Do you operate a Radio system under Part 90?
Take Note!
FCC Refarming activity began in 1996 and is soon coming to fruition.
What is Refarming? This is a term referring to the reorganization of the Spectrum below 800
MHz with the goal of creating additional frequency channels. This comes at the expense of
narrower channel bandwidth for current licensees however.
So, if you are now operating 25KHz equipment on the old 25 KHz channels, you
have until January 1, 2013 to convert to Narrowband equipment!
Here is the timetable to follow:
• January 1, 2011 — All new applications for frequency assignments must have a maximum
bandwidth of 12.5 Kilohertz.
• January 1, 2011 — All modifications to existing licenses that expand the service contour
of existing licenses must have a bandwidth of 12.5 KHz or less
• January 1, 2011— ALL manufacturing of 25 Kilohertz capable equipment is to cease.
• January 1, 2013 —ALL current licensees must be fully operational on 12.5 Kilohertz
equipment.

What This Means To Users
All existing Part 90 radio systems operating on frequencies between 150-512 MHz have 5 years to
convert those systems either to 12.5 kHz bandwidth or to a technology that provides one voice path per
12.5 kHz of bandwidth or provides a data rate of 4800 bps/6.25 kHz.
12.5 kHz Conversion Deadline for Existing VHF/UHF Systems
• January 1, 2013 - Industrial/Business Pool licensees conversion deadline.
• January 1, 2013 - Public Safety Pool licensees conversion deadline.
o After this date, all systems must have converted either to 12.5 kHz bandwidth or to a
technology that provides one voice channel per 12.5 kHz or operates at a data rate 4800
bps per 6.25 kHz of bandwidth.
Interim Deadlines for VHF/UHF Systems & Equipment
• January 1, 2011 - New applications for 25 kHz bandwidth will be accepted until this date.
o After this date, applications for greater than 12.5 kHz bandwidth will be accepted only if
the equipment meets the efficiency standard of one voice channel/12.5 kHz bandwidth or
4800 bps/6.25 kHz (9600 bps for 12.5 kHz; 19.2 bps for 25 kHz)
• January 1, 2011 - Modifications of existing 25 kHz systems will be accepted until this date.
o After this date, applications to modifications to 25 kHz systems which result in an
expanded service contour will be accepted only if the equipment meets the efficiency

• January 1, 2011 - 25 kHz equipment can be manufactured and imported until this date.
o After this date, equipment operating at greater than 12.5 kHz bandwidth must meet the
efficiency standard of one voice channel/12.5 kHz bandwidth or 4800 bps/6.25 kHz.
• 90.2030) has been amended to allow certification of equipment operating at 25 kHz after January
1, 2005 if it meets the efficiency standards listed above. Effective date of 90.203(j)(5) has been
stayed until the FCC releases a decision on the Manufacturers Petition for stay. (See next article).
The FCC also revised its rules to exempt Part 90 paging -only frequencies from the narrow -banding
requirements.
In effect, since 25 KHz equipment will no longer be available after January 1, 2011, systems that add
mobiles will need to use 12.5 KHz units, forcing the entire system to accommodate narrow band at this
point.
THIS NEEDS TO BE PLANNED! Narrowband 12.5 KHz units will have difficulty receiving 25 KHz
transmissions because the wider bandwidth units will modulate greater than the pass -band of the
narrowband receivers. 12.5 KHz units talking to 25 KHz units will be low in volume compared to 25 KHz
units.
A scheme for phasing this all in needs to be developed in order to avoid system down time. This phasing
in is easier to do if all of the equipment in the system share the same capabilities. This won't be possible
after January 1, 2008 because of the lack of backward compatibility with 25 KHz systems.

As you may have heard, we had another incident where RH2's actions in updating our telemetry
system have violated the City's Electronic Data Security Policy #250-16. We have met with our
Information Services Department (IS) and have agreed on a new procedure for the maintenance of
the telemetry system.
Purchasing and repair of hardware will be coordinated through IS.
At this time, the Utilities and our consultant remain responsible for the maintenance and operation
of the telemetry. We will expect RH2 to continue to coordinate with the Maintenance Supervisors
for the in-house work and complete the work logs to document what has been done and what may
need to be done. An information copy of the work logs should be e-mailed to J.D. Wilson and me
so we are aware of the system's status.
Maintenance of the system that necessitates an Internet connection shall be coordinated through IS.
Please contact the IS Help Desk at 425430-6870 or ISHelp(caci.renton.wa.us, at least one day before
access is needed. At that time or with a follow-up call, they will authorize and confirm access. IS
will then activate a port for your use. When finished with the work, please contact the help desk
and let them know they may disable the port. If they do not hear back, they will automatically
disable the port. Most likely, the port will be automatically disabled when staff leaves for the day
around 5:00 p.m., or maybe as late as 6:00 p.m. Unless it is system critical, do not plan on having
access after that time. If it is critical, discuss the need with IS so they may make arrangements for
someone to stay to manage the system.
If there is an after hours situation that cannot wait until the next working day, please contact IS at
206-300-0571 (on -call cell phone). If you have any questions, please let me know.

Subject: SCADA Network
It is our understanding that City staff are going to meet to discuss the
network connectivity of the SCADA system. To assist you with this, the
following is a brief summary of the chronology regarding the SCADA
internet access.
In September of 2004, the IS Department provided a limited -connectivity
port to allow authorized personnel at City Hall to access the InSQL
Server in the Water/Wastewater control system. The IS Department and
RH2 attempted, until approximately February of 2005, to gain access to
the internet from this connection. At that time, we abandoned the
effort. The system was running and there was no immediate need to patch
Windows. Hence, internet access was not necessary.
We are currently working to upgrade the computers with new versions of
software that require the operating system to be patched. Due to our
unsuccessful efforts with IS to gain access to the internet in 2004/05,
we took the initiative to temporarily gain access to the internet using
another connection. We have attached the network diagrams. In both
diagrams, the InSQL server has two network cards, attached to two
different networks. You will notice, in the diagram, that the SCADA
system was isolated by a firewall.
From what we have been told, on September 14, the City IS staff
disconnected both Ethernet cables that connect the SCADA LAN to the
City. It also appears that IS staff may have changed configurations on
the InSQL Server when they unplugged the network cable; the network
adapter was disabled in Windows. I re -enabled the network adapter on
September 18. The City IS staff restored the 172... connection on
September 18, also. Currently, the system has been restored to the 2004
configuration.
To enable proper maintenance of the SCADA system, we will periodically
require internet access. Please advise as to the proper method by which
we can gain internet access.

I have attached the Wastewater SCADA review documents to this email for your review. I have
substantially rewritten and simplified this report based on new information that I learned over the last few
months. The decommisioning by the City of a number of lift stations in the early part of 2008 will add 3-5
operational years to your current system by supplying it with spare control panels and spare parts. Other
than a new repeater at the Hazen reservoir, there is no pressing need to start a second radio network
unless the City decides to be pro -active by phasing out the Rugid equipment in a shorter period of time.
Please refer to the communications section for most of the main issues regarding the SCADA system. I
have also included a block diagram of your existing system and an upgraded version for your review.
am also currently working with a number of other City's and Districts on identifying how they will transition
from the Rugid controller platform to an open architecture platform in the future. The concept behind this
is to allow any name brand controller to be implemented in much the same way modern computer
networks are designed.
Let me know if you have any questions or if you need more detail on any issue brought up in this report.

Overview
The purpose of this memorandum is to review the city's wastewater/stormwater SCADA
system and recommend future requirements. These recommendations will be based on
specific criteria that will allow the city to maintain and improve the existing SCADA
system in a cost effective process.
The current WW/SW SCADA system consists of 4 fundamental areas:
1. Monitoring and Control Instrumentation
2. Facility Control Equipment
3. Communications
4. City Shops Backend HMI system
When discussing each area of the existing SCADA system, the following items will be
identified to help set priorities for future improvements.
1. Age of asset/Estimated life of asset
2. Current and future supportability of asset
3. Current or obsolete technology
1. Monitoring and Control Instrumentation
The current monitoring equipment used at the city's WW/SW pumping stations
consists of the following:
• Level — Level pressure transducers, high/low/emergency run float switches.
• Flow — Calculated based on level at older facilities. Siemens Mag flow meters at the
newer facilities.
• Flood — Flood switches.
• Smoke — Smoke alarms.
• Check Valves — Limit Switches.
• Pump Status — Run, Overload, Overtemp, Seal Failures from motor control center
units.
• Intrusion — Intrusion switches and intrusion override locks.
All facilities use liquid level sensors for control purposes with backup float switches
in case of a level sensor or PLC controller failure. These instruments require regular
cleaning maintenance but have shown themselves to be fairly robust compared to
other level sensing technologies such as bubbler systems. The current level sensors
are relatively easily to replace with dozens of different products available for many
years in the future.
All new facilities that have been built in the last 5 years have included Magnetic Flow
Meters on the effluent force main for increasing the accuracy of the influent and
effluent flow rates. Very little maintenance is required for these instruments other
than to occasionally check on their flow rates to make sure they are within their
normal operating range.
All discrete (switch type) instruments such as pump/motor status, check valve limit
switches, flood switches, smoke alarms and intrusion switches have all worked very
well and should have long life spans with easy replacements in case of failure.
Monitoring and Control Instrumentation Conclusions
The main limitation to the existing instrumentation is accurate flow monitoring from
facilities that use the Rugid 6 PLC controllers that were installed in the early 1990's.
The influent and effluent flows at these facilities are calculated based on level
changes during pumping and non -pumping control periods. Unfortunately, these flow
calculations fall apart during peak flows when the pumps may run for long periods of
time due to heavy influent. Although this information is not critical from an
operations point of view, this type of information is sometimes essential for issues
such as calibrating flow modeling or helping to identify system I/I. If the need arises,
these sites can easily be retrofitted for effluent Magnetic Flow Meters. Facilities with
effluent flow meters and wet well level sensors can also derive inflow rates during
pump runs.
2. Facility Control Equipment
The current facility control equipment is made up of a primary control PLC with
backup relay control in case of PLC or level sensor failure. The primary PLC
technology is based on the Rugid line of controllers. These intelligent controllers are
made in Olympia Washington by Rugid Computer Inc. The original controllers
installed in the early 1990's have consisted of Rugid 6 PLC's. This line of controllers
has been phased out over the last 5 years and replaced by the Rugid 9 PLC. All of
the city's remote PLC controllers handle the following purposes:
1. Event and alarm monitoring.
2. Instrument monitoring and totalizing of flows, pump starts and runtimes.
3. Pump control based on wet well levels.
4. Radio communications of collected data back to the City Shops.
Facility Control Equipment Conclusions
The City is currently reliant on the Rugid Computer series of controllers at all of the
wastewater lift stations. The vast majority of these controllers are the obsolete Rugid
6 units although the City has started using the new Rugid 9 controllers over the last 5
years. The reasons the City has standardized on these controllers are mainly due to
the type of radio communications protocol that these devices use. Because it is
proprietary to the Rugid line of controllers, it is difficult to introduce new brands of
controllers without creating a new radio network. The Rugid Computer company,
however, is a small company out of Olympia, Washington and its future is unclear
over the next 10-20 years. At some point, other brands of controllers should be
introduced into the wastewater control system to help diversify the system in case
Rugid goes out of business.
In the meantime, new facilities can continue to use the Rugid 9 controllers because
they are also capable of communicating using open protocols like MODBUS. This
will allow them to be used in any future wireless network setup alongside other
brands of controllers. Also, due to a number of lift stations that will be
decommissioned in 2008, their will be extra controllers that can be used at new sites
or integrated into existing Rugid 6 facilities. The Rugid 6 controllers that are
salvaged from those sites can then be used as spare parts for the remaining Rugid 6
stations. This situation alone has probably added another 3-5 years before the City
should start introducing new control brands into the wastewater lift station system.
3. Communications Network
The existing communications network for the WW/SW SCADA system consists of a
master controller at the city shops polling the remote facilities over a 450MHz radio
network. This polling process that the master controller uses is a round robin process
that polls all of the facilities over a period of about 2 % minutes and then starts over
again. Some of the remote sites can communicate directly with the master controller
and some of the sites use a repeater site as a way of direction communications back to
the city shops through difficult topology (Diagram 1).
A simplified topology of Renton consists of the low laying areas close to Lake
Washington heading down 1671" to Auburn and a highlands area to the north and
south of Maple Valley. When the original SCADA system was installed in the early
1990's, a repeater site was setup at on the West Hill reservoir to handle
communications from the low lying areas near the lake back to the city shops that was
located in the highlands area north of Maple Valley.
Weak Signals in the Highlands
This repeater site worked reasonably well for the original facilities but as new sites
where added to the east in the Highlands, it has became more difficult to get
communications to these areas. Many of the current remote facilities in the eastern
highlands areas are using other remote facilities as repeaters to direct communications
back to the city shops.
Radio License Refarming
The current radio technology is based on the RNET radios from the 1980's that use
450MHz Radios over a 25KHz bandwidth. During the 1990's the FCC started to cut
the bandwidth allowed on these licenses from 25KHz to 12.5KHz and finally down to
6.25KHz. Because of capital costs in replacing radio systems and the inability of
some radios in handling 6.25KHz due to topology and other environmental issues, the
FCC has put off enforcing this regulation until 2013.
Proprietary Protocol
The Rugid units use a proprietary communications protocol standard with low
overhead that allows up to three facilities to act as routers to reach any remote
facility. This protocol is not available on any other controller brand. As mentioned
in the facility control equipment section, the ability to use other brands of controllers
is limited by this protocol. Open protocols such as MODBUS allow any brand of
controller to be implemented on a radio network. This would require a second radio
network to be setup as dual protocols cannot be easily implemented on one radio
frequency.
Current Radio Traffic
The current radio network is running at about 2-3 minutes to complete one sweep of
all of the remote wastewater facilities. With the decommissioning of a number of lift
stations in 2008 and a possible second radio network in the next 5-10 years, this
polling rate should only improve.
Communications Conclusions
• The most critical of the communications issues is the lack radio paths in the
highlands area due to the only repeater existing to the far west of the City.
This should be resolved with the new Hazen Reservoir repeater in 2008. This
repeater will have a broad view of most of the northern highlands area of
Renton and may even be able to reach facilities on the south side of Maple
Valley. In the meantime, a number of radio changes have been made during
the winter of 2007 to keep communications running until the repeater is
completed.
• The FCC frequency refarming issue may become a issue in the next 5 years.
This issue this should be monitored carefully to identify how the FCC will
proceed. It should be mentioned that the FCC has already moved this date
forward twice in the last 10 years. The existing system will probably have
some performance issues if it is required to use only a forth of the bandwidth
it is currently using over analog radios. If a second radio network is
implemented, the new radios will be required to meet the current FCC
licensing standards. Some radio testing may be required to identify what
digital technologies would work best with the City of Renton topology over
6.25KHz.
• The Rugid protocol that is currently being used is not as much of an issue at
this time but should be addressed in 5-10 years with the introduction of a new
radio network running an open protocol. Rugid 9 controllers can continue to
be used but the City will no longer be dependent on one brand at that time.
4. City Shops Backend HMI system
The current backend HMI system for the WW/SW system consists of the following
equipment:
One master Rugid 9 PLC controller that is used to poll all of the remote
WW/SW pumping stations.
One primary and one backup HMI computer consisting of Wonderware
InTouch software for viewing the system and SCADAlarm 5.04 for notifying
operations staff of remote facility failures.
One Industrial SQL server for collecting historical data and events for review
by the operation or engineering staff.
The existing master Rugid 9 PLC is about two years old and would still be required in
any SCADA improvements for communicating with remote Rugid 6 and possibly
Rugid 9 facilities on the original RNET 450MHz network. .
HMI System Conclusions
The Wonderware HMI software that is implemented on the wastewater and drinking
water computers is considered one of the top brands in the world and will be
supported for decades to come due to the large number of installed locations around
the world and in the Pacific Northwest. Various software and hardware changes will
be implemented in the near term to optimize this system even further.
If a second radio communications network is implemented, another master PLC
controller will probably be required to handle collecting data from the remote
facilities.

Future Requirements Review and Recommendations Memorandum
The purpose of this memorandum is to review and recommend future requirements for the City's
wastewater/stormwater SCADA system. These recommendations will be based on specific criteria
that will allow the City to maintain and improve the existing SCADA system in a cost effective
process.
The current WW/SW SCADA system consists of four fundamental areas:
1. Monitoring and Control Instrumentation;
2. Facility Control Equipment;
3. Communications; and
4. City Shops Backend HMI System.
When discussing each area of the existing SCADA system, the following items will be identified
to help set priorities for future improvements.
• Age of asset/Estimated life of asset
• Current and future supportability of asset
• Current or obsolete technology
Monitoring and Control Instrumentation
The current monitoring equipment used at the City's WW/SW pumping stations consists of the
following.
• Level - Level pressure transducers, high/low/emergency run float switches.
• Flow - Calculated based on level at older facilities. Siemens Mag flow meters at the newer
facilities.
• Flood - Flood switches.
• Smoke - Smoke alarms.
• Check Valves - Limit Switches.
• Pump Status - Run, Overload, Overtemp, Seal Failures from motor control center units.
• Intrusion - Intrusion switches and intrusion override locks.
All facilities use liquid level sensors for control purposes with back-up float switches in case of a
level sensor or PLC controller failure. These instruments require regular cleaning maintenance
but have shown themselves to be fairly robust compared to other level sensing technologies such
as bubbler systems. The current level sensors are relatively easy to replace with dozens of
different products available for many years in the future.
All discrete (switch type) instruments, such as pump/motor status, check valve limit switches,
flood switches, smoke alarms and intrusion switches have all worked very well and should have
long life spans with easy replacements in case of failure.

The main limitation to the existing instrumentation is accurate flow monitoring from facilities
that use the Rugid 6 PLC controllers that were installed in the early 1990s. The influent and
effluent flows at these facilities are calculated based on level changes during pumping and non -
pumping control periods. Unfortunately, these flow calculations fall apart during peak flows
when the pumps may run for long periods of time due to heavy influent. Although this
information is not critical from an operations point of view, this type of information is
sometimes essential for issues such as calibrating flow modeling or helping to identify system I/I.
If the need arises, these sites can easily be retrofitted for effluent Mag meters.
Facility Control Equipment
The current facility control equipment is made up of a primary control PLC with backup relay
control in case of PLC or level sensor failure. The primary PLC technology is based on the
Rugid line of controllers. These intelligent controllers are made in Olympia Washington by
Rugid Computer Inc. The original controllers installed in the early 1990s have consisted of
Rugid 6 PLCs. This line of controllers has been phased out over the last five years and replaced
by the Rugid 9 PLC. All of the City's remote PLC controllers handle the following purposes.
• Event and alarm monitoring.
• Instrument monitoring and totalizing of flows, pump starts and run times.
• Pump control based on wet well levels.
• Radio communications of collected data back to the City Shops.
The primary reason that the Rugid units were originally implemented for the wastewater system
was their integral store and forward handling over low speed radio networks. This feature allows
communications to be routed from the City Shops through multiple sites to reach facilities in
difficult radio reception locations. At the time of the original installation, there were very few
controllers that could handle this type of communication without extensive external equipment.
Over the last 10 years, the most common approach to SCADA system design is to allow any
brand of controllers to be added to the system by using standard communications protocols. The
Rugid units; however, use a proprietary communications protocol standard with low overhead
that allows up to three facilities to act as routers to reach any remote facility. This protocol is
not available on any other controller brand. To this day, most standard communication
r protocols that operate over low speed radio frequencies do not have this capability.
��•'`� c.{Sfi Although the current Rugid units are still easily supported by the vendor, the oldest Rugid 6
controllers will probably be difficult to replace or repair in the next 5-10 years. Also, by
supporting more than one brand of controller, the City is not completely dependent on one tir a'
manufacturer. It is recommended by this consultant that SCADA system changes should be r_�
implemented in the next few years to allow other controller brands to be added to the WW/SW
SCADA system. This will create a SCADA system that operates in much the way a modern

computer network operates. Modern computer networks allow any type of equipment to be A''
added as long as it speaks a common network protocol. This will require changes in the current
communications system that the WW/SW SCADA system is currently using.

Communications Network
The existing communications network for the WW/SW SCADA system consists of a master
controller at the City Shops polling the remote facilities over a 450MHz radio network. This
polling process that the master controller uses is a round robin process that polls all of the
facilities over a period of about 21/2 minutes and then starts over again. Some of the remote sites
can communicate directly with the master controller and some of the sites use a repeater site as a
way of directing communications back to the City Shops through difficult topology.
A simplified topology of Renton consists of the low laying areas close to Lake Washington
heading down 167th to Auburn and a highlands area to the north and south of Maple Valley.
When the original SCADA system was installed in the early 1990's, a repeater site was setup on
the West Hill Reservoir to handle communications from the low lying areas near the lake back to
the City Shops that was located in the highlands area north of Maple Valley. This repeater site
worked reasonably well for the original facilities. As new sites where added to the east in the
Highlands, it has became more difficult to get communications to these areas. Many of the Al
current remote facilities in the eastern highlands areas are using other remote facilities as C"I 1L.
repeaters to direct communications back to the City Shops.

J The current radio technology is based on the RNET radios from the 1980's and use frequency � %A.��
shift keying technology to send digital information via modulated radio signals. This type of
�y c technology is somewhat obsolete for new 450 MHz radio networks that use more advanced
communications technology that have been developed over the last decade. There are; however,
so many RNET radios in use around the world that compatible radios should be available for at
least a few decades.

the 450 MHz radio technology owned by the City, then a new repeater would be required at the
West Hill Reservoir and another repeater should be implemented on the new Hazen Reservoir in
the north highlands area. Each reservoir would then be able to host a repeater for the new
standard PLC protocol. These changes would allow for any brand of controller to be used for
future WW/SW lift stations while still supporting the existing Rugid controllers. If the existing
Rugid 9 controllers in the eastern highlands area are not converted to the new MODBUS radio
network, then another radio repeater similar to the existing West Hill repeater should be
implemented on the new Hazen Reservoir.

Another option would be to use a leased radio communication medium such as WiMax,
http://en.wikipedia.org/wiki/Wimax. If the City is hosting WiMax equipment on their reservoirs
from companies such as Clearwire, they may be able to use their radio network for a lower cost
than regular users.
No mater what communications medium is selected, now or in the future, the City should
choose the new PLC controllers that are flexible in their ability to interface with this technology.
This flexibility consists of the following criteria.
1. Ability to communicate over a TCP/IP network either natively or with the use of
converters.
2. Ability to communicate using the MODBUS protocol over a serial communications line
or over a TCP/IP network. This is typically known as MODBUS/TCP.
City Shops Back -end HMI system
The current back -end HMI system for the WW/SW system consists of the following equipment.
• One master Rugid 9 PLC controller that is used to poll all of the remote WW/SW
pumping stations.
• One primary and one back-up HMI computer consisting of Wonderware InTouch
software for viewing the system and SCADAlarm 5.04 for notifying operations staff of
remote facility failures.
• One Industrial SQL server for collecting historical data and events for review by the
operation or engineering staff.
The existing master Rugid 9 PLC is about two years old and would still be required in any
SCADA improvements for communicating with remote Rugid 6 and possibly Rugid 9 facilities
on the original RNET 450 MHz network. If a second communications network is implemented,
another master PLC controller will probably be required to handle collecting data from the
remote facilities.
The various Wonderware HMI software that is implemented on the wastewater and drinking
water computers is considered one of the top brands in the world and will be supported for
decades to come, due to the large number of installed locations around the world and in the
Pacific Northwest. Various software changes will be implemented in the near term to optimize
this system even further.
Conclusion
In conclusion, the primary recommendation of this SCADA system review is to add a second
communications network that will host a standard PLC protocol such as MODBUS. This second
communications network will at first open up the SCADA system to different PLC controller
types and will take some of the workload off the existing radio network. The existing facilities
can stay on the current 450 MHz radio network and new or upgraded facilities will use the new
network. Also, the six existing Rugid 9 controllers can also communicate over any type of

communications network that hosts the MODBUS protocol. Eventually, this second
communications network may end up replacing the existing radio network in 5 to 10 years. The
amount of infrastructure necessary for this second network is dependent on the communications
technology selected. At a minimum, a master unit and two radio repeater/router units at the
West Hill and Hazen Reservoirs may be required. If no more Rugid 6 controllers are located to
the east of the City Shops, then the existing radio repeater on the West Hill reservoir should be
able to handle the existing radio network.

EXHIBIT A - Scope of Work
The Scope of Work is expected to take place during December 2006.
SCOPE OF WORK
Task 1. SPECIFY EQUIPMENT FOR CITY TO PURCHASE
a) Provide City with specifications of RUGID Communications Board to purchase
b) Specify Serial Communications switch box and cables for Water Bristol
communications.
c) Specify internal modems for Water SCADAlarm and cables and splitters for phone
lines.
d) Specify Spare Server for InSQL and RAID drive, these will sit on a shelf until
needed.
e) Specify rack/cabinet equipment
f) Specify Serial Communications switch box and cables for Wastewater RUGID
communications.
g) Specify internal modems for Wastewater SCADAlarm and cables and splitters for

h) Provide a report outlining equipment and labor for a fully hot backup for all system
components.
Task 2. INSTALL AND PROGRAM COMMUNICATIONS BOARD IN RUGID MASTER
a) Install Communications Board into RUGID master PLC
b) Program RUGID master PLC to use both communication boards
Task 3. UPGRADE WATER HMI SOFTWARE
a) Coordinate with Reid Instruments to enable additional (existing) communications
port and configure runtime tags for pumps.
b) Extend cable from Bristol secondary communications port to HMI computer

I would like some screen changes. What I am locking for is to have all the flow rates
from wells 1,2,&3 alarm if: they exceed 2200 gpm each. Then if the combinat:i.on of wells
1,2,&3 , 8,9, 11,12,17 flow rate exceed 11,400 it will send an alarm.
Secondly I would l.i.ke to have run meters on all the well pumps and booster pumps that:
would have a yearly run time and a total time that can be reset. Then can we have a spot
for the reservoirs that will display the last time the reservoir was cleaned. It can be a
manual input. If this is going to be costly please give me an estimate. Thanks Ray

Subject: Proposed Changes to HMI System located at City shops
Gentlemen,
The attached Scope is to add redundancy and stability to the SCADA
Back -end system in the City Shops.
Ethernet is a communications protocol to move towards when upgrading PLC
equipment, but at this time, it is much simpler to configure dual serial
communications to the PLCs. Based on information from Reid Instruments,
the Bristol has the necessary hardware to perform dual serial
communications. The RUGID only requires a Comm Board which will cost
about $200. The City will need to contract separately with Reid
Instruments to enable communication on the second serial interface of
the Bristol.
As we discussed in the meeting, we will specify a backup hard drive for
the RAID on the existing server and a backup server for InSQL. We will
also provide a recommendation on a rack or cabinet configuration for all
of the computers and equipment to provide a layer of protection from
intrusion and environmental contaminants. A report will be created
outlining the equipment and labor costs to provide a fully redundant hot
backup for all system components.
Cables and switch boxes will be introduced into the PLC and SCADAlarm
cabling to switch from the Primary HMI computer to the Backup HMI
computer without unplugging any cables.
While performing these other upgrades, it is convenient to upgrade the
Water InTouch software to the latest version, 9.5.
If everyone agrees that this is how the City wishes to proceed please
notify us that you wish us to proceed and how you would like to set up
the contract. We could work under the two existing contracts that are
related to telemetry projects. Those contracts are the Maplewood HMI
upgrade and the 2004 Water Scada Improvements. We estimate a cost of
$10,000 or less to complete the project. The $10,000 has 10 hours of
extra time to deal with unforeseen issues. The scope and fee also has
sufficient time to update the HMI screens has requested by Ray.l

What was the system before current (current being the layout instituted
when we added the SCADA computer)? Ron is on the warpath because that
is the point in time when "things changed and we started having
problems" and he wants his control computers back to the way thing were
pre SCADA. I would like to know what "that system" was just for the
prospective of comparison for potential future changes and was it what
Ron is remembering or closer to what our current is.

Jim and I have been brainstorming different options. We are now ready
to schedule a meeting to discuss these options.
The current system has the backup HMI computers networked to the primary
computers. If the primary HMI failed, two cables needed to be moved
from the primary to the backup and then the a desktop icon needed to be
activated to initiate the backup. So, a manual swap.
We also need to troubleshoot why the Rugid did not call out when the HMI
failed.

Hi Lee,
There is no documentation that talks about the volume initialization
string as far as I am aware. I found it on a search last night and the
suggestion was provided by Multitech Technical Support. I cannot
confirm whether or not this is a Multitech specific string, but seeing
as it is an AT command, it most likely will apply to all modems.
In the Scadalrm.ini file under the [Telephone Driver Parameters] header,
there is a line called Phone Interface Options Bitmap=00000002. If you
change the 2 to a 3, it will begin logging the modem command information
to a file called vox_api.txt. Tech Note 431 has this information but a
lot of the tech note is specific to Scadalarm 6.0.

iTrend ActiveX control had an issue and caused WindowViewer to fail.
There was only one instance of this showing in the 20 days available in
the Log. Other than this entry there isn't too much information that
will help us narrow down the source of the problem.
- In order to provide us with some additional information, I
installed a Microsoft utility called Userdump. This utility will
,'monitor" any process and dump the contents of the memory when the
process has an exception. I added view.exe and scalrm.exe to be
monitored by this utility, so the next time that an exception occurs, we
will have some additional information for Wonderware to look at. I put
this utility on the primary Wastewater and the Water machines to be
safe. When this issue occurs, please call into the Technical Support
number and ask to speak with me so we can get those files.
- Made a backup of the Water primary InTouch Application and
placed it at C:\Scada20070801
- On the Water primary machine, as per our discussion on how
the existing buttons work, I modified the window so that it can be
toggled between appending the trend tags or replacing the trend tags.
0 1 added a button to the bottom right of the window that Toggles
a discrete memory tag I created called WTR_AddToggle. Clicking this
button will tell the other buttons whether to append the new trend tags
or replace the existing.
o On each of the existing buttons I added the following script
portion before the existing action script.
If WTR_AddToggle ==1 Then
#iTrend Control 1.cleartagso ;
Endif;
- On the Water primary machine in order to increase the
Scadalarm voice call volume, I added a modem initialization string
AT#VGT=131 which will set the output volume of the modem higher (and
from our test worked correctly.)
- I enabled a logging option in the Scadalarm ini file that
will log exactly what the modem is seeing and doing on both primary
machines so that this can be compared against what is happening in the

normal Scadalarm log file. This should give us more information the
next time there is an issue with Scadalarm.
- Lastly from both primary machines, I gathered the SMC Log
File, the Windows Application Log file, the Scadalarm Log files so that
I can review them further here.
One thing that I did not do as I was not sure you wanted me to or even
if I could, is copy the modified application from the primary water to
the secondary water machine. If you would like the Append/Replace
InTouch application changes on the secondary machine, yourself or Lee
will need to copy the modified application over to the secondary
machine.
Also Evelyn had mentioned that you had mentioned some questions about
Alarm filtering that I don't believe that we talked about. If you have
questions about it still, please feel free to email me or give me a
call.
