stainless steel items for the manholes
came in higher than expected. They anticipate resolving this issue in the next two days. The
Contractor will absorb any additional costs for the stainless steel items.
7. Conversations with the Corps of Engineers and WDFW regarding installation of sheet pile
cofferdams at the Site 2 and Site 3 manhole locations have been promising. Tt/KCM will
submit a letter to the Corps advising them that the Contractor will install the temporary
cofferdams unless advised otherwise by the Corps.
8. The cofferdams will be 10'x20' in area. Blackwater is having a submittal prepared that will be
stamped by a professional engineer.
9. Ron suggested that the property owners along the lake are contacted about the construction
schedule and the cofferdam installation. Tt/KCM will prepare a door -hanger and distribute to
the approximately 50 residents.
10. Submittal review and fabrication of the precast manholes is the most critical item on the
schedule. Blackwater estimates that it will take another six weeks to complete fabrication of
the manholes. They hope to have installation complete by September loth. The latest
installation can be completed is September 30th per the HPA permit.
11. Blackwater displayed a sample of the float system for their sedimentation curtain. The
permits issued for the project do not dictate a specific curtain material that must be used.
Blackwater will choose the appropriate material to ensure there is no migration of silts outside
of the work area.
12. Blackwater would like to install the permanent support piles for the precast manholes using a
vibratory hammer rather than an impact hammer. They would like to install the piles to a 15-
foot penetration depth. Blackwater will submit an RFl and Jeff will verify whether or not this
is acceptable.
13. Ron is concerned with how the Contractor plans to keep lake water out the existing flush main
and overwhelming the lift station during manhole installation. Larry noted that the manholes
at Sites 2 and 3 will be installed in the dry, and this should not be an issue. At the Site 1
manhole location, the Contractor is estimating it will take lees than an hour to install a
temporary bypass of the flush main. Ron will check to see whether there is a valve at the lift
station that can be closed while the bypass is installed. Ron estimates that the flush main can
be plugged for up to two hours at the lift station before there is a threat of backups.
14. Ron informed the Contractor that the isolation valve to 3217 Mountain View Blvd. must be
closed any time work is being performed on the flush main. There is a high risk of backups at
this residence because the lower floor elevation at this residence is below the lake level.
15. Pro -Vac inquired whether the City had kept any records of line pressures and/or flow rates.
Ron will check and then forward any information to Pro -Vac.

17. Blackwater anticipates mobilizing a barge to the site on August 15th.
18. The importance of verifying the flush main location at the Site 2 and Site 3 manhole locations
was discussed. Blackwater will verify the location of the pipe within the next two weeks.
19. A signed contact should be in place by Wednesday July 91h.
20. The City will send out a procedural letter to the Contractor addressing monthly payments.
21. Blackwater will verify completed quantities with Caroline before submitting payment requests
to the Citv.

Liability for underwater obstructions is mostly premised on whether the obstruction is natural or
man-made. If the obstruction is man-made, there is a duty to warn of the obstruction. I am sure
that is the basis for the buoy. A property owner's objections to a buoy should not overcome the
City's legal responsibilities to warn of the underwater obstruction.
