Zimmerman Subject: RE: Construction next door Mr. Leeds, The City's Wastewater Utility is installing a new sewage lift station at the NW Corner of Lind Avenue SW and SW 191h Street. What the information did not cover is that this new station is in fact a replacement of an existing station that has been located in this same location since the 1970's. This facility has reached its useful age and needs to be replaced to ensure reliability of service to this area. Concerns have been expressed regarding noise, odors, and disruptions resulting from the construction of this facility. There will be construction noise related to the installation of the facility, the highest level will be while we are excavating for the new wet well, valve vault, and pipelines. This work will occur on and off over a three month period as we install the buried facilities. This will not be three -months of continuous excavation, but rather sporadic through the 3-month period. Once the buried portion of the work is complete, noise will be limited to installation of the above ground small building for our electrical equipment and installation of the pumps, electrical, and mechanical equipment for operation of the station. Finally, towards the end of the project, we will be re -paving the areas we had disturbed with our work. Once the project is complete, there will be no discernible noise from this facility. The only noise the finished facility will produce will be when the emergency generator has to operate in power outages. This should also be minimal as the generator is housed in a noise attenuated facility that will reduce the level of noise to at or below standard street sound levels. As far as odors are concerned, we do not anticipate any odors from this facility. We operate our stations in a manner that ensures that the potential for odors are minimized at all times. We have the ability to operate our station such that we do not have long retention times, which are key to odor concerns. Another typical odor issue is flow that works from multiple stations. We do not have that issue in this portion of our system. Again, we did not have odor concerns with the existing station and do not anticipate any issues with the new station. The last issue is disruption. The actual installation of the new station should not cause any disruption to the surrounding area as we will be performing all work within the existing parking area of the Providence building, through an easement we have obtained from Providence. The only disruption will occur when we have to relocate some of our piping located in the intersection of SW 191h and Lind Avenue SW to accommodate the revised location of the lift station. This work should not take more than 3 to 4-days as part of the initial installation, then one additional day to re -pave. The overall time period to replace the existing station is approximately 6-months, we anticipate starting work at the station in the next couple of weeks and completion right around the end of the year. If the power supply is interrupted, flow conveyance is discontinued and can result in flooding upstream of the lift station, It can also interrupt the normal operation of the downstream wastewater conveyance and treatment facilities. This limitation is typically addressed by providing an emergency power supply. Key disadvantages of lift stations include the high cost to construct and maintain and the potential for odors and noise. Lift stations also require a significant amount of power, are sometimes expensive to upgrade, and may create public concerns and negative public reaction. LUA13-000116, ECF Report of March 18, 2013 Page 2 of 4 PART ONE: PROJECT DESCRIPTION / BACKGROUND The purpose of the proposed project is to abandon an existing sanitary sewer lift station and reroute the existing gravity sewer. mains to allow sewage to flow to the proposed Lind Ave lift station replacement at the northwest corner of Lind Ave SW and SW 19th St. The project also includes the installation of 98 linear feet of 12-inch sanitary sewer main and 165 linear feet of a forced 8-inch sanitary sewer main. The proposed lift station would be located on the same private property as the existing lift station within an existing parking lot. When completed, the proposed lift station would add one above ground building (dimensions approximately 11-foot x 9-foot) and one standby generator (dimensions approximately 12- foot x 5-foot). The remainder of the station would be located below ground. The project site is zoned Commercial.Office (CO) and surrounded by CO zoned properties. The lift station is located within a business park that contains 629,000 square feet of office space. Four parking spaces are proposed to be removed as part of the lift station replacement. One existing deciduous tree would be removed and is proposed to be replaced during construction. Approximately 152.5 square feet of English Ivy and Cherry Laurel landscaping would be removed in the area where the new control building and standby generator would be located. The proposal would result in the creation of an additional 152.5 new square feet of impervious surface. The project is planned to begin construction in Spring of 2013 with completion scheduled for Winter 2013/2014. There are no critical areas located on site. The site elevation is 20.26 feet and (1988 NAVD) and the 100- year flood plain elevation in the vicinity is 19.58 feet (1988 NAVD). Therefore, the site is just outside of the 100-year flood plain. Staff received no public comments on the proposal. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Vegetation Impacts: The majority of the project site is located within an existing parking lot; as such, these areas do not have any vegetation. The area which is vegetated, is vegetated mainly with lawn and ornamental planting. The grass and shrubs in the new location for the lift station would be cleared as a part of construction. One tree would be removed and replaced as a part of this proposal. Existing landscaping would provide sufficient visual screening along the streetscape Mitigation Measures: No further mitigation recommended. Nexus: N/A 2. Noise Impacts: It is anticipated that short-term noise would occur during regular operation hours of construction. Construction times for this project will be restricted to the hours between 7:00 a.m. and 8:00 p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between 9:00 a.m. and 8:00 p.m. and no work shall be permitted on Sundays. There could potentially be long term sound impacts created when the emergency generator for the new lift station is in use. In order to mitigate this potential impact the applicant has proposed to enclose the generator with a sound attenuated enclosure. This would reduce the noise impacts to allowable levels when in operation. This generator would only be in operation during power outages and occasionally for short periods during normal working hours for regular servicing. Mitigation Measures: No further mitigation recommended. Nexus: N/A 3. Aesthetics Impacts: The majority of this project would be underground, as such aesthetic impacts would be minimal. The new above ground portions of the lift station could have aesthetic impacts. The tallest structure would be approximately 12 feet in height. CMU block material will be used for the building and the roof material would be steel. In order to screen the above ground lift station building the applicant has provided a landscape plan that indicates existing landscaping would provide sufficient visual screening along the streetscape. Mitigation Measures: No further mitigation recommended. Nexus: N/A 4. Transportation Impacts: During construction, the project is anticipated to have temporary impacts on transportation. In order to mitigate for this temporary impact the applicant has indicated that two- way traffic would be maintained on Lind Ave SW and SW 19th St. A City approved traffic control plan would be required prior to construction. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. The Development Services Division reserves the right to rescind the approved extended haul hours at any time if complaints are received. 2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. 3. Commercial, multi -family, new single-family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. The project also proposes to construct a sanitary sewer lift station within an easement located on private property to replace the existing lift station. The purpose of the project is to abandon the existing Lind Ave sanitary sewer lift station and reroute the existing gravity sewer mains to allow sewage to flow to the proposed Lind Avenue Lift Station replacement. When completed, the proposed Lind Avenue Lift Station will add one above ground building (10'-8"x 8'-8") and one standby generator (12'x5'). The remainder of the Lift Station will be below ground level. The proposed lift station will be located on the same property as the existing lift station. The project will be within existing right-of-ways and easements that will be adjacent to an office park. This site and the surrounding properties are zoned Commercial Office. The proposed site is located on the property of an existing 629,000 square foot business park. To allow the installation of the proposed sewer main, one deciduous landscaping tree will be removed and replaced. The proposed control building and standby generator construction will remove approximately 152.5 square feet of existing English Ivy and Cherry Laurel landscaping. This landscaping will not be replaced since the entire property's landscape areas are already covered with mature landscaping. The proposed project is estimated to cost $650,000. Construction Mitigation Lind Avenue Lift Station Replacement The proposed project is planned to begin construction in Spring, 2013 with completion scheduled for Winter 2013/2014. All work will be performed during the regular working hours of 7 AM to 5 PM, Monday through Friday. Transportation of materials to and from the construction site will utilize Lind Ave SW. Water trucks and street sweeps will be utilized to minimize dust. Standard erosion control practices (silt fencing, catch basin "socks", etc.) shall be employed to mini►r►ize erosion.
