SURFACE WATER DRAINAGE NOTES AND SPECIFICATIONS:
1. BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY OCCURS, A PRE -CONSTRUCTION
MEETING MUST BE HELD WITH THE CITY OF RENTON PLAN REVIEWER.
2. ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE LATEST EDITION OF THE STANDARD
SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION PREPARED BY WSDOT AND
THE AMERICAN PUBLIC WORKS ASSOCIATION (APWA), AS APPROVED AND MODIFIED BY THE CITY
OF RENTON PUBLIC WORKS DEPAR I MENT.
3. THE SURFACE WATER DRAINAGE SYSTEM SHALL BE CONSTRUCTED ACCORDING TO THE
APPROVED PLANS, WHICH ARE ON FILE IN THE PUBLIC WORKS DEPARTMENT. ANY DEVIATION
FROM THE APPROVED PLANS WILL REQUIRE WRITTEN APPROVAL FROM THE CITY OF RENTON
PUBLIC WORKS DEPARTMENT, SURFACE WATER UTILITY SECTION.
4. A COPY OF THESE APPROVED PLANS MUST BE ON THE JOB SITE WHENEVER CONSTRUCTION IS
IN PROGRESS.
5. DATUM SHALL BE NAVD 88 UNLESS OTHERWISE APPROVED BY THE CITY OF RENTON PUBLIC
WORKS DEPARTMENT. REFERENCE BENCHMARK AND ELEVATIONS ARE NOTED ON THE PLANS.
6. ALL SEDIMENTATION/EROSION FACILITIES MUST BE IN OPERATION PRIOR TO CLEARING AND
BUILDING CONSTRUCTION, AND THEY MUST BE SATISFACTORILY MAINTAINED UNTIL
CONSTRUCTION IS COMPLETED AND THE POTENTIAL FOR ON -SITE EROSION HAS PASSED.
7. ALL RETENTION/DETENTION FACILITIES MUST BE INSTALLED AND IN OPERATION PRIOR TO OR IN
CONJUNCTION WITH ALL CONSTRUCTION ACTIVITY UNLESS OTHERWISE APPROVED BY THE PUBLIC
WORKS DEPARTMENT, SURFACE WATER UTILITY SECTION.
8. GRASS SEED MAY BE APPLIED BY HYDROSEEDING. THE GRASS SEED MIXTURE, OTHER THAN
CITY OF RENTON APPROVED STANDARD MIXES, SHALL BE SUBMITTED BY A LANDSCAPE
ARCHITECT AND APPROVED BY THE PUBLIC WORKS DEPARTMENT, SURFACE WATER UTILITY
SECTION.
9. ALL PIPE AND APPURTENANCES SHALL BE LAID ON A PROPERLY PREPARED FOUNDATION IN
ACCORDANCE WITH SECTION 7-02.3(1) OF THE CURRENT STATE OF WASHINGTON STANDARD
SPECIFICATION FOR ROAD AND BRIDGE CONSTRUCTION. THIS SHALL INCLUDE NECESSARY
LEVELING OF THE TRENCH BOTTOM OR THE TOP OF THE FOUNDATION MATERIAL, AS WELL AS
PLACEMENT AND COMPACTION OF REQUIRED BEDDING MATERIAL, TO UNIFORM GRADE SO THAT
THE ENTIRE LENGTH OF THE PIPE WILL BE SUPPORTED ON A UNIFORMLY DENSE, UNYIELDING
BASE. ALL PIPE BEDDING SHALL BE APWA CLASS "C", WITH THE EXCEPT"ON OF PVC PIPE.
ALL TRENCH BACKFILL SHALL BE COMPACTED TO MINIMUM 95% FOR PAVEMENT AND
STRUCTURAL FILL AND 90% OTHERWISE PER ASTM D-1557-70. PEA GRAVEL BEDDING SHALL
BE 6 INCHES OVER AND UNDER PVC PIPE.

17. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING ADEQUATE SAFEGUARD, SAFETY
DEVICES, PROTECTIVE EQUIPMENT, FLAGGERS, AND ANY OTHER NEEDED ACTIONS TO PROTECT
THE LIFE, HEALTH, AND SAFETY OF THE PUBLIC, AND TO PROTECT PROPERTY IN CONNECTION
WITH THE PERFORMANCE OF WORK COVERED BY THE CONTRACT. ANY WORK WITHIN THE

EROSION CONTROL NOTES:
1. BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY OCCURS, A PRE -CONSTRUCTION

2. ALL LIMITS OF CLEARING AND AREAS OF VEGETATION PRESERVATION AS PRESCRIBED ON THE
PLAN(S) SHALL BE CLEARLY FLAGGED IN THE FIELD AND OBSERVED DURING CONSTRUCTION.
3. ALL REQUIRED SEDIMENTATION/EROSION CONTROL FACILITIES MUST BE CONSTRUCTED AND IN
OPERATION PRIOR TO LAND CLEARING AND/OR CONSTRUCTION TO ENSURE THAT SEDIMENT
LADEN WATER DOES NOT ENTER THE NATURAL DRAINAGE SYSTEM. ALL EROSION AND SEDIMENT
FACILITIES SHALL BE MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH TIME THAT
CLEARING AND/OR CONSTRUCTION IS COMPLETE AND POTENTIAL FOR ON -SITE EROSION HAS
PASSED. THE IMPLEMENTATION, MAINTENANCE, REPLACEMENT AND ADDITIONS TO
EROSION/SEDIMENTATION CONTROL SYSTEMS SHALL BE THE RESPONSIBILITY OF THE PERMITEE.
4. THE EROSION AND SEDIMENTATION CONTROL SYSTEMS DEPICTED ON THIS DRAWING ARE
INTENDED TO BE MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE CONDITIONS. AS
CONSTRUCTION PROGRESSES AND UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE
PERMITEE SHALL ANTICIPATE THAT MORE EROSION AND SEDIMENTATION CONTROL FACILITIES
WILL BE NECESSARY TO ENSURE COMPLETE SILTATION CONTROL ON THE PROPOSED SITE.
P'JRING THE COURSE OF CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY
OF THE PERMITEE TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY THE
ACTIVITIES AND TO PROVIDE ADDITIONAL FACILITIES, OVER AND ABOVE MINIMUM REQUIREMENTS,

5. APPROVAL OF THIS PLAN IS FOR EROSION/SEDIMENTATION CONTROL ONLY. IT DOES NOT
CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE NOR LOCATION OF PIPES,
RESTRICTORS, CHANNELS, OR RETENTION FACILITIES.
6. DURING THE TIME PERIOD OF OC t OBER 1ST THROUGH APRIL 30TH, ALL PROJECT DISTRIBUTED
SOIL AREAS GREATER THAN 5,000 SQUARE FEET, THAT ARE TO BE LEFT UN -WORKED FOR
MORE THAN 12 HOURS, SHALL BE COVERED BY MULCH, SODDING OR PLASTIC COVERING.
7. IN ANY AREA WHICH HAS BEEN STRIPPED OF VEGETATION AND WHERE NO FURTHER WORK IS
ANTICIPATED FOR A PERIOD 30 DAYS OR MORE, ALL DISTURBED AREAS MUST BE IMMEDIATELY
STABILIZED WITH MULCHING, GRASS PLANTING OR OTHER APPROVED EROSION CONTROL
TREATMENT APPLICABLE TO THE TIME OF YEAR. GRASS SEEDING ALONE WILL BE ACCEPTABLE
ONLY DURING THE MONTHS OF APRIL THROUGH SEPTEMBER, INCLUSIVE. SEEDING MAY
PROCEED, HOWEVER, WHENEVER IT IS IN THE INTEREST OF THE PERMITEE, BUT MUST BE
AUGMENTED WITH MULCHING, NETTING OR OTHER TREATMENT APPROVED BY THE CITY OF

EROSION CONTROL CONSTRUCTION SEQUENCE:
1. HOLD THE PRE -CONSTRUCTION MEETING.
2. FLAG CLEARING LIMITS (BY OWNER).
3. GRADE AND INST, .'-L CONSTRUCTION ENTRANCES.
4. INSTALL PERIMETER PROTECTION (SILT FENCE, BRUSH BARRIER, ETC).
5. GRADE AND STABILIZE CONSTRUCTION ROAD AS REQUIRED FOR MOVEMENT OF CONSTRUCTION
EQUIPMENT.
6. CONSTRUCT SURFACE WATER CONTROLS (INTERCEPTOR DIKES, PIPE SLOPE DRAINS, ETC.)
SIMULTANEOUSLY WITH CLEARING AND GRADING FOR PROJECT DEVELOPMENT.
7. MAINTAIN EROSION CONTROL MEASURES IN ACCORDANCE WITH KING COUNTY STANDARDS AND
MANUFACTURER'S RECOMMENDATIONS.
8. RELOCATE SURFACE WATER CONTROLS OR EROSION CONTROL MEASURES, OR INSTALL NEW
MEASURES SO THAT AS SITE CONDITIONS CHANGE, THE EROSION AND SEDIMENT CONTROL IS
ALWAYS IN ACCORDANCE WITH THE KING COUNTY EROSION AND SEDIMENT CONTROL
STANDARDS.
9. COVER ALL AREAS THAT WILL BE UNWORKED FOR MORE THAN SEVEN (7) DAYS DURING THE
DRY SEASON OR TWO (2) DAYS DURING THE WET SEASON WITH STRAW, WOOD FIBER MULCH,
COMPOST, PLASTIC SHEETING, OR EQUIVALENT.
10. STABILIZE ALL AREAS WITHIN (7) DAYS OF REACHING FINAL GRADE.
11. SEED OR SOD ANY AREAS TO REMAIN UNWORKED FOR MORE THAN 30 DAYS.

APPROVAL (HPA) ISSUED BY THE WASHINGTON DEPARTMENT OF FISH AND WILDLIFE (WDFW) rNTITLED, "RIPLEY LANE
STORM IMPROVEMENTS" ON FEBRUARY 11, 2008 AND PLANS DATED JANUARY 31, 2008, EXCEPT AS MODIFIED BY
CONTRACT PLANS AND SPECIFICATIONS. A COPY OF THE HPA AND PLANS SHALL BE AVAILABLE ON SITE DURING
CONSTRUCTION.
3. IF AT ANY TIME, AS A RESULT OF PROJECT ACTIVITIES, FISH ARE OBSERVED IN DISTRESS, A FISH KILL OCCURS, OR
WATER QUALITY PROBLEMS DEVELOP (INCLUDING EQUIPMENT LEAKS OR SPILLS), IMMEDIATE NOTIFICATION SHALL BE
MADE TO THE WASHINGTON EMERGENCY MANAGEMENT DIVISION AT 1-800-258-5990, AND TO THE AREA HABITAT
BIOLOGIST (AHB).
4. NOTIFICATION REQUIREMENTS
4A. AT LEAST FIVE DAYS PRIOR TO STARTING WORK, THE CONTRACTOR SHALL NOTIFY THE CITY OF RENTON CONSTRUCTION
MANAGER TO ALLOW NOTIFICATION OF THE WASHINGTON DEPARTMENT OF FISH AND WILDLIFE (WDFW) AREA HABITAT
BIOLOGIST (AHB).
4B. AT LEAST 10 DAYS PRIOR TO STARTING ANY IN -WATER WORK, THE CONTRACTOR SHALL NOTIFY THE CITY OF RENTON
PROJECT MANAGER TO ALLOW NOTIFICATION OF THE WASHINGTON DEPARTMENT OF FISH AND WILDLIFE (WDFW) AREA
HABITAT BIOLOGIST (AHB). THE CONTRACTOR MAY REQUEST ASSISTANCE FROM WDFW ASSIST IN CAPTURING AND
SAFELY MOVING FISH LIFE FROM THE JOB SITE TO FREE -FLOWING WATER. SUCH ASSISTANCE MAY BE GRANTED BY
WDFW IF PERSONNEL ARE AVAILABLE. NO CHANGE IN CONTRACT SPECIFICATIONS OR COST WILL BE ALLOWED WHETHER
OR NOT WDFW ASSISTANCE IS PROVIDED IN FISH MOVEMENT.
5. ALL CONSTRUCTION OF THE NEW CULVERTS AND THE NEW CHANNEL, INCLUDING WEIR STRUCTURES WILL BE TAKE
PLACE ENTIRELY OUTSIDE OF THE EXISTING STREAM ORDINARY HIGH WATER MARK (OHWM) EXCEPT FOR THE FINAL
CONNECTION OF THE STREAM AND BLOCKING OF THE EXISTING CULVERT. WORK BELOW THE OHWM SHALL OCCUR
ONLY BETWEEN JUNE 15 AND SEPTEMBER 30 AND SHALL INCLUDE NOTIFICATION OF THE RENTON PROJECT MANAGER
PRIOR TO INITIATION OF THE CONNECTION AS PROVIDED IN CONDITION 4.B.
6. IF HIGH FLOW CONDITIONS THAT MAY CAUSE SILTATION ARE ENCOUNTERED DURING THIS PROJECT, WORK SHALL STOP
UNTIL THE FLOW SUBSIDES.
7. LOG WEIR ELEVATIONS SHALL BE INSTALLED WITH A MAXIMUM TOLERANCE FROM DESIGN ELEVATIONS OF +/- 0.1 FT.
8. OVERBURDEN MATERIAL RESULTING FROM THE PROJECT SHALL BE DEPOSITED IN DESIGNATED STOCKPILE AREAS
APPROVED BY THE CITY OR REMOVED FROM THE SITE IMMEDIATELY UPON EXCAVATION TO AVOID ENTERING SURFACE
WATERS.
9. DURING CONSTRUCTION TO CONNECT THE UPSTREAM PORTION OF THE REALIGNED CHANNEL TO THE EXISTING
CHANNEL, THE STREAM WILL BE MAINTAINED TO FLOW INTO THE EXISTING 24-INCH CULVERT. REMOVAL OF THE
REMAINING MATERIAL BELOW OHWM TO CONNECT THE NEW CHANNEL TO THE EXISTING STREAM CHANNEL WILL BE
CONDUCTED WITHIN A DRY CHANNEL CREATED BY A TEMPORARY SAND BAG DAM AFTER FISH REMOVAL AND
DEWATERING.
10. PRIOR TO DEWATERING THE AREA BEHIND THE SAND BAG DAM, THE CONTRACTOR SHALL CAPTURE AND SAFELY MOVE
FOOD FISH, GAME FISH, AND OTHER FISH LIFE FROM THE AREA ISOLATED BY THE SAND BAG DAM AND MOVE THEM
TO AN UNDISTURBED REACH OF THE STREAM PRIOR TO CONNECTION OF THE NEW CHANNEL. THE CONTRACTOR MAY
REQUEST ASSISTANCE FROM WDFW ASSIST IN CAPTURING AND SAFELY MOVING FISH LIFE FROM THE JOB SITE TO
FREE -FLOWING WATER. SUCH ASSISTANCE MAY BE GRANTED BY WDFW IF PERSONNEL ARE AVAILABLE. NO CHANGE IN
CONTRACT SPECIFICATIONS OR COST WILL BE ALLOWED WHETHER OR NOT WDFW ASSISTANCE IS PROVIDED IN FISH
MOVEMENT.
11. ANY DEVICE USED FOR DIVERTING WATER FROM THE FISH -BEARING STREAM SHALL BE EQUIPPED WITH A FISH GUARD
TO PREVENT PASSAGE OF FISH INTO THE DIVERSION DEVICE PURSUANT TO RCW 77.57.010 AND 77.57.070. THE PUMP
INTAKE SHALL BE SCREENED WITH 1/8-INCH MESH TO PREVENT FISH FROM ENTERING THE SYSTEM. THE SCREENED
INTAKE SHALL CONSIST OF A FACILITY WITH ENOUGH SURFACE AREA TO ENSURE THAT THE VELOCITY THROUGH THE
SCREEN IS LESS THAN 0.4 FEET PER SECOND. SCREEN MAINTENANCE SHALL BE ADEQUATE TO PREVENT INJURY OR
ENTRAPMENT TO JUVENILE FISH AND THE SCREEN SHALL REMAIN IN PLACE WHENEVER WA, -R IS WITHDRAWN FROM
THE STREAM THROUGH THE PUMP INTAKE.XX. ALL EQUIPMENT USED TO MAKE THE FINAL CONNECTION TO THE EXISTING
STREAM SHALL BE PLACED OUTSIDE THE EXISTING AND NEW CHANNEL.
12. AFTER CONNECTION OF THE NEW STREAM CHANNEL AND REMOVAL OF THE TEMPORARY SANDBAG DAM, THE EXISTING
24-INCH CULVERT WILL BE BLOCKED IN THE FOLLOWING SEQUENCE. FIRST WITH A TEMPORARY SANDBAG DAM WILL BE
INSTALLED, THEN FISH REMOVAL WILL TAKE PLACE WITHIN ThE BYPASSED REACH WHICH WILL INCLUDE ANY FISH
FOUND IN THE EXISTING CULVERT BETWEEN THE UPSTREAM INLET AND THE DOWNSTREAM CONNECTION POINTS WITH
THE EXISTING 60-INCH PIPELINE ON THE SEAHAWKS SITE. FISH REMOVAL WILL BE INCOMPLIANCE WITH CONDITION 9.
DEWATERING WILL BE INCOMPLIANCE WITH CONDITION 10. THE EXISTING 24-INCH CULVERT WILL BE BLOCKED WITH A
CONCRETE PLUG IN THE CULVERT. THE INLET STRUCTURE WILL BE COMPLETELY COVERED WITH QUARRY SPALLS
13. THE STREAM BANK AND BUFFER AREAS SHALL BE PLANTED IN ACCORDANCE WITH LANDSCAPE PLANS BY DECEMBER
31 OF THE YEAR OF INSTALLATION OF THE CULVERTS AND LOG WEIRS. PLANTINGS SHALL BE MAINTAINED BY THE
CONTRACTOR AS NECESSARY FOR THREE YEARS TO ENSURE 80 PERCENT SURVIVAL OF EACH SPECIES OR A
CONTINGENCY SPECIES AS PROVIDED IN THE LANDSCAPE PLANS.
14. EQUIPMENT USED FOR THIS PROJECT SHALL BE FREE OF EXTERNAL PETROLEUM -BASED PRODUCTS WHILE WORKING
AROUND THE STREAM AND WETLANDS ASSOCIATED WITH THE STREAM. ACCUMULATION OF SOILS OR DEBRIS SHALL BE
REMOVED FROM THE DRIVE MECHANISMS (WHEELS, TIRES, TRACKS, ETC.) AND UNDERCARRIAGE OF EQUIPMENT PRIOR
TO ITS WORKING BELOW THE OHWL. EQUIPMENT SHALL BE CHECKED DAILY FOR LEAKS AND ANY NECESSARY REPAIRS
SHALL BE COMPLETED PRIOR TO COMMENCING WORK ACTIVITIES ALONG THE STREAM AND WETLANDS ASSOCIATED WITH
THE STREAM.
15. EXTREME CARE SHALL BE TAKEN TO ENSURE THAT NO PETROLEUM PRODUCTS, HYDRAULIC FLUID, FRESH CEMENT,
