1.1 !_lILDING CODE: ALL MATERIALS, WORKMANSHIP, AND CONSTRUCTION SHALL
(�)NFORM TO THE DRAWINGS, SPECIFICATIONS, AND THE UNIFORM BUILDING
CODE (UBC), 1997 EDITION. SEISMIC REHABILITATION OF THE STRUCTURES
ARE DESIGNED PER UBC CHAPTER 34 AND FEMA 356, PRESTANDARD AND
COMMENTARY FOR THE SEISMIC REHABILITATION OF BUILDINGS.
I.- STANDARDS: REFERENCE TO ASTM AND OTHER STANDARDS SHALL MEAN THE
LATEST EDITION IN EFFECT ON THE BID DATE OR DATE OF THE OWNER -
CONTRACTOR AGREEMENT, UNLESS NOTED IN THESE DOCUMENTS OR
DESIGNATED BY THE GOVERNING CODE.
1.3 LOADS AND CRITERIA
GRAVITY: IN ADDITION TO THE DEAD LOADS, WATER IS ASSUMED TO BE
STORED AT 100% OF THE TANK CAPACITY. SLOSHING EFFECTS OF
THE STORED WATER IS CONSIDERED IN THE SEISMIC DESIGN.
SEISMIC: SEISMIC FORCES ARE DETERMINED USING NON -LINEAR TIME HISTORY
ANALYSES FOR GROUND MOTIONS WITH A 10% AND 2% CHANCE OF
EXCEEDANCE IN 50 YEARS. SITE SPECIFIC RECORDS WERE DERIVED
FROM THE FOLLOWING TIME HISTORIES:
1971 CHILE, 1971 FOLSOM DAM, 2001 NISQUALLY
THE STURCTURES ARE DESIGNED TO MEET THE FOLLOWING ENHANCED
REHABILITATION OBJECTIVES. -

1.4 SHOP DRAWINGS AND SUBMITTALS SHALL BE SUBMITTED TO THE ENGINEER

PASSIVE ENERGY DISSIPATION DEVICES (FRICTION DAMPERS)
CONTRACTOR SHALL REVIEW & STAMP SHOP DRAWINGS PRIOR TO SUBMITTAL.
IF SHOP DRAWINGS DIFFER FROM THE DESIGN SHOWN ON THE STRUCTURAL
DRAWINGS, THEY SHALL BE SEALED BY THE WASHINGTON STATE REGISTERED
PROFESSIONAL ENGINEER RESPONSIBLE FOR THE DESIGN. DIMENSIONS AND
QUANTITIES ARE THE CONTRACTOR'S RESPONSIBILITY AND WILL NOT BE
REVIEWED. CONTRACTOR SHALL BE LIABLE FOR ALL MATERIALS PLACED PRIOR
TO RECEIPT OF REVIEWED SHOP DRAWINGS OR SUBMITTALS FROM THE
ENGINEER. CONTRACTOR SHALL ALLOW A MINIMUM OF 15 WORKING DAYS FOR
REVIEW BY ENGINEER.
1.5 DEFERRED SUBMITTALS: DRAWINGS FOR BIDDER -DESIGNED COMPONENTS,
SEALED BY THE WASHINGTON STATE REGISTERED PROFESSIONAL ENGINEER
RESPONSIBLE FOR THE DESIGN, SHALL BE SUBMITTED TO THE ENGINEER FOR
REVIEW FOR GENERAL CONFORMANCE WITH THE DESIGN OF THE STRUCTURE.
SUBMITTALS OF BIDDER -DESIGNED ITEMS SHALL INCLUDE LOCATIONS,
MAGNITUDES AND DIRECTIONS OF ALL FORCES TRANSFERRED TO THE
STRUCTURE. CALCULATIONS SUBMITTED FOR BIDDER -DESIGNED ITEMS ARE
FOR INFORMATION ONLY AND WILL NOT BE APPROVED OR RETURNED.
.6 SPECIAL INSPECTION PER UBC SECTIONS 1701 & 1703, SHALL BE
PERFORMED BY A TESTING AGENCY APPROVED BY THE BUILDING OFFICIAL, AS
OUTLINED IN THE STRUCTURAL INSPECTION SCHEDULE. CONTRACTOR SHALL
PROVIDE SCAFFOLDING OR LIFT AND OPERATOR FOR USE BY THE SPECIAL
INSPECTOR.
1.7 STRUCTURAL OBSERVATION: REID MIDDLETON, INC. WILL PERFORM PERIODIC
OBSERVATION DURING CONSTRUCTION, INCLUDING TESTING VERIFICATION OF
PROTOTYPE TESTS AND OBSERVATION OF DAMPER FABRICATION AND
INSTALLATION.
1.8 EXISTING CONDITIONS: CONTRACTOR SHALL VERIFY ALL EXISTING DIMENSIONS,
MEMBER SIZES, AND CONDITIONS PRIOR TO COMMENCING ANY WORK. ALL
DIMENSIONS OF EXISTING CONSTRUCTION SHOWN ON THE DRAWINGS ARE
INTENDED AS GUIDELINES ONLY AND MUST BE FIELD VERIFIED. EXISTING
CONDITIONS SHOWN ON THE DRAWINGS ARE BASED EITHER ON SITE
OBSERVATIONS, ORIGINAL DRAWINGS, OR WERE ASSUMED BASED ON EXPECTED
CONDITIONS. IF EXISTING CONDITIONS DO NOT CLOSELY MATCH THE
CONDITIONS SHOWN ON THE DRAWINGS, OR IF EXISTING MATERIALS ARE OF
QUESTIONABLE OR SUBSTANDARD QUALITY, NOTIFY ENGINEER PRIOR TO

1.9 CONTRACTOR -INITIATED CHANGES SHALL BE SUBMITTED IN WRITING TO THE

3.1 WATER STORAGE: PRIOR TO REMOVING ANY STRUCTURAL MEMBER OR
MATERIAL, THE WATER STORAGE IN THE TANK SHALL BE 60% FULL MAXIMUM.
CONTRACTOR SHALL NOTIFY CITY 5 WORKING DAYS PRIOR TO COMMENCEMENT
OF WORK. CONTRACTOR SHALL PROCEED ONLY AFTER NOIIFIE:D BY CITY THAT
TANK IS 60% FULL MAXIMUM. WATER DRAINED FROM RI `,I_RVOIR WILL BE

3.2 SEQUENCING_: WORK SHALL BE PERFORMED ONE BAY AT A TIME. WORK IN A

5.1 FRICTION DAMPERS: THE SEISMIC RETROFIT SYSTEM INCORPORATES THE USE
OF ENERGY DISSIPATION FRICTION DAMPERS IN THE STRUCTURAL DESIGN.
REFER TO SPECIFICATIONS FOR DESIGN, MANUFACTURING, PERFORMANCE, AND
TESTING REQUIREMENTS OF FRICTION DAMPERS.
ENERGY DISSIPATION DEVICES (CONT)
5.2 FRICTION DAMPER MANUFACTURER SHALL PROVIDE ALL CONNECTIONS, SHOP
DRAWINGS AND CALCULATIONS TO ENGINEER FOR REVIEW PRIOR TO
FABRICATION OF THESE ITEMS.
5.3 INSTALLATION OF FRICTION DAMPERS SHALL BE BY THE GENERAL CONTRACTOR.
5.4 PRETENSIONING: ALL STEEL BRACING SHALL BE SUFFICIENTLY PRETENSIONED
TO AVOID LATERAL VIBRATION. PRETENSIONING MAY BE ACCOMPLISHED BY THE
USE OF THE ERECTION RODS AND BRACKETS SHOWN ON THESE DRAWINGS.
INITIAL INSTALLATION OF THE DEVICES SHALL OCCUR WITH THE 1-1/4"
DIAMETER BOLTS POSITIONED AT THE FAR SIDE OF THE SLOTTED 1101_ES TO
FACILITATE FUTURE BRACE TIGHTENING AFTER REFILLING THE TANK. AFTER
TANK REFILLING, PRETENSION SHALL AGAIN BE USED TO REMOVE SLACK AND
SAG FROM THE BRACES.
5.5 CONTACT SURFACES OF BOLTED CONNECTIONS SHALL BE COATED WITH
INORGANIC ZINC RICH PAINT.
5.6 ASPECT RATIO OF FRICTION DAMPERS SHALL VARY TO SUIT THE ASPECT
RATIO OF BRACED BAYS.

WIRELESS SERVICE PROVIDERS OF PROPOSED POWER OUTAGES AT LEAST
5 WORKING DAYS IN ADVANCE. CONTRACTOR SHALL COOPERATE WITH
WIRELESS SERVICE PROVIDERS WHEN A CONFLICT OR RELOCATION IS
