Subject: Sunset/Duvall Intersection Sewer Back-up
I was called today (Tues. 11/21/06) around noon by Waste Water/Special Projects Manager Rich Marshall
re this problem. He said that Ron Shaffer and other crew were on -site and had told them that there was a
back-up affecting the Self -Storage Business at 4546 NE Sunset Blvd. and it was due to a "test plug" that
had not been removed by our construction contractor (Sanders General Construction). I called Sanders'
owner/foreman, Allen Sanders, about this and he indicated that he knew what plug I was talking about and
would have someone remove it. I then called Rich Marshall back and told him this, and he told me that his
people (Ron and crew) had removed the plug. About 2 PM I got out to the site, where the contractor's
crew was working on "channeling" the bottom of a sanitary sewer manhole, i. e. forming a channel for
wastewater, at the NW corner of the Sunset/Duvall Intersection. They explained to me that they use a
"by-pass" plug which is actually a hose from the inlet pipe to the outlet pipe to prevent wastewater from
passing thru the actual manhole while they're working on it. See blue hose in attached photo. After talking
with them, Allen Sanders, Rich Marshall again, and Clay Leady, the owner of the Self -Storage Business
(206-949-9549) 1 got a fuller story of what happened. It was while they were working in a different
manhole, far to the west near the Sunset/Anacortes Intersection, that the back-up occurred, apparently
because the contractor was using the wrong size by-pass hose and may have been using it improperly so
that it kinked up. Rich said Ron and crew told the Sanders worker that he was using the wrong size. It
caused wastewater to come up thru drains and a bathtub and flood the "B" Building of Mr. Leady's
business. So far as I know no other businesses called in to report problems but according to Mr. Leady
one of his employees went to use the bathroom in the Teriyaki business (Mr. Yang or Mr. Chang- I forget
which is his name) and said there was water on the floor. I spoke with Allen Sanders first, before I knew
the extent of Mr. Lady's damage, and he said he realized that they had used the wrong size hose on this
manhole and would make sure they used the right one on the others (so far as I know, there were no
problems caused when they did the work at NW corner of Sunset/Duvall). I told him at that time that he
would most likely be billed or held liable for any damage. He said he would have someone go over and
talk with the business and find out more about what had happened. I later talked with Mr. Leady on the
phone and he confirmed that the wastewater had receded once the City crew had found what the problem
was and unstopped it (this was what Rich told me too). But he said there was a "bacterial nightmare" from
the feces, etc. he said he had called SERV-PRO, a company that specializes in clean-up, restoration, etc.
and he said 40+ units were affected and he had no idea what the damage, clean-up would amount to. he
also indicated there were some legal issues about whether or not they could go into individual storage
units. I didn't get the full story on that. I gave him Allen Sanders phone number, said he might want to
contact him directly even though he may also make a claim with the City. I said from what I knew so far it
sounded like it was all the contractor's fault.
The contractor reached substantial completion on the project Fri. 11/17 (1 will be putting out a letter to this
effect). They are working on the punchlist and will be doing final landscape restoration, etc. We have not
had a full-time inspector since last week, as we are running out of $ on the Parametrix Const. mgt.
contract. The inspector was out on -site today going over some quantites w/ Allen Sanders, but was not
there when the back-up occurred. I doubt if he would have been able to prevent it from happening.
Sorry this happened. I will follow up on it.
