Dear Steve:
Ichijo USA Co., Ltd. (Ichijo) is the applicant for a proposed 22-lot preliminary plat known as Harmony Ridge,
located at 15509 116th Avenue S.E., in the City of Renton. This plat is immediately adjacent to the City of
Renton's Rolling Hills reservoir property, tax parcel 202305-9109. The proposed preliminary plat
application is currently under review with the City of Renton.
The Harmony Ridge preliminary plat is an irregularly shaped property that gently slopes downhill from east
to west. The relative low point on the proposed project is located in the western corner of the property
adjacent to the city's property. Existing stormwater and sewer facilities that the project will connect to are
within Puget Drive S.E. to the west. The project proposes to construct new offsite stormwater and sanitary
sewer utilities across the southern portion of the city's property to Puget Drive S.E.
The area of temporary disturbance will be limited to the south 40 feet of the city's property, plus the removal
of a few existing trees outside of this area due to impacts to the critical root zones from the construction of
the proposed utilities. The proposed construction activities will include removal of existing trees, installation
of a new 8-inch sewer main and manholes, installation of a new 12-inch storm main and catch basins, and
paving maintenance access roads. Following construction, new trees will be replanted on the city property
in a location approved by the city as mitigation for the removal of existing trees. The proposed utilities are
located in such a way as to avoid impacts to existing trees on adjacent offsite private properties to the south,
while at the same time reducing the number of existing trees on the city's property that must be removed.
Timing for construction will depend on permit issuance and market conditions. As noted above, the
preliminary plat is currently under review with the City of Renton. We anticipate that preliminary plat
approval will be granted in fall of 2023, and we will begin final engineering immediately, with the goal of
starting plat construction in April of 2024. Based on this time frame, the plat improvements would be
completed by the spring/summer of 2025. A more detailed construction schedule can be provided upon
further discussions with the city and once final engineering plans are prepared. Should market conditions
delay the start of construction, the preliminary plat approval will be valid for 5 years, plus additional
extensions as allowed by code.

Barghausen Consulting Engineers, enclosed with this letter and currently under review with the City of
Renton.
Based on all of the above, Ichiio is formally requesting from the City of Renton temporary access to
approximately the south 40 feet of tax parcel 202305-9109 for construction of the utility improvements listed
above and other locations on the property as needed for tree replacement. Upon construction acceptance,
the city will take ownership and maintenance responsibilities of the proposed stormwater and sewer
improvements.
