SUMMARY OF ACTION:
The City of Renton and Soos Creek Water and Sewer District (operating as Cascade Sewer District)
entered into an agreement dated March 27, 1964, pertaining to the construction, operation and
maintenance of a sanitary sewer interceptor known as the Cascade Interceptor. Under the terms of
the 1964 agreement, maintenance and repair costs related to this interceptor are to be proportional
based upon the ratio of users served by Renton and the District. At this time, the agreed upon
proportional flows utilizing the Cascade Interceptor are 20% from Renton customers and 80% from
District customers.
The Cascade Interceptor is a 46-year old concrete line. It has high flows and is also subject to
hydrogen -sulfide corrosion. There are portions of the interceptor that are in immediate need of
rehabilitation. We are currently planning to rehabilitate those sections by utilizing "no dig"
technology to line the sewers and refurbish the manholes.
Renton and the District agree that the City would design, bid, and manage the project. At the
conclusion of the project, Renton would invoice the District for 80% of the actual costs. Total cost
for the rehabilitation is estimated to be approximately $200,000. Renton would be responsible for
$40,000 and the District would be responsible for $160,000. Funding for this project is included in
the Wastewater Utility's approved 2011 CIP budget (#426.465498).

BACKGROUND SUMMARY:
The City of Renton and Soos Creek Water and Sewer District (operating as Cascade

Creek Water and Sewer District (District). The interceptor is located in the Tiffany Park /
Royal Hills area. This is the main trunk sewer that transports the sewage from the
collector sewers in that portion of Renton's Sanitary Sewer Service Area and routes it to
the King County sewer in Maple Valley Highway. The District has their sewer system

connected to the end of the Cascade Interceptor and utilizes the line to move sewage
from portions of their service area to King County.

are currently planning to rehabilitate those sections by utilizing "no dig" technology to
line the sewers and refurbish the manholes. Renton and the District agree that the City
would design, bid, and manage the project. At the conclusion of the project, Renton
would invoice the District for 80% of the actual costs. Funding for this project is
included in the Wastewater Utility's 2011 CIP budget (#426.465498).

The remaining portions of the interceptor are subject to the same conditions that have
deteriorated the failing portions of this sewer. Renton and the District agree that, by
performing additional maintenance and operation on the interceptor, we can delay the
need to rehabilitate or replace the remaining sections of the sewer.
Recognizing that hydrogen -sulfide (H2S) is a problem in this system and is accelerating
the degradation of the Cascade Interceptor, Renton and the District will use a chemical
treatment to reduce the H2S in the interceptor. The District will introduce the chemical
at their Lift Station #5. The District will invoice Renton every six months for 22% of the
invoiced cost of the chemical. (The additional 2% is calculated to approximately cover
the District's staff time involved with maintaining the chemical feed system.)
Renton will also perform more frequent television inspection of the interceptor. We will
rent pumps to bypass flows as necessary and inspect the line approximately every two
years. Renton will invoice the District for 80% of the cost of the inspection(s) when
completed.

CONCLUSION:

ADDENDUM TO THE MARCH 27, 1964 CASCADE INTERCEPTOR AGREEMENT
SUBJECT: REHABILITATION AND MAINTENANCE OF THE CASCADE INTERCEPTOR
THIS ADDENDUM is entered into this day of , 20 by and
between SOOS CREEK WATER AND SEWER DISTRICT, a Washington municipal corporation;
hereinafter referred to as "SOOS CREEK", and the CITY OF RENTON, a Washington municipal
corporation, hereinafter referred to as "RENTON", both being duly organized and existing
under and by virtue of the laws of the State of Washington,
WITNESSETH:
WHEREAS, RENTON and SOOS CREEK (operating as Cascade Sewer District) entered into
an agreement March 27, 1964 pertaining to the construction, operation and maintenance of a
certain interceptor sewer line, hereinafter referred to as "Cascade Interceptor"; and
WHEREAS, Some parts of the Cascade Interceptor are in need of immediate
rehabilitation while other parts will potentially need rehabilitation in the near future; and
WHEREAS, It is in the best interest of RENTON and SOOS CREEK to rehabilitate those
portions of the Cascade Interceptor in immediate need and to perform additional maintenance
and inspection on the Cascade Interceptor in order to extend the useful life of those portions
not in immediate need of rehabilitation; now, therefore,
IT IS HEREBY AGREED by and between the parties hereto as follows:
1. Rehabilitation of Portions of the Cascade Interceptor. RENTON will design, permit, bid
and manage a project to rehabilitate the structures and sewer mains between manhole
5321-009 and 5321-015, as shown on "Exhibit A", an approximate distance of twelve
hundred lineal feet. Rehabilitation will exclude that portion of the sewer main replaced
during the emergency repair in 2010.
The total cost of the rehabilitation (including design, construction, etc) is estimated at
$200,000. The total cost shall be divided such that RENTON will pay twenty percent
(20%) of the cost and SOOS CREEK will pay eighty percent (80%) of the cost. RENTON
will invoice SOOS CREEK, at the conclusion of the project, eighty percent (80%) of the
actual costs incurred by RENTON for the construction contract, staff costs for design
and construction management.
It is understood that RENTON may rehabilitate some sewer mains and / or manholes
adjacent to the Cascade Interceptor. If done as part of the same project, the additional
work will be identified as a separate schedule in the project and SOOS CREEK will not be
.responsible for participation in this work.
2. Additional Maintenance to Extend the Life of the Cascade Interceptor. Recognizing that
hydrogen sulfide (H2S) is a problem within this system and is accelerating the
degradation of the Cascade Interceptor, SOOS CREEK will introduce a chemical
treatment at their Lift Station #5. The treatment will involve the use of BIOXIDE
solution from Siemens. Alternate treatment product(s) may be utilized under
agreement of both parties.
SOOS CREEK will occasionally access the Cascade Interceptor, utilizing proper
maintenance and safety procedures, at RENTON manhole 5321-013, 5321-014, or 5321-
015 to monitor H2S levels in the system to ensure proper dosing is occurring.
The estimated cost of chemical for treatment is estimated to be $60,000 per year.
RENTON will pay twenty-two percent (22%) of the invoiced cost of the chemical as
RENTON's share of all costs incurred by SOOS CREEK. SOOS CREEK will invoice RENTON
every six months.
3. Monitoring the condition of the Cascade Interceptor. RENTON will perform television
inspection of the Cascade Interceptor approximately every two years. SOOS CREEK will
pay eighty percent (80%) of the cost of the television inspection including the use of
RENTON's television inspection equipment, staff, and any required equipment or
methodology for reducing flow in the interceptor to allow proper visual inspection.
RENTON will invoice SOOS CREEK at the conclusion of the inspection.
4. Obligations Intact. Nothing herein shall be construed to alter the rights, responsibilities,
liabilities, or obligations of either RENTON or SOOS CREEK regarding provisions of
sanitary sewer services to their customers pursuant to any agreements previously
executed by the parties, except as specifically set forth herein.

Dear Mr. Eades:
The City has completed its initial evaluation of the.condition of the Joint -use Cascade
Interceptor between Soos.Creek and the City.. We completed television inspection of all
the segments of the interceptor and we have reviewed each:segm"ent.to determine its
existing condition.
We have concluded that the primary issue with this facility is a high slope segment that
runs between City manholes 014 and 013 (see attached map). The high slope on this
run causes the interceptor to off -gas hydrogen sulfide at.what appears to be a high
level. When we completed the evaluation of the sewer tapes, it is very clear that just
downstream of this run is where we have the greatest hydrogen sulfide deterioration in
the interceptor. Both upstream.of this point. and further downstream have less
apparent hydrogen sulfide damage.
In exploring options to curtail the damage to. the interceptor, the City has identified two
potential.options. The first. -option is the most conservative and involves lining of the
interceptor facility from Manhole 015 to the, connection with King. County's Cascade
Siphon facility (approximately 3,10.0 LF); including lining/rehab of all manholes. This
would ensure that the jointly -owned portion" of the interceptor downstream of this high
slope.section would no longer be susceptible to hydrogen sulfide damage. The City -has
estimated the -total cost of this work to be in the neighborhood of $500,000. Once this .
work would be completed, we would_ also place the upper reach of the interceptor on a
two-year cycle for TV inspection to .allow us'to'properly monitor further deterioration.
The second option would involve lining only from Manhole 015 to Manhole 009
(approximately 1200 LF), including lining/rehab of all manholes. This is the portion of

the.line with the most severe hydrogen sulfide deterioration, and is thought to have .
potential structural issues. The cost of this work is estimated at $200,000.
In addition to the`pipe.and manhole rehabilitation, we would install a Bioxide, injection
system at the upstream end of the interceptor, most likely near our manhole located in
Tiffany Parka The purpose for this facility will be to stop the flow from off -gassing into
hydrogen sulfide. as it flows through the high slope section; thus minimizing future
damage to portions of the system further downstream. As in the first option, we would
also put.the non -lined portions of the interceptor, on a two-year cycle for. TV inspection.
At this point, we are asking that Soos Creek review the tapes, reports; and the proposed
solutions by the City so that,we can both decide on the appropriate next step. I will
continue discussions with the supplier of Bioxide to get a rough cost estimate to, both
install a system, and to operate the system:
I. have attached a copy of two tapes, and the associated tape reports. There is only one
section not represented in the tapes. Manhole 0.12 to 011 was taped during the
emergency work, and was found to have severe deterioration, and as such, we did not
re -TV this segment. Also included is a page from the City's map book showing our .
:assessment of condition by segment of the interceptor.

options.

Regarding the relining of the 1200'...we agree with your proposal to reline the 1200'and also agree with the 80/20 split.
It has been approved by our Commissioners. Can you please supply an estimate of the total project cost? We agree that
it should be addressed in the MOU also.
Regarding the Bioxide and 2 year maintenance... We prefer to keep them separate as far as monetary transactions. We
would like to set up a system to bill the City every 6 months for Bioxide. We would supply the City with our records of
Bioxide deliveries and cost. The invoice to the City would be for 22% of the total Bioxide cost.
We would prefer to do the Tying every other year. It makes more sense to us from a monetary position since we have
the majority of the cost. We don't feel strongly about it so if you have concerns please let me know and we can discuss.
Another option would be the have it alternate between the City and Soos. Let me know.
Would you prefer us the draft an MOU or the City?

Thank you for getting back to the City. I agree with your proposal for the continued maintenance of the line, including
the use of the Bioxide and our participation at 22%. 1 believe this only leaves a decision on what portion of the
interceptor should be lined in the near term to ensure that we do not have additional failure points in the existing main.
Given our joint agreement on the use of the Bioxide, I would suggest the second option presented to you in our letter
from September 15`h. This would line approximately 1200 If of the most severe 1-12S damaged line, and we would
estimate its cost at about $200,000, of which we would share in the total cost at the 80%/20%, with the City taking lead
for the permitting, design, and construction of this work. I would suggest we include this in the MOU as well.

Renton concerning the Cascade Interceptor. In our meeting we discussed different options for compliance with the
agreement and suggest the following:
Soos Creek will introduce Bioxide into the system at Lift Station #5. We have the facility already in place to
perform this function. We will occasionally monitor the 1-12S levels at Renton's MH#13, 14 or 15 to ensure that
the proper dosing is occurring at LSS.
The estimated cost (based on current H2S levels) for Bioxide is $60,000.00 per year. The estimated cost (based
on this equation f(x) = ao+ � (a..,cosn + b,,sin nrX rx)) for monitoring, purchases, logistics (labor) with

US Filter, power costs, pumping hardware, etc. is $4,000.00 per year. We would suggest that the City agree to
pay 22% of the Bioxide cost as the Cities portion of all costs incurred by Soos Creek. This would be invoiced on
an annual basis.
We would also suggest that both the City and Soos evaluate the system every two years. We would agree to pay
80% of all costs for the evaluation.
Please let me know if this is agreeable and we will take it to our Board. I'll put together a MOU (without the equation) to
attach to the agreement.

It is expressly understood that the aforesaid 'minimum charge per square
foot, (based on the provisions of R.CJI. 35.92.025),shall not prevent the City from
adding or imposing such other reasonable charge for collection and bookkeeping
services, including taxes, if any, that may reasonably be incurred by the City,
in providing for the collection service herein undertaken for and on behalf of the
District; it being stipulated that the aforesaid per square foot rate is solely a
method of measurement of theamounts.. due and. owing to the District -for. properties.
allowed to connect and use said interceptor line facility.
6. 'Mat as between these parties, it is stipulated -that the nroportionate
share of costs of said interceptor line, as located within the boundaries of the
City, is approximately $60,000.00 and that it is the District's intent to be
reimbursed by the abutting property owners for such costs. It is expressly agreed
and covenanted byand between the parties that the City does in no way warrant
payment of any such sum, or sums, during the life of this Agreement, and that the
City's obligation hereunder shall be limited solely and exclusively to the collec-
tion of charges, asabove stated, from property owners who wish to hook up and
connect to said interceptor sei.er trunk line. No interest shall be charged the
City upon such sum, or any other sum, bythe District, and the City's agency for
collection purposes on behalf of the District shall not impose in any way any
liability or other costs upon the City, and the District hereby agrees to hold the
City harmless from any liability relating to the costs of installation, or the
District'sbonded indebtedness in connection therewith.

in development of said properties to such extent.

in wastewater collection systems and treatment plants.
BIOXIDEO solution is a unique, proven product because it
achieves sewage odor control naturally, rather than chemically.
This process eliminates the odor, prevents corrosion and
overcomes safety concerns associated with atmospheric
hydrogen sulfide.
How BIOXIDP�' solution works
BIOXIDE11D solution is a process which controls hydrogen sulfide
odors and corrosion biologically. Introduction of nitrate oxygen
via addition of BIOXIDEo solution into a waste stream creates an
environment in which certain naturally occurring bacteria
thrive. These bacteria utilize the dissolved hydrogen sulfide
which is present as a part of their metabolism, thereby cost
effectively removing any dissolved hydrogen sulfide from the
wastewater. As a result, BIOXIDE@ solution both removes
dissolved hydrogen sulfide and prevents its formation.
In addition to hydrogen sulfide, BIOXIDE& also combats most
other odors commonly found in wastewater treatment systems.
BIOXIDE@ solution has a proven track record for controlling
hydrogen sulfide in a variety of collection system applications,
with hundreds of installations throughout the U.S. Dissolved
hydrogen sulfide concentrations of over 50 ppm are reduced to
<0.1 ppm in the most severe applications.
Why treat hydrogen sulfide?
The human nose is extremely sensitive to the presence of
hydrogen sulfide (1-12S) and detects it "as the smell of rotten
eggs" in concentrations as low as 0.0001 parts per million
(ppm). Hydrogen sulfide is often an indicator of the presence of
other odors as well as a potential corrosion problem. Corrosion
is caused due to the acidic nature of hydrogen sulfide.
In underground sewers or other wastewater collection systems
where visual inspection is not easily accessible, the
development and concentration of hydrogen sulfide causes
offensive odors and corrosion can often go undetected until
significant damage or failure occurs.
Advantages of choosing BIOXIDE(R) solution
Contains no hazardous substances
One of the primary factors which should betaken into
consideration when selecting any process for use in wastewater
treatment systems, is the safety of those who will be handling
the materials. Many options to control or eliminate odor
compromise safety by reaction and flammability. Their storage
and handling is often hazardous and costs are high, making
them economically impracticable. BIOXIDEt solution is the only
leading method of treatment for dissolved hydrogen sulfide
which is not on the EPA CERCLA list of hazardous substances.

odor control throughout the entire collection system.

Reduces Biological Oxygen Demand (BOD)
BIOXIDE@ solution achieves odor control biologically and
therefore, an additional benefit of its use is sewage BOD
reduction. Benefits of reduced BOD include increased treatment
capacity in plants otherwise limited by BOD loading.
Treats other common sewage odors
Hydrogen sulfide is normally the predominant sewage odor
problem. However, other odorous sulfur compounds such as
mercaptans and organic sulfides can also contribute to odor
problems. The biological environment created by BIOXIDE@
solution will effectively remove these problem compounds as well.
Arrests corrosion
Collection system and treatment plant equipment and structures
of concrete or metal are severely corroded by atmospheric
hydrogen sulfide. While no product can reverse the damage
already caused by existing corrosion, BIOXIDEo solution reduces
further corrosion by effectively eliminating dissolved hydrogen
sulfide, the source of atmospheric hydrogen sulfide.

form a powerful hydrogen sulfide removal and prevention
system. BIOXIDE - AQo solution partially blocks the ability of
anaerobes to utilize sulfate as an oxygen source and slows
biological generation.
Ideal applications for BIOXIDE - AQ -" solution include:

When compared to alternative methods, BIOXIDE@
solution excels in efficiency, safety and cost effectiveness
There are many different technologies that can be applied to
control odors from wastewater collection and treatment
systems. These technologies can be split into two main groups;
vapor phase technologies, used to control odorous compounds
in the air or gas and liquid phase technologies, used to control
odorous compounds in the liquid wastewater itself.
BIOXIDE '� solution vs. chemical oxidizers
Chemical oxidizers such as chlorine, hydrogen peroxide and
potassium Permanganate are commonly used to control
hydrogen sulfide odor. When compared to BIOXIDE@ solution,
these chemicals pose high reactivity and flammability risks,
thus requiring expensive storage and handling techniques and
equipment to overcome safety hazards.
In addition, chemical oxidizers trigger a chemical, rather than a
biological, reaction within the system. The oxidizing
mechanism of these products is not specific to hydrogen sulfide
and therefore, excess dosage (compared to theoretical) is
typical. This contributes to the relatively higher cost.
B10XIDE`1' solution vs. pH adjustment
If using sodium hydroxide to adjust the pH level and the level
becomes greatly elevated, this method may kill many helpful
organisms present in the sewage and detriment plant
operations.
Furthermore, caustic treatment used for pH adjustment cannot
be sustained on a continuous basis. In contrast, BIOXIDE@
solution is suited for continuous treatment making it a much
more effective, and consistent method of odor control.
BIOXIDP') solution vs. metal salts
Metal salts are typically an economical treatment method for
dissolved hydrogen sulfide control, however, in being specific
to the removal of hydrogen sulfide only, they commonly
leave other odor compounds untreated. BIOXIDE0 solution
provides equivalent treatment and cost effectiveness, but
does so in a natural manner which also affects additional
odor causing compounds. BIOXIDE@ solution also provides
BOD reduction.
BIOXIDE'� solution vs. vapor phase treatment
Vapor phase technologies, such as adsorption systems or air
scrubbers, control odors by ventilating and treating the
atmosphere in one geographic area. BIOXIDE0 solution
controls odor compounds within the sewage, thereby
preventing their release to the atmosphere. BIOXIDE@
solution prevents the odor problem at its source, while vapor
phase technologies treat the problem after it already exists.

The addition of volumes of "new" bacteria is not effective in
controlling hydrogen sulfide because the sewage is not
conducive to their growth. The difficulty in achieving
consistent dosage and lack of stability contribute to the
ineffectiveness and high cost of bacteria addition. The
BIOXIDE& solution process provides the nutrients via a stable,
easily metered aqueous solution, which promotes the growth
of naturally occurring bacteria within the sewage collection

SULFIDE PREVENTION VS. SULFIDE REMOVAL (BIOXIDE PROCESS®)
Introduction
It is known that bacteria commonly present in wastewater collection systems will use dissolved oxygen,
nitrate, and sulfate as oxygen sources for respiration, in that order of preference. Dissolved oxygen is
usually present in "fresh" wastewater, but is rapidly depleted by biological activity. There is typically
very little nitrate present in the wastewater, while sulfate is typically abundant. Since little or no nitrate is
available, the bacteria begin utilizing sulfate when the dissolved oxygen is depleted. The byproduct of the
sulfate uptake process is dissolved sulfide. The dissolved sulfide combines with hydrogen ions to form
hydrogen sulfide, causing odor and corrosion problems.
Nitrate can be added to wastewater to control dissolved sulfide. There are two mechanisms by which
nitrate can be used to provide this control. It can be used as a substitute oxygen source to prevent sulfate
uptake and thus the formation of sulfide. This mechanism is known as "sulfide prevention". Nitrate can
also be used to remove existing sulfide via the "removal" mechanism, which is also known as the
Bioxide® Process.
It has been well established that the Bioxide® Process is effective for continuous removal of existing
dissolved sulfide in wastewater systems. The stoichiometric nitrate requirement for the Bioxide® Process
is 2.4 pounds NO3-0 per pound of sulfide removed (Hunniford, 1990). There is no direct relationship
between the amount of sulfide treated and the amount of nitrate applied for the prevention mechanism,
however empirical data indicate a nitrate to sulfide mass ratio of ten -to -one (Bowker, et al, 1985). The
following information is presented as a comparison of the processes and an explanation for the
differences in application rates.
Process Description and Comparison
Prevention: The prevention mechanism uses oxygen -source substitution to prevent the formation of
dissolved sulfide. Under "untreated" conditions a carbon source (BOD) is consumed by bacteria in the
wastewater in the presence of sulfate -oxygen, producing sulfide. If a single carbon source (methanol) is
assumed for simplicity, the resulting reaction is as follows:

In this process 0.25 moles sulfate are used and 0.25 moles of dissolved sulfide are produced for every
mole of carbon consumed.
This process is prevented when nitrate is added to the wastewater. In the presence of nitrate the carbon
source is consumed via an anoxic denitrification reaction, producing no sulfide. Again assuming a single
carbon source (methanol) for simplicity, the reaction is as follows:

In this process 1.2 moles of nitrate are used and zero moles of sulfide are produced for every mole of
carbon consumed.
Expressing the nitrate requirement on an amount of sulfide prevented basis for these assumed reactions:
(1.2 moles nitrate/mole carbon)/(0.25 moles sulfide/mole carbon) = 4.8 moles nitrate required per mole
sulfide prevented. On a mass basis, 9.3 pounds NO3, or 7.2 pounds NO3-0, are required per pound of
sulfide.
The above analysis shows a "best -case" scenario for the prevention mechanism. In actual field
applications higher carbon consumption (BOD reduction) rates are typically observed under anoxic
conditions then under anaerobic conditions, therefore the nitrate -oxygen used is typically somewhat
higher than the amount predicted here.
Removal: The removal mechanism (Bioxide® Process) uses naturally occurring bacteria to
biochemically oxidize dissolved sulfide in the presence of nitrate. This mechanism takes place when
Bioxide® is applied in wastewater that contains dissolved sulfide. The sulfide is typically either 1)
generated upstream of the Bioxide® injection point, where no nitrate exists in the wastewater, or 2) is
contributed downstream via a septic lateral flow. Then nitrate is injected in sufficient quantities to
biochemically oxidize the sulfide via the following reaction (Hunniford, 1990):

This reaction takes place in the bulk flow and in the upper zones of the slime layer. Nitrate is not added
in sufficient quantities to fully saturate the slime layer, therefore sulfide production continues to occur in
the lower zones of the slime and is removed in the upper zones or in the bulk flow.
In this process 1.6 moles of nitrate are used for every mole of sulfide removed. On a mass basis, 2.4
pounds NO3-0 are required per pound of sulfide.
Summary
In this comparison it is readily observed that the amount of nitrate required to achieve a sulfide -free
condition is at least three times greater for the prevention mechanism than for the Bioxide® Process. An
application rate of 2.4 pounds NO3-0 per pound of sulfide (0.7 gal. Bioxide(& per lb. sulfide) is necessary
for the Bioxide® Process while at least 7.2 pounds NO3.0 per pound of sulfide (2.1 gal. Bioxide(& per lb.
sulfide) are required for the prevention mechanism
This analysis and comparison shows the advantages of maximizing the use of the removal mechanism
when applying Bioxide®..Maximizing this mechanism can usually be achieved through careful selection
of the application point for the Bioxide® solution. Each wastewater collection system is unique and
presents its own set of environmental conditions which affect the injection point selection.

ADDENDUM TO THE MARCH 27, 1964 CASCADE INTERCEPTOR AGREEMENT
SUBJECT: REHABILITATION AND MAINTENANCE OF THE CASCADE INTERCEPTOR
THIS ADDENDUM is entered into this 5th day of January, 2011, by and between SOOS
CREEK WATER AND SEWER DISTRICT, a Washington municipal corporation, hereinafter referred
to as "SOOS CREEK", and the CITY OF RENTON, a Washington municipal corporation,
hereinafter referred to as "RENTON", both being duly organized and existing under and by
virtue of the laws of the State of Washington,

WHEREAS, RENTON and SOOS CREEK (operating as Cascade Sewer District) entered into
an agreement March 27, 1964 pertaining to the construction, operation and maintenance of a
certain interceptor sewer line, hereinafter referred to as "Cascade Interceptor"; and
WHEREAS, Some parts of the Cascade Interceptor are in need of immediate
rehabilitation while other parts will potentially need rehabilitation in the near future; and
WHEREAS, It is in the best interest of RENTON and SOOS CREEK to rehabilitate those
portions of the Cascade Interceptor in immediate need and to perform additional maintenance
and inspection on the Cascade Interceptor in order to extend the useful life of those portions
not in immediate need of rehabilitation; now, therefore,
IT IS HEREBY AGREED by and between the parties hereto as follows:
1. Rehabilitation of Portions of the Cascade Interceptor. RENTON will design, permit, bid
and manage a project to rehabilitate the structures and sewer mains between manhole
5321-009 and 5321-015, as shown on "Exhibit A", an approximate distance of twelve
hundred lineal feet. Rehabilitation will exclude that portion of the sewer main replaced
during the emergency repair in 2010.
The total cost of the rehabilitation (including design, construction, etc) is
estimated at $200,000. The total cost shall be divided such that RENTON will pay
twenty percent (20%) of the cost and SOOS CREEK will pay eighty percent (80%) of the
cost. RENTON will invoice SOOS CREEK, at the conclusion of the project, eighty percent
(80%) of the actual costs incurred by RENTON for the construction contract, staff costs
for design and construction management.
It is understood that RENTON may rehabilitate some sewer mains and / or
manholes adjacent to the Cascade Interceptor. If done as part of the same project, the
additional work will be identified as a separate schedule in the project and SOOS CREEK
will not be responsible for participation in this work.
2. Additional Maintenance to Extend the Life of the Cascade Interceptor. Recognizing that
hydrogen sulfide (1-12S) is a problem within this system and is accelerating the
degradation of the Cascade Interceptor, SOOS CREEK will introduce a chemical
treatment at their Lift Station #5. The treatment will involve the use of BIOXIDE
solution from Siemens. Alternate treatment product(s) may be utilized under
agreement of both parties.
SOOS CREEK will occasionally access the Cascade Interceptor, utilizing proper
maintenance and safety procedures, at RENTON manhole 5321-013, 5321-014, or 5321-
015 to monitor H2S levels in the system to ensure proper dosing is occurring.
The estimated cost of chemical for treatment is estimated to be $60,000 (2010 dollars)
per year. RENTON will pay twenty-two percent (22%) of the invoiced cost of the
chemical as RENTON's share of all costs incurred by SOOS CREEK. SOOS CREEK will
invoice RENTON every six months.
3. Monitoring the condition of the Cascade Interceptor. RENTON will perform television
inspection of the Cascade Interceptor approximately every two years. SOOS CREEK will
pay eighty percent (80%) of the cost of the television inspection including the use of
RENTON's television inspection equipment, staff, and any required equipment or
methodology for reducing flow in the interceptor to allow proper visual inspection.
RENTON will invoice SOOS CREEK at the conclusion of the inspection.
4. Obligations Intact. Nothing herein shall be construed to alter the rights, responsibilities,
liabilities, or obligations of either RENTON or SODS CREEK regarding provisions of
sanitary sewer services to their customers pursuant to any agreements previously
executed by the parties, except as specifically set forth herein.

contract bids for c.oirstruction of an interceptor sewer line to extend from the
nres'ent sewer system operated.gy the .:District, within its boundaries, and .to run
through certain. portions:.of 'City to collection trunk seine .lines constructed
by the 1funiciP41ity of Metropo `itan 5.eatt]e.; and
'.'8lEREAS, certain areas hereinafter described situated within the boundaries'
of the City May also be served byuse of said interceptor line, thereby eliminating
the necessity of the City constructing such trunk facilities, and
1RIEREAS, the District is willing and able to construct and nay for the

costs of said line and the City is willing and desirous to reimburse the District
for an agreed upon portion of .said construction costs, according to the terms and
conditions hereinafter set forth.
NOW, THEREFORE, IT IS HEREBY FHMALLY COVENANTED AND AGREED by and bettreen
the parties hereto, as follows:
I. That the entire, construction cost of said intercentor line, according
to the engineering plans therefor, heretofore prepared by the -District and approved
by the City, shall be paid by the District.
2. That said line shall be constructed through and across certain areas
within the City of Renton, King County, ;:ashington, described.as follows:
This following description located in 'Ung County, .dashington,
described the centerline route of the proposed InterceDtor Sewer
from its point of discharge, into the .Trunk Sewers of the Aimicipality
of Metropolitan. Seattle to the Southerly line of the Seattle Cedar

The City shall grant to: the District a permit for the construction, operation
and maintenance of said line, subject to the.terms and conditions of this
Agreement.
3. That said line shall be used,. operated and maintained by the
District and by the City for service of their present and future customers for
^� transferring sewage collected by the District and by the City within their
respective territories for delivery to the Metro trunk line and no payment or
service charge therefor shall be required by•either of these partiesone to the
other for the privilege of such use, other than as hereinafter set forth herein
for reimbursement of construction costs, maintenance and repairs.
4. That the City shall have the right to authorize connections to
said line by property owners of property. situated within the boundaries of the
City of Renton, King County, Mashington,-described as follows:
That portion of Sec. 21, Township 23 North, Range 5
East 1I.M. lying South of the Cedar River and North
of the South line -of the Seattle Cedar River Pipeline R/IV,
except the East 1/2 of Southeast-1/4 and except the
Southeast 1/4 of northeast 1/4 of said Section 21;
Also, that portion of the Easterly 1/2 of Sec. 70,
Township 23 North, Range 5 East W.M. from which the
sanitary. sewage is carried Easterly or Southeasterly in
the future across 116th Ave. S.E_ and into said Sec. 21
or into Sec. 28, Township 23 north, Range 5 East W.M.
under such terms and conditions as the City may establish for making such connec-
tions. The City shall also have the right to authorize connections to said line
! by property owners of property which may hereafter annex .to the' City, under the
same terms and conditions as provided herein for properties now situated within
the boundaries of the City.

set forth, the City Council of the City of .Renton may remove, or cause to be
removed,.such unauthorized tap, hookup, -or connection, and all connecting tile
or pipe located in the facil� ght-of-way, aad dispose of unauthorized materials
so removed, without any liability whatsoever to any party,
It is expressly understood that the aforesaid_minimum charge per square
foot, (based on the provisions of R.C.11. 35.92.025),shall not prevent the City from
adding or imposing such other reasonable charge for collection and bookkeeping
services, including taxes, if any, that may reasonably be incurred by the City,
in providing for the collection service herein undertaken for and on behalf of the
District; it being stipulated that the aforesaid per square foot rate is solely a
method of measurement of the.amounts..due and owing to -the District .for _properties.
allowed to connect and use said interceptor line facility.
6. That as between these parties, it is stipulated -that the proportionate
share of costs of said interceptor line, as located within the boundaries of the
City, is approximately $60,000.00 and that it is the District's intent to be
reimbursed by the abutting property owners for such costs. It is expressly agreed
and covenanted byand between the parties that the City does in no way warrant
payment of any such sum, or sums, during the life of this Agreement, and that the
City's obligation hereunder shall be limited solely and exclusively to the collec-
tion of charges, asabove stated, from property owners who wish to hook up and
connect to said interceptor sewer trunk line. No interest shall be charged the
City upon such sum, or any other sum, bythe District, and the City's agency for
collection purposes on behalf of the District shall not impose in any way any
liability or other costs upon the City, and the District hereby agrees to hold the
City harmless from any liability relating to the costs of installation, of the
District'sbonded indebtedness in connection therewith.

expiration of a period of thirty (3Q) years.:: from date: hereof -or payment in full of

and complete right of use thereof allowed to each party and with expenses of
maintenance thereof continued upon the same proportionate basis as hereinabove
set forth.
9. In the event said line shall become inadequate to serve the entire area
lying within the District and the City, preference shall be given to the District
and its users and the City shall, as additional lines become available,. divert
sewage collected within the -District into parallel and additional trunk lines,
which it is contemplated would then be available as lines necessarily constructed
in development of said properties to such extent.

WHEREAS THE CASCADE SEER DISTRICT, ,.a municipal corporation, hereinafter referred
to as 'DISTRICT", has heretofore made appl ication to the CITY OF RENTON, a city of the
second class under the laws and statutes of 'the State of Washington, hereinafter refer-
red to as "CITY"., to use certain street right of ways for the construction, installation
and maintenance -of a certain interceptor sewer line which line extends from the DIS-
TRICT'S present sewer system, through portions of the CITY OF RE14TON and connects to
the sewer system of the h�unicipality of Metropolitan Seattle, and
WHEREAS it is deemed advisable and of public benefit to provide for the connection
and hookup of properties located within the CITY to said interceptor sewer to be
constructed at the sole cost and expense of DISTRICTrand
WHERK?S DISTRICT, CITY and certain affected property owners whose properties
lie within the CITY have heretofore agreed to. enter into a certain Agreement, pursuant
to which CITY would collect for and on behalf of DISTRICT, certain hookup charges front
anj and all property owners desiring to hookup to such interceptor line., without any
liability whatever on the part of the CITY for such line except as to CITY'S obligation
to remit funds unto the DISTRICT so collected from abutting owners desiring to tap on-
to such line, and said Agreement being reasonable and proper and in the public interest,
NOW THEREFORE,
BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF REVrON AS FOLLOUS:
SECTION I. All the- aforesaid recitals and findings are hereby determined to be
true and correct in all respects.
SECTION II: The Mayor and the City Clerk are hereby authorized and directed to
execute, on behalf of CITY, that certain Agreement between DISTRICT and CITY dated
March ._'i , 1964, a copy thereof being attached hereto, labeled Exhibit "A" and by
reference incorporated herein as if fully set forth. The Mayor and City Clerk are fur-
ther, authorized and directed to issue such permits for the construction and installation
of said interceptor line within and under. the CITY'S streets as specified in the afore-
and as determined and approved b y the CITY'S Engineer. Such Agreement,
upon execution by all the parties thereto, shall then be recorded in the Office of the
King Count; Auditor at the expense of DISTRICT, and copies. thereof furnished unto the
owners of property located within the CITY and abutting upon said interceptor sewer line
hereinabove referred to.
