HARDIE AVENUE SW – SW 7TH STREET STORM SYSTEM
IMPROVEMENT PROJECT, PHASE 3
THIS AMENDMENT, dated for reference purposes only as February 23, 2023, is by and between
the City of Renton (the “City”), a Washington municipal corporation, and WSP Global, Inc.
(“Consultant”), a Washington corporation. The City and the Consultant are referred to collectively
in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is
effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-22-072, dated
February 15, 2022 to provide necessary services for the Hardie Avenue SW – SW 7
th Street Storm
Improvement Project, Phase 3 (referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the compensation in order to
perform Phase 3 of the project.
NOW THEREFORE, It is mutually agreed upon that CAG-22-072 is amended as follows:
1. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $17,500.00 from $34,825.00 to
$52,325.00, plus any applicable state and local sales taxes. The additional compensation
shall be paid based upon Work actually performed according to the rate(s) or amounts
specified in Exhibit B-1 which is attached and incorporated herein.
2.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

WSP is currently under contract with the City of Renton to perform preliminary technical support and
private easement assessment support for the subject project. The ultimate project was originally defined
in the 2012 preliminary engineering report and included replacing an existing undersized and aging
system on private properties from SW 7th Street beginning approximately 300 feet east of Lind Avenue
SW to the Hardie Ave SW underpass along private easements. The existing system consists of a 60”x36”
CMP arch pipe at the downstream end and 48-inch diameter CMP pipe at the upstream end. The
proposed replacement size is 60-inch pipe.
The initially contracted Phase 3 engineering effort was set up as a multi-task allowance type budget with
an assumed duration of three months (beginning in March 2022). The effort to date, including planned
new subconsultant work that involves land appraisals and easement preparation will nearly exhaust the
original budget.
As a result, the City is supplementing the original budget as described under the scope of services below.
The Consultant will be allowed to update its billing rates to reflect the new year as shown in Exhibit B-1.
Scope of Services
The Addendum Scope of Services required is divided into the work tasks listed below and the
supplemental budget is noted.
1. Project Management - $3,000
2. Easement Assessment Support - $6,000
3. Technical Support - No change
4. Allowance Task (for Land Appraisal/Optional Services) - $8,500
General Project Assumptions:
1.The main contract assumptions apply to this addendum, except as modified herein.
2.This phase of the work is estimated to be complete by April 2023.
3.The land appraisals effort by subconsultant SH&H was previously approved by the City via email
on 12/2/22 and has been completed within the original project scope under Task 4 – Allowance
Task.

4.The supplemental easement preparation effort by PACE (work defined in PACE January 12, 2023
proposal letter) will be covered within the scope supplement under the Task 2. The PACE
proposal for the work described is attached as Exhibit C-1.
