approve the Memorandum of Understanding between the Federal Bureau of Investigations

Amendment No. 2 to CAG-22-216 with King County Community Development for CDBG
Funds Allocated to the Streetscapes Improvement Project — Phase 2 and Revision to the
CDBG Funding Contingency Plan
(Referred on August 7, 2023)
The Finance Committee recommends concurrence in the staff recommendation to approve
Amendment No. 2 to CAG-22-216, King County Community Development Joint Agreement City
Contract 2021/2022, for Community Development Block Grant funds allocated to the
Streetscapes Improvement Project — Phase 2 and authorize the Mayor and City Clerk to execute
the amendment. The Committee further recommends authorization of an additional budget
appropriation of $664,646 from the 2022 and 2023 CDBG funds and approval of the proposed
revision to the 2022 CDBG Funding Contingency Plan.

Bid Award for Downtown Core Streetscape Phase 2
Williams Avenue South Construction Contract CAG-23-241
(Referred on August 7, 2023)
The Finance Committee recommends concurrence in the staff recommendation to award the
construction contract for the Downtown Core Streetscape Phase 2 — Williams Avenue South
Project CAG-23-241 to the lowest responsive and responsible bidder, Active Construction, in
the amount of $1,109,109 and authorize an additional budget appropriation in the amount of
$664,646 offset by additional CDBG revenues of the same amount, which when coupled with
the previously authorized budget, will cover the outstanding project costs including the
construction contract.
