SUBJECT: Duvall Avenue NE Water and Sewer Extension
The Utility Systems Division is proposing the installation of new water and sewer mains
in Duvall Avenue NE (between NE 121h Street and NE 81h Street).
It is known that there are some wetlands in the vicinity of Duvall Avenue NE and NE Bch
Street. Being that the construction of these new utilities will be entirely within the
existing improved right -or -way, we are submitting the following:
1. We would like confirmation that the construction of these proposed utilities
within an existing improved right-of-way is an exempt activity per RMC 4-3-
050C.5.e.iii.
2. We would like to request that any requirement for a wetland assessment be
waived per RMC 4-3-050M.3.b. We propose that our construction within the
existing improved roadway (with appropriate temporary erosion and
sedimentation control measures) provides a sufficient barrier from any wetlands
that might exist in adjacent properties.
Please provide written confirmation that the construction is an exempt activity and that
the wetland assessment is waived. If you have any questions, please call me.

This e-mail is written confirmation to your earlier memo dated April 9, 2007.
My understanding is that the City will be installing sewer and water main extensions in Duvall Av NE
between NE 8th St and NE 12th St. These improvements will be exempt from the critical area ordinance
requirements, per RMC 4-3-050C.5.e.iii. I also concur with your request to waive the requirement for any
wetland assessment for this project, assuming that the proposed work will be within the area of existing
street improvements.

SEPA Determination
This is written on behalf of the Environmental Review Committee (ERC) and is to inform
you that they have completed their review of the environmental impacts of the above -
referenced project. The Committee, on June 11, 2007, decided that your project will be
issued a Determination of Non -Significance.
The City of Renton ERC has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not
required under RCW 43.21C.030(2)(c). This decision was made by the ERC under the
authority of Section 4-6-6, Renton Municipal Code, after review of a completed
environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before
5:00 PM on July 2, 2007. Appeals must be filed in writing together with the required
$75.00 application fee with: Hearing Examiner, City of Renton, 1055 South Grady Way,
Renton, WA 98057. Appeals to the Examiner are governed by City of Renton Municipal
Code Section 4-8-110.B. Additional information regarding the appeal process may be
obtained from the Renton City Clerk's Office, (425) 430-6510.
If the Environmental Determination is appealed, a public hearing date will be set and all
parties notified.
Also, attached is the Exemption from Critical Areas Regulations approval with an
expiration date of five (5) years from the date of signature. If you have any further

Project Description: The applicant is requesting Environmental (SEPA) Review for the installation of a 16
inch water main and a 12 inch sewer main within Duvall Avenue NE between NE 8th
Street and NE 12th Street. The project is planned to begin summer 2007 and be
completed winter 2008. (Project description continued on page 2).

PROJECT DESCRIPTION CONTINUED:
A large portion of the Duvall Avenue NE corridor is currently being developed. The new 16-inch water main
will play a significant role by strengthening the utility grid in support of the new Hazen 565 pressure zone
reservoir.
The existing downstream sewer system, from NE 101h at Duvall Avenue NE to the Sunset Interceptor does
not have sufficient capacity to accommodate future development flows from this portion of the system. The
new interceptor would re-route flows to the East Renton Interceptor system at Duvall Avenue NE and NE 8th
Street.
Both the new water main and new sewer main will be installed within improved rights -of -way that are
adjacent to existing single-family residential neighborhoods and undeveloped parcels of land.
B. RECOMMENDATION
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials
make the following Environmental Determination:

C. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and environmental
regulations.
1. Earth
Impacts: The topography of the project site is flat with a maximum slope of approximately 2 percent. The applicant
indicates that the soils underlying the project site are glacial till soils, which are predominantly composed of a silty
sandy matrix with some gravel and/or medium dense gravels.
The project would require excavation of a trench for the installation of the water and sewer mains. The native material
will be used to backfill the trench if it meets standards, otherwise imported backfill from an approved source will be
used.
Mitigation Measures: No mitigation is recommended.
Nexus: N/A
2. Transportation
Impacts: The proposed project would impact traffic on Duvall Avenue NE during the installation of the water and
sewer mains. It is anticipated that Duvall will by reduced to one lane in each direction during construction hours and
returned to four lanes each evening. There may be short periods when the road is reduced to one lane with a flagger.
Emergency access would remain open at all times.
Mitigation Measures: No mitigation is recommended.

applicable, these comments have been incorporated into the text of this report as Mitigation Measures and/or

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division.
2. Commercial, multi -family, new single family and other nonresidential construction activities shall be restricted to
the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on
Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work
shall be permitted on Sundays.

Way or Easements: Within existing and improved public road rights -of -way or
easements, installation, construction, replacement, operation, overbuilding or
alteration of all natural gas, cable, communication, telephone and electric facilities,
lines, pipes, mains, equipment or appurtenances, traffic control devices,
illumination, walkways and bikeways. If activities exceed the existing improved area
or the public right-of-way, this exemption does not apply. Where applicable,
restoration of disturbed areas shall be completed.
DECISION: The proposed development is consistent with the following findings pursuant to
RMC section 4-3-050.C.4.d:
The activity is not prohibited by this or any other chapter of the RMC or state or federal
law or regulation;
2. The activity will be conducted using best management practices as specified by industry
standards or applicable Federal agencies or scientific principles; and,
