Prior to being purchased by the City in 1997 it was used as a car dealership. •The Civic Core Plan adopted in January 2018 identified opportunities to reactive and revitalize the City’s Pavilion •In June of 2022, an RFQ solicited proposals for qualified design firms to provide 3 concepts with estimates for the Pavilion project. Four proposals were received. •Graham Baba Architects was selected due to extensive experience with similar projects throughout the region such as the Melrose and Pybus Market.AGENDA ITEM #1. a) •Graham Baba commenced work in the fall of 2022 •Concept guidelines included base elements •Work would primarily involve the space within the four walls. •Modifications to entrances and opportunities for improved access/visibility •Restaurant and/or café spaces •Fixed retail spaces – booths •Portable retail opportunities (carts) Concept Overview AGENDA ITEM #1. a) •3 Concepts Developed •Concept Option Selected based on design and functionality. •Concept refined June 2023 •Next Step to move the project forward proceed with Design Services Amendment. •The proposal includes architectural design, permitting & construction documents, bidding assistance, and construction administration services as outlined below for the existing approx. 14,770 SF Renton Pavilion building, to transform the existing interior space into a public market. Current Project Status AGENDA ITEM #1. a) Selected Concept AGENDA ITEM #1. a) Project Financing •Current Design Agreement Cost $116,862.00 •The agreement request increased by $745,117.00 •New total Design Agreement amount $861,979.00 •City Awarded $1.5 Million Federal Grant •$100,000 to be applied toward Design •$1.4 Million to be applied toward Construction •To date Estimated Project cost based on our concepts $7.1 - $8 Million •City Budget to date $2.4 Million •Current Total City Budget with Federal Grant $3.9 Million •Additional Funding Needs $3.6 - $4.1 Million AGENDA ITEM #1. a) Interior & Exterior Concepts AGENDA ITEM #1. a) Proposed Schedule •Schematic Design (30% Design): 10 weeks + 3 weeks pricing & Owner review •Design Development / Permit Documents (60% Design): 12 weeks design work + 3 weeks pricing & Owner review •Construction Documents (90% Design): 12 weeks design work + 3 weeks pricing & Owner review •Bidding Documents (100% Design): 3 weeks design work •Bidding: 5 weeks contractor pricing/bidding Plus 8 week for review/approval •Construction Administration: 32 weeks of construction plus 4 weeks of project punch-listing and close-out. 33 Weeks Design - Construction Documents 13 Weeks Bidding – Contruction contract award – Council approval 36 Weeks Construction AGENDA ITEM #1. a) •Approval of Amendment for the current Design agreement •Prior to the award of the construction contract, the City will select a consultant to create lease and operating agreement to assure all terms and requirements are in place before going out to bid for construction.
