My review focused on trying to find and resolve conflicts between the storm sewer improvements and the sanitary sewer improvements. I was able to address the majority of those conflicts by lowering the sanitary sewer main slightly, but there is one conflict near Duvall and Sunset that I have been unable to rectify with the current alignments. I believe that this conflict could be removed if we swap alignments with the storm sewer and the sanitary sewer so that the storm is north of the centerline of Sunset and the sewer is south of the centerline. I have discussed this with Berger Abam and am waiting to make any changes to the drawings until they review the proposal. Please let me know if you have any questions. Page 10of16 HG00011001 XII DISPUTES Any dispute concerning questions of facts in connection with services not disposed of by agreement between the Consultant and the City shall be referred for determination to the Director of PlanningBuilding/Public Works or his/her successors and delegates, whose decision in the matter shall be final and conclusive on the parties to this Agreement. In the event that either party is required to institute legal action or proceedings to enforce any of its rights in this Agreement, both parties agree that any such action shall be brought in the Superior Court of the State of Washington, situated in King County. XIII LEGAL RELATIONS The Consultant shall comply with all Federal Government, State and local laws and ordinances applicable to the services to be performed under this Agreement. This contract shall be interpreted and construed in accordance with the laws of Washington. The Consultant agrees to indemnify, defend and hold the City and its officers and employees harmless from and shall process and defend at its own expense all claims, demands or suits at law or equity arising in whole or part from the Consultant's errors, omissions, or negligent acts under this Agreement provided that nothing herein shall require the Consultant to indemnify the City against and hold harmless the City from claims, demands or suits based upon the conduct of the City, its officers or employees and provided further that if the claims or suits are caused by or result from the concurrent negligence of (a) the Consultant's agents or employees and (b) the City, its agents, officers and employees, this provision with respect to claims or suits based upon such concurrent negligence shall be valid and enforceable only to the extent of the Consultant's negligence or the negligence of the Consultant's agents or employees except as limited below. The Consultant shall secure general liability, property damage, auto liability, and professional liability coverage in the amount of $1.0 million, with a General Aggregate in the amount of $2 million, unless waived or reduced by the City. The Consultant shall submit a completed City of Renton Insurance Information Form, and the Standard Accord Certification Form prior to the execution of the contract. The City of Renton shall be named as an "additional insured" on all contracts/projects. The Consultant shall also submit copies of the declarations pages of relevant insurance policies to the City within 30 days of contract acceptance if requested. The Certification and Declaration page(s) shall be in a form as approved by the City. If the City's Risk Manager has the Declaration page(s) on file from a previous contract and no changes in insurance coverage has occurred, only the Certification Form will be required. The limits of said insurance shall not, however, limit the liability of Consultant hereunder. BACKGROUND SUMMARY: The Sunset Sewer Interceptor Phase III project was placed into the 2004 Capital Improvement Program due to the need to ensure sufficient capacity in our Sunset Blvd NE and Duvall Ave NE corridor service area. This includes the future sanitary sewer needs of this basin at full build -out. This project consists of the installation of approximately 7,200 linear feet of 12-inch to 18-inch sewer mains within the following streets: December 22, 2004 Page 2 Sunset Blvd NE: From Union Ave NE to the current eastern City limits. Duvall Ave NE: From Sunset Blvd NE to NE 24" St. The work program for the Wastewater Utility is very full this year with the other replacement and new sewer installation projects we have programmed. As such, we are recommending that this effort be performed by a consultant rather than by in-house staff. Portions of the system in this area are nearing their capacity. As a result, and in conjunction with two proposed roadway improvement projects (Intersection of Duvall Ave NE [NE Sunset Boulevard and. Duvall Ave NE from NE Sunset Boulevard to SE W' Way), the City is preparing for replacement and/or upsizing of portions of this sewer system. The geographic limits of the proposed sewer replacementstupsiAng are 1) on NE Sunset Boulevard from approximately 800 feet west to approximately 300 feet east of Duvall Ave NE 2) on Duvall Ave NE crossing. NE Sunset, Boulevard, 3):acr6ss Duvall Ave NE at NE 21't Street, and 4) on Duvall Ave NE from NE 23`d Street to NE 20 Street. Roth Hill is completing a preliminary engineering study of this system which is expected to be completed in January of 2005. Construction of the new sewer facilities is expected to be completed as portions of two separate transportation projects lead by the City. This scope of services also covers limited engineering services in support of City staff during construction. The purpose of construction services is to assist City staff during their administration of the contract. Specifically, this project involves: the completion of design plan, profile, and details; the preparation of spec ficationst'bid documents based upon the CiVs standard boilerplate documents; and the preparation of an Opinion of Probable Construction Cost. This scope of services is expected to be added by addendum to the current professional services agreement for preliminary engineering services. This addendum includes modifications to the scope of services and fees for the preliminary engineering phase. The fees associated with each phase of this project are shown adjacent to the title of each phase below. They are based upon the estimated hours to complete the tasks described herein and the updated billing rates for the respective staff as described in Exhibit C-1, which is incorporated herein by this reference. The proposed schedule for this project will depend upon those of the two transportation projects under which this work will be completed, represented per our understanding by the attached Exhibit B-1. Exhibit A-1 Scope of Services City of Renton December 17, 2004 SCOPE OF SERVICES AND TASKS This scope of services is organized in three sub -sections, Additions to the Preliminary Engineering Phase, besign-Phase, and Construction -Phase services. It consists of the following tasks: I ADDITIONS TO PRELIMINARY ENGINEERING PHASE A. Utility Locates $7,400 Due to the magnitude of this project, the number of existing utilities, and time of year, City staff were not able to provide utility locate painting for the CiWs facilities. Additionally, private utilities were not able provide locate painting on the schedule the project required. As such, City staff authorized Roth Hill to hire a utility locating subconsultant to complete these tasks. This was not covered in the original scope of services. The corresponding fees reflect the private locating subconsultant and Roth Hill's time to coordinate those services. B.. Geotechnical Engineering Evaluation and Report $1,250 Roth, Hill entered a subconsultant agreement with HWA Geosciences Inc.. (HWA) for a geotechnical evaluation of this project. As described in the attached letter (Exhibit D=1) from HWA to Roth .Hill dated October 11 2004, encountered delays during the exploratory phase that were beyond their control. Their letter also describes proposed design -phase services described further below. C. Hydraulic Modeling $1,200 In the course of evaluating hydraulic scenarios with varying piping configurations, it Was appropriate to also evaluate existing flow conditions for portions of the sewer system. The scope of services, provided for varying piping configurations, but not varying flow conditions. The fees associated with the additional modeling cover. the development of the scenario, the processing of the model, and the summary, summary, and presentation of the results. D. Preliminary Engineering and Anallysis $1,600 Following the. preparation of the finalAraft of the preliminary engineering report, City staff informed Roth Hill that they intended. to reduce the.proposed scope of the design to be only within the limits of the proposed transportation projects. City staff requested that Roth Hill obtain a copy of the transportation plans and analyze the effect of.the changes on the design scope. Roth Hill will prepare a cover memo to the original report that clarifies the recent changes and outlines the proposed direction of the design projects. Research, Information Gathering, Coordination with Utilities $32900 • Coordinate with a utility excavating (potholing) company to expose underground utilities at locations agreed upon between City and Roth Hill, currently estimated at 5 locations. The agency/company exposing: the buried utility will set a PK nail in the pavement and Collect horizontal and vertical data on the utility relative to this PK. • Request additional sewer video documentation -from the City. Review addition video for data relevant to the proposed design. • Incorporate above information into project drawings. • Submit one copy of proposed sewer plans to each utility identified as having facilities within the project limits. Coordinate with the respective utilities. Request letters from the respective utilities indicating they have received the plans and accounted for the impacts of the proposed sewer construction. Potholing to be conducted by City crews or by addendum to this contract. Deliverable: None, this information will be incorporated into the project drawings. G. Topographic Survey $3,000 • Collect utility locations associated with potholing of existing utilities. This will involve collecting data only on PK nails set by the crew exposing the utility, not by direct topographic survey of the utility. (Estimated 5 locations) • Collect rim and invert elevations for manholes adjacent to the proposed project limits that were not collectable .in the preliminary design phase. • Process field survey data and prepare base map drawings. • Research and office support (PLS) for required survey tasks. • Project Management as required. Geotechnical Engineering and Coordination $3,600 To verify the appropriate application of the geotechnical engineering recommendations, Roth Hill will coordinate with the geotechnical engineer to conduct a review of the project plans. Please refer to the attached letters from HWA Geosciences to Roth Hill dated November 22, 2004 (Exhibit D-1). • Coordination of an addendum to the existing subconsultant agreement for services during the design and construction phases. • Geotechnical review of 90% contract documents to verify they are consistent with the recommendations made by the geotechnical engineer. Deliverable: Brief memorandum from the geotechnical engineer stating that the contract documents are consistent with their recommendations. 1. Coordination with Transportation Design Consultant (Berger/Abam) $11,000 This task is to provide for coordination between the roadway / storm drainage design and the sewer design. We understand that the City intends to construct their proposed roadway and storm drainage improvements under two separate contracts. The first project, covering the intersection of NE Sunset Boulevard and Duvall Ave NE, as far north as approximately SE 107th Place, is scheduled to advertise in April of 2005 with construction complete by the end of 2005. The second project, covering Duvall Ave NE from approximately SE 10.7th Place to SE 95th Way, would advertise in June.or July and -be complete by the end of 2006. Roth Hill will be preparing construction documents in support of these two separate projects. • Receive and incorporate roadway / storm drainage plans from Berger/Abam for each of the.two projects. Plans to be delivered by City staff or Berger/Abam both electronically (LDD/Autocad 2005 format) and on paper. The first set of plans is to be received by Roth Hill at the initiation of the design phase and the second set prior to the 90% design stage. • Review roadway / storm drainage plans for potential conflicts with existing and proposed sanitary sewers (twice per project for a total of four iterations). • Deliver two iterations of the sanitary sewer preliminary design to Berger/Abam per project for a total of four submittals. The first set of plans will be transmitted at the initiation of the design stage. The second set is to be transmitted at approximately the 90% design stage. • Review specifications provided by Berger/Abam to determine how-to coordinate sewer speciifications into overall specifications prepared by Berger/Abam. Prepare memo to the City and Berger/Abam with Roth Hill's comments on Berger/Abam's specifications. • Coordination meetings (Two per project for a total of four meetings). No distinction is made here and none would be reflected on the invoices. Roth Hill recognizes that the City has an established process for administration of public works contracts with in-house staff. In the event design and engineering. materials produced under this scope of services, and which have been stamped and sealed by Roth Hill, are used by the City in the construction contract documents, Roth Hill will be involved in the administration of the contract on a regular and consistent basis. Such involvement may include review of material and shop drawing submittals (if requested, not currently part of this scope of services), attendance of weekly or biweekly onsite meetings with the contractor during construction, receipt and review of copies of construction correspondence, and meetings with the contractor to discuss issues that arise during construction. Such involvement will be at such a level as to. allow Roth Hill to continue to be aware of essential project issues throughout the period of the contract so as to allow Roth Hill to provide the City with input from the design engineer's perspective. Such involvement is intended to assist the City with identification of potentialcontract problems or potential contractor claims with as much forewarning as possible in order to develop a strategy for minimizing impact to the contractor and potential contractor claims. N. Geotechnical Engineering Support and Coordination $3,600 Support from the project geotechnical engineer may be required during construction. The following services may be required during construction and are incorporated into this addendum, but will only be initiated by written request from City staff. In addition, we provide herein, a proposal and cost estimate for additional geotechnical services at your request. Budget Extension This extension request is based on our incurring additional labor expenses for exploration after our driller was told by a representative of WSDOT to stop drilling. This resulted in a 2-hour delay whichessentially cost us Driller's standby time and our field labor while the misunderstanding was resolved. (we had a valid permit for work issued by the City of Renton). This delay was compounded when the resulting lost time required drilling to continue an - additional day. We have essentially completed all work except for issuing the final report, and are $605.05 over budget. At this time, we do not expect any significant additional changes will be made to the report and that the only charges to accrue in the future are those involved with final publication. We expect publication charges to be about $300. Therefore,. we request that our budget be emended to include an additional $905. We trust that the foregoing is relatively straightforward, and that our request will be approved expeditiously. Pavement Evaluation At your request we have prepared a proposed scope and budget for additional geotechnical services required for a limited evaluation of the existing pavement conditions above the sewer alignment along NE Sunset Boulevard. During our field investigation we found that the existing 13 i� pavement sections were highly variable in thickness. Without additional evaluation.we.do: not_;-.:;_°.:� know whether these sections were required because of poor subgrade conditions, or merely, a j the result of localized surface leveling requirements. We anticipate that even if `; 907i pipe -bursting techniques are used exclusively, some amount of roadway surface disruption will be necessary to repair excavations made for pipe bursting access,` October 11, 2004 HWA Project No. 2004-052 ports, manholes, service laterals, or removal of bursting heads due to obstructions. Therefore, it would be prudent to know up -front what a typical replacement section consists of and whether different sections are required at different locations. Our proposed scope for these additional services is outlined below. SCOPE OF SERVICES Based on our understanding of your requirements, we propose to conduct a study that includes the following tasks: Undertake Falling Weight Deflectometer (FWD) testing at intervals of about 100 feet in the outer wheel paths of the traveled lane above the sewer alignment (;z-4800 feet total). 2. Drill 8 core holes to a nominal depth of 1.0 foot below the -road pavement structure to determine the thickness of the pavement surfacing and base layers, and assess the subgrade conditions. 3. Perform geotechnical and pavement engineering analyses and evaluate data derived from the subsurface investigation and laboratory testing program. 4. Prepare a draft geotechnical report summarizing the results of the investigation (including soil profiles, and estimates of subgrade resilient modulus and subsurface, infiltration capacity), and provide recommendations for road pavement structure for the repair sections for installation of buried utilities. Submit four copies of the draft geotechnical report for commentary. 5. Revise the draft geotechnical report, as appropriate to address the comments, and submit four copies of a final report stamped by a licensed professional engineer. REQUIRED SERVICESANFORMATION • City to provide right of entry and all necessary Street (State Highway) Use Permits. • Gray & Osborne to provide data on anticipated future traffic for design of road repair sections. More specifically, as discussed, it is envisaged that you will require some assistance with preparation and review of final plans and specifications, as they relate to geotechnical engineering aspects of the project. Additionally, we have outlined a scope of work to assist you with review of and response to contractor questions during the contract bidding period, and post -award for review of contractor submittals and RFIs. You also indicated that you wished to have a scope outlined for vibration monitoring during pipe bursting operations. Additional Work Scope We anticipate providing geotechnical engineering input to development and review of final plans and specifications, for aspects involving geotechnical matters. Additionally, during the contract advertisement period, we expect that some contractor questions will arise, requiring our formal response. During construction, geotechnical monitoring and inspections will be required to ensure that the construction is proceeding pursuant to the requirements of the plans and specifications. At the outset of construction, contractor submittals for procedures and materials approvals will occur, and it is expected to involve geotechnical engineering review and response. As construction progresses, RFIs may be submitted by the contractor and will also require review and response, and we anticipate a modest involvement in these processes. However, we have not made allowance for the provision of on -site inspection and/or testing services that maybe required during the construction period. If this is desired, we have the capability of.providingx such services and would be pleased to submit an additional detailed proposal and budget r' estimate, when the work scope and duration become better defined. z Pipe bursting is expected to be a method of trenchless pipe installation technology that will be employed on this project. As this method is associates: with ground vibrations that might be potentially objectionable and/or daxnagtg.' to adioining properties and occupants thereot vibration monitoring in November 22, 2004 HWA Project No. 2004-052 desirable or necessary to ensure that the interests of the of all parties are satisfied. Alternatively, adjustments may have to be adopted, or mitigation measures deployed to compensate for undesirable effects. Accordingly, we anticipate that vibration monitoring will be performed at the outset of pipe bursting operations, and vibration levels will be measured on critical adjoining facilities for a one -day period. Depending on the levels of vibrations experienced, additional vibration data collection may be warranted on one or more subsequent days. On conclusion of the vibration monitoring, all data will be downloaded from the monitoring units, compiled in suitable evaluation and presentation format and analyzed. A brief report will be provided in respect to the significance of the vibration levels. As indicated previously, however, the data will be scrutinized as it is recorded to determine if any undesirable/damaging vibration levels are occurring, such that mitigating adjustments may be made in the operations, if necessary. Cosy EsrDdATE Based on our understanding of the project and assumed conditions, we propose to provide the above geotechnical services on a time and expense basis. The cost of the services proposed herein, is estimated to be about $9,300 in total. This is broken down on the attached. spreadsheet, and is based on individual costs of approximately $1,600 for review of plans and specifications; $2,300 for review of and response to contractor submittals; and $5,300 for the vibration monitoring for the start-up day. As indicated, if additional vibration data collection is required, this may be performed at an additional per diem cost of $1,000, including the operator and monitoring units. However, if during the evaluation unexpected conditions are revealed, or you request analyses and evaluations which would require a level of effort beyond the proposed scope of our work and budget, we will contact you immediately to discuss any necessary modifications to our scope of services and/or budget estimates. Obviously, the vast majority of this is the need for private utility locating services The last item covers: the recent discussion and plan review with Berger-Abam; discovery that their proposed storm system is right on top of the existing sewer and the fact that they are proposing to build storm vaults in the most likely alternate sewer alignment; and a memo to cover the preliminary report addressing the changes in scope. Proposed Addendum $11,450. Design The geographic areas covered are reduced from the previous scope, which reduced a number of the items by significant amounts. However, because we will have to start over with a new profile, we have some tasks we have to start over, so the reduction isn't proportional to length. There appears to be only one area where we will likely be near the edge of the right-of-way, so we will leave preparation and acquisition of a temporary access agreement, if necessary, to you; we eliminated it from the scope. We removed pavement evaluation from the geotech's scope as all this work will be under the new pavement. Proposed Addendum $65,500. Construction We scaled back our time significantly and removed geotechnical evaluation of ground vibrations. Proposed Addendum $13,600. This contract is, of course, time and materials only. Portions of the system in this area are nearing their capacity. As a result, and in conjunction with the City's proposed roadway improvement project on Duvall Ave NE, the City is evaluating replacement and upsizing of portions of this system. The purpose of this project is to prepare preliminary engineering analyses and design related to upsizing and extending the current sanitary sewer systems on Sunset Boulevard between Union Avenue NE and approximately Ilwaco Ave NE, as well as on Duvall Ave NE from Sunset Boulevard to approximately NE 241h Street. Where feasible, the currently existing circuitous piping configurations are to be replaced with new pipe routes that have fewer changes in flow direction. The City is currently conducting, with the assistance of a transportation consultant, design of roadway and storm drainage systems for Duvall Ave NE from SE 951h Way to Sunset Boulevard and approximately 1000 feet both east and west of Duvall on Sunset Bouldvard. Specifically, this project involves: the collection of background data on existing utilities, topography, geotechnical conditions, and anticipated sewage flows; modeling of future flow scenarios in the tributary- basins; coordination with the transportation consultant for the Duvall Ave project; evaluation of required pipe sizes and possible construction methods; development of a preliminary opinion of probable construction cost; and preparation of a summary Technical Memorandum. The scope is limited to preliminary engineering design, but may be expanded to include final design, preparation of contract documents, and construction support upon amendment to the professional services agreement. SCOPE OF SERVICES AND TASKS The scope of services for this project consists of the following tasks: A. Research, Information Gathering, Coordination with Utilities • Gather City construction record drawing information (Water, Sewer, Storm). • Obtain basemaps and/or construction record drawings for existing power, gas, telephone, and cable utilities in the vicinity of the project site. • Incorporate construction record drawing information into project drawings. Deliverable: This information will be incorporated into the project drawings. Exhibit A Scope of Services City of Renton April2, 2004 B. Topographic Survey Collect field topographical data outside the limits of the roadway design consultant's (BERGER/ABAM Engineering) survey of Duvall and also collect approximately 65 sanitary manholes, including those on Duvall. The topographic survey will collect all above ground surface features including, but not limited to manholes, storm catch basins, water valves, fire hydrants, water meters, pavement limits, curb/gutter, sidewalk, utility vaults, poles and pedestals. Also included will be locations of existing utilities as available from record drawings, as-builts provided by utility companies and as field -located by the utilities and identified by painted locate marks. Tasks may include, but are not limited to, the following: • Coordinate with City's roadway design consultant to secure Autocad drawing files (.dwg file compatible with Autocad Map 2000i) and survey data control (horizontal NAD 83 and vertical NAVD 88) coordinate files for the area theX have surveyed (Duvall Ave. NE from Sunset Boulevard to approximately NE 24t Street, and on Sunset Boulevard approximately 1000 feet both east and west of Duvall Ave. NE). These plans are to be received along current project plans prior to beginning topographic survey under this scope. • Perform field topographic survey (from back of sidewalk to back of sidewalk on each side of Sunset Boulevard) to identify existing surface features using electronic surveying equipment and two -person field crew (on Sunset Boulevard from Union Avenue NE to approximately 1000 feet west of Duvall Ave. NE and from approximately 1000 feet east of Duvall Ave. NE to the City limits (approximately Ilwaco Ave NE)). • Collect sanitary sewer manhole locations and rim/invert elevations (measure downs) on Duvall Ave NE and Sunset Blvd. (approximately 65 total) to verify critical sewer data from City's roadway design consultant. • Collect measure downs for storm water catch basins. • Process field survey data and prepare base map drawings. • Research and office support (PLS) for required survey tasks. • Project Management as required for quality assurance. Not included: Collection of finished floor elevations or other data on side sewers. Deliverable: None to City. The completion of this phase includes a base map drawing (Autocad Map 2000i) in plan view indicating the field topographic data identified above for use in subsequent tasks. C. Geotechnical Engineering Evaluation and Report Roth Hill will coordinate with a Geotechnical Engineer who will conduct exploration of subsurface conditions, review available geotechnical data, and prepare a geotechnical engineering report. Assumptions: Geotechnical engineer for roadway design (GeoEngineers) will make boring logs and test results available for use in this geotechnical engineering report. The City will provide detailed utility locations (mainline and side sewers) prior to and in the vicinity of proposed geotechnical exploration. D. Sewer Hydraulic Modeling A hydraulic model is being developed for the sanitary sewer system under a separate agreement. That effort will lead to a functional hydraulic model with flow scenarios, including an ultimate flow scenario, prior to June 1, 2004. Under this scope of services, the proposed upgrades to the piping in Duvall and Sunset will be analyzed for capacity. This effort will support the consideration of alternative system configuration described herein. • At a meeting held with the City on March 11, 2004, it was determined that the flows will be based on an "ultimate" flow scenario to be developed under a separate agreement. • Conduct hydraulic modeling of the existing pipe system within Duvall and Sunset within the project limits. Identify deficiencies in the existing system capacity. • Assess the impacts to the proposed pipe replacements of removing the Summerwind Lift Station with a gravity interceptor to the Stonegate Lift Station. The flow rate from Stonegate Lift Station will be taken to be the flowrate into that lift station from the combined basins. • Develop a set of recommended pipe sizes, slopes, and configuration for the sewer system on Duvall and Sunset within the project limits. • In coordination with design recommendations below (see Task F), analyze the proposed piping system for capacity under the defined flow scenarios. Deliverable: Technical Memorandum summarizing results of hydraulic analyses with recommended pipe sizing for the pipes in Duvall and Sunset under consideration in this scope of services. If the hydraulic model being developed under a separate contract is not sufficiently advanced by the date indicated on the attached schedule, this scope (and budget) may need to be amended to provide for an alternative method of establishing tributary flows. Such amendment may include the adoption of simplified basin and/or planning criteria. E. Coordination with Transportation Design Consultant (Berger/Abam) This task is to provide for coordination between the roadway / storm drainage design and the sewer design to avoid conflicts. • Receive and incorporate two iterations of current roadway / storm drainage plans from Berger/Abam as background. Plans to be delivered both electronically (Autocad 2000 format) and on paper. The first set of plans are to be received along topographic data prior to beginning topographic survey under 3 Exhibit A Scope of Services City of Renton April 2, 2004 this scope. The second set is to be received at the approximate midpoint of the Preliminary Engineering Analysis and Design phase of this scope. Review roadway / storm drainage plans for potential conflicts with existing and proposed sanitary sewers (two iterations). Deliver two iterations of the sanitary sewer preliminary design to Berger/Abam. The first set of plans to be transmitted at the approximate midpoint of the Preliminary Engineering Analysis and Design phase of this scope. The second set of plans to be transmitted at the time of completion of the Technical memorandum. Deliverable: Electronic and paper copies of current design plans to Berger/Abam. F. Preliminary Engineering Analysis and Design • Investigate possible construction methods for sewer replacement including trenchless technologies. • Consider traffic control, staging, bypassing, and sequencing in evaluation of construction methods. This information will be summarized in text, not on the drawings. • Investigate probable construction costs associated with various construction methods to such a level as to allow comparison of alternatives at a unit cost level. • Review proposed improvements with in-house construction observers (constructability review). • Identify potential utility conflicts for potholing and forward the list to the City for consideration. Coordinate with City on whether potholing should be done and by whom. Potholing will be done either a) by City crews or b) by subconsultant agreement to this contract following an amendment to this agreement. • Prepare preliminary Opinion of Probable Construction Cost for the recommended construction method. This will address all construction costs and be developed to the 30% design level. • Meet with City to discuss initial findings and receive input on the City's preferred alternative(s). • Prepare recommendation on piping configuration (alignment and slope) and construction methods. • Prepare preliminary design drawings (plan and profile). • Conduct in-house quality assurance (QA) review. • Prepare draft and submit to City a Technical Memorandum summarizing analyses and proposed improvements including: summary of research into existing utilities; incorporation of geotechnical engineering report; summary of hydraulic modeling assumptions and results; summary of considerations of alignment, sewer bypassing, traffic control, and other considerations described in this scope; preliminary design drawings showing proposed plan and profile, existing facilities mapped under topographic survey phase, and proposed surface improvements taken from roadway design engineer's plans. • Meet with City to discuss the draft Technical Memorandum. • Prepare Final Technical Memorandum based on written comments received from City. IH Exhibit A Scope of Services City of Renton Aoril 2. 2004 Deliverable: Three paper copies and one electronic copy (on CD) of the Draft and Final Technical Memorandum. Three sets of paper copies (22X34) and one electronic copy (on CD) of project drawings. The recommended alternative will be shown in preliminary (design) plan and profile drawings. The last set of drawings prepared under this agreement will be preliminary (approximately 30%) and not appropriate for construction. They will be sealed by the professional engineer responsible for their development. Any input received from the City outside of the two meetings described herein shall be provided in writing. The City will provide sketches for the areas of existing side sewers in the vicinity of MI -Is 101 and 86. Reconfiguration of side sewers is assumed to be limited to these two areas. The City will conduct television inspection of all of the existing main line sewers within the project limits on Duvall Ave. and Sunset Blvd. and provide to Roth Hill with a copy on DVD prior to May 28th, 2004. The data will include distances from manholes to side sewers. G. Utility Locate Coordination Following coordination with City as to their desired potholing effort, an amendment will be developed for Roth Hill's services for coordination of potholing, collection of topographic data associated with potholing, and reflecting potholing data on the preliminary plans. This amendment may include the services of a utility locating subconsultant. This scope of services currently assumes that no potholing will be conducted. H. Project Management Provide initial and ongoing project management of the project. • Prepare scope of services, schedule and budget for preliminary analysis and design phase. • Meet with the City to discuss scope and budget of project (two meetings, first was 2-3-04 and second was on 3-11-04). • Manage tasks and staff for the preliminary engineering phase. • Set up files and manage project filing. • Monitor progress against projected schedule and estimated hours/costs. • Review Work -In -Progress accounting reports and administer invoicing to City monthly. • Communicate with City staff regarding the design progress, any issues of concern, project requirements, periodic reviews, and overall project schedule. • Internal project status meetings. • Provide supervision and answer questions from design team. • Meet with City on one occasion in addition to the meetings described above for the purpose of discussing project progress and scheduling. Deliverable: Project Plan including Scope of Services, Project Schedule, and Engineering Fee worksheet. 5 Exhibit A Scope of Services City of Renton April2, 2004 PROJECT ASSUMPTIONS The City will provide their in-house version of standard details and design standards to Roth Hill for the use in preliminary engineering design. Drawings shall be in ACAD 2000 format or reproducible on either standard letter or ledger size paper. Roth Hill recoginizes that the City has an established process for administration of public works contracts with in-house staff. In the event design and engineering materials produced under this scope of services, and which have been stamped and sealed by Roth Hill, are used by the City in the construction contract documents, Roth Hill will be involved in the administration of the contract on a regular and consistent basis. Such involvement may include review of material and shop drawing submittals, attendance of weekly or biweekly onsite meetings with the contractor during construction, receipt and review of copies of construction correspondence, and meetings with the contractor to discuss issues that arise during construction. Such involvement will be at such a level as to allow Roth Hill to continue to be aware of essential project issues throughout the period of the contract so as to allow Roth Hill to provide the City with input from the design engineer's perspective. Such involvement is intended to assist the City with identification of potential contract problems or potential contractor claims with as much forewarning as possible in order to develop a strategy for minimizing impact to the contractor and potential contractor claims. ITEMS NOT INCLUDED IN THIS SCOPE OF SERVICES • Submittal of a report to DOE (pursuant to WAC 173-240) if the project is not in conformance with the existing Comprehensive Sewer Plan. • Preparing an amendment to the Comprehensive Sewer Plan, if required. • Developing scope, schedule, budget for design and/or construction phase services. • In -field flow monitoring. • Environmental studies (wetlands, wildlife, and soil analyses except as provided for in the geotechnical engineering evaluation.) • Recommending improvements to existing lift stations or sizing of new lift stations. • Underground utility locating services for the topographic survey locations. • Potholing of any existing underground utilities. • Design or recommendation related to abandonment of the existing sewer system.
